HomeMy WebLinkAbout05-09-1994 I PROCEEDINGS OF THE MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY Third Meeting May 9, 1994 APPRovEnMounds View City Hall 2401 Hwy. 10, Mounds View, MN 55112 CALL TO ORDER The Economic Development Authority was called to order by President Linke on May 9 , 1994 at 9 : 30 p.m. ROLL CALL MEMBERS PRESENT: President, Jerry Linke; Vice President, Phyllis Blanchard; Secretary, Diane Wuori; Commissioners Gary Quick and Julie Trude; Executive Director, Samantha Orduno; and Clerk, Michele Severson MEMBERS ABSENT: None APPROVAL OF AGENDA: • MOTION/SECOND: Trude/Blanchard to Approve EDA Agenda VOTE: 5 ayes 0 nays Motion Carried APPROVAL OF MINUTES : MOTION/SECOND: Quick/Blanchard to Approve Minutes of EDA Meeting, April 25 , 1994 VOTE: 5 ayes 0 nays Motion Carried PUBLIC HEARING To consider EDA Resolution No. 94-EDA3 Approving Economic Development Project and Tax Increment Financing Amendments President Linke opened the public hearing at 9 : 33 p.m. Samantha Orduno, Executive Director, reported that Resolution No. EDA-3 gives formal approval for the consolidation of the EDA' s three Economic Development Districts into one project area. Orduno reported that the Ramsey County Commission responded in writing and the Mounds View Planning Commission and the Mounds View School District are in support of this resolution. Consideration of Setting a Meeting of the EDA for Monday, May 23 , 1994 , Directly Following the Mounds View City Council Meeting MOTION/SECOND: Wuori/Trude to Set a Meeting of the EDA for Monday, May 23 , 1994 , Directly Following the Mounds View City Council Meeting VOTE: 5 ayes 0 nays Motion Carried REPORTS 1 . Report of President Linke: No report. 2 . Report of Vice President Blanchard: No report. • 3 . Report of Secretary Wuori : No report. 4 . a . Report of Commissioner Quick: No report. b. Report of Commissioner Trude: No report. 5 . Report of Executive Director Orduno: Orduno reported that the Park Dedication Fee issue was discussed at the EDA Work Session regarding Multi Tech and C. G. Hill Properties. Staff requests that EDA authorize an appraisal of the properties in question to obtain fair market values on which to base park dedication fees that could be included in the Development Agreement at a cost not to exceed $5 , 000 . MOTION/SECOND: Linke/Wuori Authorizes Staff to Obtain Immediate Fair Market Value Appraisals of the Multi Tech and C. G. Hill Properties at the Lowest Possible Cost VOTE: 5 ayes 0 nays Motion Carried Councilmember Trude asked who would pay for these appraisals. Orduno reported that this would come from the TIF fees. • 411 ANTI EDA Page Three Third Meeting May 9, 1994 Scott Wiley, Multi Tech thought that maybe by the end of next week some discussions would be completed. 6 . Report of Treasurer Brager: No report. Brager reported that he was in consultation with the City's bond attorney about the impact, if any, with regards to the pooling of the districts. The attorney said there would be no impact because of previous bond agreements that the City has entered into which require that the City keeps the accounting separate for each district until the bonds are paid off. 7 . Report of Attorney: No report. Mayor Linke mentioned that there is a 6: 00 EDA Work Session scheduled for Monday, May 23 , 1994 .
