Residential Kennel License for Maggie Alt of 2295 Pinewood Drive
Background
Maggie Alt rents a home located at 2295 Pinewood Drive. Currently, Maggie Alt has
three (3) dogs (2 Pitbull Terriers and 1 Staffordshire Terrier). All dogs are current on
their rabies shots and have been licensed (tagged).
Discussion
On August 25, 2014, the Mounds View City Council approved Ordinance 890, which
revised the requirements for obtaining a kennel license by not requiring residents to
present a petition, but instead to have Staff send a public hearing notice to property
owners or those occupying the land within five hundred feet (500’) radius at least ten
(10) days before the public hearing. The City sent notices of this public hearing to
residents within 500 feet radius of 2295 Pinewood Drive more than ten (10) days prior to
this public hearing.
Staff has received no animal complaints with the renter of this property.
Staff received a letter of permission from the property owner to allow Maggie Alt to keep
all three (3) dogs on the property. Letter is on file with the City.
Maggie Alt will be present at this meeting to answer any questions.
Recommendation
Staff recommends opening the public hearing for public comment, and considers
Resolution 8535. If approved, this license will expire on June 30, 2016.

RESOLUTION APPROVING A RESIDENTIAL KENNEL LICENSE LOCATED AT
2295 PINEWOOD DRIVE
WHEREAS, Maggie Alt applied for a Residential Kennel License located at 2295
Pinewood Drive; and
WHEREAS, Maggie Alt owns three (3) dogs; and
WHEREAS, the current dogs owned by Maggie Alt are licensed with the City in
accordance with the Mounds View City Code; and
WHEREAS, the appropriate paperwork and fees have been submitted to the
City; and
WHEREAS, in accordance with Ordinance 890, the City sent public hearing
notices to registered landowners or those occupying the land within five hundred feet
(500’) radius of 2295 Pinewood Drive; and
WHEREAS, this license will expire on June 30, 2016.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council
does grant a Residential Kennel License to Maggie Alt located at 2295 Pinewood Drive.
NOW, THEREFORE, BE IT FURTHER RESOLVED that this license will expire
on June 30, 2016.

Item Title/Subject: First Reading and Introduction of Ordinance 913, an
Ordinance Amending Chapter 1120 of the Mounds View
Zoning Code Relating to Planned Unit Developments
Introduction:
The Zoning Code requires Mixed-Use Planned Unit Developments (PUD) to have a
minimum project size of 5 acres. Staff is recommending this be changed to 4 acres in
order to accommodate smaller developments.
Discussion:
Zoning Code 1119 thru 1120 regulates PUD’s. The purpose of permitting PUD’s is “to
provide for the integration and coordination of land parcels as well as the combination
of varying types of residential, commercial and industrial uses.” In laymen’s terms, a
PUD is a type of development that exceeds minimum standards in some areas, but not
in others. It is a type of development that is “outside the box” of typical developments.
PUD’s are permitted within a PUD zoning district. There are three types of PUD’s. In
order to rezone a property to PUD, the ordinance requires a minimum “project size” (not
parcel size) of:
Residential: 3 acres (2 acres, if Senior Housing)
Commercial/Industrial: 5 acres
Mixed Use: 5 acres
The City of Mounds View acquired land at the south intersection of Co Rd 10 and
Greenfield Ave. and has been marketing the land (4.25 acres, including Greenfield Ave.
ROW) for redevelopment. A developer has approached the City for a multi-family
residential project (The Flats at Crossroad Pointe) on a portion of the property. The
remaining property could be redeveloped as commercial or mixed-use. A Mixed-Use
PUD would be appropriate for this project, if complying with the minimum project size.
The Planning Commission reviewed this item at their February 17, 2016 meeting, and
recommended approval of the text amendment (PC Resolution 1044-16).
Public Hearing
A Public Hearing will be held by the City Council on March 28, 2016 (second reading),
and was published in the New Brighton-Mounds View Sun Focus on March 11, 2016.

