HomeMy WebLinkAbout06-22-1995Minutes of the Economic Development Commission -Aa City of Mounds View` Ramsey County, Minnesota e Regular Meeting June 22, 1995 City Hall 2401 Highway 10, Mounds View, MN 55112 Call to Order: The meeting was called to order at 6:04 p.m. by Chairperson, Phil Seipp. .M. NOW Members present were as follows: Rosemary Goff, Mark Malone, Peg Mountin, Dan Nelson, Ron Schmidt, and Phil Seipp. In addition Economic Development Coordinator Cathy Bennett and EDA Liaison Sue Hankner were present. EDC Member Delane Welsch was absent. 3. Approval Of Minutes: Chairman Siepp proposed the following changes to the minutes. Item S.A. Change office/showroom to warehouse/production facility. Item S.D. Change percentage of loan from 60% to 50%. Motion/Second: Goff/Nelson moved approval of Minutes of May 25, 1995 Meeting as amended. 6 ayes 0 nays Motion Carried 4. Special Business There was no special business 5. EDC Business: A. Discussion of Highway 10 Corridor. Coordinator Bennett presented the proposed draft of a Highway 10 Corridor redevelopment plan. The document was put together with the assistance of the Highway 10 committee that was established by the EDC. The plan begins to cluster properties along highway 10 into designated development areas. An overview of each area was given by Highway 10 Committee member Peg Mountin with the desired development direction of each section. Each member of the EDC gave comments regarding the plan and came up with several suggestions for the next step in the process. • Careful consideration needs to be made in regards to the problem with access on 10 and how people cross the Highway. • Each member of the EDC were in agreement on the direction of the plan and the proposed types of development for each area. • A master plan needs to be devised to pull the plan together. ® Would like to pursue researching the benefits of investing in redevelopment and educate the community prior to investing money into a development consultant. ® Feed the document to the public in sections and gain consensus section by section rather than in whole - begin with the least controversial area. ® Continue to pursue development opportunities such as the purchase of blighted properties as they become available. ® Use the newsletter as a vehicle to educate the public with regards to investment in the redevelopment of highway 10 and how business development can help to build out the community while holding property taxes down. It was suggested to have staff research the best approach to consensus building either through graduate internship or a strategic planning consultant. B. Consideration of Partnership with Anoka County Chamber of Commerce for Hotel Development Coordinator Bennett explained that the Anoka Chamber membership, made up of over 600 businesses, feels strongly about attracting a quality hotel\conference facility in the North Metro region. Therefore, they established a Hotel Task Force. They are willing to support the site in Mounds View and have discussed the distribution of funds for a feasibility study. The feasibility study would allow both Mounds View and Anoka Chamber to attract an investor for the project. Coordinator Bennett requested the advise of the EDC on participation in this venture. Members of the EDC expressed support for participation in the study. Commissioner Malone suggested asking the Anoka Chamber what they would like in return for their participation to ensure that there are no ulterior motives attached which may be detrimental to Mounds View. In addition, it would be worthwhile to review what businesses in the Brookland Park\Brookland Center area feel the impact of the Northland Inn has had on their business, if any. Motion/Second: Malone/Goff moved to direct staff to pursue support of helping to fund a feasibility study with Anoka County Chamber of Commerce for a hotel development in Mounds View. 5 ayes 0 nays Motion Carried C. Consideration of Partnership in the North Metro Business Retention and Development Program - Part II Coordinator Bennett explained that the City of Mounds View has been requested to participate in Phase II of a contract with Community Partners for the North Metro Business Retention and Development Program. Part II of the program would consist of the development of a final report and action steps, data base maintenance, training services, development of methodology for attraction and expansion opportunities, summer youth employment and coordination of business seminars and trade shows. Mounds View's share of Phase II would be $1,200. Coordinator Bennett noted that Mounds View have completed action steps and will be doing or already have done most of the elements that are included in the Part II of the program. Motion/Second: Nelson/Goff moved not to continue in the participation of the North Metro Business Retention and Development Program for Part 11. 5 ayes 0 nays Motion Carried D. Discussion of Allocation of Development Funds Coordinator Bennett explained that the EDA has discussed the attached allocation of excess Tax Increment Funds and has directed staff to pursue the potential purchase\development of several properties along Highway 10. The properties include the blue house on 10 and Long Lake Road, the Auto Central building, the K -Gas site and the Bel Rae Ballroom. Coordinator Bennett said she will keep the EDC posted on these activities and hope to have proposals for the EDC to review this fall.
