Explanation/Summary(attach supplement sheets as necessary) Summary: The Marketing Task Force has developed a coupon book offer for Mounds View Businesses to encourage residents to purchase goods and services locally. The book would be included in the New Resident Guide as well as displayed at local merchants and City Hall locations. Coupons in the book would be honored for one full year from the date of publication. PE Advertising, the marketing arm for Paster Enterprises, has offered to develop the ads for local businesses and put the publication together. We are also working on having a local printing company • sponsor the printing of the books. The businesses get this exposure for a very small fee of$25 which T__ would either go towards the printing costs or put in the marketing fund to pay for an advertisement encouraging residents to purchase locally. The marketing task force would like approval to proceed with the project from Council. I have attached a copy of the flyer that will be distributed to Mounds View Businesses in the next newsletter. Explanation/Summary(attach supplement sheets as necessary) Summary: Over the past six months I have been participating in discussions with the Cities of Arden Hills,New Brighton, Roseville and Shoreview with regards to developing a more cooperative planning and economic development partnership for I-35W Corridor in the North Metro. So far we have identified a number of common issues and goals including the following: • Transportation -there is a need to work cooperatively with MnDot and the Met Council in 0 planning for transportation improvements and mass transit needs along 35W. ♦ Community Development Block Grants - work together to ensure that Ramsey County Policies for distribution of CDBG and Home funds are equitable. ♦ Marketing- look at developing a joint marketing program among the Cities to attract and retain industrial and commercial tax base and employment. ♦ Housing-provide affordable and life-cycle housing opportunities in the Corridor to jointly respond to the Metropolitan Livable Communities Act goals and objectives and jointly apply for funds for projects that benefit the entire corridor region. • Information Sharing- using GIS and the Internet technology to share information and formulate consistent and cooperative policies. One of the current projects the group is working on is requesting that the Met Council provide the Cities in the corridor with the new aerial imagery work that they are in the process of formulating. We hope that as a whole we can get their support to give us the data to assist the group with the goals mentioned above. An important element to the success of the group is to gain the support of each Council. Therefore, we have prepared a resolution for Council's consideration. It is imperative that every City agrees that there is much more power in acting as a coordinated coalition verses attempting to apply for funds or lobby for projects on our own. Explanation/Summary(attach supplement sheets as necessary) Summary: Paster Enterprises is working with three possible tenants for the Bridgeman's Restaurant Site all of whom are requesting a liquor licence. The potential tenants include a Fine Dining Restaurant, a Sports Bar/Restaurant and a Steakhouse. The current Liquor License Requirements under Section 502.04, Subdivision 2(c) of Mounds View Municipal Code entitled Intoxicating Liquor, Eligibility for License, states that"No license shall be granted for any premises within five hundred feet (500') of the property line of any school or church 0 located in Mounds View." With this restriction, no part of Mounds View Square is eligible for a liquor license due to its proximity to the Sunrise Christian Daycare/Church located at 2520 County Road I. Apparently, Ed Paster has spoken to the Paster of Sunrise and they are not opposed to a liquor licence for a restaurant. I will try to verify this with the Paster of Sunrise prior to Monday's meeting. I have discussed this with Bob Long and he will be prepared to discuss some options with the Council at Monday's work session. Considerations: Does the City want a restaurant at this location? If so, are you willing to allow the serving of liquor? If not, would the City want another fast food type restaurant or car service station at this location? Outback Steakhouse has requested that their letter be attached to the item on the Council agenda regarding a request for liquor license for the Bridgeman's site in Moundsview Square. As the letter attests they have signed a letter of intent to build a new building at the Bridgeman's site with Paster Enterprises but it is contingent upon Council's consideration of changing the liquor license requirements for this area. Outback Steakhouse currently operates 315 Outback Steakhouses in 36 states. It is a company policy to be involved with the communities in which we operate our Restaurants. Item Description: Proposal for the Housing Replacement Program using TIF Administrator's Review/Recommendation:CIS -No Comments to supplement this report -Comments attached. Explanation/Summary(attach supplement sheets as necessary) Summary: For your review, I have attached the draft Housing Replacement Program proposal. In addition, I have enclosed a letter from Jim O'Meara and a Resolution supporting the program. The Housing Replacement Program would permit the EDA to upgrade a portion of Mounds View's housing stock. The homes targeted for these programs are beyond repair or homes where the cost of repair would exceed the total value. The program would allow the EDA to purchase a substandard home, clear