Item Title/Subject: Resolution 8068 Approving the Hire of Police Officers James
Demko, Brian Smith and Brian Schultes
Introduction:
On November 13, 2012, the city council approved resolution 8011 authorizing the
creation of a new eligibility list for the purpose of hiring future police officers.
Three vacancies currently exist within the police department due to recent departures of
officers. On November 22, 2012, Officer Gregg Neumann resigned his position as
police officer. On February 10, 2013, Officer Andrew Olson also resigned from the
police department. Both officers accepted positions with other law enforcement
agencies. Then on February 27, 2013, Sergeant Bob Nelson retired after 28 years of
service with the city. Presently, the size of the department is 16 sworn officers.
Discussion:
Filling these officer vacancies as quickly as possible will maintain the appropriate
staffing of the department and will avoid any additional expenses in overtime costs to
backfill the vacancies.
On March 6, 2013, the Police Civil Service Commission certified an active eligibility list
for the position of Police Officer based on previously conducted testing components,
which included written testing, physical agility testing and oral interviews. The top
candidates on the list are as follows:

3. Brian Schultes
4. Joshua Horejsi
5. Gregory Randolph
6. James Stoffel
The top three candidates on this list have successfully completed all of the required testing
procedures, which included an oral board examination, physical agility test, written exam,
background examination, physical examination and a psychological examination. Staff has
personally met with and interviewed James Demko, Brian Smith and Brian Schultes and
feel that all three candidates would be excellent additions to the department.
Staff is requesting to start the top two candidates on the same date (with designation as
the first and second hire) and staggering the third candidate to start four weeks later.
These dates of hire are requested due to field training considerations, as three candidates
would be too difficult to schedule field training simultaneously.
Recommendation:
Staff recommends City Council approval of Resolution 8068, a resolution authorizing the
hiring of James Demko, as the first hired officer and Brian Smith, as the second hired
officer to the position of Police Officer at Step 1 ($21.32/hr) of the compensation schedule
in accordance with the Law Enforcement Labor Services Contract, effective on March 18,
2013. Staff also recommends the hiring of Brian Schultes to the position of Police Officer at
the step 1($21.32/hr) pay rate effective April 15, 2013.

APPROVING THE HIRING OF JAMES DEMKO, BRIAN SMITH AND BRIAN
SCHULTES TO THE POSITION OF POLICE OFFICER
WHEREAS, the City Council has approved the establishment of an eligibility list for
the position of Police Officer for current vacancies in the Police Department, and the
Police Civil Service Commission has approved the procedures for establishing an eligibility
register to fill these vacancies, and;
WHEREAS, the approved hiring procedures consist of a competitive written
examination, training and experience scoring, oral interviews, physical agility testing, a
thorough background investigation, physical examination and a psychological examination
and;
WHEREAS, the Civil Service Commission has certified the eligibility list for the
opening, and James Demko, Brian Smith and Brian Schultes are the top three candidates
standing on the eligibility register, and their background investigations, physical,
psychological, and physical agility testing have all been successfully completed, and;
WHEREAS, staff of the Police Department has met with James Demko, Brian Smith
and Brian Schultes, and the Chief of Police recommends that all three be appointed to the
position of Police Officer.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Mounds
View, Ramsey County, Minnesota does hereby appoint James Demko, as the first hired
officer and Brian Smith as the second hired officer to the position of Police Officer effective
March 18, 2013 at the step one rate of pay ($21.32/hr) as indicated in the Law
Enforcement Labor Services contract and Brian Schultes to the position of Police Officer
also at the step 1($21.32/hr) pay rate effective April 15, 2013.

Department. His supervisor, Deputy Chief Steve Menard, has reviewed his performance
as it relates to his responsibilities outlined in the job description.
Officer Kirk Leitch is a current employee with the City of Mounds View Police Department.
His supervisor, Sergeant Robert Nelson, has reviewed his performance as it relates to his

Discussion:
It was determined that Agnes Quasabart has satisfactory performed in the capacity of her
position, and therefore a step wage adjustment is consistent with the Mounds View
Personnel Manual.
It was determined that Officer Kasey Keckeisen has satisfactory performed in the capacity
of his position, and therefore a longevity wage adjustment is consistent with the LELS
Police Officers Union Contract.
It was determined that Officer Kirk Leitch has satisfactory performed in the capacity of his
position, and therefore a longevity wage adjustment is consistent with the LELS Police
Officers Union Contract.

