Proposed grant applications will be made to the Minnesota Housing Finance Agency's (MHFA) Community Revitalization Fund and Ramsey County Community Development Block Grant Program. RECCOMENDATION Approve Resolution 99-EDA-103 authorizing application to Ramsey County for a Community Development Block Grant to provide financial incentives to multi-family properties, which achieve Crime Free Housing Certification. Approve Resolution 99-EDA-104 authorizing application to Ramsey County for a Community Development Block Grant to assist funding the Mounds View Housing Replacement Program. Approve Resolution 99-EDA-105 authorizing application to the Minnesota Housing Finance Agency Community Revitalization Fund for a grant to assist in funding the Mounds View Housing Replacement Program. Approve Resolution 99-EDA-106 authorizing application to the Minnesota Housing Finance Agency Community Revitalization Fund for a grant to provide funding for an Interest Subsidy Home Improvement Loan Program. aral L.-L....- Steve Dorgan, ous.- • Inspector 612/717-4023 C:MYDOC\DOCUMENiWOUSING\CDBG\CCMEM2 8.99.DOC RESOLUTION NO. 99-EDA-103 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPROVING APPLICATION TO RAMSEY COUNTY FOR A COMMUNITY DEVELOPMENT BLOCK GRANT TO PROVIDE FINANCIAL INCENTIVES TO MULTI-FAMILY PROPERTIES WHICH ACHEIVE CRIME FREE HOUSING CERTIFICATION WHEREAS, the City of Mounds View and the City of New Brighton assist in the coordination of the Mounds View— New Brighton Property Manager's Coalition. One of the many functions of this group includes the promotion of a Crime-Free Multi-Housing Certification for individual properties; and WHEREAS, properties receive Crime-Free Certification when they have completed three specific phases including; 1) training, 2) crime prevention modifications to the building and grounds, and 3) a block club or complex party; and WHEREAS, the 2' phase of the certification process often requires specific improvements to the building and grounds, which are sometimes expensive and delays the property from achieving the Crime-Free Certification. The grant would be used to offset the financial burden incurred by multi-family properties during the 2"d phase improvements; and WHEREAS, to date, only four properties have completed all three phases of Crime-Free Multi-Housing Certification within Mounds View and New Brighton. One of those properties is located in Mounds View; and WHEREAS, It is intended that assistance be provided to multi-family property owners for the purposes of achieving Crime-Free Certification without causing rent increases onto low-moderate income tenants of the properties as part of making required improvements. NOW THEREFORE, BE IT RESOLVED, that the Mounds View Economic Development Authority hereby recommends application to Ramsey County for a Community Development Block Grant for$25,000 to provide financial assistance to multi-family properties for the purpose of offsetting infrastructure expenses incurred in the process of achieving Crime-Free Multi-Housing Certification. Whiting, Executive Director RESOLUTION NO. 99-EDA-104 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPROVING APPLICATION TO RAMSEY COUNTY FOR A COMMUNITY DEVELOPMENT BLOCK GRANT TO ASSIST IN FUNDING THE MOUNDS VIEW HOUSING REPLACEMENT PROGRAM WHEREAS, the Mounds View Economic Development Authority (EDA) established the Housing Replacement Program (HRP) in 1996 to reduce the social costs of blight, improve residential neighborhoods and increase tax base; and WHEREAS, to date, the EDA has used tax increment funds for acquisition, demolition and administrative costs associated with the HRP. However, limited funds are currently available to continue the program; and WHEREAS, there exists a need in the City of Mounds View to provide a program in which residential buildings which have a blighting influence on the neighborhood and community may be may be acquired for the purposes of redevelopment; and WHEREAS, a Community Development Block Grant (CDBG)would provide necessary funding for acquisition and demolition costs to fund the program through the end of the year 2000; and WHEREAS, projects in which CDBG funds are used would provide safe and quality housing for low-moderate income families; and NOW THEREFORE, BE IT RESOLVED, that the Mounds View Economic Development Authority hereby recommends application to Ramsey County for a Community Development Block Grant for$150,000 to assist in funding the Mounds View Housing Replacement Program. Whiting, Executive