the site and sell the raw land to a buyer/developer team or contract services with a non-profit up front. Giving the City the efipportunity to replace smaller, lower valued homes with new, larger valued homes and eliminate the blighting uence of substandard housing fulfilling the goal to assist in the improvement of the housing stock. I have researched possible housing programs with TIF since October and after discussing options with other cities and with attorney's, it was the recommendation that a Housing Replacement program would be the best use of funds with the most impact. When Richfield and Crystal spoke to the Council at the January Work Session, they expressed the positive impact this program has had on their cities. The Housing Replacement Program accomplishes two goals: (1) The removal of homes that are beyond repair and replacing them with new larger homes; and (2) Creates a development fund, from sale of the lot, with little or no restrictions to use for other housing programs such as a revolving loan fund. Please find the enclosed copies of the papers that I sent to the Ramsey County Board of Equalization. The papers were sent to the board to decrease the assessed value of my home here in Mounds View. The reduction in home value is wholly due to the condition of the neighborhood and not due in any part the condition of my home!!! Builder friends have stated to me that it would cost approx. $200k to rebuild my home, and the assessed value is being put at half that value, again due to the neighborhood. I am not threatening to sue in court yet. But, there have been several cases in other states that were won by home owners suing a combination of the home owners and the respected cities for not jumping on the forced reclamation of dilapidated housing. At the present time the home in the first 4 pictures is pushing the neighbor to the east to sell 10 feet of property so the land could be split into 2 lots, 1 new house built and the home that is remaining, just resurfaced good enough to sell!!! The condition of the house is beyond just a "simple fix it upper". The properties all around the area are all large, 1/2 or 1 acre lots, breaking this lot down to a 1/4 acre would be an inconsistency in the neighborhood. This particular home has no basement, a crawl space for the furnace, the inside is beyond"rough". The home is approx. $12,000 behind in property taxes as you read this, the home is "ripe"for the City to jump on the band wagon to buy out dilapidated housing for the purpose of rebuilding the infrastructure of our City. If the City combines its efforts with this in mind, the home would not be allowed to be "cosmetically resurfaced"just for the purposed of"getting it off the present owners hands". I spent my year on Mounds View 2000, and I am slowly coming to the conclusion that it was a big Ebyaste of my time. The city council seams to spend more time infighting than actually getting something done for the city, its residents, and its dilapidation of infrastructure. Yes, I know there are various new housing going up, but that doesn't help when there is housing literally falling down. Please note the other housing/garages on this 6900-7100 block of Pleasant View Drive. Is it because the location is on the edge of the City, and nobody cares? The closest community that I know of that is doing something about their housing is St. Anthony, can someone give them a call to find out how they are doing it!?! I will start out by saying I wo agree with your assessment of the property value IF I could pick up the house and move it 1 ( one ) mile in any direction. We all know that the value of housing is produced by the three "L's", Location, Location, Location. The location of this property is in a neighborhood that was built in the 1940's and early 1950's. This home IS NOT located in or near the newer developments in the City of Mounds View. There are several of the homes/garages on this block that if the City of Mounds View / County of Ramsey had any foresight would condemn, one of which is presently an empty home and right next door (see photos #1 thru #4). The home has only a crawl space for the furnace and water heater, no basement, the shakes are falling off and the shingles are all curled up, broken windows and much dry rot. Any person or family that could "afford" that house would probably not have enough money to make the necessary improvements, etc. to bring the home "up to code". Another of the properties on this block, 4 houses down from me, (See photos #5 and #6) has asbestos shakes that are falling off and is approximately a 14 x 18 foot home with the only bathroom facilities in the basement, down steep stairs. Most of the residents on this block don't know what a paint brush looks like (see photos#8 &#9), again I can't believe the city can't do something about this. Yet another property has several cars/trucks parked in the back yard and 4 -5 in the front yard. And yes, I have talked to the city more than once. Nine of t sixteen driveways on this block are and always have been, dirt/gravel. My garage was built out of an existing barn on the property and is approximately 50 - 60 years old, just the fact that masonite siding on it allows it to no longer resemble a barn, you can go inside and still see the location of the old swing door (see beam photo #12). I am asking you to please reduce the tax base/market value of this home. Housing with as much "not going for it " from a neighborhood standpoint is not going to fetch the kind of dollar value you folks are putting on this property. If I really thought I could get that amount for