MEETING IS CALLED TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL: Bergeron, Gunn, Hull, Meehlhause, Mueller NOT PRESENT: None. 4. APPROVAL OF AGENDA A. Monday, April 24, 2017, City Council Agenda. MOTION/SECOND: Gunn/Hull. To Approve the Monday, April 24, 2017, agenda as presented. Ayes – 5 Nays – 0 Motion carried. 5. PUBLIC INPUT None. 6. SPECIAL ORDER OF BUSINESS A. Review the 2016 Annual Audit by Aaron Nielsen, CPA, from MMKR Aaron Nielsen, CPA with MMKR, reviewed the 2016 audit in detail with the Council. He reported the City received an unmodified or clean opinion on its financial statements. He was pleased to report the City was seeing an increase in the estimated market value of properties which had a positive impact on tax capacity. He commented on the City’s revenues and expenditures per capita and provided a summary on all governmental funds. Mayor Mueller asked if the City’s enterprise funds were covering expenses at this time. Finance Director Beer reported this was the case. He anticipated water rates would need to be increased in order to cover the City’s proposed infrastructure improvements. He added that sanitary sewer rates may also need to be increased in relation to Met Council increases. Mayor Mueller thanked Mr. Nielsen for his thorough report. First Reading and Introduction of Ordinance 934, Amending the Zoning Map for Properties located at 2901 Mounds View Boulevard and 80XX Groveland Road. Planner Sevald requested the Council consider the introduction of an ordinance that would amend the City’s zoning map for properties located at 2901 Mounds View Boulevard and 80XX Groveland Road. He explained the proposed change would allow these properties to be rezoned from R-1 Single Family to R-4, in order to house a 60-unit apartment building. It was staff’s opinion the proposed amendment was consistent with the Comprehensive Plan. He explained a 4/5’s vote would be required of the City Council. Council Member Meehlhause asked what would happen if the property was rezoned and the apartment project were not to go through. Planner Sevald explained the property would remain R-4. Mayor Mueller inquired if there were any comments from the public regarding the proposed ordinance. There were no comments. MOTION/SECOND: Gunn/Meehlhause. To approve the first reading and introduction of Ordinance 934, amending the Zoning Map for properties located at 2901 Mounds View Boulevard and 80XX Groveland Road, waiving the reading. Mayor Mueller questioned if access to the site could be made off of Mounds View Boulevard instead of Groveland Road. Chris Stokka, MWF Properties, stated this could be accommodated if access were approved by Ramsey County. He commented that his preliminary conversations with the County led him to believe that access to the project would be off of Groveland Road. Council Member Meehlhause encouraged the developers to speak with County Commissioner Blake Huffman and Public Works Director Jim Tolaas at the County. Ayes – 5 Nays – 0 Motion carried. B. First Reading and Introduction of Ordinance 933, Amending City Code, Section 401.06, Subd. 3, relating to Planning Commission Agenda Sessions. Planner Sevald requested the Council consider Ordinance 933 amending the City Code relating to Planning Commission Agenda Sessions. He explained the Planning Commission amended its bylaws in February to no longer hold agenda session meetings, and for this reason, staff was recommending the City Code be likewise amended. MOTION/SECOND: Hull/Bergeron. To Approve the First Reading and Introduction of Ordinance 933, an Ordinance Amending Section 401.06, Subd. 3, of the City Code, relating to Planning Commission Agenda Sessions. Mounds View City Council April 24, 2017 Regular Meeting Page 3 Ayes – 5 Nays – 0 Motion carried. C. Resolution 8748, Adopting a Calendar for the Preparation of the 2018 Budget. Finance Director Beer requested the Council adopt a calendar for the preparation of the 2018 budget. It was noted this was a statutory requirement and the budget calendar would be posted on the City’s website. MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8748, Adopting a Calendar for the Preparation of the 2018 Budget. Council Member Meehlhause looked forward to discussing the preliminary budget priorities on May 1st. He asked that the Council schedule a goals and priorities retreat later this summer prior to establishing a preliminary levy for the 2018 budget. Ayes – 5 Nays – 0 Motion carried. D. Second Reading