Director RESOLUTION NO. 99-EDA-106 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPROVING APPLICATION TO THE MINNESOTA HOUSING FINANCE AGENCY FOR A GRANT TO PROVIDE FUNDING FOR AN INTEREST SUBSIDY HOME IMPROVEMENT LOAN PROGRAM WHEREAS, due to the age and condition of the city's housing stock it is important to encourage reinvestment in the community to avoid blight and to upgrade the quality, livability and marketability of the housing stock; and WHEREAS, the EDA has determined that by implementing a program which subsidizes (reduces) the interest rate for home improvement loans for all qualifying homeowners within the city, an incentive will be provided to rehabilitate and improve the city's housing stock; and WHEREAS, the EDA approved an application to the MHFA for the Community Fix-up Fund Program, which was ultimately approved by the MHFA, and will allow more homeowners within the City to access low interest rate home improvement loans under proposed Interest Subsidy Home Improvement Loan Program; and WHEREAS, there exists a need in the City of Mounds View to provide subsidized interest rates of a home improvement loans for low-moderate income households for housing rehabilitation and home improvements to provide safe and quality housing; and WHEREAS, a grant from the MHFA would provide necessary funding to subsidize the existing Community Fix-up Fund Loan Program to further promote housing rehabilitation in the city. NOW THEREFORE, BE IT RESOLVED, that the Mounds View Economic Development Authority hereby recommends application to the Minnesota Housing Finance Agency Community Revitalization Fund for$70,000 for the purposes of subsidizing interest rates of the existing MHFA Community Fix-up Fund. Whiting, Executive Director Item No. � Staff Report No. Meeting Date: 2-08-99 Type of Business: EDA WK: Work Session;PH:Public Hearing; CA:Consent Agenda;CB:Council Business City of Mounds View Staff Report To: EDA President and Commissioners From: Kevin Carroll,Economic Development Coordinator Item Title/Subject: EDC Vacancies Date of Report: February 4, 1999 Summary: The EDC is composed of seven voting members, including three business representatives and four residents, along with one nonvoting member(i.e., the EDA's designated liaison to the EDC). Voting members are appointed by the EDA President"with the approval of the"EDA. Two of our three business representatives (Brian Sjoberg and Ron Schmidt)recently resigned. There were two years left on Mr. Sjoberg's term, and one year left on Mr. Schmidt's term. It is my understanding that at the EDA meeting on February 8th, EDA President Coughlin will recommend or nominate two individuals to fill the aforementioned vacancies. A proposed Resolution has been attached, which can be completed by inserting the names of the Mayor's selections. I have also attached, for reference, an updated list of the current EDC Commissioners and a list of the EDC meeting dates for 1999. 'n Carroll (71' � Economic Development Coordinator N:\DATA\GROUPS\ECONDEV\EDA EDC\020899.MEM RESOLUTION NO. 99-EDA-107 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPOINTING ECONOMIC DEVELOPMENT COMMISSION MEMBERS WHEREAS, the Economic Development Commission acts as an advisory commission to the Economic Development Authority on matters that relate to fostering a positive economic climate, encouraging economic development, and enhancing the tax base of the City; and WHEREAS, the Economic Development Commission is composed of three business representatives and four residents; and WHEREAS, Chapter 408.06, subdivision 1 of the Mounds View Code, entitled Economic Development Commission. Termination of Appointment, provides that "the Authority President, with the approval of the Authority Board of Commissioners, shall appoint a new member from applications received for the unfulfilled portion of a term that has been terminated"; and WHEREAS, business representative Ron Schmidt has resigned prior to the end of a term that would otherwise end on December 31, 1999; and WHEREAS, business representative Brian Sjoberg has resigned prior to the end of a term that would otherwise end on December 31, 2000; and WHEREAS, , and others have applied to fill the two vacancies for business representatives on the Economic Development Commission; NOW, THEREFORE, BE IT RESOLVED that the Economic Development Authority of the City of Mounds View hereby appoints and to the Economic Development Commission with terms expiring December 31, 1999 and December 31, 2000, respectively.
