Minutes of the Economic Development Commission
City of Mounds View
Ramsey County, Minnesota
Regular Meeting
August 26th, 1999
City of Mounds View, Council Chambers

1. Call to Order:
The meeting was called to order at 8:05 a.m. by Chairperson Cindy Carlson.
2. Roll Call:
Members Present: Cindy Carlson, Rosemary Goff, Sean Walther, and Julie Olsen.
Members Absent: Tom Field, Jerold Kahn, Wendy Marty, and EDA Liaison Lynne Thomason.
Staff Present: Economic Development Coordinator Kevin Carroll and Finance Director Bruce Kessel.
3. Approval Of Minutes:
No minutes were approved.
4. Special Business
Kevin Carroll provided the Economic Development Commission with an update regarding Highway 10
signage and potential naming options.
5. EDC BUSINESS
A. Comprehensive Guide Plan – Economic Development Section
Chair Carlson indicated that a great deal of time has been spent on the Economic Development Section of
the Comprehensive Guide Plan, and stated that the document is now in its final form. Commissioner Olsen
expressed the following objections to the plan as presented:
1. The text below the bullet points in section 2 “Priorities for Economic Development” be removed.
After considering the issue, the following motion was presented:
Motion/Second: Goff/Walther moved to keep the “Priorities for Economic Development” section as
presented at the in the July 22, 1999 meeting.
Motion Carried 3 ayes 1 nays (Olsen Dissenting)
2. Clarification was requested regarding the inclusion of components from the previously deleted section
“Financing Tools” into section 3 “Resources to Support Economic Development.”
After considering the issue, the following motion was advanced:

Motion/Second: Goff/Walther moved to keep the “Resources to Support Economic Development” section
as presented at the in the July 22, 1999 meeting.
Motion Carried 3 ayes 1 nays (Olsen Dissenting)
With the aforementioned issues resolved, Chair Carlson asked for a motion to approve the Economic
Development Section of the 1999 Mounds View Comprehensive Guide Plan. The following motion was
presented.
Motion/Second: Walther/Goff moved to approve the Economic Development Section of the 1999 Mounds
View Comprehensive Guide Plan.
Motion Carried 3 ayes 1 nays (Olsen Dissenting)
Olsen requested that the minutes reflect her dissent was not based on the plan as a whole, but on particular
components within the plan.
B. Discussion of TIF Options
Economic Development Coordinator Kevin Carroll discussed the desire of the Economic Development
Authority to gain the Economic Development Commissions insight into tax increment financing. He
proceeded to outline the various alternatives that have been developed with regard to tax increment
financing. These alternatives include continuing the current practice, use the current practice but set a
ceiling on the amount of funds which go into the TIF pool for use on discretionary projects, and return all
increment not pledged for current obligations to Ramsey County for redistribution. Finance Director Kessel
provided further clarification on the potential alternatives.
Economic Development Coordinator Kevin Carroll discussed the various options for approaching the
discussion of TIF including the need for a historical perspective, operational considerations, TIF funded
programs, the use of future TIF funds.
Chair Carlson indicated that the TIF policy has been reviewed as recently as 1997. She suggested that a
joint meeting, or series of meetings be conducted with both the Economic Development Commission and
the Economic Development Authority. It was agreed that staff would get back to the Commission with a
potential date.

There being no further business before the Commission, this meeting of the Economic Development
Commission adjourned at 9:20 a.m.
