Re: June 1, 1998 City Council Work Session
Most of the items on Monday's agenda are straight forward discussion items so I don't see the
meeting lasting too long. Here's what we have:
Item 1 -Presentation of Employer Recognition Award: For anyone who has been in City Hall
over the lunch hour,you may have noticed a couple of young people doing some work for the city.
Ricky Blasiak, a Mounds View resident, and Tammy Dickson are special education students at
Irondale High School and have done a great job working for us with their coordinator Sally Wallace.
We would like to start the meeting by noting their work for us and thanking them before the City
Council.
Item 2 -Insurance Renewal Review: Bruce Kessel will introduce Chuck Clysedale who handles
our insurance for a short review of our insurance renewal for the coming year.
Item 3- Briefing on the 1997 Audit: Bruce will also go over the audit report to be presented. A
formal presentation will be made to the City Council at the regular meeting on June 8.
Item 4 -Preliminary Budget Parameters for 1999 Budget: As staff begins the internal process
of setting up for the 1999 budget,we have interest in any guidelines the Council may want to strive
for, such as a levy amount,the franchise fee status, capital projects,personnel, etc. Last year you
will recall going into this stage with the idea of eliminating the franchise fee and keeping the levy
to around a 3% increase. I am looking for general areas of interest Council may have and we can
discuss this more Monday.
Item 5- Community Center Staffing Options: We are getting down to crunch time on this issue
and I would like to discuss it briefly with the Council. Realistically there are a couple options that
seem to stick out to me. Unfortunately,I have not been able to solidify them into particulars for you,
so with Mary Saarion and Bruce Kessel's help, I will review them Monday.
Item 6 - Community Center Construction Update: We have made some progress since our
discussion Tuesday evening. I met with WAI, Flanery, Kennedy and Graven and my staff on
Thursday to go over the project and clear up the current and past prevailing wage questions. First,
we determined an addendum to existing contracts would be done requiring all contractors comply
with Ramsey County prevailing wages. This was followed up on by Mike and Tim Dunwald of
Flanery on Friday by confirming the prevailing wages with the county and running past the
Department of Education, Children, and Family Learning what their documentation requirements
are. Fortunately, they don't require anything except the notation of prevailing wages in the
contracts, so that should take care of that.
Second, as for how the language was missed in the contracts to begin with, it appears that over time
one misunderstanding, an oversight, changes in personnel and simple time of the grant receipt led
to the current situation. I will not be able to recount prior to Monday the chain of events, but with
the discussion and recollections from the group on Thursday,it appears to be a string of events that
led to the omission of the prevailing wage language. I will be putting together a more complete
report next week.
Finally, the group addressed the points that Jerry Linke brought up last Tuesday. Mike has put
together a memo addressing each one. We made it clear that some crispness in reporting and filing
needs to be standard operating procedures on the project. I called Jerry and invited him to meet with
the weekly construction oversight group next Thursday to review the records, files and procedural
documents, and then tour the site. He expressed interest in doing so.
All in all I feel we are on track with this, but we will need to pay some attention to related matters.
I have asked Mike to help me with setting up a spreadsheet that tabulates all construction expenses
to date, marks anticipated change orders and identifies final project amenities that will still need
funding, specifically,the furniture. I don't think we will have this by Monday night, but it needs to
be complete soon so we can wrap the project up in time for opening. As with the staffing option,
final operating budgets are being reviewed as well so this effort can open in good fashion.
Item 7-Edgewood Drive Realignment: Mike and I met with SEH today and Steve Campbell will
be present Monday to review a project option for moving Edgewood and dealing with the City Hall
parking lot.
Item 8 - Everest's Building N: They're back and they have changed some of the items we had a
concern with. Rick's memo reviews that and we can discuss it more fully Monday.
Item 9 - Cable Equipment Requests: Pat Toth's memo outlines some equipment purchases he
would like. He will be present Monday to review.
Item 10-Setting of Second Council Retreat: I have not had a lot of time to work on this,however
a June 15 meeting would be possible. One problem with that date is four of you are going to the
LMC conference the rest of that week. Is that too much for one week? Second,perhaps rather than
leaving town,we meet at City Hall just so we don't come across as doing too much work away from
the community. As for subject matter, we can either pick up where we left off May 18, or begin
work on a subject. Perhaps some discussion Monday can clarify.
Item 11 - Future Work Session Formats: Believe it or not, I shortened this agenda to keep the
evenings a little more crisp. Council mentioned no long televising work sessions. With Pat Toth
leaving for Europe in June for a few weeks, maybe that is the time to make that switch.
Item 12 - Labor Agreements: Cari and I will review the latest on our three collective bargaining
agreements in closed session with the Council. That's it for now. Have a good weekend.