Background
Sergeant Robert Nelson has retired as a Mounds View Police Sergeant effective February
27, 2013. Attached is Resolution 8070, which authorizes severance payment to Sergeant
Robert Nelson in accordance with the LELS (Sergeants) Union Contract.
Discussion
Resolution 8070 provides for a payout of Sergeant Nelson's sick time into his Retirement
Health Savings Plan. In accordance the LELS (Sergeants) Union Contract, Sergeant Nelson
is authorized a sick time payout totaling $42,547.06 to his Retirement Health Savings Plan.
This is calculated as 1,679.25 accrued/banked sick hours times 65% times his hourly rate of
$38.98.
Resolution 8070 also provides for a payout of Sergeant Nelson's vacation time into his
Retirement Health Savings Plan. In accordance with the LELS (Sergeants) Union Contract,
Sergeant Nelson is authorized a vacation time payout totaling $4,996.46 to his Retirement
Health Savings Plan. This is calculated as 128.18 accrued/unused vacation hours times his
hourly rate of $38.98.
In addition, Resolution 8070 provides a payout of Sergeant Nelson's compensatory time into
his Retirement Health Savings Plan. In accordance with the LELS (Sergeants) Union
Contract, Sergeant Nelson is authorized a compensatory time payout totaling $1,437.58 to
his Retirement Health Savings Plan. This is calculated as 36.88 hours times his hourly rate
of $38.98.
Recommendation
Staff recommends severance payment for Sergeant Robert Nelson in the amount not to
exceed $48,981.10 into his Retirement Health Savings Plan.

WHEREAS, Sergeant Nelson has retired from the Mounds View Police Department
effective February 27, 2013; and
WHEREAS, the balance of accrued and unused sick leave time is 1,679.25 hours
as of February 27, 2013; and
WHEREAS, the balance of accrued and unused vacation is 128.18 as of February
27, 2013; and
WHEREAS, the balance of unused compensatory time is 36.88 as of February 27,
2013; and
WHEREAS, Sergeant Nelson's current rate of pay of $38.98 per hour; and
WHEREAS, the maximum potential payout of sick time will be 1,679.25 hours x
65% x $38.98 = $42,547.06; and
WHEREAS, the maximum potential payout of vacation time will be 128.18 hours x
$38.98 = $4,996.46; and
WHEREAS, the maximum potential payout of compensatory time will be 36.88
hours x $38.98 = $1,437.58.
WHEREAS, $48,981.10 will be contributed to Sergeant Nelson's Retirement Health
Savings Plan.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council

Item Title/Subject: Resolution 8071, Appointing Brett Brisbois to a Vacant
Maintenance Worker (Stormwater) Position in the Public Works
Department
Background
Nick Fleischhacker submitted his resignation and his last day of employment was on February 20,
2013. Mr. Fleischhacker was a Public Works Maintenance Worker in the Water Division
(Stormwater). On February 25, 2013, the City Council authorized Staff to start the process of filling
the position vacated by Mr. Fleischhacker.
Discussion
The Public Works Collective Bargaining Agreement requires that job vacancies are to be filled
based on the concept of "promotion from within" provided that the applicants have the necessary
qualifications to meet the standards of the job vacancy and have the ability to perform the duties
and responsibilities of the job vacancy. It also requires that job vacancies be posted for five (5)
working days so that members of the bargaining unit can be considered for such vacancies.
Staff advertised for this position internally, and received a letter of interest from Brett Brisbois.
Mr. Brisbois is currently employed as a maintenance worker in the drinking water subdivision of
Public Works. Mr. Brisbois has been in this position for over six years and has the necessary
licensing requirements for the Stormwater position, and is very familiar with stormwater
operations.
Public Works Director DeBar and Public Works Supervisor Peterson have reviewed Mr. Brisbois'
qualifications, and recommend appointing him to the Stormwater position. Mr. Brisbois is currently
at the top of his pay scale for this position; therefore, no compensation adjustments are
necessary.
Recommendation
Staff recommends that the City Council adopt the attached Resolution 8071, appointing Brett
Brisbois to a vacant Maintenance Worker (Stormwater) position in the Public Works Department.

NOW, THEREFORE, BE IT FURTHER RESOLVED that there will be no compensation
adjustments as Brett Brisbois is currently at the top pay scale for a Public Works Maintenance
Worker in accordance with the current labor agreement on file.