Recommendation:

AN ORDINANCE AMENDING TITLE 1100, CHAPTER 1120 OF THE MOUNDS VIEW
CITY CODE RELATING TO PLANNED UNIT DEVELOPMENTS
The City of Mounds View Ordains:
SECTION 1. The City Council of the City of Mounds View hereby amends Title 1100, Chapter
1120, Section 1120.03, Subdivision 3, of the Mounds View Municipal Code by adding the
underlined material and deleting the stricken material as follows:
Subd 3. Mixed Use Planned Unit Development:
b. Minimum Project Size: The tract of land for which a mixed use PUD is proposed shall
not contain less than five (5) four (4) acres.
SECTION 2. In accordance with Section 3.07 of the City Charter, City staff shall have the
following summary printed in the official City newspaper in lieu of the complete ordinance:
On March 28, 2016, the City Council adopted Ordinance 913 that amends Chapter 1120 of
the Mounds View City Code to decrease the minimum project size of Mixed Use Planned
Unit Developments from five (5) acres to four (4) acres.
A printed copy of the ordinance is available for inspection during regular business hours at
Mounds View City Hall and is available on line at the City’s web site located at
www.ci.mounds-view.mn.us.
SECTION 3. This ordinance shall take effect and be in force 30 days from and after its passage and
publication, in accordance with Section 3.09 of the City Charter.

Item Title/Subject: Resolution 8530, Accept Improvements and Approve Final Payment
for 2015 Sanitary Sewer Rehabilitation Project
Background/Discussion:
Hydro-Klean LLC submitted the lowest responsive, responsible bid and was awarded the
contract for the 2015 Sanitary Sewer Rehabilitation Project (City Project No. 2012-002) at the
May 26, 2015 City Council meeting. Construction was substantially complete on October 20,
2015 – the date that the one-year warrantee period begins.
During the project three contract modifications in the amount of $13,807.48 were required to
complete additional joint grouting and cleaning. These modifications were not within the
construction contingency amount of $9,600 approved in Resolution 8421. City Council
approved additional funding in the amount of $4,207.48 to complete this work via Resolution
8525. At this point Hydro-Klean LLC has met all requirements of the contract documents in a
satisfactory manner and has submitted all IC-134 forms and other required project closeout
documents. The City has been withholding 5% of the value of all completed work pending
completion of the punch list and closeout requirements. The following is a summary of the
contract changes:
Original Contract Amount: $240,030.81
Change Orders (3): +$13,807.48
Current Contract Amount: $253,838.29
The final payment amount to Hydro-Klean LLC is $19,892.33.
Recommendation:
Public Works recommends that the City Council adopt the attached resolution to accept the
construction work and release final payment of $19,892.33 for the 2015 Sanitary Sewer
Rehabilitation Project (City Project No. 2012-002).

COUNTY OF RAMSEY

ACCEPT IMPROVEMENTS AND APPROVE FINAL PAYMENT FOR THE 2015 SANITARY
SEWER REHABILITATION PROJECT.
WHEREAS, Public Works prepared project documents for the repair work in accordance with
industry standards, and a public bid solicitation was sent out with 4 bids being received; and
WHEREAS, Hydro-Klean LLC of Des Moines, Iowa, submitted the lowest bid in the amount
of $240,030.81; and
WHEREAS, City Council approved a construction contract with Hydro-Klean LLC to perform
the sanitary sewer work for $240,030.81 in Resolution 8421; and,
WHEREAS, City Council approved additional funding in the amount of $4,207.48 for
necessary contract modifications to complete the project in Resolution 8525; and,
WHEREAS, Hydro-Klean LLC has successfully completed all project construction and met all
other contract requirements for the Project with a substantial completion date of October 20, 2015
and a final construction cost of $253,838.29; and
WHEREAS, City staff recommends accepting the completed construction work and issuing
final payment for $19,892.33 to Hydro-Klean LLC.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
1. All work completed under the contract between the City and Hydro-Klean LLC for construction of
the 2015 Sanitary Sewer Rehabilitation Project is hereby accepted and approved.
2. The Finance Director is authorized to issue final payment of $19,892.33 to Hydro-Klean LLC for
completing construction of the Project.

