ROLL CALL Members Present: Chair Torri Johnson, Vice Chair Jennifer Wagner-Harkonen and Commissioners Greg Belting, Jason Helgemoe, Dan Larson, Gary Meehlhause and Jim Paron Staff Present: Economic Development Specialist Heidi Steinmetz 3. APPROVAL OF MAY 20, 2011 AGENDA Motion/Second: Commissioner Helgemoe moved and Commissioner Paron seconded the approval of the May 20, 2011 EDC agenda. Motion Carried: 7 Ayes, 0 Nays 4. APPROVAL OF APRIL 15, 2011 EDC MINUTES Commissioner Meehlhause mentioned two corrections on page two under "Item 7. Reports of Commissioners." He noted that Meghan's last name is "Lorence" and the word "at" should be changed to "as". Chair Johnson added that Jill Hutmacher's, Arden Hills Community Development Director, should be listed under "Item 2. Roll Call" under "Others Present". Motion/Second: Commissioner Meehlhause moved and Commissioner Belting seconded the approval of the April 15, 2011 minutes as amended. Motion Carried: 7 Ayes, 0 Nays 5. SPECIAL BUSINESS There was no special business. 6. EDC BUSINESS A. Discuss Ideas for Usage of Bi -Annual Donations from Bethlehem Baptist Church Economic Development Specialist Heidi Steinmetz summarized that in 2004, the City Council approved an amendment to the "Building N" Planned Unit Development located in EDC Minutes May 20, 2011 Page 2 of 2 Mounds View Business Park North. The amendment added religious institutions as a permitted use of the property. Therefore, Bethlehem Baptist Church was able to move into "Building N". Since religious institutions are tax-exempt, the church offered to provide bi- annual donations of about $2,500 to the EDA until the year 2014. The church requested that the EDA expend the funds towards economic development activities within Mounds View. The EDC discussed ideas for ways the EDA could use these funds. The EDC's consensus was to suggest that the EDA allow the dollars accumulate through the end of the year 2013 because that is when the donations cease and that the EDA should use the funds towards new signage for County Road 10. The EDC discussed that about $12,500 in funds would accumulate between now and 2013, which would not cover the entire cost of new signage. B. Discuss Possible EDC Resolution Regarding the Development of the Proposed Minnesota Vikings Multi -Purpose Facility on the TCAAP Site in Arden Hills The EDC discussed this item at length. They asked City staff to draft a resolution stating that the EDC wants to remain notified and involved in the City of Mounds View's discussions about the proposed stadium development on the TCAAP site in Arden Hills. Ms. Steinmetz invited the EDC to attend the Monday, June 6th City Council Work Session since the City Council would be discussing the proposed Vikings facility at the June 6th meeting. 7. REPORTS OF COMMISSIONERS Commissioner Helgemoe promoted the Twin Cities North Chamber's upcoming golf tournament fundraiser on June 9th at Bunker Hills. He also provided a recap of the May 11 th Mounds View Business Council meeting when Councilmember Mueller attended to promote the 5th Annual Car Show at Festival in the Park on August 20, 2011. Chair Johnson said that the Irondale High School Boys Baseball team is having a community garage sale this weekend (May 20-22). 8. REPORTS OF STAFF City staff provided the EDC with updates/announcements regarding Mounds View Business News and Available Business Sites in Mounds View. 9. NEXT REGULAR EDC MEETING The next regular EDC meeting was scheduled for Friday, June 17, 2011 at 7:30am. 10. ADJOURNMENT There being no further business, the May 20, 2011 meeting adjourned at 8:48am.
