1. CALL TO ORDER
Vice Chair Jennifer Wagner-Harkonen called the meeting to order at 7:35am.
2. ROLL CALL
Members Present: Vice Chair Wagner-Harkonen and Commissioners Greg Belting,
Jason Helgemoe & Torri Johnson
Members Absent: Commissioners Jackie Entsminger and Dan Larson & Chair Gary

3. APPROVAL OF JANUARY 15, 2010 AGENDA
Ms. Steinmetz proposed to add Item 8B (Mounds View Snyders update) to the agenda.
Motion/Second: Commissioner Johnson moved and Commissioner Helgemoe seconded
the approval of the January 15, 2010 EDC agenda as amended.
Motion Carried: 4 Ayes 0 Nays
4. APPROVAL OF NOVEMBER 20, 2009 EDC MINUTES
Motion/Second: Commissioner Johnson moved and Commissioner Belting seconded the
approval of the November 20, 2009 EDC minutes.
Motion Carried: 4 Ayes 0 Nays
5. SPECIAL BUSINESS
A. Oaths of Office - Jason Helgemoe and Torri Johnson
Jason Helgemoe and Torri Johnson read and signed their oaths of office during the January
15, 2010 EDC meeting.

B. Elect 2010 EDC Chairperson & Vice Chairperson
Motion/Second: Commissioner Helgemoe moved and Commissioner Johnson seconded
the motion that Gary Meehlhause becomes 2010 Chairperson.
Motion Carried: 4 Ayes 0 Nays
Motion/Second: Commissioner Helgemoe moved and Commissioner Belting seconded the
motion that Jennifer Wagner-Harkonen becomes 2010 Vice Chairperson.
Motion Carried: 4 Ayes 0 Nays
6. EDC BUSINESS
A. Discuss 2010 Economic Development Priorities
The EDC thoroughly discussed their 2010 priorities and suggested the following
clarifications and reordered the 2010 as follows:
• Under Priority 1, Saturn Dealership became the new Item H and the EDC added the
words "Complete the remaining" to the new Item C.
• Under Priority 2, the EDC reworded it to read "Continue Budgeting to Implement the
Mounds View Branding Project".
• Priority 3 became "Monitor Mounds View properties in transition".
• Priority 4 became "Skyline Motel redevelopment"
• Priority 5 became "Monitor and assist with Citywide housing issues and projects"
• Priority 6 became "Support the implementation of the Citywide Street & Utility
Improvement Program".
Staff will bring back the updated 2010 EDC priority list to the February EDC meeting for
adoption. It is anticipated that the remaining EDC members will be in attendance at the
February meeting as well.
B. Discuss Mounds View Tagline
Ms. Steinmetz reported that the EDA/City Council inquired at their January 4, 2010 Work
Session if the EDC would like to tackle this project.
The EDC directed staff to inquire if the EDA/City Council truly wants a new City tagline. If
so, the EDC members in attendance said that they would be willing to continue working on
this project.
7. REPORTS OF COMMISSIONERS
Commissioner Helgemoe announced that the Twin Cities North Chamber of Commerce
would hold its annual fundraising Gala on Friday, February 19, 2010 at the Earle Brown
Heritage Center in Brooklyn Center.

8. REPORTS OF STAFF
A. Saturn Dealership Update
Ms. Steinmetz provided this update under Item 6A when the EDC discussed its 2010
priorities. She reminded the EDA about the public hearing at the January 25, 2010 City
Council meeting. The City Council will be considering whether to allow an amendment to
Saturn's Conditional Use Permit. The amendment would remove the requirement that new
cars must be sold on the property.
Motion/Second: Commissioner Johnson moved and Commissioner Belting seconded the
motion that the EDC recommends that the City Council remove the requirement that new
cars must be sold on the Saturn property.
Motion Carried: 4 Ayes 0 Nays
B. Update on Mounds View Snyders
Ms. Steinmetz said that the Mounds View Snyders would be closing and that all
prescriptions will be transferred to Walgreens this coming Thursday, January 21,2010. She
said that the store itself would probably close at the end of February or sooner depending
on how fast the remaining merchandise sells.
Other
Community Development Director Ken Roberts stated that the City is collecting nominations
for the 2009 Citizen of the Year. The City Council will choose the winner in March who will
be recognized at the Annual Town Hall Meeting on Monday evening, March 29, 2010.
Ms. Steinmetz announced that the 12th Annual Home & Garden Show (the City of Mounds
View is a sponsor)would be held on Saturday, February 27, 2010 at the Schwan Center in
Blaine. The purpose is to promote home improvement.
Commissioner Belting also reminded staff to inquire with the EDA about if the EDA is going
to try to find out what the former Premium Stop property is worth.
9. UPCOMING EDC MEETING
The next regular EDC meeting is scheduled for Friday, February 19, 2010 at 7:30am.
10. ADJOURNMENT
There being no further business before the Commission, Commissioner Johnson moved
and Commissioner Belting seconded the adjournment of the meeting at 9:OOam.