DESIGN SERVICES
REQUEST FOR PROPOSALS

I. INTRODUCTION:
The City of Mounds View is located in Ramsey County on the north side of the Twin Cities
metropolitan area. Located at the junction of I-35W and State Highway 10, Mounds View is
the home of over 150 businesses and is just 10 miles from Minneapolis and St. Paul. With a
population of 12,155 and a land area of just over 4 square miles, it is known for its large
residential lots.
Mounds View’s existing Public Works Facility was constructed in 1964 and expanded in
1987. Since that time, the necessary Public Works equipment fleet (i.e. snow plows,
pickups and lawn mowers) has expanded. In addition, today’s equipment tends to be larger
in size than equipment from previous years. As a result the existing facility is severely
undersized, and in need of replacement.
II. PROJECT DESCRIPTION:
The City of Mounds View’s 2016 – 2020 Five Year Financial Plan includes the design and
construction of a new Public Work Facility. In preparation for that effort, a space needs
analysis was recently completed and accepted by the City Council.
III. OBJECTIVES:
The goal of the DESIGN SERVICES is to prepare construction documents (plans and
specifications) and cost estimates to replace the existing Public Works Facility.
IV. PROJECT SCOPE:
1. Task 1.0 – Review existing documentation and conditions.
a. 1.1 – Space needs analysis as accepted on February 22, 2016.
b. 1.2 – As-builts as provided by city.
c. 1.3 – Additional documentation as requested by consultant.
d. 1.4 – Site visit, if needed, for review of the existing facility and fleet.
2. Task 2.0 – Prepare conceptual plan and budgeting estimate for new building.
a. 2.1 – Conceptual plan shall include programmed space as outlined in the
space needs analysis. City staff will direct consultant on preferred options.
b. 2.2 – Budgeting estimate shall be provided based on estimated bidding
climate at the time of construction (early 2017). Include and clearly identify
appropriate contingency amounts.
3. Task 3.0 – Design development and updated budget.
a. 3.1 – Based on Task 2 and feedback/direction from city staff prepare design
development.
b. 3.2 – Review and revised budget estimate from Task 2.2 based on direction
from Task 2.
c. 3.3 – Provide review documents for appropriate review by Building Official
and others as necessary, revise as needed to meet code.
d. 3.4 – Include sustainable/energy savings features to be included in the final
design. Be prepared to coordinate with other consultants as needed
regarding sustainable/energy savings features.
e. 3.5 – Prepare a phasing plan for demolition of the existing facility and
construction to minimize the impact to public works operations, insure
security of facility and safety of the staff.
4. Task 4.0 – Prepare bid documents for advertisement and final estimate.
a. 4.1 – Prepare final, signed bid documents (plans and specifications) for
advertisement for public bidding process.
b. 4.2 – Provide final estimate based on bidding documents.
5. Task 5.0 – Advertising and Bidding.
a. 5.1 – Consultant shall be prepared to advertise project publically in the local
paper, a trade publication and other avenues as appropriate to seek the
maximum number of bidders.
b. 5.2 – Assist with questions during bidding process and issue addendums as
needed for clarification during the bidding process.
c. 5.3 – Attend bid opening and tabulate and review bids.
d. 5.4 – Provide recommendation regarding awarding of contract to appropriate
bidder.
6. Task 6.0 – Construction
a. 6.1 – Attend preconstruction conference.
b. 6.2 – Conduct regular site observations and attend construction progress
meetings during construction.
c. 6.3 – Conduct other actions as necessary under architect/engineer duties (i.e.
review submittals and shop drawings, review payment requests, answer
requests for information, approve installed work in regards to conformance
with bid documents and other duties as needed).
d. 6.4 – Provide final as-built documentation in both hard copy (1 each) and
electronic format (both .pdf and AutoCAD).

