Re: November 2, 1998 City Council Work Session
I don't have a lot of details to give you for discussion on Monday evening,but there are a few subjects
that need further addressing. Remember,the Council will meet at 5:00 p.m. in closed session to review
Airport litigation plans with our attorneys.Here's what we have on the regular agenda:
Item 1 -North Metro Mayors Legislative Update: Joseph Strauss will address the Council with a
couple of his NMMA cohorts on legislative issues facing north metro area communities. They are
making an attempt to directly meet with NMMA city councils this fall in preparation for the upcoming
legislative sessions both in St.Paul and Washington. This group has been instrumental in many issues
benefitting this area and any interests Council members may have should be brought up Monday evening.
Item 2 -Business E-Mail Hotline: Kevin Carroll will address this item.
Item 3 -Telecommunications Needs and Options: We are facing some decisions regarding our
telephone system for both City Hall and the Community Center. Tracy Sanchez, our Office
Communications Coordinator will be present at the meeting to review costs and options we have for
upgrading our phone system for City Hall and the Community Center.
Item 4-Ordinance 623 re: Water and Sewer Rates: Bruce will address the Council on this.
Item 5-Ordinance 624 re: Long Term Financial Plan: Bruce will also address this item.
Item 6-Community Center Management Options Update: Bruce has worked on the budgeted figures
we reviewed with the Council two weeks ago on the management of the community center. He can also
go over the work done since then on Innovative Images agreement and the YMCA option. I will want to
update the Council on the Children's Home Society lease as well. Also,I will request the Council agree
to another special work session on November 9 prior to the regular meeting to meet with YMCA officials
to review their option and ask questions on specific concerns or interests. Invited to this meeting would
be the Parks and Recreation Commission and local recreation representatives that the City has worked
with and will continue to work with in the future. This meeting could help identify several issues needing
addressing prior to the budget hearing on the 16th.
Item 7- 1999 General Fund Budget Update: In lieu of the items above, some review of the status of
next year's budget would be in order. Bruce and I can go over that on Monday.
Sorry for the brief memo. I was gone all week except for Friday so I am trying to catch up some.
Remember the special Council meeting to canvass the election results on Wednesday at 5 p.m. Have a
good weekend.

Summary:
The Community Development Department intends to create and regularly use an e-mail directory
of local businesses to facilitate communications with them.
Background:
The November/December issue of Mounds View Matters includes a short article(copy attached)
regarding my plan to develop a database containing the e-mail addresses of every Mounds View
business that has Internet access. I will provide a more detailed verbal report at the work session
on Monday regarding how this database will be used to create new two-way communications
links between City Hall and the local business community.
I wanted to address this subject at a work session for two reasons. First, discussing the topic
during a televised meeting will help inform and educate business owners about the new service in
question,which may prompt some of them to contact me and ask that they be added to the
database. Second, I will be interested in hearing what City Council members think of this idea
and any suggestions that they may have regarding how the"Business E-Mail Hotline" can be
utilized to get useful information to and from our businesses in a timely and efficient manner.

Home Improvement Loans Available! A
Good news for Mounds View homeowners with homes built prior to 1965 The City of Mounds View has recently
been approved for participation in the Community Fix-up Fund program offered through by the Minnesota Housing
Finance Agency(MHFA).The Community Fix-up Fund is a joint effort between the City of Mounds,Western Bank
and The Center for Energy and the Environment(CEE). Funding support is provided by the MHFA.These below
market rate loans have an annual percentage rate that is based on projected household income—the lower the
income, the lower rate.
Qualifying Mounds View homeowners must have a home built prior to 1965 and have an adjusted household income
of$69,920 or less. Maximum loan amounts are$35,000 for a maximum loan term of 20 years.Qualifying improve-
' ments include basic livability and energy efficiency of the home.Funds are available!For specific loan information

