CALL TO ORDER Chair Greg Belting called the meeting to order at 7:39am. ROLL CALL Members Present: Chair Greg Belting, Vice -Chair Jennifer Wagner-Harkonen and Commissioners Jason Helgemoe, Dan Larson, Jim Paron and Gary Stevenson Members Absent: Commissioner Jim Freichels Staff Present: City Administrator Jim Ericson, Assistant City Administrator Desaree Crane and Economic Development Specialist Heidi Steinmetz APPROVAL OF AUGUST 16, 2013, AGENDA Motion/Second: Commissioner Stevenson moved and Vice -Chair Wagner-Harkonen seconded the approval of the August 16, 2013, EDC agenda. Motion Carried: 6 Ayes, 0 Nays APPROVAL OF MAY 17, 2013, EDC MINUTES Motion/Second: Commissioner Helgemoe moved and Commissioner Stevenson seconded the approval of the May 17, 2013, EDC minutes as amended. Motion Carried: 6 Ayes, 0 Nays 5. EDC BUSINESS A. Discuss Redevelopment Vision for Southeast Corner of County Road 10 & County Road H2 The EDC reviewed and discussed the 2006 redevelopment concepts for the site. Commissioner Helgemoe inquired about closing the Greenfield Avenue access to County Road H2. City Administrator Jim Ericson answered that closing the access is part of the vision for the site, however the EDA or City Council have not officially decided upon the closure. Commissioner Larson suggested that retail would be a good use for the site. EDC Minutes August 16, 2013 Page 2 of 3 Chair Belting suggested that the site be developed cohesively (not piecemeal). Commissioner Helgemoe agreed since there seems to be a high vacancy rate within the smaller properties in the area. The EDC discussed how the future Coventry Senior Living project will relate to the site. Wagner-Harkonen suggested that a medical clinic would be a good use for the site. Motion/Second: Chair Belting moved and Vice -Chair Wagner-Harkonen seconded the following recommendation to the EDA regarding the future development of the site: • Construct a cohesive development rather than a piecemeal development • Eliminate the Greenfield Avenue access to County Road H2 by constructing a cul-de-sac • Solicit quotes from consultants for to assist with land development planning for the site Motion Carried: 6 Ayes, 0 Nays 6. REPORTS OF COMMISSIONERS Commissioner Helgemoe reminded the EDC that Mounds View's 2012 "Citizen of the Year", Greg Belting, will be the grand marshal in tomorrow's Festival in the Park parade. 7. REPORTS OF STAFF City staff provided updates on the following items: A. TCAAP Development Update B. Country Road 10 Name Change Status C. Mounds View Business News Assistant City Administrator Desaree Crane was in attendance to provide information about the mobile food trucks that are authorized to operate within the City of Mounds View. She explained the City and State's process for regulating food trucks and answered the EDC's questions. Commissioner Wagner-Harkonen provided input from her co-worker at the U of M, Dr. Hales, who has studied the food truck concept. She said that he would be willing to speak at a future meeting. She said that the City could consider offering a fixed location for food trucks and that food trucks are sometimes the first step for entrepreneurs who eventually open restaurants. Mrs. Crane offered to send an informational packet to the EDC regarding how other cities regulate food trucks. Chair Belting brought up the concern that food trucks could create an uneven "playing field" compared to existing fixed structure restaurants that pay property taxes in the City of Mounds View. NEXT REGULAR EDC MEETING The next regular EDC meeting was scheduled for Friday, September 20, 2013, at 7:30am. 9.