Item Title/Subject: Resolution 8072, Approving a Revised Position Description and
Authorizing Advertisement for Rehiring a Maintenance Worker
(Drinking Water) in the Public Works Department
Background:
Earlier last month, a maintenance worker in the stormwater subdivision of Public Works
resigned. The vacant position was posted internally and Brett Brisbois, a current water
maintenance worker, requested reassignment to the stormwater position. If the City Council
appoints Mr. Brisbois to the vacant stormwater maintenance position, Mr. Brisbois's position
as maintenance worker in the drinking water subdivision will become vacant and will be
required to go through the same process as the recently vacated stormwater position.
Discussion:
There are two maintenance workers assigned to the drinking water subdivision of the
operation and maintenance (O&M) division of the Public Works Department. One of these
positions is the Lead Utility Worker who is accountable for delivering safe and reliable
drinking water. The lead utility worker is primarily focused on running the wells, treatment
plants, and storage facilities, while the drinking water maintenance worker is primarily
focused on the water distribution system.
The vacant maintenance worker position is responsible for overseeing approximately 47
miles of watermain and 20 miles of water service pipes (in right-of-way); 1,000 gate valves
and 3,200 curb stops; 450 hydrants; and over 3,200 water meters and readers. This
position assumes the duties of the lead utility operator in his absence and performs the
utility locates as part of the Gopher State One program. In addition, the position is critical
in snow plowing and ice control operations, water main breaks, equipment maintenance,
and participates in the standby duty and call-back program for after-hours maintenance and
emergencies. This position is part of the Public Works Collective Bargaining Unit (PWCBU)
and is funded by the water enterprise fund.
The position description for the drinking water maintenance worker has also been reviewed
and is proposed to be revised (see attached). These revisions are proposed to clean-up
some deficiencies, clarify requirements related to driving license endorsements, and
standby duty/call back programs required of the position. However, the biggest revisions
are related to detailing the typical duties, responsibilities, knowledge/skills/abilities, and
relationship to the lead utility operator. None of the proposed revisions change the current
intent or duties of the position and as such, should not increase the HAY points.
The PWCBU agreement with the City requires that all permanent job vacancies are first
posted internally for five working days so current members of the bargaining unit can be
considered for the vacancy before it gets advertised to the general public. This requirement
supports the concept of promoting from within if interested internal candidates meet the

requirement of the vacant job. Only after the vacancy is posted for five working days and
no responses or qualified candidates are received will the vacancy be posted externally.

Staff recommends that the City Council adopt the attached resolution that will approve the
revised position description and authorize advertisement for rehiring for the drinking water
maintenance worker position.

(DRINKING WATER) IN THE PUBLIC WORKS DEPARTMENT
WHEREAS, the Public Works Department is staffed with one maintenance
worker who focuses primarily on the operation, maintenance, and repair of the
municipal drinking water distribution system, which is comprised of approximately 47
miles of watermain pipe; 1,000 gate valves and 3,200 curb stops; 450 hydrants; 20
miles of water service pipe (in right-of-way); and 3,200 water meters and readers; and
WHEREAS, the maintenance worker assigned to the drinking water subdivision
was reappointed to the vacant maintenance worker position in the stormwater
subdivision on March 11, 2013 (Res. 8071), whereby leaving the drinking water
maintenance worker position vacant; and
WHEREAS, the position description for the Maintenance Worker (Drinking
Water) has been revised to better define the current duties of the position; and
WHEREAS, City staff recommends rehiring this key position in operating and
maintaining the municipal drinking water distribution system to provide safe and reliable
drinking water to the consumers and to keep the system functioning properly and
maximizing the life span of its infrastructure and equipment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:
1. The attached Maintenance Worker (Drinking Water) position description is hereby
approved.
2. Staff is hereby authorized to post internally within the Public Works Department the
vacant maintenance position in accordance with the current Public Works Collective
Bargaining Unit agreement. Only after consideration of qualified internal candidates
will the vacant position be advertised to the public.
3. Staff is directed to evaluate applicants and provide a finalist for the vacant
Maintenance Worker (Drinking Water) to be considered by the City Council.

