SPECIAL ORDER OF BUSINESS <br /> A. Heartsafe Community Proclamation. <br /> <br />Mayor Flaherty read a proclamation in full for the record declaring August 20, 2016, to be the <br />start of the City of Mounds View’s Heartsafe Community Initiative. He provided further <br />comment on the benefits of Mounds View becoming a Heartsafe Community and thanked staff <br />for bringing this item forward. <br /> <br />7. COUNCIL BUSINESS <br />A.