this house, I would sell tomorrow and move to a much better neighborhood. As the enclosed market analysis shows, this house would list for only $110,000, mostly because of location, which is the "prize" of all properties. Leon Theis and Tom Manke, owners of Mounds View Fina, requested a variance from the Planning Commission to allow the placement of a 24'x 44' canopy atop a gas pump island at 2280 County Road I. The application presented for a variance for a twenty-four foot encroachment into the required thirty foot front yard setback. Thus, the proposed canopy would be placed six feet from the front yard property line. The applicants are now appealing the Planning Commission's denial to their variance request to the City Council. The Mounds View Fina is located at 2280 County Road I, and is currently zoned as a legal nonconforming use 0 thin the B-2 (Limited Business District)zoning. Municipal records indicate a gas station(Gulf Gas Station) as located at the site since 1954. In January 1981, Ordinance No. 300 amended the Zoning Chapter of the Municipal Code to require a 30-foot setback from the lot line for a corner property. In December 1983, the Zoning Section of the Municipal Code was amended in Ordinance No. 352 to require a 30' minimum yard setback for front yards and 10 feet for side yards within B-2 Zoning Districts. When considering this variance request, two issues should be addressed. One issue is that the property is currently classified as a legally nonconforming use and the applicant's request is to add another structure, a canopy, to this nonconforming use. Chapter 1123.02, Subd. 1, provides for the continuance of a legal nonconforming use with"any structure or use lawfully existing prior to the zoning use change shall not be enlarged but may be continued at the size and in the manner of operation existing upon such dates, except as hereinafter specified or subsequently amended." The intent of Chapter 1123 of the Municipal Code is stated as"all nonconforming uses shall be eventually brought into conformity." City Attorney Long's opinion to the Planning Commission was that by allowing new structures to be built in connection with a nonconforming use, it will be more difficult to bring the nonconforming use into conformity and may create some difficulty in the future in making a distinction about which types of new structures can be built on a nonconforming use property and which types of newstructurescannot be built on a nonconforming use property. STAFF REPORT FOR VARIANCE APPEAL, PLANNING CASE NO. 438-96 PAGE TWO OF TWO The applicants have stated taht other cities do not consider a canopy a permanent structure. In response, the Attorney has cited two Minnesota Court cases which clearly state that a gas pump canopy, like the one being considered here, is a structure of building within the meaning of zoning code language similar to that of the Mounds View Zoning Code. See, Amoco Oil Co. v. City of Maple Grove, 191 WL 115114 (Minn. App. 1991) (unpublished opinion) and Crown Coco, Inc. v. Commissioner of Revenue, 336 N. W.2d 272 (Minn. 1983) (cases attached). If the City Council considers allowing the construction of a 24'x 44'gasoline pump canopy as requested by the applicant, the Council should also consider establishing criteria which would distinguish this request from future requests to build new structures on other nonconforming use properties. The Planning Commission has denied this variance request based on the rationale listed above. Resolution No. 444-96 is attached for your review. Should the City Council choose to interpret the City Code differently in order to allow a canopy at the site of a legal nonconforming use, the second issue to consider would be whether to grant a variance for a twenty-four foot encroachment into the required thirty foot front yard setback. Chapter 1101.01, Subd. 3c, requires a 30 foot minimum setback distance for all corner lots. As noted above, the Planning Commission did deny this variance request based on the findings that the property is currently zoned as a legal nonconforming use and that the applicant did not present a case for an exception. The Attorney's opinion presented to the Planning Commission found that the"no exceptional or extraordinary circumstances apply to the applicant's property which do not apply generally to thier properties in the same zone or vicinity since all of the properties in the same zone or vicinity have to abide by the same 30 foot setback requirements of the City Code." Chapter 1104 of the City Code relating to setback requirements was adopted in 1988, after the gas station was already in operation. This criteria alone would not be a solid basis for granting a variance or for finding an undue hardship, because this case is not exceptional since all other properties in the same zone that would have been in existence prior to 1988 would also be held to the same setback requirements. Section 1125.02, Subd. 2, states that a"variance of the provision of the zoning code may be issued by the Board of Adjustment and Appeals to provide relief to the landowner in those cases where the code imposes undue hardship or practical difficulties to the property owner in the use of his land . . . A variance may be granted only in the event that the following circumstances exist: a. Exceptional or extraordinary circumstances apply to the property which do not apply generally to other properties in the same zone or vicinity. b. The literal interpretation of the provision of this Title would deprive the applicant of rights commonly enjoyed by other properties in the same district under