Regular Meeting
September 21st, 2001

1. CALL TO ORDER:
The meeting was called to order at 7:35 a.m. by Chairperson Tom Field.
2. ROLL CALL:
Members Present: Dr. Greg Belting, Cindy Carlson, Torri Johnson, Wendy Marty, and Tom Field.
Member Absent: Stan McDonald, Sean Walther
Staff Present: Community Development Director Jim Ericson
3. APPROVAL OF MINUTES:
Motion/Second: Carlson moved and Field seconded the approval of the May 18, 2001 EDC minutes
Motion Carried: 4 Ayes 0 Nays
Motion/Second: Johnson moved and Carlson seconded the approval of the June 15, 2001 EDC
minutes
Motion Carried: 5 Ayes 0 Nays (1 Abstention -- Field)
4. SPECIAL BUSINESS
No special order of business was scheduled or discussed.
5. REPORT OF COMMISSIONERS, STAFF AND EDA LIAISON
A. Commissioner Reports: There were no reports
B. NB~MV Chamber of Commerce Update
Commissioner Belting discussed the Chamber’s 19th Annual Gala which had a Wild, Wild West
theme. The Gala represents the Chamber’s annual; social and fundraising event and included
dinner, entertainment and an auction.
C. Report of Staff
1. Mermaid Project Update: Director Ericson brought the Commissioners up to speed
regarding the status of the Mermaid development.
2. EDA Purchase of 2091 Hillview: Director Ericson discussed the four-plex located at
2091 Hillview, the blighted rental property the EDA recently purchased from HUD. The
intent will be to renovate the property and return it to the rental market while erasing a
neighborhood eyesore.
3. New Businesses: Director Ericson informed the Commissioners that two new
businesses had relocated to Mounds View: Yahama Motor Corp in the business park
and Glacier Machinery Sales at 2832 County Highway 10, leasing the former PAK
Building.
4. Economic Development Coordinator Position: Director Ericson updated the Commission
regarding this vacancy and the intent to advertise to fill the position.
5. Highway 10 project Meetings: Director Ericson indicated that there would be a project
team meeting on October 10 and a public meeting scheduled for October 15th. Chair
Field offered that speeds on County Highway 10 need to be enforced and pointed out
that in his opinion, Spring Lake Park enforces its section better than does Mounds View.
Commissioner Carlson suggested staff notify the Chamber of the upcoming County
Highway 10 meetings.
6. Office of the State Auditor’s Letter of Non-Compliance: Director Ericson confirmed the
City responded to the OSA’s findings by respectfully disagreeing with their findings.
7. EDC BUSINESS
A. Business Improvement Partnership Program: Director Ericson indicated that the EDA had
referred this item to the EDC for its consideration. The Commissioners reviewed and
commented on the current Business Improvement Partnership Program guidelines, and
discussed ways in which it could be improved. Commission Carlson stated that the project,
while under-used, was a good tool and should be retained and improved. Some potential
amendments were discussed and all agreed more discussion was necessary.
B. Potential Restaurant Development within Mounds View: Chair Field discussed list of desired
restaurants that should be recruited. Commissioner Carlson suggested contacting the
Minnesota Restaurant Association and communicating the City’s desires. Chair Field felt that
the number of employers in the area, residents, the business parks and industrial parks would
support other restaurant ventures.
C. Amoco Site – 2800 County Highway 10: Chair Field proposed that the City consider assisting
with the demolition of the Amoco building as an effort to promote redevelopment, similar to
what was authorized for the demo of the building at 2901 County Highway 10. Director
Ericson indicated that this property and the adjacent properties were generating significant
interest within the development community and that any consideration to pay for demolition
should be put on hold for a while.
D. Development at NE Corner of County Highway 10 and Groveland Road: Chair Field inquired
about this area, stating that realty signs have been posted. Director Ericson confirmed that

the property owners in this area have joined together to market their five parcels as one
unified development site.
7. Adjournment
There being no further business before the Commission, this meeting of the Economic Development
Commission was adjourned at 8:37 a.m.
