HomeMy WebLinkAbout10-27-1994Minutes of the Economic Development Commission City of Mounds View Ramsey County, Minnesota Regular Meeting October 27, 1994 City Hall 2401 Highway 10, Mounds View, MN 55112 Call to Order: The meeting was called to order at 6:10 p.m. by Chairperson, Delane Welsch. Commissioner Goff volunteered to take the minutes for the meeting. Roll Call: Members present were as follows: Rosemary Goff, Peg Mountin, Dan (Nelson, Delane Welsch, Mark Malone, Ron Schmidt and Phil Seipp. In addition, Economic Development Coordinator Cathy Bennett and EDA Liaison Gary Quick were present. Approval Of Minutes: Motion/Second: Unanimous Approval of Minutes of EDC Meeting, Sept. 22, 1994. Motion Carried 4. Special Business 7 ayes0 nays A. Presentation Regarding Redevelopment of Highway 64 Corridor in Columbia Heights Don Schneider, Columbia Heights Housing Authority and Roger Jensen, Anoka County Economic Development Partnership gave a history of the development of the Columbia Heights tax increment district projects. Information was provided on problems encountered, positive spin-off, relocation costs, loan programs and housing projects. B. Education Linkages with Local Schools Jan Quick, a city resident and career placement specialist at Irondale High School proposed that the Commission look at establishing linkages between Irondale students and local businesses. She indicated that student graduates are seeking employment in the general work force rather than going into higher education and that many need help in obtaining entry level employment. Coordinator Bennett suggested that she work with the Mounds View Business Association to see if they want to take on this project. Also, Coordinator Bennett could provide job posting received at City Hall to the school. Motion/Second: Mountin/Malone, to direct Coordinator Bennett to pursue a partnership between the business community and Irondale High School. 7 ayes0 nays Motion Carried 5. EDC Business: A. Remove Highway 10 Redevelopment Plan Vision and Action Steps from the Table. Motion/Second: Mountin/Nelson to remove agenda item 5.a. from the table. 7 ayes0 nays Motion Carried B. Consideration of Highway 10 Redevelopment Plan Vision and Action Steps. Motion/Second: Mountin/Nelson to table agenda item 5.b. and direct staff to distribute figures A -D of the Old Highway 10 Corridor Plan drafted in 1991 to Commission members for review. 7 ayes0 nays Motion Carried C. Consideration of Resolution No. EDC94-3, Supportino Kinder Care's request for a sion variance. Coordinator Bennett reported that Kinder Care is seeking a variance from the sign ordinance and suggested that the Commission consider a resolution supporting this request. Commissioner Seipp questioned whether it is the Commission's role to make this kind of recommendation since the charge of the Commission is long range planning. The consensus of Commission members was that signage as a business development issue should be addressed as a whole for all businesses. The sign ordinance needs to be updated with input from the business community on what works with signage. No recommendation was made on this item. D. Consideration of Small Business Person of the Year. Motion/Second: Seipp/Malone that: whereas, the City of Mounds View has been requested to nominate a candidate for U.S. Small Business Administration's 1995 Small Business Person of the Year, the Mounds View Business Association shall be encouraged to establish some means of honoring individual business people so that a qualified candidate can be nominated for 1996. 7 ayes0 nays Motion Carried 6. Other Business Hotel Proposals: Coordinator Bennett reported that two preliminary proposals for the construction of hotels/conference centers have surfaced. Commission members agreed that there is a need for a hotel/conference center in the area from both the business and resident perspective. Coordinator Bennett was directed to pursue and research both proposals. Report on North Metro Business Retention and Development Program: Coordinator Bennett reported that there are a total of 166 businesses in Mounds View. A total of 79 companies have completed the 2 retention survey. Coordinator Bennett gave a brief overview of some of the findings from the surveys completed and the breakdown of the business community. Reports From Chair and Commissioners: Discussion was held on the next step for the Commission. For the next meeting Coordinator Bennett will evaluate the financial side of the business retention survey, get facts on funds available for business retention projects and more background data on financial needs of Mounds View businesses. Discussion was held on how to fuse the bond between the City and the Business Association. Coordinator Bennett will communication to the Business Association that the Commission is willing to try and assist them in their efforts to establish viability. The Commission directed Coordinator Bennett to include the following for the November meeting --- Hotel Development, Mounds View Business Association Assistance, Available funding for business development and Vision for Highway 10.
