CALL TO ORDER Vice Chair Jennifer Wagner-Harkonen called the meeting to order at 7:35am. ROLL CALL Members Present: Vice Chair Jennifer Wagner-Harkonen and Commissioners Greg Belting, Jason Helgemoe, Torri Johnson and Dan Larson Members Absent: Chair Gary Meehlhause and Commissioner Jackie Entsminger Staff Present: City Administrator Jim Ericson, Community Development Director Ken Roberts & Economic Development Specialist Heidi Steinmetz APPROVAL OF OCTOBER 15, 2010 AGENDA Motion/Second: Commissioner Johnson moved and Commissioner Larson seconded the approval of the August, 2010 EDC agenda. Motion Carried: 5 Ayes 0 Nays APPROVAL OF JULY 16 AND AUGUST 20, 2010 EDC MINUTES There was not a quorum to approve the July 16th minutes, so that item was tabled until the next meeting. Motion/Second: Commissioner Johnson moved and Commissioner Belting seconded the approval of the August 20, 2010 minutes. Motion Carried SPECIAL BUSINESS 5 Ayes 0 Nays There was no special EDC business. EDC BUSINESS A. Review Proposed Mounds View Home Improvement Loan Criteria Economic Development Specialist Heidi Steinmetz provided an overview of the EDA, City Council and EDC's past discussions about this item. Ms. Steinmetz asked for the EDC's feedback on the proposed loan criteria, specifically the loan to value ratio criteria. EDC Minutes Oct. 15, 2010 Page 2 of 3 After much discussion, the EDC made the following recommendations to the EDA: Motion/Second: Commissioner Helgemoe moved and Commissioner Belting seconded a motion to recommend that the EDA eliminate the residency requirement component of the loan criteria. Motion Carried: 5 Ayes 0 Nays Motion/Second: Commissioner Johnson moved and Commissioner Belting seconded a motion to recommend that the EDA change the loan to value ratio to 100% for the Code Enforcement and Emergency Deferred Loan options and that the EDA maintain the loan to value ratio of 90% for the General Home Repair Loan option. Motion Carried: 5 Ayes 0 Nays 7. REPORTS OF COMMISSIONERS Commissioner Johnson announced that there would be a pancake breakfast tomorrow morning at Moe's from 7:30 to 10:30am to support the Irondale Orchestra. Commissioner Helgemoe announced that the Twin Cities North Chamber would be hosting a Small Business Expo at The Mermaid next Tuesday, October 26th beginning at 5pm. 8. REPORTS OF STAFF City staff provided the EDC with updates on the following items: Update on Select Senior Living Project The EDC discussed the importance of creating a trailway from the senior housing building leading to area business. Update on Sign Code Amendments Community Development Director Ken Roberts mentioned that he hopes the changes to the sign code will help to better serve Mounds View businesses. Mounds View Business News Ms. Steinmetz told the EDC that an employee of Mounds View's Midwest Motor Express, Frank Dietz, recently received the Maintenance Professional of the Year award from the Minnesota Trucking Association. Available Business Sites in Mounds View Commissioner Larson asked if there is any news on the PAK building. Ms. Steinmetz replied that the two owners of the building are still trying to decide if the building should be leased or sold. Commissioner Johnson asked why the vacant BP gas station building is not on the list of available sites. Ms. Steinmetz replied that the building is not officially for sale or lease at this time. Commissioner Helgemoe asked who owns the property. Mr. Roberts replied that the property is privately owned. Commissioner Wagner-Harkonen mentioned that RJ Riches' recent paint job looks very nice. EDC Minutes Oct. 15, 2010 Page 3 of 3 Upcoming Events Ms. Steinmetz reminded the EDC of the following upcoming events: Manufacturers Week Tour of Homeshield - Tuesday, October 26 EDC Applications Due Monday, November 1 General Election - Tuesday, November 2 Mr. Roberts told the EDC that the City Council would be holding a special meeting on October 18th at 6:30pm to discuss the city budget. Ms. Steinmetz added that the Streets & Utilities Commission would be holding a public informational meeting about during their regular meeting on the 18th about Area D of the Street & Utility Improvement Project. 9. UPCOMING EDC MEETING The next regular EDC meeting is scheduled for Friday, November 19, 2010 at 7:30am. 10.
