CALL TO ORDER Chair Gary Meehlhause called the meeting to order at 7:34am. 2. ROLL CALL Members Present: Chair Gary Meehlhause, Vice Chair Wagner-Harkonen, Commissioners Greg Belting, Jason Helgemoe, Torri Johnson & Dan Larson Members Absent: Commissioner Jackie Entsminger Staff Present: Community Development Director Ken Roberts & Economic Development Specialist Heidi Steinmetz 3. APPROVAL OF APRIL 16, 2010 AGENDA Motion/Second: Vice Chair Wagner-Harkonen moved and Commissioner Belting seconded the approval of the April 16, 2010 EDC agenda. Motion Carried: 6 Ayes 0 Nays 4. APPROVAL OF FEBRUARY 19, 2010 EDC MINUTES Motion/Second: Commissioner Johnson moved and Commissioner Larson seconded the approval of the February 19, 2010 EDC minutes. Motion Carried: 6 Ayes 0 Nays 5. SPECIAL BUSINESS There was no Special EDC business. 6. EDC BUSINESS A. Review and Update on Mounds View's efforts to name or rename County Highway/Road 10 Ms. Steinmetz summarized her 22-page staff report that provided a summary of the City's effort five years ago to add a name to County Road 10 as it passes through Mounds View. She stated that the effort was a collaborate effort between the Cities of Mounds View, Blaine and Spring Lake Park and the Counties of Anoka and Ramsey. She said the reason this item is on today's EDC agenda is because in February 2010 the EDC discussed forming a citizen board to address this issue, however staff does not recommend forming a new committee because staff believes the results would remain the EDC Minutes April 16,2010 Page 2 of 3 same (i.e. no results). Staff suggested that the EDC recommend a new name to the City Council for the portion of County Road 10 that passes through Mounds View (not the portions that pass through Spring Lake Park and Blaine). The EDC discussed the importance of surveying and/or communicating with the Mounds View businesses located along County Road 10 throughout the potential process of adding a name to County Road 10. They also discussed that the majority of Blaine and Spring Lake Park's businesses are located along State Highway 65; therefore, Mounds View has the biggest stake in this potential process. Finally, the EDC discussed the signage costs, which signs the City would be responsible to have updated, and that the City needs an updated inventory of all of the signs that indicate the current name. Commissioner Larson mentioned that the State of Minnesota has not updated all of the County Road 10 signs to differentiate them from the State Highway 10 signs and that the City should approach the State about that. He also said that the City should approach Spring Lake Park and Blaine to see if they are willing to share the cost to update all of the County Road 10 signs and if so, perhaps all three cities could agree upon a generic name. Motion/Second: Commissioner Belting moved and Commissioner Helgemoe seconded a recommendation that the Council fund signage updates in the 2011 budget (and explore using Tax Increment Financing as a funding option) to accommodate a new name for County Hwy/Rd 10 as it passes through Mounds View. Motion Carried: 6 Ayes 0 Nays Motion/Second: Commissioner Helgemoe moved and Vice Chair Wagner-Harkonen seconded a recommendation that"Mounds View Boulevard"be considered as the additional name for County Highway/Road 10. Motion Carried: 6 Ayes 0 Nays 7. REPORTS OF COMMISSIONERS Commissioner Johnson announced the April 23rd and May 3rd fundraisers for Irondale High School seniors' all night party. She also mentioned that Irondale Football is currently doing a driveway stencil fundraiser. Commissioner Helgemoe announced the Twin Cities North Chamber Spring golf tournament for Tuesday, June 81n Chair Meehlhause mentioned that the Irondale Girls Hockey team finished fourth in the State of Minnesota this past season. 8. REPORTS OF STAFF A. Recap of March 291h Town Hall Meeting Ms. Steinmetz reported that double the amount of residents attended the town hall meeting this year compared to last year. The Mayor presented the Citizen of the Year and the Coach of the Year awards during the town hall meeting. Citizens asked questions and voiced concerns at the meeting but there were no glaring concerns. Community Development Director Ken Roberts asked the EDC if they thought the success of the meeting was due to this year's change of holding the meeting during the week rather than on a Saturday. Several EDC members agreed that the meeting's success was due to the weekday meeting date. EDC Minutes April 16,2010 Page 3 of 3 B. Recap of April 14th TCAAP Meeting Ms. Steinmetz explained that this meeting was a multi-jurisdictional meeting where the City of Arden Hills provides a history and update on the project. The Federal government will be donating some of the land to Ramsey County for a regional park. Commissioner Belting left the meeting at this time (8:43am). C. Update on available business sites in Mounds View Ms. Steinmetz said that the City monitors and posts Mounds View's available business sites on the City's Website and that she plans to update the EDC monthly on the information. During this meeting, she summarized the buildings currently for sale in Mounds View. D. Twin Cities North Chamber Economic Development Summit is April 21 st E. Twin Cities North Chamber relocating to New Brighton by May 1st F. Overview of Coventry Senior Living concept Ms. Steinmetz provided an overview of a potential new senior housing project on County Road 10 between Woodale Drive and County Road H in Mounds View. The Coventry project is not to be confused with the Select Senior Living project. Select Senior Living is a similar project that may be constructed at County Road 10 and Groveland Road. There was a neighborhood meeting about the Coventry project and Community Development Director Ken Roberts reported that the neighbors voiced concern over the access to the building and the developer has since changed the site plan to eliminate access to the building from neighborhood streets. G. Mounds View Clean Up Day is Saturday. May 22nd Other— Street Project Area B/C Update Community Development Director Ken Roberts added this item to the agenda. He said that the bids for this project came in about$400,000 lower than the engineer's estimate,which is a good savings for the City. Over 100 people attended a recent neighborhood meeting at City Hall to receive an update about the project. The project will begin in mid-May, Other— Edgewood Middle School Orchestra Commissioner Larson announced that Edgewood's orchestra placed 8th out of 50 orchestras to play at Orchestra Hall. 9. UPCOMING EDC MEETING The next regular EDC meeting is scheduled for Friday, May 21, 2010 at 7:30am. 10. ADJOURNMENT There being no further business, Commissioner Johnson moved and Commissioner Larson seconded the adjournment of the April 16, 2010 meeting at 9:OOam.
