In addition, state law also requires the City Council to annually select an official depository for City funds. In accordance with Section 6.04, of the Mounds View City Charter, it requires the City Council to appoint a City Treasurer. Discussion: The attached resolution appoints the treasurer consistent with Section 6.04 of the City Charter, and also lists the city job positions that are authorized to conduct banking and investment business on behalf of the City. Recommendation: Designate the City’s Acting Mayor, and adopt Resolution 8351. Respectfully submitted, ___________________________ Desaree Crane RESOLUTION NO. 8351 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPOINTING ACTING MAYOR, OFFICIAL DEPOSITORY AND TREASURER FOR THE YEAR 2015 WHEREAS, Minnesota state law requires that City Councils annually elect an Acting Mayor from among City Council Members; and WHEREAS, Minnesota state law requires that City Councils annually select an official depository for City funds; and WHEREAS, Chapter 6, Section 6.04 of the City Charter states the City Council shall appoint a City Treasurer whose duties shall be as specified by State Law. City Administrator Item 07B Monday, January 5, 2015 Page 2 Discussion Effective January 1, 2015, Barbara Haake intends to resign from her position on the NSCC/NSAC Cable Commission. This gives an opportunity for the City Council to appoint a primary and alternate to this position. Currently, the alternate is Nancy Kracl. In addition, Staff has added the Anoka County Fire Protection Council. The Anoka County Fire Protection Council is requesting one person to be appointed as a representative from the City. Recommendation: Please make the appointments as necessary and approve attached Resolution 8352. Mr. DeBar has been employed with the City since March 30, 2009. Attached is Resolution 8353, which authorizes severance to Mr. DeBar in accordance with Sections 3.45 and 3.47 of the Mounds View Personnel Manual. The Public Works Director is a non-union, exempt classified position. Discussion In accordance with Section 3.45, of the Mounds View Personnel Manual: Upon separation from the City, employees who have completed two or more years of service and leave in good standing shall contribute 100% of their eligible sick leave to their Retirement Health Savings Plan (RHSP). Except as noted below, eligible sick leave is limited to 50% of an employee’s sick balance, which is capped as follows: Base cap = 960 hours. The base cap shall be increased by 20 hours per year for each year employed beyond ten years. For example, a 15-year employee’s cap would be 1060 and a twenty-year employee’s cap would be 1160 hours. Resolution 8353 provides a payout of Mr. DeBar’s accrued/unused sick time. In accordance with Section 3.45 of Mounds View Personnel Manual, Mr. DeBar is authorized a sick time payout totaling $11,792.93 to his Retirement Health Savings Plan. This is calculated as 479.68 accrued/unused sick hours times 50% times his hourly rate of $49.17. Resolution 8353 provides a cash payout on Mr. DeBar’s vacation time. In accordance with Section 3.47 of the Mounds View Personnel Manual, Mr. DeBar is authorized a vacation time cash payout totaling $11,768.35. This calculated as 239.34 accrued/unused vacation hours times his hourly rate of $49.17. Respectfully submitted, _______________________ Desaree Crane RESOLUTION NO. 8353 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPROVING SEVERANCE PAYMENT TO PUBLIC WORKS DIRECTOR NICK DEBAR WHEREAS, Nick DeBar submitted his resignation and his last day of employment was December 19, 2014; and WHEREAS, the balance of accrued and unused sick leave time is 479.68 hours; and WHEREAS, the balance of accrued and unused vacation is 239.34 hours; and WHEREAS, Nick DeBar’s current rate of pay is $49.17 per hour; and WHEREAS, in accordance with Section 3.45 of the Mounds View Personnel Manual, the maximum potential payout of accrued/unused sick time will be 479.68 hours x 50% x his hourly rate of $49.17 = $11,792.93 into Nick DeBar’s Retirement Health Savings Plan (RHSP); and WHEREAS, in accordance with Section 3.47 of the Mounds View Personnel Manual, the maximum potential cash payout of accrued/unused vacation time will be 239.34 hours x his hourly rate of $49.17= $11,768.35. NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council approves a one-time payout of sick time not to exceed $11,792.93 into Nick DeBar’s RHSP in accordance with Section 3.45 of the Mounds View Personnel Manual. NOW, BE IT FURTHER RESOLVED that the Mounds View City Council approves a one-time cash payout of vacation time not to exceed $11,768.35 in accordance with Section 3.47 of the Mounds View Personnel Manual. The attached resolution provides for this acceptance for several miscellaneous donations that were received in 2014. Discussion: Total miscellaneous donations received by the City in 2014 were $8,122, $6,504 was from Twin Cities Gateway to advertise the Festival in the Park and $1,618 was designated for supporting K9 activities by the various donors. Recommendation: Attached for your consideration is Resolution 8354, a resolution which accepts the miscellaneous donations received in 2014. Respectfully submitted, ________________________ Mark Beer Finance Director RESOLUTION 8354 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION ACCEPTING MISCELLANOUS CASH DONATIONS FOR 2014 WHEREAS, MN Statute 465.03 requires cities to accept donations by resolution; and WHEREAS, the City received a cash donation during 2014 in support of advertising for the Festival in the Park of $6,504; and WHEREAS, the City received several miscellaneous K9 donations during 2014 totaling $1,618 as detailed in the City’s general ledger. NOW, THEREFORE BE IT RESOLVED, that the Mounds View City Council gratefully acknowledges and accepts the miscellaneous donations of $8,122 from several donors for 2014.