the terms of this Title. c. That granting the variance requested will not confer on the applicant any special privileges denied by the owners of other lands, structures or buildings in the same district . . . When considering this request, the Planning Commission found that by applying the setback requirement would not deprive the applicant of any rights commonly enjoyed by other properties in the same district since all of the other properties in the same and similar zones would have to abide by the 30 foot setback requirement. Furthermore, the Planning Commission found that granting a variance to the applicant may arguably confer to the applicant a special privilege that is, in fact, denied to other owners of properties in the same zone or similar zones which must abide by the 30 foot setback requirement. Cty. Rd. I. The reason we would like to do this is, one, to provide weather protection to our customers, two, to provide security to them at night with much better lighting when they are fueling their automobiles. The canopy needs to be put in the location chosen because it would be positioned directly in front of the building for easier customer access to the building and better site lines for the employees working. At the same time we would also like to remove the existing underground tanks and product piping, and replace them with new tanks and fiberglass piping. The island will be replaced with 3 new ones, 2 with gasoline equipment. All the asphalt will be replaced and ail concrete • above tanks and gasolinefueling area will be new. A new sidewalk in front of the building will be put in with handicap ramps. The existing building will stay the same with a remodel of the interior and exterior. The existing recovery system that is on the property is going to be replaced with a new system called sparging. We are having the property anaylized by Dahl&Asssoc. to submit to the the • Minnesota Pollution Control Agency some soil results so that they can officially authorized this system. The sparging system should shorten the clean up time down to one to two years. The present system could take from 8 to 10 years. The purpose of the following letter is to briefly summarize the petroleum hydrocarbon remediation work being conducted at the above-referenced site. DAHL and Associates, Inc. was retained by Kunz Oil Company in 1990 to provide environmental consulting services for the site. At that time, test drilling at the site 6 revealed the presence of petroleum hydrocarbon contamination in the soil and groundwater beneath the site. The Minnesota Pollution Control Agency (MPCA) is the State regulatory authority that reviews the data and site recommendations provided by DAHL. In 1991, DAHL installed a groundwater remediation system at the site. The purpose of the remedial system is to remediate groundwater and collect free phase product from the surface of the water table. Petroleum contaminated groundwater is recovered, treated by the remedial system, and discharged to the sanitary sewer system. This system has been successful at providing some remediation of the site, however the remediation process has been slow and the system is fairly costly to operate and maintain. DAHL is currently in the process of evaluating soil vapor extraction and air sparging as more aggressive remedial technologies for the site. To determine the effectiveness of these technologies at this site, DAHL is planning to conduct a pilot test. Data collected during the pilot test will determine the effectiveness of these technologies, and if successful will provide the information necessary to install a full scale system. If the pilot test is successful, DAHL will present the data to the MPCA, and will recommend the installation of a full scale system. At this time, DAHL will also • recommend that the existing system be dismantled. RESOLUTION NO. 444-96 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION DENYING A SETBACK VARIANCE FOR FINA, 2280 COUNTY ROAD !, PLANNING CASE NO. 438-96 WHEREAS, Thomas Manke and Leon Theis, applicants and owners of Mounds View Fina, have applied for a variance to permit the construction of a 24 feet by 44 feet canopy over a gas pump island located at 2280 County Road I in the City of Mounds View; and WHEREAS, if the variance were granted it would permit an enlargement of the existing structure which is a nonconforming use and would encroach 24 feet into the required thirty foot front yard setback; and WHEREAS, the Planning Commission of Mounds View met on April 17, 1996 and held hearing on the requested variance; and WHEREAS, the Planning Commission has heard the testimony of the applicants and has considered the staff report and the written legal opinion of the City Attorney; NOW, THEREFORE, the Mounds View Planning Commission makes the following findings and resolves as follows: 1. That Chapter 1123.01 of the Mounds View Zoning Code (the "Zoning Code") declares it to be the purpose of Chapter 1123 'that all nonconforming uses shall be eventually brought into conformity." 2. That Chapter 1123.02, Subdivision 1, of the Zoning Code states that a nonconforming use or structure "shall not be enlarged but may continue at the size and in the manner of operation" existing at the time of a zoning use change. 3. That the applicants' proposed gas pump canopy is a structure as defined by Chapter 1102.02, Subdivision 105, of the Zoning Code. 4. That no exceptions are found to apply to the applicants' request. 