1. CALL TO ORDER
Chair Gary Meehlhause called the meeting to order at 7:35am.
2. ROLL CALL
Members Present: Chair Gary Meehlhause, Vice Chair Jennifer Wagner-Harkonen
and Commissioners Greg Belting, Jason Helgemoe, Torri
Johnson, Dan Larson and Jim Paron

3. APPROVAL OF JANUARY 21, 2011 AGENDA
Motion/Second: Vice Chair Wagner-Harkonen moved and Commissioner Johnson
seconded the approval of the January 21, 2011 EDC agenda.
Motion Carried: 7 Ayes, 0 Nays
4. APPROVAL OF NOVEMBER 19, 2010 EDC MINUTES
Motion/Second: Commissioner Johnson moved and Commissioner Belting seconded the
approval of the November 19, 2010 minutes.
Motion Carried: 7 Ayes, 0 Nays
5. SPECIAL BUSINESS
A. Oaths of Office — Jennifer Wagner-Harkonen, Dan Larson & Jim Paron
Jennifer Wagner-Harkonen, Dan Larson and Jim Paron read and signed their oaths of
office during the January 21, 2011 EDC meeting.
B. Appoint 2011 EDC Chairperson & Vice Chairperson
Motion/Second: Commissioner Larson nominated and Commissioner Belting seconded the
nomination that Torri Johnson become the 2011 EDC Chairperson.
Motion Carried: 7 Ayes, 0 Nays
Motion/Second: 2010 Chair Meehlhause nominated and Commissioner Belting seconded
the nomination that Jennifer Wagner-Harkonen become the 2011 EDC Vice Chairperson.

C. Recognize Jackie Entsminger for her Eight Years of Service on the EDC
Commissioner Meehlhause read the Certificate of Appreciation to Jackie Entminger as
follows: the Mounds View Economic Development Commission awards this certificate to
Jackie Entsminger (7954 Long Lake Road) for serving on the Economic Development
Commission for eight years.
Commissioner Meehlhause thanked Ms. Entsminger personally and said she was a great
Commission member. He hopes she comes back to the Commission someday.
Commissioner Belting said that Jackie had some good insight and he appreciated that she
was so passionate about the City of Mounds View. Chair Johnson agreed.
Economic Development Specialist Steinmetz added that Ms. Entsminger was invited to
attend today's meeting and Monday's City Council meeting but she respectfully declined.
6. EDC BUSINESS
A. Set 2011 Economic Development Priorities
Ms. Steinmetz reviewed the EDC's 2010 priorities. After much discussion, the EDC
developed the below list of priorities for 2011. Chair Johnson clarified that the bullets
underneath the EDC's #1 priority are in no particular order.
1) Development/redevelopment along the County Rd 10 corridor
• Potential name change for County Rd 10
• Premium Stop Redevelopment Area
• Silver View Plaza
• Complete remaining trailway connections to businesses
• PAK building
• Select Senior Living
• Improve the aesthetics of properties in the County Rd 10 corridor
• Vacant BP gas station site
• Reconstruction of County Rd 10
2) Monitor and assist with Citywide housing issues and projects
3) Implement an informal business retention program
4) Continue budgeting to implement the Mounds View Branding Project
5) Monitor development plans for the TCAAP site in Arden Hills
6) Monitor Mounds View properties in transition
7) Skyline Motel redevelopment
8) Support the implementation of the Citywide Street & Utility Improvement Program
Motion/Second: Commissioner Helgemoe moved and Commissioner Larson seconded the
approval of the EDC's 2011 Priorities.

7. REPORTS OF COMMISSIONERS
Commissioner Helgemoe announced that the Chamber's annual Gala fundraiser will be
held on Friday, March 11, 2011 in St. Anthony.

Chair Johnson said there is a pasta dinner and silent auction on Sunday, January 30, 2011
at the American Legion in Fridley. Proceeds will benefit the Irondale High School All Night
Party.
Commissioner Meehlhause recognized the Irondale Nordic Boys Ski Team for being ranked
8th or 9th in the State, which is the first time in history for the school. He added that one of
the 91h grade girl skiers is ranked within the top ten in the State.
8. REPORTS OF STAFF
City staff provided the EDC with updates on the following items
Mounds View Home Improvement Loans
Ms. Steinmetz reminded the EDC that the EDA approved four new loan programs in
November 2010. In January, the EDA approved the Greater Metropolitan Housing
Corporation to be the administer of the loans.
B-2, Limited Business Zoning District Amendments
Ms. Steinmetz said these potential amendments would allow more intense restaurants and
auto parts stores to be allowed in B-2 zoning districts within the City.
Select Senior Living Project
The developer purchased the three properties for this project in mid-December 2010. Once
the Housing Revenue Bonds are sold for this project, construction will begin.
Mounds View Business Council
This is a new group that was formed by the Chamber. It's a group of Mounds View
businesses that get together monthly to discuss important business issues. Similar groups
exist in the other Chamber member cities. There will be a speaker at each meeting, such
as the Police Chief or the Fire Chief. The next meeting is February 9th. Contact Chamber
President Tim Roche to be added to the meeting notice list.
Commissioner Belting thanked Commissioner Helgemoe for hosting the Business Council
meetings at Western Bank. He added that it's nice to meet Mounds View business owners
that he hasn't met before.
Mounds View Business News
The January EDC meeting packet included the first two issues of the City's new business
newsletter called Mounds View Business News. The newsletter is a way for the City is
trying to help businesses connect with one other. Commissioner Wagner-Harkonen asked
that the EDC be added to the newsletter distribution list.
Available Business Sites in Mounds View
Ms. Steinmetz clarified that the list does not include redevelopment sites but that she'll
include them in future EDC meeting packets. She said the new entry on the list is Mounds
View's Medtronic distribution space located in Mounds View Business Park South.
OTHER
Commissioner Belting welcomed new EDC member Jim Paron and said that Jim's insight
about the redevelopment of County Rd 10 will be very helpful to the Commission because
Mr. Paron's home is located on the highway.

Ms. Steinmetz invited the EDC to attend the Monday, March 7t" City Council Work Session
to share with the Council the EDC's accomplishments over the last few years and to discuss
the EDC's 2011 priorities with the Council.
9. NEXT REGULAR EDC MEETING
The next regular EDC meeting was scheduled for Friday, February 18, 2011 at 7:30am.
10. ADJOURNMENT
There being no further business, the January 21, 2011 meeting adjourned at 8:58am.
