MEETING IS CALLED TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL: Gunn, Hull, Meehlhause, Mueller NOT PRESENT: Flaherty 4. APPROVAL OF AGENDA A. Monday, October 10, 2016, City Council Agenda. MOTION/SECOND: Gunn/Hull. To Approve the Monday, October 10, 2016, agenda as presented. Ayes – 4 Nays – 0 Motion carried. 5. PUBLIC INPUT None. 6. SPECIAL ORDER OF BUSINESS None. 7. COUNCIL BUSINESS A. Public Hearing: Consider Resolution 8639, approving the Preliminary and Final Plat of a Major Subdivision of “Steil Addition”, consisting of two lots, located at 2940 County Road H2, and 7255 Hidden Hollow Court. City Administrator Ericson stated the applicants Tim and Kelly Steil own two adjacent properties that back up to each other. The Steil’s are requesting to move the common property line, thereby increasing the size of their backyard at their residence at 7255 Hidden Hollow Court. No new lots or roads will be created. He explained that because the two lots involved exceed two acres Mounds View City Council October 10, 2016 Regular Meeting Page 2 combined, a Major Subdivision is required. Staff reviewed the request in further detail and noted the Planning Commission recommended approval. Acting Mayor Mueller opened the public hearing at 7:07 p.m. Hearing no public input, Acting Mayor Mueller closed the public hearing at 7:07 p.m. MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 8639, approving the Preliminary and Final Plat of a Major Subdivision of “Steil Addition”, consisting of two lots, located at 2940 County Road H2, and 7255 Hidden Hollow Court, and releasing the property from two agreements. Ayes – 4 Nays – 0 Motion carried. B. Resolution 8637, Approving Building Alterations and Building Maintenance needs for the Community Center. Public Works Supervisor Don Peterson requested the Council approve building alternations and building maintenance needs for the Community Center. He described the improvements that would be made along with the estimated costs. The success of the new website for the Community Center was discussed, along with the increase in event center rentals. Staff recommended the Council approve this request. MOTION/SECOND: Hull/Meehlhause. To Waive the Reading and Adopt Resolution 8637, Approving Building Alterations and Building Maintenance needs for the Community Center. Acting Mayor Mueller believed the proposed improvements would greatly benefit the Community Center. Ayes – 4 Nays – 0 Motion carried. C. Resolution 8640, Considering an Appeal of the Planning Commission’s Denial of a Variance for property located at 7790 Eastwood Road. This item was removed from the agenda. D. Resolution 8636, Approve Building Alterations and Maintenance Items for Random and Groveland Park Shelter Buildings. Public Works Supervisor Peterson requested the Council approve building alternations and maintenance items for the Random and Groveland Park shelters. He explained the improvements that would be made to each of the shelters along with the estimated expense for the projects which was just over $35,000. Staff reviewed how the project would be funded and recommended approval. Public Works Supervisor Peterson explained the closet would remain. MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8636, Approve Building Alterations and Maintenance Items for Random and Groveland Park Shelter Buildings. Council Member Meehlhause was pleased that the Random Park shelter was being renovated because the building was quite old and was rented out frequently. Ayes – 4 Nays – 0 Motion carried. 8. CONSENT AGENDA A. Schedule a Public Hearing for Monday, October 24, 2016 at 7:00 p.m. to consider approving a Conditional Use Permit for an oversized garage, located at 7715 Eastwood Road. B. Schedule a Public Hearing for Monday, November 14, 2016 at 7:00 p.m. to consider adopting a Capital Improvement Plan and authorizing the issuance of Capital Improvement Bonds. C. Schedule a Public Hearing for Monday, October 24, 2016 at 7:00 p.m. to Consider Approval of a Residential Kennel License for Susan and Daniel Gillett, located at 7741 Greenwood Drive. D. Resolution 8641, Approving Severance for Mary Springer, Receptionist/Recycling Coordinator. MOTION/SECOND: Meehlhause/Hull. To Approve the Consent Agenda as presented. Ayes – 4 Nays – 0 Motion carried. 9. JUST AND CORRECT CLAIMS City Administrator Ericson answered the Council's questions related to claims. MOTION/SECOND: Gunn/Meehlhause. To Approve the Just and Correct Claims as presented. Ayes – 4 Nays – 0 Motion carried. 10. APPROVAL OF MINUTES A. September 12, 2016, City Council Meeting Minutes. Council Member Meehlhause requested a correction on Page 8, Line 11 stating Well No. 5 was located at Long Lake Road and Woodcrest. Council Member Meehlhause requested a correction on Page 10, Line 9 noting the statement should read tickets “are” $9.50. Ayes – 4 Nays – 0 Motion carried. B. September 26, 2016, City Council Meeting Minutes. Council Member Meehlhause requested a correction on Page 8, Line 31, eliminating the word “reviewed”. Acting Mayor Mueller requested a correction on Page 2, Line 15, changing the word “members” to “owners”. MOTION/SECOND: Mueller/Hull. To Approve the September 26, 2016, City Council meeting minutes as corrected. Ayes – 4 Nays – 0 Motion carried. 11. REPORTS A. Reports of Mayor and Council. Council Member Meehlhause stated the Mounds View Lions Annual Spaghetti Dinner would be held on Thursday, October 13th from 4:30 to 7:00 p.m. at the VFW Post 6587 in Spring Lake Park. Tickets for this event will be $9.50. Council Member Meehlhause reported he would be attending the NSCC meeting for Mayor Flaherty and three meetings over the coming weeks for NYFS. Acting Mayor Mueller was happy to report that a number of employees at Big Top Liquor were able to keep their jobs after the business was sold to a new owner. Acting Mayor Mueller commented on the great success of the Festival in the Park Fall Craft Fair. Acting Mayor Mueller stated the Blaine-Spring Lake Park-Mounds View Fire Department’s Open House at Fire Station No. 1 on Saturday, October 8th was well attended. Acting Mayor Mueller noted she would be attending a League of Minnesota Cities meeting on Monday, October 17th. Acting Mayor Mueller explained absentee voting would begin at City Hall on Monday, October 24th. Acting Mayor Mueller discussed the Candidate Forum that was held last Tuesday and encouraged the public who were unable to attend this event to view it on the City’s website. Mounds View City Council October 10, 2016 Regular Meeting Page 5 Acting Mayor Mueller commented on the Coffee with a Cop event. B. Reports of Staff. City Administrator Ericson explained staff would be reposting the Code Enforcement position due to the fact the City did not receive many interested candidates. If the second round was unsuccessful, a study for the position may be needed. 1. Request Temp Employee for the Receptionist/Recycling Coordinator Position City Administrator Ericson requested the Council allow staff to hire a temporary employee for the receptionist/recycling coordinator position for 30 hours per week for the next three months. He explained the position would be posted after the job description was reviewed by staff. It was noted the City had adequate budget to cover the temporary worker. The Council offered their support for the hiring of a temporary employee for the receptionist/recycling coordinator position. Public Works Director Erickson updated the Council on Area I and noted the last phase of Area I would receive a base course on Wednesday. He was pleased to report the Silver View Park trail had been paved. He encouraged residents to not push their leaves and grass clippings into the storm sewer. He explained the City would be sweeping its streets over the coming weeks. C. Reports of City Attorney. There was nothing additional to report. 12.
