MEETING IS CALLED TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL: Flaherty, Gunn (arrived at 7:26 p.m.), Hull, Meehlhause, Mueller NOT PRESENT: None 4. APPROVAL OF AGENDA A. Monday, January 5, 2015, City Council Agenda. MOTION/SECOND: Mueller/Meehlhause. To Approve the Monday, January 5, 2015, agenda as presented. Ayes – 4 Nays – 0 Motion carried. 5. PUBLIC INPUT None. 6. SPECIAL ORDER OF BUSINESS A. Oath of Office for Mayor Joe Flaherty City Administrator Ericson administered the Oath of Office to Mayor Joe Flaherty. B. Oath of Office for Councilmember Al Hull City Administrator Ericson administered the Oath of Office to Council Member Al Hull. C. Oath of Office for Councilmember Carol Mueller City Administrator Ericson administered the Oath of Office to Council Member Carol Mueller. 7. COUNCIL BUSINESS Mounds View City Council January 5, 2015 Regular Meeting Page 2 A. Resolution 8351, Selection of the Acting Mayor, Treasurer and Official Depositories for 2015. City Administrator Ericson noted this was a housekeeping item and requested the Council select an Acting Mayor, Treasurer and official depository for 2015. Council Member Mueller indicated she was willing to serve as the Acting Mayor in 2015. MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 8351, Selection of the Acting Mayor (Council Member Mueller), Treasurer and Official Depositories for 2015. Ayes – 4 Nays – 0 Motion carried. B. Resolution 8352, Appointing City Council Members and City Staff as Representatives for City Commissions and Other Organizations. City Administrator Ericson requested the Council approve the appointment of City Council members and City Staff as representatives for City Commissions and other organizations. Mayor Flaherty reported Council Member Mueller currently represents the City on the Ramsey County League of Local Government. Council Member Mueller was happy to continue serving. Mayor Flaherty questioned who wanted to serve on the Blaine, Mounds View, Spring Lake Park Fire Relief Board. Council Member Gunn was recommended for this position. Mayor Flaherty asked who was willing to serve on the Human Resources Committee. Council Member Hull and Council Member Meehlhause were willing to continue on this committee. Council Member Meehlhause indicated he could serve as the representative for the Metro North Tourism Board (Twin Cities Gateway) and suggested Business Development Coordinator Brian Beeman serve as the alternate. Council Member Meehlhause was interested in serving on the YMCA Advisory Committee and Council Member Hull would be the alternate. Council Member Meehlhause suggested Finance Director Beer serve as the representative for the North Suburban Cable Commission. He believed that this would allow the City to have an invested member with a financial background. Finance Director Beer explained that he would not be available to attend the Thursday evening meetings. He indicated he could fill in during the interim or could serve as the alternate. Mayor Flaherty stated he would be willing to serve as the North Suburban Cable Commission representative with Finance Director Beer and Council Member Meehlhause serving as the alternates. Mounds View City Council January 5, 2015 Regular Meeting Page 3 Council Member Meehlhause would continue as the representative for Northeast Youth and Family Services. Mayor Flaherty would be the alternate. Council Member Mueller would serve as the representative for the League of Minnesota Cities with Mayor Flaherty serving as the alternate. Mayor Flaherty would represent the City in the North Metro Mayor’s Association with Council Member Mueller serving as the alternate. The Mounds View Business Council would be represented by Council Member Mueller and Council Member Meehlhause. Council Member Gunn was selected to serve on the I-35W Coalition and Council Member Hull would serve as the alternate. Mayor Flaherty was interested in serving on Metro Cities with City Administrator Ericson. Council Member Hull was willing to serve as the representative for the Anoka County Fire Protection Board, with Council Member Gunn serving as the alternate. MOTION/SECOND: Mueller/Hull. To Waive the Reading and Adopt Resolution 8352, Appointing City Council Members and City Staff as Representatives for City Commissions and Other Organizations. Council Member Meehlhause reported he would be willing to serve as the Council liaison for the Planning Commission, Park and Recreation and EDC. Mayor Flaherty explained that liaisons were eliminated four or five years ago and this responsibility was placed on staff. However, he appreciated Council Member Meehlhause’s willingness to serve the Council in this capacity. The Council supported Council Member Meehlhause serving as a Council Representative to Committees and Commissions at the Planning Commission, Park and Recreation and EDC meetings. Council Member Gunn arrived at the meeting. Ayes – 5 Nays – 0 Motion carried. C. Resolution 8353, Approving Severance for Public Works Director Nick DeBar. City Administrator Ericson stated Nick DeBar has resigned his position as Public Works Director with the City effective December 19, 2014. He worked for the City for almost six years. He Mounds View City Council January 5, 2015 Regular Meeting Page 4 reviewed the appropriate severance payout for Mr. DeBar’s sick leave and vacation time. He recommended the Council approve a severance payout of $23,561.28. MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8353, Approving Severance for Public Works Director Nick DeBar. Council Member Mueller wished Nick DeBar all the best and thanked him for his dedicated service to the City of Mounds View. Mayor Flaherty agreed and thanked Mr. DeBar for his many contributions to the City. Ayes – 5 Nays – 0 Motion carried. D. Resolution 8354, Accepting Miscellaneous Cash Donations for 2014. Finance Director Beer explained that following State Statute the City had to accept any cash donations made to the City through a Resolution. He reviewed the cash donations made in 2014 and recommended the Council adopt Resolution 8354. MOTION/SECOND: Mueller/Mueller. To Waive the Reading and Adopt Resolution 8354, Accepting Miscellaneous Cash Donations for 2014. Council Member Mueller thanked Council Member Gunn for taking on the K9 demonstration at Festival in the Park. Council Member Meehlhause thanked all of the residents that contributed funds to the K9 unit in 2014. Ayes – 5 Nays – 0 Motion carried. 8. Next Council Work Session: Immediately following this meeting Next Council Meeting: Monday, January 12, 2015, at 7:00 p.m. 9.