and Adoption of Ordinance 932, an Ordinance Amending Chapter 502 of the Mounds View City Code Relating to Hours of Operation for Off-Sale Licensed Establishments – ROLL CALL VOTE. City Administrator Ericson requested the Council consider an Ordinance amending Chapter 502 of the City Code related to hours of operation for off-sale licensed establishments. He reported all off-sale license holders were invited to discuss this topic with the Council. After this discussion, it was recommended the Monday through Thursday hours of operation be amended to allow businesses to remain open until 10:00 p.m., while also adding Sunday sales from 11:00 a.m. to 6:00 p.m. Staff discussed the proposed revisions in further detail and noted the effective date for the amended hours of operation for Monday through Thursday would be June 5th and the effective date for Sunday sales would be July 2nd. Council Member Bergeron understood the proposed hours for Monday through Thursday would alleviate Mounds View businesses’ competitive disadvantage. He questioned if the City could block Sunday sales. City Administrator Ericson reported the City could not block Sunday sales altogether, but rather could be more restrictive with the hours. Mayor Mueller asked if Sunday sales would be allowed on religious holidays such as Christmas and Easter. City Attorney Riggs reported Sunday sales are not allowed by State Statute if Christmas Day were to fall on a Sunday. Mayor Mueller questioned if the City would be notifying its off-sale license holders of the changes being made to City Code. City Administrator Ericson explained staff would send notification to the off-sale license holders, noting the effective dates. To Approve the Second Reading and Adoption of Ordinance 932, an Ordinance Amending Chapter 502 of the Mounds View City Code Relating to Hours of Operation for Off-Sale Licensed Establishments, waiving the reading, and directing staff to publish an Ordinance summary. ROLL CALL: Bergeron/Gunn/Hull/Meehlhause/Mueller. Ayes – 5 Nays – 0 Motion carried. E. Resolution 8735, Accepting Quotes and Awarding Contract to NAC Mechanical and Electrical for Roof Drain Repair at City Hall. Public Works Director Erickson requested the Council accept quotes and award a contract to NAC Mechanical and Electrical for a roof drain repair at City Hall. He explained this work would fix a roof drain that was currently leaking within a wall at City Hall. It was noted the project was estimated to cost $18,256. Staff discussed the project details further, noting he had provided the Council with an updated Resolution for approval. Council Member Gunn thought this issue was addressed with the last roof repair. City Administrator Ericson indicated the previous repair had to do with a negative exterior drainage issue, or so it was then believed. MOTION/SECOND: Meehlhause/Bergeron. To Waive the Reading and Adopt Resolution 8735, Accepting Quotes and Awarding Contract to NAC Mechanical and Electrical for Roof Drain Repair at City Hall. Ayes – 5 Nays – 0 Motion carried. 8. CONSENT AGENDA A. Schedule a Public Hearing for Monday, May 8, 2017, at 6:00 p.m., to Consider the Second Reading and Adoption of Ordinance 934 Amending the Zoning Map for Properties Located at 2901 Mounds View Boulevard and 80XX Groveland Road. B. Schedule a Public Hearing for Monday, May 8, 2017, at 6:00 p.m., to Consider a Conditional Use Permit (CUP) for a Multiple-Family Dwelling on Properties Located at the NW Corner of Mounds View Boulevard and Groveland Road. C. Resolution 8750, Approving Bidding Documents and Authorizing Advertisement for Bids for Mill and Overlay of the City Hall and Community Center Parking Lots. MOTION/SECOND: Gunn/Hull. JUST AND CORRECT CLAIMS Finance Director Beer answered the Council's questions related to claims. MOTION/SECOND: Meehlhause/Bergeron. To Approve the Just and Correct Claims as presented. Ayes – 5 Nays – 0 Motion carried. 10. APPROVAL OF MINUTES A. April 10, 2017, City Council Meeting Minutes. Council Member Gunn requested a correction on Page 2, Line 27 noting the line should read: have a water source close to the hive. Council Member Meehlhause requested a correction on Page 4, Line 31 changing “served” to “serves”. Council Member Meehlhause requested a correction on Page 4, Line 39 changing “and” to “an”. MOTION/SECOND: Gunn/Meehlhause. To Approve the April 10, 2017, City Council meeting minutes as corrected. Ayes – 5 Nays – 0 Motion carried. 