To Approve the Monday, August 8, 2016, agenda as <br />presented. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />5. PUBLIC INPUT <br /> <br />None. <br /> <br />6. SPECIAL ORDER OF BUSINESS <br /> A. Heartsafe Community Proclamation. <br /> <br />Mayor Flaherty read a proclamation in full for the record declaring August 20, 2016, to be the <br />start of the City of Mounds View’s Heartsafe Community Initiative. He provided further <br />comment on the benefits of Mounds View becoming a Heartsafe Community and thanked staff <br />for bringing this item forward. <br /> <br />7. COUNCIL BUSINESS <br />A. Introduction and First Reading of Ordinance 923, an Ordinance Continuing <br />a Franchise Fee on Xcel Energy Electric and Natural Gas Operations within <br />the City of Mounds View. <br /> <br />Finance Director Beer requested the Council introduce an Ordinance that would continue a