5. That the use of the applicants' property is nonconforming in the B-2 District where the applicants' property is located and if the variance were granted it would result in substantial structural enlargement of the existing structure by creating a new structure on the property contrary to Chapter 1123. 6. I because of a land use issue. We are hoping the policy direction of the City Council will override this decision. We would like to remodel the existing facility with a canopy for the folowing reasons: -The underground tanks and product piping are 40 years old. We would like to replace these as soon as possible to allevite any possible petroleum releases in the future. -The present clean-up system now in place will take between 10 to 15 years. If we could remodel, this system would be replaced by one that will only take from 1 to 2 years. - Putting up a canopy would provide shelter and security for our customers and employees, and modernize the facility to today's standards. -If no canopy is allowed, the location maybe left as is. - - 111 The Planning Commission turned us down because we are trying to add a structure to a non- conforming piece of property. Four of the six members went on record as saying we hope that you go to the City Council so that they might override our decision. All six members said that what we want to do is in the best interest of the City of Moundsview. When considering our request for a canopy, the Federal government says that a canopy is not a permanent structure because it can be removed at anytime. A building depreciates over 39 1/2 years, a canopy depreciates over 7 years. We believe that by allowing us to make improvements to this property the City of Mounds View benefits. It will provide security for our customers and employees. The property will be cleaned up within two years and all old tanks and piping will be replaced with new, environmentally safe, equipment. Explanation/Summary(attach supplement sheets as necessary) Summary: At the April 22, 1996 City Council meeting, Ordinance No. 574, regarding Adult Use Establishments, was formally introduced and a public hearing was held on the ordinance. During City Council discussion, a question was raised whether or not a restaurant could be listed under a protected use. At this time, it seems feasible that the provision of requiring adult use establishments a minimum of 500' from restaurants could be included in the Adult Use Ordinance. By definition, restaurants will be defined as those listed in Section 503.01, as"A place of which the major business is preparing and serving lunches or meals to the public to be consumed on the premises. Attorney Long will be making final recommendation on whether the restaurant provision may be included in the adult use ordinance. He will be attending the work session for any questions regarding this item. Explanation/Summary(attach supplement sheets as necessary) Summary: Former City Clerk-Administrator Harrington was working with Duane and Donna Waldoch of 2935 Highway 10, regarding the City's foster care ordinance. The 2935 Highway 10 property is currently zoned R-3 Medium Density Residential, which allows foster care as a permitted use. The Mounds View Municipal Code currently states: III "Boarding (house) home; foster children: Restricted to a family dwelling in which children out of their own homes, ages sixteen(16) years or under, or in the case of mental retardation, age twenty one (21) or under, are cared for twenty four(24) hours a day for a period of thirty(30) days. The number to be cared for in one foster child boarding(house) home shall not exceed twelve (12), including the foster family's own children." Chapter 462 of the Minnesota Statute allows for a state licensed residential facility, such as a group foster care home, serving six or fewer persons as a permitted single family use. Thus, the State says to cities, if a person is providing foster care to six or fewer persons in a residential district, a city cannot place restrictions on the age nor time period the individuals can stay at the premises. However, a city may place additional restrictions on a foster care facility which has more than six individuals. The Waldoch's have found the Mounds View Code restricting the ages of the children they can provide foster care for and how long they can provide foster care to each child difficult to work with during"over lap" periods. This overlap period occurs when the Waldoch's are about to have some children in the process of leaving and are trying to schedule new children to enter their home for foster care. STAFF REPORT FOR PROPOSED ORDINANCE TO AMEND CHAPTER 1006 (FOSTER CARE) PAGE TWO OF TWO Attorney Long has drafted an ordinance for the City of Mounds View reflecting the statute requirements (pertaining to six or fewer children for foster care) for your review and consideration. This ordinance was presented to the Planning Commission for review at the April 17, 1996 Agenda meeting, but based on the Waldoch's request for more than six children, was forwarded to the City Council for direction in drafting the ordinance. The Waldoch's would like the City Council to consider allowing more than six children for foster care at their premises. Attorney Long has stated that if the City would consider allowing more than six children for foster care a process, through a conditional use permit, should be established. If the Council is to establish a conditional use permit process to allow seven or more children for foster care, the Council may wish to set limits for the total number of children which can be at a foster care facility. Attorney Long has also suggested the City Council create definitions for foster care families and different types of care facilities (ie. mentally