1. CALL TO ORDER
Chair Torri Johnson called the meeting to order at 7:34am.
2. ROLL CALL
Members Present: Chair Torri Johnson and Commissioners Greg Belting, Jason
Helgemoe, Dan Larson, Gary Meehlhause and Jim Paron
Member Absent: Vice Chair Jennifer Wagner-Harkonen
Staff Present: Economic Development Specialist Heidi Steinmetz
Others Present: Councilmember Carol Muellner, Finance Director Mark Beer,
Planning Associate Heidi Heller, Arden Hills EDC Member Dan
Erickson and Arden Hills Community Development Director Jill
Hutmacher
3. APPROVAL OF APRIL 15, 2011 AGENDA
Motion/Second: Commissioner Larson moved and Commissioner Helgemoe seconded the
approval of the January 21, 2011 EDC agenda.
Motion Carried: 5 Ayes, 0 Nays
Commissioner Belting arrived at this time.
4. APPROVAL OF JANUARY 21, 2011 EDC MINUTES
Commissioner Meehlhause noted a typo on page one of the January 21St minutes.
Motion/Second: Commissioner Helgemoe moved and Commissioner Larson seconded the
approval of the January 21, 2011 minutes.
Motion Carried: 6 Ayes, 0 Nays

The City of Arden Hills's Community Development Director Jill Hutmacher provided a
PowerPoint presentation to the EDC about the Twin Cities Army Ammunition Plant
(TCAPP). She provided information on the history of the site, the environmental conditions,
the City of Arden Hills's zoning and Comprehensive Plan designations, the GSA sale
process, the Vikings stadium proposal and the State's draft legislation for a stadium. A
paper copy of the PowerPoint presentation is available at City Hall and the EDC meeting
may also be viewed on the City's Website at www.ci.mounds-view.mn.us under the Mounds
View Television section.
Commissioner Belting left the meeting at this time (8:25am).
7. REPORTS OF COMMISSIONERS
Commissioner Larson congratulated the Edgewood Middle School orchestra for being one
of six orchestras in the State of MN to play at Orchestra Hall in Minneapolis at the end of
March.
Commissioner Meehlhause reported that Irondale student (also a Mounds View resident)
Meghan Lorence was chosen as the Metro Women's Hockey Player of the Year. He also
reported that two Irondale boys Nordic skiers qualified for State in addition to one Irondale
girl Nordic skier. Lastly, Irondale Nordic ski coach Chris Torvi was chosen as the Coach of
the Year.
8. REPORTS OF STAFF
City staff provided the EDC with updates/announcements on the following items: Select
Senior Living Project, Recap of April 13th Mounds View Business Council Meeting, Mounds
View Business News, Available Business Sites in Mounds View, Town Hall Meeting and
Chamber Business Expo.
9. NEXT REGULAR EDC MEETING
The next regular EDC meeting was scheduled for Friday, May 20, 2011 at 7:30am.
10. ADJOURNMENT
There being no further business, the April 15, 2011 meeting adjourned at 8:45am.
