MEETING IS CALLED TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL: Flaherty, Gunn, Hull, Meehlhause NOT PRESENT: Mueller. 4. APPROVAL OF AGENDA A. Monday, July 13, 2015, City Council Agenda. MOTION/SECOND: Gunn/Hull. To Approve the Monday, July 13, 2015, agenda as presented. Ayes – 4 Nays – 0 Motion carried. 5. PUBLIC INPUT None. 6. SPECIAL ORDER OF BUSINESS None. 7. COUNCIL BUSINESS A. 7:00 p.m. Public Hearing, Second Reading and Adoption of Ordinance 904, Amending Chapter 1106 of the Mounds View Zoning Code to Allow Additional Exterior Materials on Columbaria. City Administrator Ericson explained the Council recently adopted an Ordinance that allows Columbaria at churches and other religious organizations. Staff was requesting that the Council adopt another Ordinance that would amend Chapter 1106 allowing additional exterior materials (brick and bronze) on the Columbaria. Mayor Flaherty opened the public hearing at 7:06 p.m. Mounds View City Council July 13, 2015 Regular Meeting Page 2 Hearing no public input, Mayor Flaherty closed the public hearing at 7:06 p.m. MOTION/SECOND: Gunn/Meehlhause. To Waive the Second Reading and Adopt Ordinance 904, Amending Chapter 1106 of the Mounds View Zoning Code to Allow Additional Exterior Materials on Columbaria. ROLL CALL: Gunn/Hull/Meehlhause/Flaherty. Ayes – 4 Nays – 0 Motion carried. B. 7:00 p.m. Public Hearing, Resolution 8434, a Resolution to Consider a Residential Kennel License located at 2280 Pinewood Drive. Assistant City Administrator Crane explained that the residents at 2280 Pinewood Drive have more than two dogs and were requesting a residential kennel license to allow four (4) dogs on the property. She indicated staff sent notices for a public hearing and received notification that the resident could not attend the meeting. In addition, staff has received numerous complaints from adjacent property owners regarding these four (4) dogs on the property. Staff recommended that the Council postpone action on this item to the July 27, 2015 City Council meeting to allow the owners to be present at the meeting. Mayor Flaherty opened the public hearing at 7:09 p.m. MOTION/SECOND: Meehlhause/Hull. To Continue the Public Hearing for Residential Kennel License located at 2280 Pinewood Drive to the July 27, 2015 City Council Meeting. Ayes – 4 Nays – 0 Motion carried. C. 7:00 p.m. Public Hearing, Resolution 8435, a Resolution to Consider a Residential Kennel License located at 5414 Jackson Drive. Assistant City Administrator Crane explained that the residents at 5414 Jackson Drive have more than two dogs and were requesting a residential kennel license to allow three (3) dogs on the property. She noted that all dogs were current on their shots and were licensed with the City. She reported staff sent notices for a public hearing. She understood that the police had received one complaint on these dogs and have zero resident complaints. Staff recommended approval of the residential kennel license. Mayor Flaherty opened the public hearing at 7:14 p.m. Hearing no public input, Mayor Flaherty closed the public hearing at 7:14 p.m. Mayor Flaherty questioned when the dogs got out and if this was a recent event. Mr. Shoberg, 5414 Jackson Drive, was uncertain as to when the dogs got out but understood the fence was left Mounds View City Council July 13, 2015 Regular Meeting Page 3 open one day when the power went out. He commented that this could have led to the dogs getting out. Mayor Flaherty asked if the labs were putting holes under the fence. Mr. Shoberg explained that he was working to make the fence more secure and to deter the dogs from digging. Mayor Flaherty questioned how many visits the public services officer had made to this property. Assistant City Administrator Crane reported that the public services officer had visited the site on two separate occasions. Mayor Flaherty encouraged the property owners to be in communication with their neighbors to ensure that any dog concerns were addressed right away before they become larger concerns. Council Member Meehlhause discussed the benefits of invisible fencing. Council Member Gunn inquired when the owners obtained the beagle. Mr. Shoberg reported that they rescued the beagle in February of 2015. Ms. Brittania Shoberg commented that she was unaware that she needed a kennel license when she rescued a third dog. Mayor Flaherty commended the homeowners for requesting the kennel license. MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 8435, a Resolution to Consider a Residential Kennel License located at 5414 Jackson Drive. Mayor Flaherty was pleased that the City did not receive any neighbor complaints. He encouraged the homeowners to address the fence issue to ensure that the dogs are not escaping. Ayes – 4 Nays – 0 Motion carried. D. Resolution 8433 to Purchase one 2016 Chevrolet Impala Sedan (unmarked). Police Chief Kinney requested the Council approve the purchase of a 2016 Chevrolet Impala Sedan that would serve as an unmarked squad car for the Police Department. He discussed the other vehicle purchases the department has made