VI. SUBMITTAL INFORMATION:
All proposals shall be sent to:

Proposals shall be submitted prior to 2:00 P.M. (CDT), April 15, 2016. Electronic
submission is acceptable; however proposals shall be submitted in portable document
format (i.e. .pdf), and be no larger than 20 pages in length.
VII. PROJECT SCHEDULE:
March 14, 2016 – City Council approves the Request for Proposals (RPF) for Design
Services.
March 15, 201 – Staff forwards the RFP to selected consultants.
April 15, 2016 – Consultants return RFP to the City. Staff reviews and will make a
recommendation for award.
May 9, 2016 – City Council approves selected consultant for award.
May 16, 2016 – Kick off meeting with consultant.
November 2016 – Design complete.
December 2016 – Advertisement for bids for construction.
Early 2017 – Award construction contract.
Late 2017 – Construction complete.
Note: This schedule is tentative and dependent upon City staff availability and need for
reviews by outside agencies.
VIII. PROPOSAL CONTENTS:
Respondents shall limit their proposals to no more than 20 pages (single sided). Additional
pages may be added; however, staff may or may not review this information based on
workload.
As a minimum proposals shall contain:
1. Restatement of the project goals, insuring that consultant thoroughly understands the
project.
2. Experience performing similar sized designs
a. Submit a minimum of three (3) similar facilities completed within the last 5 years
and include:
i. Name of project
ii. Client contact
iii. Initial and final budget
iv. Date of bid
v. Actual or scheduled completion date
b. Describe any energy savings or sustainable construction techniques that were
included in these projects.
3. Work plan/schedule including milestones for completing the design.
a. Plan for the following minimum number of meetings during design:
i. Kick off meeting
ii. Facility tour, if needed, with staff
iii. 50% design/cost review
iv. 95% design/cost review
v. Bid opening
vi. Provide a cost for additional design meetings on an hourly basis
4. Staff to be assigned to the project including experience, training and work biography.
a. Include organizational chart
b. List subconsultants, if needed, and services to be provided.
c. Describe current workload and ability to accommodate this project.
5. Describe procedures used to establish construction costs.
6. Fee structure.
a. Include an hourly rate schedule based on employee function.
IX. EVALUATION:
Proposals will be evaluated based on the following:
1. Understanding of the project.
2. Experience in completing similarly sized projects.
3. Work plan for completing the study.
4. Qualifications/experience of personnel involved in the project.
5. References.
6. Cost of services.
X. SELECTION:
Selection of a consultant for this project will be based on the criteria noted above. Upon
initial ranking of the respondent’s proposals, City will enter into negotiations with the
selected consultant to finalize the work plan. Should the City and the selected Consultant fail
to satisfactorily reach agreement as to the work plan including budget, the City may enter
into negotiations with the respondent judged second in the evaluation process.

