CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING UPGRADING THE SCADA (SUPERVISORY, CONTROL, AND DATA
ACQUISITION) COMPUTER PROGRAM
WHEREAS, the City of Mounds View has operated a water and sewer distribution
system since the early 1960's. The distribution system, that operates 24 hours a day/365 days a
year, is critical to health and safety services vital to our everyday lives, and;
WHEREAS, The SCADA (Supervisory, Control, and Data Acquisition) is a computer
system for operating the City's utility systems. It was originally installed in 1989, and upgraded
in 1998, 2007, and 2016, and;
WHEREAS, While installing the software upgrades in 2017 it was recommended that a
backup dialer for the alarms should be installed, and;
WHEREAS, Staff received a quote for updating the SCADA software program,
relocating the system to the new Public Works Facility and installing a backup alarm dialer from
AE2S (Advanced Engineering and Environmental Services Inc.) for $38,975, with a 5%
contingency of $1,948 and is budgeted in 700-4823-3030, and;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
1. Approves the proposal from AE2S (Advanced Engineering and Environmental Services
Inc.) for $38,975, with a 5% contingency of $1,948 totaling $40,923 and is budgeted in
the Water Fund of 700-4823-3030.
2. The Mayor and City Administrator are hereby authorized and directed to execute all
appropriate documents to effectuate the actions contemplated by this resolution.
3. The Mayor and City Administrator, Staff and consultants are hereby authorized and
directed to take any and all additional steps and actions necessary or convenient in
order to accomplish the intent of this Resolution.