ill, delinquency rehab, drug rehab, etc.). Attorney Long will be present at the worksession for discussion on this item. Mr. Waldoch has expressed an interest in attending this work session to provide further information on his request. • i ORDINANCE NO. Explanation/Summary(attach supplement sheets as necessary) Summary: In an effort to continue to enhance the efficiency and performance of the City's Water system, staff has been consulting with representatives from NSP regarding electrical rates and upgrades for the Booster Station. Staff has also spoken with SEH regarding possible replacement of the existing pumps and motors. These pumps, motors and starters have never been replace since their origin in 1971. At this time, the booster pumps are utilized to supply additional water when the demand exceeds the pumping capacity of one well and operate . during periods of interruptible electrical service. The pumps may cycle on and off numerous times throughout the day, creating a high demand charge. Staff is proposing to change out both high service pumps with Variable Frequency Drive (VFD) motors which will operate more efficiently. IlkISP offers a program that will pay for 50% of the engineering expenses for this type of energy retrofit. At this time the estimated cost of the engineering study is approximately $6,500 to $7,000. Staff request Council approval to proceed with the study. Dependant upon the results of the study, staff would report back to Council with a request to proceed this year, or budget for the project in 1997. Staff request funding for this study from the Water Contingency Account 700-4123-910, transferred to the Professional Services account 700-4123-303. There are more details to this report that staff will convey to Council at the work session. The City Attorney has reviewed the contract and approved the terms and language. The original contract rental terms were for $6,000 per year with an annual adjustment of 3% or the rate of the CPI (Urban). The final contract raises the annual fee to $11,000 per year with an annual adjustment of 4%. The initial contract period is for one five year term, with an option for three additional five year extensions. This contract does not allow for any discounted or free air time. In speaking with both companies, they would not agree to this request, but did raise the annual rent rate. If possible APT would respectfully request that if the contract meets with Council's approval, it could be signed as soon as possible. They are anxious to begin scheduling and construction. Items for review will be plans and specification, pond construction, pond cleaning. One other issue staff would like to discuss with Council, is the possibility of televising all private sanitary sewer services throughout the construction project. Staff has contacted two private contractors and received quotes for performing this service. Performing these inspections could ensure that the new road would not be disrupted in the near future due to a residential ervice repair. This service could also serve as insurance for the City against any claims of damage to the iirvice during construction. The expense would be added to the project and assessed according to the sanitary ewer assessment percentages (50%). If you have any comments or additions please let me know and I will revise. • The Business Directory is almost complete and ready for printing. I am working with the NB/MV Chamber of Commerce to see if we can get funds to help pay for the printing. I will be applying for charitable gaming funds and should know by the end of May. ♦ I talked to Cliff Harid who is the Realtor for the land lots next to the Blue House. He has a client who is interested in building fourplexes on the site. We discusses the council's priority for redeveloping the entire block vs. individual development. He will be pursuing the idea with his client. In addition, I put a call into the developer who may be interested in building townhomes on the site. I hope to be able to schedule a meeting next week to discuss. • The City is evaluating the possible use of items in the Blue House for City buildings. If there are items that the City can not use I will see if we can get a reduction on the demolition costs. It is my plan to schedule demolition in June. • The property management of Pleasant Wood Apartments have approached the City regarding a major renovation of the building. Jennifer and I will be working with them but have also expressed our concerns with the management capabilities and the City's interest in redevelopment of the entire block. I will keep you posted. Cathy PARKS RECREATION AND FORESTRY PARKS: • Softball/baseball league games have begun, requiring daily field maintenance. The Irondale Baseball League, 14-15 year old teams are participating in work at Greenfield Park baseball field, their home field. They have been assisting in cutting the baselines, filling baselines with new ag-lime, and shaping the mound with clay material. It is good experience for the team players to participate in ballfield work. It certainly makes them appreciate the nice fields and the time that it takes to prepare and maintain good ballfields. Steve has volunteered to work extra hours assisting the group with City equipment and supervision. • Seeding, fertilizing and turf vaccing are activities being performed in the parks as the weather allows. • Mary is honeymooning in the Caribbean this week and we certainly miss him. The phones have been wild, and we are having a lot of office visits with walk-in registrations, field and park reservations & permits and