Item Title/Subject: Resolution 8533, Approve the Public Works Facility Design
Services Request for Proposals and Authorize Advertisement
Introduction
At their February 22, 2016 meeting the City Council accepted the Public Works Facility Space
Needs Study and directed staff to prepare a request for proposal (RFP) for design services for
constructing a new Public Works Facility. In addition, as part of the RFP, staff has provided
verbiage directing the consultant to include sustainable and energy saving technology and
features in the new facility.
Discussion
Staff has completed the RFP for design services and is requesting City Council approval. The
RFP includes several tasks that the consultant will be required to complete during the design
process. At each stage, a milestone meeting will be held to insure that the staff is in agreement
with the progress of the consultant. Staff will provide updates to the Council throughout this
process. In addition to design work, the consultant is directed to prepare cost estimates on
construction based on an estimated bid date of early 2017.
The initiation of the project with the consultant includes a review of the space needs study to
insure that the consultant is familiar with what is desired by the City of Mounds View. Since the
study provides several options, staff will work with the consultant on the preferred option for
design based on available funding for construction.
A tentative schedule has been laid out in the RFP and is shown below:
• March 14, 2016 – City Council approves the Request for Proposals (RPF) for
Design Services.
• March 15, 201 – Staff forwards the RFP to selected consultants.
• April 15, 2016 – Consultants return RFP to the City. Staff reviews and will make
a recommendation for award.
• May 9, 2016 – City Council approves selected consultant for award.
• May 16, 2016 – Kick off meeting with consultant.
• November 2016 – Design complete.
• December 2016 – Advertisement for bids for construction.
• Early 2017 – Award construction contract
• Late 2017 – Construction complete
It is possible some of the sustainable features (i.e. solar panels) may be installed at a later date.
This will be coordinated with separate contractors and funding for those features will be
reviewed with Council prior to proceeding. At this point constructing the facility to LEED
standards is not included in the RFP.
Should the Council approve the RFP (with or without change) staff will forward this to a
minimum of three consultants in order to obtain an acceptable number of proposals. Staff will
review proposals and check references for the preferred firm prior to making a recommendation
to City Council at their May 9, 2016 meeting.
Staff recommends that the City Council adopt the attached resolution approving the design
services request for proposals and authorize the advertisement.

APPROVE THE PUBLIC WORKS FACILITY DESIGN SERVICES REQUEST FOR
PROPOSALS AND AUTHORIZE ADVERTISMENT
WHEREAS, the City Council adopted Resolution 8524 on February 22, 2016,
accepting the Public Works Facility space needs study; and,
WHEREAS, the Public Works Director/City Engineer has prepared a request for
proposals to provide design services for a Public Works Facility; and,
WHEREAS, advertising the request for proposals for design services is the next
step in the project process for constructing the Public Works Facility; and,
WHEREAS, advertising for proposals shall be performed in accordance with
applicable Minnesota state statutes and rules.
NOW, THEREFORE, BE IT RESOLVED by City Council of the City of Mounds
View, Ramsey County, Minnesota as follows:
1. The Public Works Facility design services request for proposals is approved.
2. The Public Works Director/City Engineer is directed to seek proposals for design
services from a minimum of three consultants in accordance with applicable

Item Title/Subject: Resolution 8534 Authorizing the Refinishing of the Gym Floor at
the Mounds View Community Center
Background/Discussion:
As discussed at the March 7, 2016 Work Session, the gymnasium and dance floors at the
Community Center are refinished on a regular basis and this task is scheduled for the week of
March 21. Staff has worked with Twin City Hardwood Flooring, Inc. for several years in
completing the refinishing of the floors.
The City has performed minor improvements at the Community Center and because of these
tasks it has allowed additional duel rentals of the gym which now need additional improvements
to the buffing and coating of the gym floor this year.
The improvements include adjusting lines for the basketball and volleyball courts, adding
pickleball court tics, the removal of the old Mounds View logo and affixing the new logo.
At the March 7, 2106 Work Session the Council was unanimous with moving forward with these
improvements and also directed Staff to obtain the cost of adding the New City logo to the floor.
The 2016 budget for the YMCA account of 252-4732-5110 contains $7,000.00 for Repairs,
Building & Grounds, of which $2,000 is budgeted for gym floor resurfacing and maintenance.
Based on the proposed cost, funding is insufficient for just the basic work as seen below.

