CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION IN SUPPORT OF THE DEVELOPMENT OF A 16-SCREEN MOVIE
THEATER AND OFFICE BUILDINGS FOR SECTION 7 OF THE PROPOSED HIGHWAY
10 REDEVELOPMENT PLAN
WHEREAS, per the Mounds View Municipal Code Chapter 408.09, section 1,
the Economic Development Commission (EDC) shall confer with and advise the
Authority on all matters concerning the industrial and commercial development and
redevelopment of the City, and
WHEREAS, per the Mounds View Municipal Code Chapter 408.09, section 8,
the EDC shall recommend zoning changes and development of area suitable for industrial
and commercial development and redevelopment to the Planning Commission, and
WHEREAS, the EDC has reviewed the economic advantages and
disadvantages of locating a 16-Screen Movie Theater and three office buildings that is
proposed for the vacant land located in Section 7 of the Proposed Highway 10
Redevelopment Plan, and
WHEREAS, the EDC finds that the proposed use would increase the
commercial tax base of the City by approximately $100,000; add new full time and part
time jobs and create a large multiplier effect by bringing new customers to the area, and
WHEREAS, the EDC views this development as beneficial to the overall
economic livelihood of the commercial businesses along Highway 10 and will improve
the character and vision of the corridor; and
NOW, THEREFORE, BE IT RESOLVED THAT the Economic Development
Commission hereby supports the development of a 16-screen movie theater and office
buildings for section 7 of the proposed highway 10 redevelopment plan.
NOW, THEREFORE, BE IT FURTHER RESOLVED THAT the Economic
Development Commission recommends to the Planning Commission the approval of a
zoning change for the project.
NOW, THEREFORE, BE IT EVEN FURTHER RESOLVED THAT the Economic
Development Commission recommends that the City support working towards approval
for a signalized intersection for the project but not make the zoning change contingent
upon receiving approvals from the Minnesota Department of Transportation for the stop
light.
