MEETING IS CALLED TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL: Flaherty, Gunn, Hull, Meehlhause, Mueller NOT PRESENT: None. 4. APPROVAL OF AGENDA A. Monday, August 10, 2015, City Council Agenda. MOTION/SECOND: Mueller/Meehlhause. To Approve the Monday, August 10, 2015, agenda as revised adding Item 8F to the Consent Agenda. Ayes – 5 Nays – 0 Motion carried. 5. PUBLIC INPUT None. 6. SPECIAL ORDER OF BUSINESS None. 7. COUNCIL BUSINESS A. Introduction and First Reading of Ordinance 906, an Ordinance Continuing a Franchise Fee on Xcel Energy Electric and Natural Gas Operations within the City of Mounds View. Finance Director Beer requested the Council continue the franchise fee in 2016 with Xcel Energy Electric and Natural Gas. He commented that the City has a 20-year agreement with Xcel Energy, but noted the fee has a sunset clause, which required the Council to review this item on a yearly basis. Staff recommended the Council introduce the Ordinance. Mounds View City Council August 10, 2015 Regular Meeting Page 2 Council Member Meehlhause asked how much the City received in revenue each year from the franchise fee. Finance Director Beer estimated this to be approximately $500,000 each year. MOTION/SECOND: Mueller/Gunn. To Waive the First Reading and Introduce Ordinance 906, an Ordinance Continuing a Franchise Fee on Xcel Energy Electric and Natural Gas Operations within the City of Mounds View. Mayor Flaherty believed that in 1992 when the franchise fee was originated, the Council at the time thought the fee would eventually be rescinded. However, this has not been the case. He discussed the value of the fee to the City and understood it has greatly assisted the City with replacing its streets while also keeping the levy down on a yearly basis. Finance Director Beer noted that all residents and businesses within the City paid a franchise fee. Council Member Meehlhause commented that Mounds View was not the only municipality that had a franchise fee. Ayes – 5 Nays – 0 Motion carried. B. Introduction and First Reading of Ordinance 907, an Ordinance Continuing a Franchise Fee on Centerpoint Natural Gas Operations within the City of Mounds View. Finance Director Beer recommended the Council continue the franchise fee in 2016 with Centerpoint Natural Gas. He commented that the City has a 20-year agreement with Centerpoint, but noted the fee has a sunset clause, which required the Council to review this item on a yearly basis. Staff recommended the Council introduce the Ordinance. MOTION/SECOND: Mueller/Gunn. To Waive the First Reading and Adopt Ordinance 907, an Ordinance Continuing a Franchise Fee on Centerpoint Natural Gas Operations within the City of Mounds View. Ayes – 5 Nays – 0 Motion carried. C. Resolution 8442, a Resolution Appointing a Planning and Zoning Commissioner to Fill One Open Position. City Administrator Ericson stated the Planning Commission had one open seat. The vacancy was published and the City received two applications. He noted the Planning Commission reviewed the applications of Justin Klander and Gary Quick at their August 5 th meeting. The Planning Commission voted and had a 3-3 vote. Staff requested that the Council review the applications and make an appointment for the position. Council Member Mueller requested Justin Klander introduce himself to the City Council. Justin Klander, 8354 Fairchild Avenue, introduced himself to the Council and discussed his work Mounds View City Council August 10, 2015 Regular Meeting Page 3 history. He explained he has lived in Mounds View for the past eight years and has been looking for an opportunity to get involved in the community. He reported he enjoys economic development and has some experience in gathering public input. MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 8442, a Resolution Appointing Justin Klander to the Planning and Zoning Commissioner Open Position. Council Member Mueller encouraged Mr. Quick to pursue other volunteer opportunities in the community or consider serving on the Charter Commission. Ayes – 5 Nays – 0 Motion carried. 