11. REPORTS A. Reports of Mayor and Council. Council Member Gunn congratulated the Irondale Drumline on their recent competition at Internationals. She indicated this group was currently ranked 8th in the world. Council Member Gunn noted the Irondale Marching Band would be holding an informational meeting and open registration on Tuesday, May 2nd at 7:00 p.m. at the Irondale cafeteria. Council Member Gunn stated the Irondale Drama Department would be presenting The Dining Room on Thursday, April 27th, Friday April 28th and Saturday, April 29th at 7:00 p.m. In addition, a matinee would be held on Sunday, April 30th at 1:00 p.m. Council Member Gunn reported the Irondale Band Swing Dance would be held at the Mounds View Community Center on Friday, May 5th at 7:00 p.m. Tickets will be sold at the door and all funds raised will go to support the Irondale Band. Council Member Gunn stated last Saturday she and Council Member Meehlhause attended the play “Press Start” at Pinewood Elementary. Mounds View City Council April 24, 2017 Regular Meeting Page 6 Council Member Meehlhause invited the public to attend an Open House at the Ramsey County Public Works Building in Arden Hills from 4:30 p.m. to 6:30 p.m. regarding County Road I. Council Member Meehlhause stated on Saturday, April 29th from 12:00 p.m. to 3:00 p.m. Merwin Liquors is going to be holding an Open House. Council Member Meehlhause noted he would be attending a luncheon on Thursday, April 27th for an organization that assists the homeless. Council Member Meehlhause indicated he would be attending an NYFS Board Meeting on Thursday, April 27th to review the organization’s strategic plan. Council Member Meehlhause stated on Monday, May 1st he would be attending a YMCA Advisory meeting with City Administrator Ericson and Finance Director Beer. Mayor Mueller reported nominations are being accepted by MN Women in City Government for exceptional appointed or elected women working in Minnesota cities. The two awards will be presented at the MWCG annual meeting, which will be held at the League of Minnesota Cities annual conference in June, in Rochester, Minnesota. Mayor Mueller explained the Festival in the Park Committee would meet next on Tuesday, May 16th at 7:00 p.m. at City Hall. Residents interested in volunteering were encouraged to attend this meeting. Mayor Mueller stated tennis courts and playing surfaces were closed for maintenance on April 21st and 22nd. Mayor Mueller commented on Thursday, April 20th she attended the 2017 Safety and Loss Control workshop that was offered by the League of Minnesota Cities. She noted this was a full day event and offered the Council a summary of the sessions she attended. Mayor Mueller commented on Friday, April 28th and Saturday, April 29th she would be attending the Minnesota Mayors Association Conference. Mayor Mueller stated beginning on May 1st the City Council meetings would start at 6:00 p.m. instead of 7:00 p.m. She asked if the meeting minutes, just and correct claims, and consent agenda could be approved prior to the Council taking public comments. City Administrator Ericson suggested the Council discuss this at the May 1st work session meeting. Mounds View City Council April 24, 2017 Regular Meeting Page 7 B. Reports of Staff. Finance Director Beer noted the City’s bond sale would be finalized on Thursday of this week. Public Works Director Erickson reported work on Area I had begun and should be completed by mid-July. Public Works Director Erickson provided the Council with an update on the Public Works facility noting the old building would be demolished in the very near future. Public Works Director Erickson updated the Council on the County project that would occur at Long Lake Road and Mound View Boulevard stating the signals would be replaced and the intersection would be made ADA compliant. It was noted this project would begin Monday, May 1st. Public Works Director Erickson reviewed the areas of the City that would be sealcoated in 2017. Public Works Director Erickson updated the Council on the project occurring at Hillview and Quincy Street and noted this project should be completed in June. City Administrator Ericson reported he attended the Safety and Loss Control workshop with Mayor Mueller and believed this was a great event. C. Reports of City Attorney. City Attorney Riggs reviewed his monthly summary report with the Council. 12. Next Council Work Session: Monday, May 1, 2017, at 6:00 p.m. Next Council Meeting: Monday, May 8, 2017, at 6:00 p.m. 13.