other customer service activities. Lynnette and Tim Ramacher and I have been meeting regarding the LELS contract. I would like to meet with Councilmembers on some of the issues that come up just to know the parameters of negotiating that I have. • In other issues, I have been involved in some regional meetings. First, last week several communities along I-35W met to discuss common issues. GIS, land use and interchanges were the main topics. Expect to hear more as we go. I sense a group with lobbying capabilities here. • I also met with the National Sports Center Quad Ice Rink committee yesterday. I will want to discuss this more with Council on Monday evening. Essentially, the group decided to push on a 60 time table for commitments to such a facility. I sense this is intended to get the ball rolling so to speak. This will certainly be a wide task to grasp and will warrant discussion at the Council level. • I briefly went to the Mayaquest event. The Governor did not show. I have also tried to get in touch with Duane McCarty on the airport issue, but have not been successful. • I also met with Ramsey County Administrators on Wednesday for breakfast and on Thursday for breakfast with the Community Education community leaders program. Both were interesting and I met lots of people. • Dawn and I attended an LMC legislative review meeting in Brooklyn Center on Tuesday. Among other things talked about was the "performance aid" that was started for this year, and TIF changes. I was directed to contact the City of Minnetonka for their policies regarding the use of TIF. We may want to consider something similar. • I was in the office this past week as well. The Bel-Rae situation is taking some time and my continue to do so. The Mayor has scheduled an emergency meeting for Friday afternoon at 5:30 p.m. to assess our situation. Mr. Jambor has not signed the purchase option and we apparently are running into some difficulties. Perhaps this can be cleared up by Friday's meeting. • Cathy and I met with Everest Development last week on their interest for the"N" building. We will continue to have contact with them on this, particularly since Monday night work session identified their concerns as a high priority item. Expect to hear more from us on this soon. Chuck • I received a call from a developer who was interested in locating a furniture store on the Winn Insurance property. I gave him the background with regards to the City's interest in seeing the entire block developed rather than just one parcel. We had a lengthy discussion and he is going to consider trying to put together a proposal for the entire area. • At the New Brighton/Mounds View Chamber of Commerce Business Development Committee meeting this week we chose the winners of the Business of the Year, Longevity Award, Customer Service/Innovation Award and Volunteer/Leadership Award. A Mounds View business was selected for one of the awards which will be presented at a luncheon meeting on June 20th. Mayor Norm Coleman will be the featured speaker. I will be sure that all of you receive an invitation. Previously the New Brighton Mayor gave a proclamation to the Business of the Year. This year we would like to propose a joint proclamation by the Mayors of both Cities! • We have set the next Community Connections Meeting for May 22, 1996 at 7:00 pm to discuss how a community facility at the Bel-Rae Ballroom can meet Mounds View School District and the City of Mounds View's needs. The meeting notice will possibly be mailed out next week. Cathy • Since the last newsletter was sent out to residents, there have been numerous calls regarding street light petitions. I'm happy to say that so far, there have been no complaints about the sixteen scheduled locations for this year. • Chuck and I attended a League Legislative up-date meeting this week. In addition to the review of new laws, we determined Mounds View would be receiving approximately $14,085 in Performance Aid in 1997 (the City's HACA will be reduced by $1 per capita to help fund Performance Aid distributions). The future of this bill is still very unclear. Dawn • An advertisement for the Cable TV Technician/Producer was placed in Sunday, April 14th publication of the Star Tribune. Position announcements were also distributed to several local communities, technical colleges and the North Suburban Cable Commission. The application deadline for the Cable TV Technician/Producer position was Friday, April 26, 1996. Out of the nine applications received, five candidates met the minimum qualifications. Interviews are scheduled for Wednesday, May 15, 1996 and will be conducted by Chuck Whiting, Mary Saarion, Dale Irving, Jerry Skelly, Sr. and myself. • I have completed first quarter recycling tonnage reports for 1996. As the reports indicate, recycling tonnage has increased significantly compared to first quarter of 1995. Glass and newspaper are the most significant materials to increase for curbside recycling. Lynnette PARKS, RECREATION AND FORESTRY PARKS: • The Parks and Recreation Commission visited Woodcrest Park last Thursday to discuss alternatives for the park. The Commission would like to try community gardens at this park, near the east side. Woodcrest Park is very conducive to nature/passive recreational activity because of the natural setting of the park. Rice Creek Watershed has indicated that the park at one time was probably a wetland similar to its abutting property. The water table is very high, material very boggy and peaty and the movement of the soils prevent quality use of the grassland for athletic fields. Therefore, the Commission is proposing