8. CONSENT AGENDA A. Reschedule a Public Hearing to 7:00 p.m., Monday, August 24, 2015, to Consider a Conditional Use Permit to allow a 1,176 Square Foot Oversize Garage at 5405 Quincy Street. B. Set a Public Hearing for 7:00 p.m., Monday, August 24, 2015, to Consider Adoption of Ordinance 906 Continuing a Franchise Fee on Excel Energy Electric and Natural Gas Operations. C. Set a Public Hearing for 7:00 p.m., Monday, August 24, 2015, to Consider Adoption of Ordinance 907 Continuing a Franchise Fee on Centerpoint Energy Natural Gas Operations. D. Set a Public Hearing for 7:00 p.m., Monday, August 24, 2015, to Consider a New License for the Keeping of Chickens at 5260 Long Lake Road. E. Set a Public Hearing for 7:00 p.m., Monday, August 24, 2015, to Consider the First Reading and Introduction of Ordinance 908, an Ordinance that would Permit the Keeping of Honeybees in Certain Residential Districts of the City. F. Set a Public Hearing for 7:00 p.m., Monday, August 24, 2015, to Consider a New License for the Keeping of Chickens at 7025 Pleasant View Drive. MOTION/SECOND: Gunn/Meehlhause. To Approve the Consent Agenda as presented. Ayes – 5 Nays – 0 Motion carried. 9. JUST AND CORRECT CLAIMS Finance Director Beer answered the Council's questions related to claims. MOTION/SECOND: Mueller/Hull. To Approve the Just and Correct Claims as presented. Ayes – 5 Nays – 0 Motion carried. 10. APPROVAL OF MINUTES A. June 8, 2015, City Council Meeting Minutes. Mounds View City Council August 10, 2015 Regular Meeting Page 4 Council Member Meehlhause requested a correction on Page 6, Line 20 noting the word “was” should be removed. MOTION/SECOND: Meehlhause/Hull. To Approve the June 8, 2015, City Council meeting minutes as corrected. Ayes – 5 Nays – 0 Motion carried. B. June 22, 2015, City Council Meeting Minutes. Council Member Gunn requested a correction on Page 6, Line 14, noting the word park should read part. MOTION/SECOND: Gunn/Meehlhause. To Approve the June 22, 2015, City Council meeting minutes as corrected. Ayes – 5 Nays – 0 Motion carried. C. July 13, 2015, City Council Meeting Minutes. MOTION/SECOND: Gunn/Meehlhause. To Approve the July 13, 2015, City Council meeting minutes as corrected. Ayes – 5 Nays – 0 Motion carried. D. July 27, 2015, City Council Meeting Minutes. Council Member Meehlhause requested a correction on Page 6, Line 20 noting the reference to County Road 96 should be Highway 10/County Road H. MOTION/SECOND: Meehlhause/Mueller. To Approve the July 27, 2015, City Council meeting minutes as corrected. Ayes – 5 Nays – 0 Motion carried. 11. REPORTS A. Reports of Mayor and Council. Council Member Mueller reported Festival in the Park would be held on Saturday, August 22, 2015. She discussed the schedule of events planned for this year’s celebration. She indicated the Festival in the Park Committee would be meeting on Tuesday, August 11, 2015 at 7:00 p.m. at City Hall and volunteers were still needed. Council Member Meehlhause reviewed the topics discussed by the Cable Commission last week. Mounds View City Council August 10, 2015 Regular Meeting Page 5 Council Member Gunn thanked the residents for participating in the National Night Out event. She was pleased that she was able to attend a large number of the parties and get to know more of her neighbors. Mayor Flaherty thanked Officer Nate Garland for his spearheading the National Night Out event for the City of Mounds View. Mayor Flaherty reported the next Movie in the Park event would be held on Thursday, August 13, 2015 at Hillview Park at 7:47 p.m. B. Reports of Staff. 1. Finance 2 nd Quarter Report Finance Director Beer reviewed the 2 nd Quarter Financial Report with the Council. He explained that most departments were under budget at this time. He discussed the importance of having a fund balance. He explained banquet center operations were up slightly in 2015. He was pleased to report that the City had only one year remaining on the street improvement project. He then discussed the State’s inflation and unemployment rates. He commented that the Finance Department finished the 2015 audit in the 2 nd quarter and then began work on the 2016 Budget. Council Member Meehlhause questioned who handled the rental of Lakeside Park. Finance Director Beer reported that the City of Mounds View did manage the rentals. Mayor Flaherty thanked Finance Director Beer for his thorough report. City Administrator Ericson reviewed the worksession agenda for September. Mayor Flaherty was interested in discussing volunteerism at the September worksession meeting. City Administrator Ericson was pleased to report that the City would have three or four developments to review for Crossroad Pointe. City Administrator Ericson indicated Bethlehem Baptist was seeking a list of projects to fund. He encouraged the Council to forward any ideas they may have to staff. C. Reports of City Attorney. There was nothing additional to report. 12.