Position Title: Public Works Maintenance
Department: Public Works - Water
Accountable To: Public Works Director
Status: Collective Bargaining Unit - Non Exempt
PRIMARY OBJECTIVE OF POSITION
Qualified person will provide maintenance service and repair to buildings and
equipment of the City's Water Department, and other related facilities as apparent or
directed. These tasks may include, but not be limited to ensuring the quality of the
City's potable water, conduct required testing, equipment operations, and a variety of
skilled and unskilled labor tasks within the Public Works Department. This position will
also assume the necessary/relevant job duties of the Utility Lead Worker in his or her
absence.
SUPERVISION RECEIVED
Works under the general guidance and direction of the Public Works Supervisor.
SUPERVISION EXERCISED
May supervise seasonal workers as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Operates heavy equipment related to a variety of City programs such as
patching, snow plowing, excavating, and other tasks as delegated in a safe and
proficient manner.
• Operates light equipment including, but not limited to, trucks movers, tractors,
sprayers, paint stripper, chain saws, hand tools, and other related equipment in a
safe and proficient manner.
• Assesses situations or problems and determine workable solutions or methods
to resolve them with limited supervision.
• Makes recommendations to Public Works Supervisor on operating matters of the
department including personnel, equipment and work procedures which will
improve the functioning of the Public Works Department to provide better
maintenance and service.
• Follows departmental safety regulations and operating procedures that are in
compliance with applicable Minnesota Occupational Safety and Health Laws and
regulations. Also recognizes potential hazards in the work environment and
notifies Pubic Works Supervisor for corrective action.
• Purchases operational supplies with responsibility and in accordance with City
Purchasing Policy.
• Maintains or repairs equipment as apparent or assigned, within knowledgeable
limits to ensure vehicles and equipment are in good repair and appearance.

To perform a wide variety of skilled and general maintenance work activities and functions including

Background/Discussion:
To address the higher workload demand during summer and non -winter months, the Public
Works Department employs temporary seasonal maintenance workers. This arrangement
has worked very well for the City by providing the necessary semi -skilled work force during
peak work demands while not being encumbered with permanent employees with higher
wages and benefits. The City Council recently approved the 2013 seasonal maintenance
worker positions on February 11, 2013 (Res. 8060).
The current position description for the seasonal maintenance worker was drafted in 1997
and has never been revised (see attached). This original job description was brief and not
very descriptive. Duties of the various maintenance subdivisions were not broken out, so it
would be unclear to potential applicants looking at this version what duties and functions
would be performed with these subdivisions.
The position description has been reviewed and is proposed to be revised (see attached).
There has been much more detail put into the position description, with essential duties and
responsibilities broken out for the three maintenance subdivisions (parks, streets, and
utilities). None of the proposed revisions change the current intent the position, but rather,
provides a much better representation of actual job duties and requirements.
Recommendation:
Staff recommends that the City Council adopt the attached resolution that will approve the
revised position description for the seasonal maintenance worker.

MAINTENANCE WORKER IN THE PUBLIC WORKS DEPARTMENT
WHEREAS, temporary seasonal maintenance workers are employed in the
Public Works Department during summer and non -winter months to provide the
necessary semi -skilled and general maintenance work force to address peak work
demands, whereby reducing the encumbrance to the City by not having to hire
permanent maintenance positions with higher salaries and benefits; and
WHEREAS, the City Council approved the 2013 seasonal maintenance positions
on February 11, 2013 (Res. 8060); and
WHEREAS, the current version of the Seasonal Maintenance Worker position
description is in its original 1997 state and is brief and not very descriptive; and
WHEREAS, staff has reviewed the position description and is proposing
revisions that increase and better describe the details of the duties, responsibilities, and
requirements of the position.

Introduction:
On February 5, 2013, the City Council held a retreat with City department heads to discuss
goals and priorities for 2013. One of the primary issues discussed revolved around the
County Road 10 corridor. On February 25 and again on March 4, the Council reviewed the
goals and priorities.
Discussion:
During the retreat with the Council, many goals were discussed which all could be related
back to the County Road 10 corridor. Staff put together the attached statement which
includes the City's previously adopted Mission, Vision and Values Statements.
It was reiterated that the Council's indicated desire was to have a specific, measurable,
attainable, realistic and timely goal for the year, acknowledging that the City has a wide
variety of essential services and core functions (e.g., code enforcement, street
improvement program, public safety, economic development, etc.) which would remain
priorities regardless.
The statement was revised to include specific reference to working with MnDOT and
Ramey County regarding the naming of the corridor.
Recommendation:
If the attached statement of priorities and restatement of the City's Mission, Vision and
Values Statements accurately reflect the Council's desires, staff would recommend
approving the attached Resolution 8075, a resolution adopting the City Council Priorities for
2013 and reaffirming the Mission, Vision and Values Statements.

