Call to Order:
The meeting was called to order at 6:40 p.m. by Vice Chairperson, Dan Nelson.
2. Roll Call:
Members present were as follows: Rosemary Goff, Delane Welsch, Dan Neslon and Ron Schmidt. In
addition, Economic Development Coordinator Cathy Bennett and EDA liaison Sue Hankner were
present. EDC Members Peg Mountin and Phil Seipp were absent.
Approval Of Minutes:
Motion/Second: Welsch/Neslon moved approval of Minutes of September 28, 1995 Meeting.
Motion Carried 4 ayes 0 nays
4. Special Business
Presentation on the Metropolitan Livable Communities Act
Joanne Barron with the Metropolitan Council gave a presentation regarding the newly passed
Metropolitan Livable Communities Act (MN Stat. Ch. 473.25) which was a bipartisan bill to
address the metropolitan area's economic and social needs. Ms. Barron explained the main
goals of the program and the funding account set up to allow communities to meet the goals.
Ms. Barron noted that Mounds View has already met and exceeded the goals to provide
affordable housing opportunities in the City but that there are opportunities for funds for
economic development projects that link housing with jobs and transportation.
5. A. Consideration of Participation in Minnesota Star City Program
Bart Bevins, Mounds View's representative from the MN Department of Trade and Economic
Development, gave an overview of the Star City Program. Mr. Bevins noted that the Star City
Program provides a framework for economic development organizations in developing an
economic development plan and strategy. Mr. Bevins stressed the importance of involving a
wide scope of public participation while going through the Star City Application Process. In
addition, Mr. Bevins explained the application process and answered various questions from
Commission Members.
Motion/Second: Welsch/Schmidt moved to recommend that the EDA establish the
EDA as Star City Committee to pursue Star City Status for Mounds View.
Motion Carried 4 ayes 0 nays
C. Discussion of Highway 10 Report and Presentation of Findings
Coordinator Bennett and Administrative Aide Lynnette Morgan gave an overview of the report
regarding the redevelopment of Highway 10. The report includes a history of Mounds View's
development, information on Mounds View's tax increment districts, percieved benefits of
investing in redevelopment, the condition of Highway 10, overview of other corridor plans and
the importance of public participation. Commission members commended Lynnette Morgan
for her hard work in gathering the research for the report. This information will be helpful as
the City proceeds in the redevelopment of Highway 10.

There being no further business before the Commission, this meeting of the Economic Development
Commission adjourned at 8:15 p.m.