Subject: Community Center Issues
Date: May 29, 1998
Some issues regarding the Community Center were discussed at the Council meeting of a week
ago. I have spoken with the City's consultants to resolve these issues.
1. I spoke with Tim Dunwald regarding the proper forms for pay request. He assured me
the remaining contractors that did not fill out the forms would be doing so.
2. The change orders that were discussed were formally issued on May 27, 1997. They
were in the process of being written at the time of inquire.
3. The missing contract for Reinert Drywall was in Flannery's possession as a result of
the previous weeks incidents. It has since been returned to the City.
4. The fact that I have been put in charge of the Community Center Construction, is the
reason that the files are being stored in my office. I will bring them to City Hall. Where
would you like them stored to insure proper handling and safe keeping?
5. The letter that mentioned that the City would"be willing to settle for$15 to $20,000"
was a recap of a conversation that Jerry Flannery had with you,that was sent to Bob
Long. This was information that the two of you had discussed in regards to Flannery's
attempt to negotiate a settlement with Reinert. This letter was internal correspondence
and was not sent to Reinert.
6. Staff is currently researching the prevailing wage and reporting details in relation to the
grant the City has received for the project.

Flannery Construction will negotiate the best settlement possible for the City of •
Moundsview. The City is willing to accept an amount of$15,000 - $20,000 for this •
settlement. •
2. Flannery Construction will procure pricing for a replacement contractor. The additional
cost is yet to be determined.•
The following issues are still pending: •
1. The schedule will be adversely affected if we do not have the replacement contractor on

2. The total costs to the City for termination and replacement of the subcontractor have not
been determined..

As you may recall,the City Council, in August of 1997 approved a development assistance
agreement with Everest to provide up to $1,200,000 in TIF assistance to facilitate the
development of Building N of the Mounds View Business Park. $615,000 of the $1,200,000 was
to be used towards land acquisition costs and the remaining $585,000 was to be used to offset
public improvement and site improvement costs. Estimated public improvement and site
improvement costs were listed in Exhibits D and E of the development assistance agreement.
Everest has attempted to expand the list of eligible improvements and the City Council has
declined to approve the proposed expanded list of improvements.
Recently Everest has submitted revised Exhibits D and E for city approval. I have reviewed the
proposed revised exhibits and found that the proposed list of public improvements are the same
as approved by the City Council in August of 1997. They have, however, increased the total
amount from$585,000 to $648,000 and changed the amounts allocated to various categories. I
have attached two tables comparing the approved and proposed versions of Exhibits D and E.
I have no problem with the proposed changes as long as it is clear that the total amount of
assistance does not exceed $1,200,000 and that the categories remain the same as was previously
approved. It is also important that before any assistance is provided, Everest submits
documentation of actual costs incurred as is required by the agreement.

Items:
1. Tracy informed members that articles are due for the July/August issue of the Newsletter
by Friday, June 5. She will put out an e-mail to employees about the date as well as
inform Mayor McCarty. Expected delivery date to be Thursday and Friday, June 25 &
26.
2. Tracy reported that approximately 10 people called to say that they did not receive the
City Newsletter this last distribution. Some happened to live on Hwy 10. It was noted
that this is a pretty good percentage since approximately 5,600 newsletters are delivered.
3. Parks and Recreation will not be submitting information this issue since all the summer
recreation activity information was included in the May/June issue.
4. Ideas for special articles was discussed. Information regarding Community Center
facility rentals and reservations will be included. Also,the budget calendar and primary
election information will be included. Suggestion was made to again highlight
employees or department with department profiles.
5. Other ideas discussed included the new residence guide- Tracy will think about a format,
information and costs to be gathered and considered at a later date.