that the City prepare gardening plots. While it is late in the season for advertising garden plots, City staff will use this season to establish the plots with tilling, compost and provision of garden watering with anticipation that next Winter information will be provided for garden plot reservations. ♦ Mary was married this past weekend. He is taking a few days off this week, and all next week. Mary has been working so many additional days and hours during this Spring athletic season - holding several coaches training for Irondale Baseball League, Umpires meetings, managers meetings, etc. We hope that he comes back refreshed after his Caribbean Cruise honeymoon. • The Volunteer's Brunch was held Saturday, April 27 at the Mermaid Banquet room. Approximately 65 volunteers attended and were recognized and appreciated for their many hours of service to the community. Each volunteer was given a volunteer shirt and poster. • The Parks and Recreation Commission reviewed four proposals for replacing playground equipment at Random Park. Random Park play equipment has the greatest need for replacement considering that the equipment does not comply with current safety standards. The current equipment is approximately 15 years old which is the typical lifespan of playground equipment. Commissioners were in unanimous agreement regarding the play equipment proposal of choice. • City Newsletters were distributed to residences this past weekend. Registrations have been coming in fast and furiously. Staff is happy - but very busy with telephone calls, registrations and field and picnic permits. • Sharie is chaperoning a trip Thursday and Friday - Wisconsin Backroads. Mary S. FINANCE • Dorothy has been spending days entering credits to utility accounts before the billing can be send out to the customers, because the computer overestimated water usage for many accounts. There are also special billings for residencies where meter had to be exchanged during the quarter. She said, "I've had my head stuck in the computer all week". • Kitty said that 20 employees switched from HealthPartners to Medica this year. She made all the adjustment in last weeks • This week the auditors finished their field work here at City Hall. I have the normal year-end journal entries to make this week. Next week the exit interview with the auditors is scheduled. I will meet Friday, with our insurance agent, Chuck Clysdale to finalize some figures. Mary T. PUBLIC WORKS ► The Streets Department has completed the sweeping!!!! Nice job guys. ► The water mains will be flushed, starting May 6. (The valves will be turned May 5.) This process should only take 4-5 days. • The Sewer Department is televising and cleaning sewer this week. Letters were sent to those residents where roots were discovered in their service line. Good going guys. • The Streets Department went through the entire City cleaning up the boulevards and documenting those addresses in need of sod. Vouchers will be given to the residents that require such. • Mark has almost completed the installation of the waste oil heaters (the piping etc.) Bacons Electric is here today (May 1) installing the conduit. OUTSTANDING JOB MARK! • Keading and Associates in conjunction with NSP preparing a proposal for electrical conversions for the Booster Station. NSP will reimburse the City 1/2 of the engineering costs for the study. • Mike is working on the proposed assessments for Pleasant View Drive. A Public Hearing will be set sometime in June. Staff will bring information to a May Council meeting. • The Water Department had a state inspection May 1. We had an excellent rating! Good going guys. Tracy POLICE • The P.D. purchased and received eleven new portable radios this week. This purchase was funded in part by a safety grant. • Last week, the Chief and Chuck had lunch with the new Superintendent of Schools-Jan Witthuhn. Many City\School issues were discussed. • Last weekend was our first nice weekend(weatherwise). We had a great number of loud parties\loud music calls. • On Wednesday, we helped celebrate Mayaquest at Pinewood School. We stopped traffic while the bicyclists rode down Quincy. • Our new officer, Keith Czarnecki, was in this week getting fitted for uniforms, signing papers,ect. His first day will be Monday May 6,. Welcome aboard, Keith. • A rock was thrown thru a window of one of our staff cars on Monday night. No suspects at this time. • Lt. Brick attended a training meeting at Lakewood Community College. The College will provide most of our Police training at a reasonable cost. Some details are to be worked out, but it looks good. Tim R. The letter indicated various dates from which to choose. The only date that the Board would be available for a meeting is June 6th. City Staff is investigating various uses for the building and possible interested tenants. After meeting with Community Education Director Nick Temali, and reviewing the needs addressed by the Community Connections Committee, we recognize there may be an interest from the School District in this project. Therefore, on behalf of the Mounds View City Council, I would like to extend an invitation to meet jointly with the Mounds View Education Board and the Mounds View City Council to discuss the status of the Bel-Rae Ballroom plan development and possible arrangements that may be of interest to Community Education and the School District. Possible dates and time for a joint meeting are June 6,. 17, 18 or 19 at Mounds View City Hall at 6:00 p.m. I would be happy to review the on-going status of this project's development at any time should you want more information.