2013 City Council Priority Statement
On February 5, 2013, the Mounds View City Council and members of the management team
held a planning and goal -setting retreat at the Mounds View Community Center. After
reviewing accomplishments from the previous year and assessing previously established goals
and priorities, the Council deliberated as to how best to focus its present and future efforts.
Not unlike other municipalities, the City of Mounds View provides a variety of core and essential
services to its residents, property owners and business owners. Each of these service delivery
areas is an acknowledged and supported priority and each supports the City's stated Mission,
Vision and Values statements (which appear on the following pages.) Recognizing that
important services such as Code Enforcement, Street and Infrastructure Improvements, the
Community Center, Parks, Public Safety, Economic Development, and Sewer and Water
delivery (to name a few) are ongoing priorities which strengthen and enhance the City's
livability and social fabric, the City Council has chosen to focus particular attention this year to
the County Road 10 Corridor.
County Road 10 is the City's primary commercial corridor carrying more than 20,000 vehicles
per day through the community. Previously a MnDOT highway now under the jurisdiction of
Ramsey County, the corridor and many abutting properties have long suffered from deferred
and neglected maintenance and are in a state of disrepair which reflect poorly on the City as a
whole. Without direct control over the roadway or adjacent properties, the City understands its
ability to affect a meaningful, positive change will be a challenge. In recognition of this, the City
will endeavor to:
• Partner with Ramsey County concerning corridor maintenance and appearance
• Consider targeted property acquisitions on a case-by-case basis to eliminate blight
and to encourage redevelopment and land assembly
• Improve and enhance visual corridor aesthetics through sustainable landscaping and
pedestrian -friendly streetscaping
• Explore creation of a Corridor Overlay Zoning district to promote ideals of vertical,
mixed use development, minimized building setbacks, parking in rear and more
desirable design guidelines
• Complete corridor trail and sidewalk system and plan for internal and external linkages
to promote and enhance walkability and connectivity
• Actively recruit new business development and work with existing businesses for
purposes of retention and expansion
• Pursue grants and leveraged funding opportunities to foster desired improvements
• Partner with MnDOT and Ramsey County to effectuate the naming of the County
Highway 10 corridor as "Northtown Boulevard"
The above action steps and goals are not exhaustive --the City will consider additional
endeavors that ultimately support the revitalization and redevelopment of the County Road 10
corridor specifically while continuing to support and improve the community as a whole.

Introduction:
As part of the street improvement projects, the City purchases mailboxes and the lumber for
Public Works personnel to fabricate the mailbox post assemblies (the street contractor is
responsible to install the posts and mailboxes). This requirement is found in the City Code,
Chapter 202, Public Improvements (Section 202.09, Subd. 2):
j. In projects involving new street construction, and mill and overlays, mailboxes will be
grouped on gang posts in numbers logical to the spacing required. This practice will insure
the proper placement of the mailboxes, reduce potential roadside hazards, and generally
clean up the edge of the street. The cost of the new posts and installation will be added to
the project. Residents of overlays and mill and overlays may request the new posts and
installation, which will be added to the cost of the project. (Ord. 654, 2-14-00)
The City Council recently approved bidding documents and authorized advertisement for the
2013 Street and Utility Improvement Project — Area F on February 25, 2013 (Res. 8067),
whereby initiating the need for purchasing the supplies for the mailboxes and the mailbox
post assemblies for the Area F project.
Discussion:
Staff received quotes for (92) 6x6x8 and (32) 6x6x10 rough cedar posts, (26) 1x8x10ft green
treated lumber, and (270) mailboxes from three (3) vendors as follows:
Scherer Bros. Lumber $10,820.05
Lowe's of Blaine $11,673.47
Spring Lake Park Lumber $11,796.94
Recommendation:
Staff recommends the purchase of the necessary lumber to construct mailbox posts including
the purchase of mailboxes for the 2013 Street and Utility Improvement Project — Area F from
Scherer Brothers Lumber Company in the amount of $10,820.05 to be funded from account
number 410-4650-7050-315. A 5% contingency amount of $500 is also recommended in the
event that additional supplies or hardware are needed in the fabrication of the mailbox
assemblies.