this year. He was pleased with the proposed bid price for this vehicle and recommended approval of the vehicle. Mayor Flaherty reported that this vehicle was included in the 2015 budget. Police Chief Kinney reported this was the case. MOTION/SECOND: Hull/Meehlhause. To Waive the Reading and Adopt Resolution 8433 to Purchase one 2016 Chevrolet Impala Sedan (unmarked). Council Member Meehlhause was pleased that the purchase price came in under budget. Resolution 8436, Approving the Installation of a Panic Hardware and Door Release Buttons in City Hall. Public Works Director Erickson requested the Council approve the installation of six panic buttons and door release hardware in City Hall. He reported the expense would be just over $5,000. He discussed the location of the proposed panic buttons and door release hardware. He explained this was not a budgeted expense for 2015, but funds were available to cover the cost. Council Member Meehlhause asked what funds were being used to cover this expense. Public Works Director Erickson stated a Grounds and Maintenance fund would be used for this project. Mayor Flaherty questioned what type of training would be provided to staff on the new security systems. City Administrator Ericson explained that staff and the Police Department would be properly trained to safely manage the new door entry system. Mayor Flaherty inquired if the Police Department supported the proposed panic buttons. Police Chief Kinney fully supported the proposed panic hardware and believed that the panic buttons would offer an extra measure of protection at City Hall. MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 8436, Approving the Installation of a Panic Hardware and Door Release Buttons in City Hall. Ayes – 4 Nays – 0 Motion carried. 8. CONSENT AGENDA Council Member Gunn asked to remove Item 8A. A. Set Public Hearing for Monday August 24, 2015 at 7:00 p.m. for Municipal Consent on Ramsey County Road H and I -35W Interchange Project. B. Resolution 8432 for Approval of Master Subscriber Agreement for Minnesota Court Data Services for Government Agencies. MOTION/SECOND: Flaherty/Meehlhause. To Approve the Consent Agenda as amended removing Item 8A. Ayes – 4 Nays – 0 Motion carried. A. Set Public Hearing for Monday August 24, 2015 at 7:00 p.m. for Municipal Consent on Ramsey County Road H and I-35W Interchange Project. Council Member Gunn asked if the City would have an informational meeting prior to the Public Hearing. City Administrator Ericson reported that Ramsey County would be attending the August worksession and would be providing the Council with information on the project. JUST AND CORRECT CLAIMS Finance Director Beer answered the Council's questions related to claims. MOTION/SECOND: Gunn/Hull. To Approve the Just and Correct Claims as presented. Ayes – 4 Nays – 0 Motion carried. 10. APPROVAL OF MINUTES A. May 26, 2015, City Council Meeting Minutes. MOTION/SECOND: Meehlhause/Hull. To Approve the May 26, 2015, City Council meeting minutes as presented. Ayes – 4 Nays – 0 Motion carried. 11. REPORTS A. Reports of Mayor and Council. Council Member Meehlhause reported he would be attending a Northeast Youth and Family Services Personnel meeting this week. He noted Twin Cities Gateway would be meeting next Tuesday and Brian Beeman would be attending in his absence. Council Member Meehlhause indicated the YMCA Advisory Board met recently and he was pleased by the positive revenue, rental and programing reports that were reviewed. Council Member Gunn noted the next Music in the Park event would be held on July 16 th and would feature the Teddy Bear Band at Silver View Park. The next Movie in the Park was scheduled for July 16 th at Lambert Park. Mayor Flaherty discussed the plans for the Silver View Park trail rehabilitation. He indicated work would begin in August and anticipated that several trees would be removed on City property. Mayor Flaherty explained he recently attended a Five Cities meeting with City Administrator Ericson. He commented that splash pads and TCAAP were discussed. B. Reports of Staff. Mounds View City Council July 13, 2015 Regular Meeting Page 6 City Administrator Ericson noted he and Council Member Meehlhause visited a local beehive and found it had little impact on the property. He encouraged the Council to do the same site visit. City Administrator Ericson reported he would be attending a Ramsey County Manager meeting in Shoreview this week. City Administrator Ericson indicated there would be a Fire Department Manager’s meeting this Wednesday. City Administrator Ericson commented that the Planning Commission had an open seat and the City was taking applications at this time. The deadline for submitting an application was July 24, 2015. Council Member Gunn appreciated the additions to the City’s Facebook page. Mayor Flaherty indicated National Night Out would be held on August 4 th this year. He encouraged those interested in holding a block party to contact the Police Department to have it registered with the City. C. Reports of City Attorney. There was nothing additional to report. 12.