Staff reported at the February 28, 2016 Council Meeting, the planned expansion of the exercise
area will not occur this year as additional research is not compiled at this time. As a result, Staff
is recommending that the budget from the Special Project Fund be used for this proposed
expansion now be used for other necessary maintenance needs in the Community Center. Staff
is preparing a more detailed list of these maintenance items which will be presented at a future
City Council meeting.
Since there is a shortfall of $5,250.00 to complete the needed gym floor work, Staff
recommends that funding come from the Special Projects Fund 480-4180-7050.
Recommendation:
Staff recommends the City Council approve Twin City Hardwood Flooring Inc. to resurface the
gym floor to include the above items, for a total cost of $7,250.00 to be funded from accounts
480-4180-7050 ($5,250.00) and 252-4732-5110 ($2,000.00).

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:

Item Title/Subject: Resolution 8536, Approving the City Council's Goals and
Priorities for 2016
Introduction:
The City Council held its annual retreat with management staff on February 29, 2016, at
the Mounds View Community Center. The Council reviewed the previously adopted 2015
goals and priorities and received updates on progress associated with each. At the March
work session, the City Council reviewed the draft set of goals and suggested they be
organized by department, but otherwise felt they accurately reflected what they had
decided upon.
Discussion:
The City Council determined that many of the goals and priorities from 2015 remained just
as important in 2016, thus most of the priorities carried over with some minor tweaking to
their wording. The one priority from 2015 which was not carried forward related to
business retention and recruitment efforts, which is the core job responsibility of the
Business Development Coordinator. New goals included developing a vision for City Hall
Park (which expanded on last year’s priority regarding a Splash Pad), developing a
program to recognize outstanding employee achievement, pursuing the naming of County
Road 10, and, developing a streets and utilities improvement program to pick up where the
last program left off.
Recommendation:
Resolution 8536 has been prepared for Council consideration, which approves the City
Council’s goals and priorities for 2016 as previously reviewed.

WHEREAS, the City Council and department heads held a planning and goal setting
retreat on February 29, 2016, at the Mounds View Community Center; and,
WHEREAS, at the retreat, the City Council reviewed and discussed the many issues
and challenges presently faced by the City; and,
WHEREAS, the City Council identified their most important priorities for 2016, which
are identified on the attached Exhibit A.
NOW, THEREFORE BE IT RESOLVED THAT the Mounds View City Council does

2016 City Council Priorities
On February 29, 2016, the Mounds View City Council and members of the management team held a
planning and goal-setting retreat at the Mounds View Community Center. The City of Mounds View
provides a variety of core and essential services to its residents, property owners and business owners.
Each of these service delivery areas is an acknowledged and supported priority and each supports the
City’s Mission, Vision and Values statements. Recognizing that such core and essential services are
ongoing priorities, the City Council has chosen to focus particular attention this year on the following
identified goals, organized by City department:
ADMINISTRATION:
• Develop a program to recognize outstanding employee achievement
• Pursue the naming of County Road 10
• Ensure Mounds View’s interests are protected and promoted relating to the Rice Creek Commons
redevelopment
COMMUNITY DEVELOPMENT:
• Encourage development and promote programs and opportunities to improve neighborhoods and
eliminate blight
• Develop the vision associated with Crossroad Pointe
FINANCE:
• Implement technology enhancements to expand access and availability to residents, businesses and
City departments; provide for greater security in parks and City buildings
POLICE:
• Promote positive partnerships and outreach efforts between the Mounds View Police Department
and the community it serves
PUBLIC WORKS
• Focus on corridor maintenance, aesthetics, landscaping and appearance; pursue linkages to
promote regional trailway connectivity
• Explore renewable energy and energy efficiency improvements; pursue Green-Step City
designation Level 2
• Finalize and approve the design, size, location, and financing plan for the new Public Works
building
• Develop a vision for City Hall Park
• Develop and approve a sustainable streets and utilities maintenance and reconstruction program
In addition to the above, the City Council believes the County Road 10 corridor to be a key component in
the City’s redevelopment vision. A vibrant, easily accessible and aesthetically pleasing commercial
corridor will be Mounds View’s foundation upon which our other amenities and community assets will be
strengthened and reinforced.
