1. CALL TO ORDER
Chair Torri Johnson called the meeting to order at 7:34am.
2. ROLL CALL
Members Present: Chair Torri Johnson, Vice Chair Jennifer Wagner-Harkonen and
Commissioners Jason Helgemoe, Dan Larson and Gary
Meehlhause
Members Absent: Commissioners Greg Belting and Jim Paron
Staff Present: Finance Director Mark Beer and Economic Development Specialist

3. APPROVAL OF MARCH 9, 2012 AGENDA
Motion/Second: Commissioner Larson moved and Commissioner Meehlhause seconded
the approval of the March 9, 2012 EDC agenda.
Motion Carried: 5 Ayes, 0 Nays
4. APPROVAL OF FEBRUARY 17, 2012 EDC MINUTES
Commissioner Helgemoe noted a change on page 2 under Item C1. The word “Expending”
needed to be changed to “Using the” and the words “within the City of Mounds View” was
added to the end of the sentence.
Motion/Second: Commissioner Helgemoe moved and Vice Chair Wagner-Harkonen
seconded the approval of the February 17, 2012 minutes as amended.
Motion Carried: 5 Ayes, 0 Nays
5. EDC BUSINESS
A. Tax Increment Financing (TIF) Presentation by Finance Director Mark Beer
Finance Director Mark Beer provided the EDC with a basic presentation on Tax Increment
Financing (TIF). He said that TIF is one of many Economic Development tools available to
cities and that cities use TIF by creating different types of TIF Districts. He said each type of
district has different rules and year limits. He provided an overview of Mounds View’s four
TIF Districts. He explained how Tax Increment is calculated and he discussed how the
City’s unobligated TIF funds could be used within Mounds View.

B. Discuss County Road 10 Corridor Improvements
Economic Development Specialist Heidi Steinmetz said that on January 3, 2012, the City
Council asked that the EDC recommend a list of County Road improvements with
associated cost estimates that could be implemented as early as this summer. On February
17, 2012, the EDC briefly discussed County Rd 10 beautification items but tabled the
discussion due to time limitations.
Chair Torri Johnson confirmed with Finance Director Mark Beer that the City’s amount of
unobligated TIF is about $900,000 and that any TIF amounts listed in the City’s Five-Year
Financial Plan were already removed from the $900,000 figure. Ms. Steinmetz said that all
items in the Five-Year Plan related to County Rd 10 improvements are listed on page one of
the EDC’s staff report for this morning’s meeting.
The EDC discussed a list of County Rd 10 improvement ideas and prioritized the list in the
following manner:
1) Mow (rough cut) medians & Right-of-Way approx. 6 times per season and trash cleanup
2) Plant trees along Right-of-Way
3) Property acquisition & demolition
4) Complete remaining trailway segments
5) Highway signs
6) Decorative banners with City logo for existing trailway light posts
7) Entrance monument signs
The following County Rd 10 improvement items were not prioritized by the EDC:
• Paint the semaphore structures (stop lights)
• Plant hearty shrubs in medians
• Upgrade private business signs
• Install decorative fencing
6. REPORTS OF COMMISSIONERS
Commissioner Helgemoe summarized the first meeting of the County Rd 10 Renaming
Taskforce; that the Taskforce agreed that the signage on 35W and County Rd 10 is a focal
point. He added that MnDOT’s Kent Barnard will be speaking at the next Mounds View
Business Council meeting on April 11th at the Community Center.
7. REPORTS OF STAFF
Ms. Steinmetz reported that Mounds View Best Steak House had closed. She announced
that Rep. Tom Tillberry will be speaking at the next Mounds View Business Council meeting
on March 14th at 7:30am at the Community Center. She added that the May Business
Council speaker will be Greg Johnson of Coventry Senior Living. Finally, Ms. Steinmetz
announced that a very large event will be held at The Mermaid in Mounds View in late June,
which is the MN Street Rod Association’s registration for their annual Back to the 50s car
show.

8. NEXT REGULAR EDC MEETING
The next regular EDC meeting was scheduled for Friday, April 20, 2012 at 7:30am.
9. ADJOURNMENT
There being no further business, the March 9, 2012 meeting adjourned at 9:09am.