Center

Summary:
To review telecommunication system replacement of hardware and software for future growth and
Y2K(Year 2000) compliance for City Hall and Community Center.
Background:
The City of Mounds View's telephone system needs a Y2K compliance hardware and software
upgrade in order to function for the year 2000. The system currently in place supports voice and
data lines to the Golf Course, Public Works and City Hall buildings. The Executone system
purchased approximately six years ago has outgrown it's hardware and software capabilities. All
departments have experienced numerous faults with the current system. With our current system, we
are not able to add any more voice or data lines (for faxes, modems or any type of Networking),
there is not enough hours of voicemail storage; on three-day weekends a number of messages have
filled up individual voicemail boxes and system overloads have occurred with the voicemail system
shutting down. These are just some of the issues we face. I have worked with our current system for
the past two years and have identified, charted and assessed the telecommunication needs at City
Hall, Public Works, The Bridges Golf Course and the Community Center.
The first proposal from Executone (our current telecommunications system) is a proposal to
upgrade the current system with additional hardware and software needed to comply with the year
2000. This upgrade will also support the Community Center needs. The proposed cost is
$18,418.00. The cost includes hardware, software, labor and five additional telephone sets.
The second proposal is from Inacom. A reputable vendor that provides the Merlend/Legend
System manufactured by Bell Lab Technology. The system they are proposing would replace our
current telephone system and would provide coverage to the Community Center. The proposed cost
is $28, 489.00. This price includes hardware, software and 24 telephone sets. Labor is estimated at
an additional $5000.00.
The third proposal is from Action Systems. The Comdial System they are proposing is the second
largest manufacturer in the business. Their reputation in the industry of product and service would
be a middle to upper grade. The system they are proposing would replace our current system and
will provide coverage to the Community Center. Their proposed cost is $21,180.00. This price

includes replacement of our current system, hardware, software, and 37 telephone sets. Labor is
estimated at an$5000.00.
The platform Comdial is providing will allow the City more integration capabilities in the future
with Telephony (a universal call messenger). The platform would allow us to integrate with
Windows NT, where users would be able to retrieve faxes, fax on demand, voice mail messages, e-
mails and Internet e-mails, all from their computer stations.
Staff Recommendation: Since we are responsible for installing communication needs at the
Community Center and we also need to address the Y2K(Year 2000) issue,the objective would be
to handle this all in one project plan. Staff recommendation is to authorize and install the Comdial
Telecommunication System.

CITY OF MOUNDS VIEW

An Ordinance authorizing the City Council of the City of Mounds View
to set water and waste water rates and surcharges effective with
the January 1999 billings
The City Council of the City of Mounds View does hereby ordain:
SECTION I.
The Mounds View City Council has determined that it is in the best interest of the City to
insure sufficient funding to cover operations and debt service in the Water and Waste
Water Funds.
SECTION II.
The Finance Director shall quarterly prepare a bill based on the rates established for each
property class by Council and in accordance with existing Mounds View policy.
Water rates shall be set at$1.45/1000 gallons water sold. A quarterly meter surcharge
rate shall be set based on meter size as follows:
Residential Meters
5/8" to 1" $ 3.00
Commercial Meters
1 inch $ 3.60
1 %2 inch $ 6.00
2 inch $ 7.40
3 inch $19.00
4 inch $31.50
Non-compliance to participate, including
manual billing $25.00/quarter
Customer's option for radio read and $15 /quarter plus
onetime capital outlay charge $27.00 one time capital charge
Waste Water rates shall be set at$47.00 per REC (Residential Equivalent Connection)
per quarter.
SECTION III.
This ordinance shall take effect thirty days after the date of its publication, and be
retroactive to any billing on or after January 1, 1999.

The City Council of the City of Mounds View does hereby ordain:
SECTION I.
The 1998 Long Term Financial Plan was presented on July 7, 1998 and was available for
public inspection in the Office of the City Administrator.
SECTION II.
The 1998 Long Term Financial Plan is hereby adopted.
SECTION III.
This ordinance shall take effect thirty days after the date of its publication. •
