Citizen of the Year
Eligibility and Selection Criteria
OVERVIEW:
The City of Mounds View Citizen of the Year award recognizes ordinary citizens
who have demonstrated initiative to improving the community, whose service or
performance exemplifies the spirit of giving back and who inspire others in their
volunteer efforts.
ELIGIBILITY:
Nominee must possess and demonstrate a generous community spirit. Nominee
has proven his or her commitment and has a pattern of effort directed toward the
community. Nominee is a role model in the community and thereby raises the
standards of social responsibility. City employees, City contractors, or past
Citizen of the Year Award recipients are ineligible.
SELECTION CRITERIA:
Courage: Exemplifies courage and determination to follow one’s
own values.
Initiative: Demonstrates drive and initiative in his/her approach and
overcoming challenges on the way.
Time Commitment: Volunteers a significant amount of time and energy to the
betterment of the City of Mounds View and its residents;
more than just financial contributions.
Effectiveness: Generates positive results for the community.
Unselfishness: Does not expect anything in return for his/her actions,
e.g., financial compensation, fame or political notoriety.

Application Process
Nominations must be in writing. You are encouraged to submit any background information,
letters of support, or any other material that demonstrates the nominee’s contribution to the
community as it relates to the selection criteria. All materials must be received by the close of
the nomination period, and become the property of the City of Mounds View.

Completed nomination forms and supporting information shall be sent to the address noted

Introduction:
The City of Mounds View Citizen of the Year Award recognizes ordinary citizens who have
demonstrated initiative to improving the community. Past recipients of this award include:

Discussion:
At the January 2016 Work Session, the City Council discussed the criteria/eligibility requirements for
Citizen of the Year. During this Work Session, it was the consensus of the City Council to revise the
eligibility requirements in order to allow non-business owners and non-residents, who have
contributed generously to the City, to be nominated. Attached is the Citizen of the Year Nomination
form, which outlines the eligibility and criteria for you review. The nomination form will be on the on
the City’s website on February 7, 2017, and the deadline for submitting nomination forms will be on
Friday, March 3, 2017, at 4:30pm.
Below is the timeline for applications and City Council approval. Staff will advertise on the City’s
website, City’s Facebook page, and submit press releases to the Sun Focus and the Bulletin.

Recommendation:
This is to inform the City Council that Staff is starting the process to accept nomination applications
for the 2016 Citizen of the Year Award. Applications for the 2016 Citizen of the Award will be
available at City Hall and the City’s website starting on Tuesday, February 7, 2017.
