Call to Order:
The meeting was called to order at 6:03 p.m. by Chairperson, Phil Seipp.
2. Roll Call:
Members present were as follows: Mark Malone, Peg Mountin, Dan Nelson, Ron Schmidt, and Phil
Seipp. In addition, Economic Development Coordinator Cathy Bennett was present. EDC Members
Rosemary Goff and Delane Welsch and EDA Liaison Sue Hankner were absent.

4. Special Business
Presentation of Mounds View Marketing Program by Marketing Task Force
Marketing Task Force members Susan Fisher and Cathy Bennett gave a presentation on
the Mounds View Marketing Program that was approved by Council in April 1995. The
program includes recommendations for improved communications and marketing
materials, marketing campaigns to increase purchasing in Mounds View and image
enhancers such as new image statement, banners and monument sign.
5. EDC Business\Marketing Task Force:
The remainder of the meeting was a discussion by the EDC and Marketing Task Force
regarding particular aspects of the marketing program.
A. Discussion of "Welcome to Mounds View Banners".
Marketing Task Force Member Debbie Hammernick gave an overview of the proposal to install
Banners along Highway 10 and County Road I in Mounds View. A sample of the banners and
price quotes were presented. The suggestion is to order a stock design and add the City of
Mounds View and the "Pride Progress and Partnerships" image statement. Members of the EDC
suggested to start with 25 Banners and evaluate their effectiveness for a year. Prior to making
a decision on a company and the type of banner, it was suggested to call other Cities to see if
they have a problem with wear and tear and vandalism of the banners.
B. Discussion of Fundraising Activities for Marketing Programs
Coordinator Bennett presented the "Pride Progress and Partnership" T-shirts and Sweatshirts
which were designed by Garment Graphics. Proceeds from sales go toward funding the
marketing program. Coordinator Bennett reported that she started with an inventory of 25 T-
shirts and sweatshirts and has sold 16 T-shirts and 4 Sweatshirts.
Suggestions for encouraging sale of T-shirts included advertising in the City Newsletter and
business newsletters, Selling at retail stores in Mounds View, Sell at New Market, Sell at retail
center events and encourage local businesses to purchase in bulk to give out to employees for
awards, casual day, etc.
C. Discussion of "Buv Mounds View First' Campaign
Coordinator Bennett explained the concept of a "Buy Mounds View First' Campaign to
encourage residents and employees of businesses to do their shopping in Mounds View.
Representatives from Mounds View Square and Silverview Plaza will assist in organizing the
program to included frequent purchaser programs, discounts for purchases, cross
merchandising, production of a map with a coupon book, etc.
D. Discussion of New/Expanded Publications
Coordinator Bennett reported that the City will be producing a Mounds View Business
Directory. It was suggested to send a survey to all businesses to verify information and to sell
advertising in the directory. If the directory is distributed to all residents and businesses in
Mounds View, the total readership would be approximately 6,500. The survey is expected to be
mailed in September.
