CALL MEETING TO ORDER
ROLL CALL: Coughlin, Marty, Quick, Stigney, and Thomason.
NOT PRESENT: None.
1. AGENDA ADDITIONS
A. Approve agenda of September 27, 1999.
President Coughlin asked the Commission if anyone would like to add items to the agenda.
President Coughlin requested Item 5A, Consideration of an Amendment to the Construction and
Removal Agreement entered into between the City and the Property Owners of 8300 Fairchild
Avenue be removed from the agenda, and referred back to the Council Meeting.
President Coughlin requested the addition of Item B, Award of Bid for Locker Room
Remodeling at Community Center, Wold Architects.
MOTION/SECOND: Marty/Quick. To approve the agenda of EDA for November 22, 1999,
with the removal of Item 5A, Consideration of an Amendment to the Construction and Removal
Agreement entered into between the City and the Property Owners of 8300 Fairchild Avenue,
and the Addition of Item 5B, Award of Bid for Locker Room Remodeling at Community Center,
as amended.
Ayes—5 Nays—0 Motion carried.
2. APPROVAL OF EDA MINUTES
A. Approve minutes of September 27, 1999.
MOTION/SECOND: Thomason/Stigney. To approve the minutes of EDA for September 27,
1999, as presented.

3. SPECIAL ORDER OF BUSINESS
None.
4. CONSENT AGENDA
None.
5. EDA BUSINESS
A. Consideration of an Amendment to the Construction and Removal Agreement
entered into between the City and the Property Owners of 8300 Fairchild Avenue.
This item was referred to the City Council Meeting for consideration.
B. Award of Bid for Locker Room Remodeling at Community Center.
President Coughlin stated it has been recommended by staff that the Authority award the bid for
locker room remodeling at the Community Center to Lund Martin, Inc., at the base bid of
$86,300, with alternate No. 2, at $11,800, for a total contract award of$98,100.
MOTION/SECOND: Marty/Quick. To Award the Bid for Locker Room Remodeling at the
Community Center to Lund Martin, Incorporated, at the Base Bid of$86,300, with Alternate No.
2, at $11,800, for a Total Contract Award of$98,100, as Amended to Authorize the Director of
Public Works to Sign Off Change Orders Not to Exceed Ten (10)Percent of the Bid.
Vice President Stigney stated he was opposed to utilizing TIF funds for this project, however, if
they were going to proceed with the matter, he would support awarding the bid to the lowest
bidder.
Director of Public Works Ulrich noted the matter of authorizing someone to sign change orders
for up to 10 percent of the project.
Mayor Coughlin inquired if the motioner and seconder would agree to authorize the Director of
Public Works to sign off change orders, not to exceed 10 percent of the bid.
Commissioners Marty and Quick agreed.

President Coughlin adjourned the meeting at 8:20 p.m.
