WHEREAS, Jessica Birken was appointed to the Planning Commission in
2014; and
WHEREAS, Jessica Birken has served on the Planning Commission with
dedication and a high level of enthusiasm; and
WHEREAS, Jessica Birken has gained the respect and gratitude of her
fellow Planning Commission members.

Item Title/Subject: Continued Public Hearing, Resolution 8434, a Resolution to Consider a
Residential Kennel License at 2280 Pinewood Drive
Background
On August 25, 2014, the Mounds View City Council approved Ordinance 890, which revised
the requirements for obtaining a kennel license by not requiring residents to present a petition,
but instead to have Staff send a public hearing notice to property owners or those occupying
the land within five hundred feet (500’) radius at least ten (10) days before the public hearing.
Margarita and Timothy Schaaf of 2280 Pinewood Drive submitted an application and fees for a
residential kennel license on June 16, 2015. Staff immediately processed the application to
include publishing the public hearing in the City’s official newspaper (notice published on June
26, 2015), and sending notices to residents within 500 feet radius of 2280 Pinewood Drive
more than ten (10) days prior to this public hearing. On the afternoon of Friday, June 26th,
Staff was notified by the owner of the property that they were unable to attend this Public
Hearing. At the July 13th, City Council Meeting, the City Council continued the public hearing
to this meeting to allow the owners to appear before the City Council. Staff notified all
residents within a 500 feet radius of the rescheduled public hearing, and also published the
rescheduled hearing notice in the City’s official newspaper.
Discussion
Margarita and Timothy Schaaf currently own four (4) dogs: French Bulldog, Japanese Chin,
Mini Dachshund, and an English Springer Spaniel.
Staff notified Margarita Schaaf about the many complaints received from surrounding
neighbors, and highly recommended her appearance before the City Council. Staff received
twelve (12) phone calls about the Schaaf’s dogs barking and howling issues. Staff strongly
encouraged these 12 callers to either appear before the July 27th City Council meeting or to
voice their concerns by email. All dogs are current on their rabies shots and have been
licensed (tagged). This property is also fenced.
Recommendation
Staff recommends taking public comment, and considers Resolution 8434. If approved, this
license will expire on June 30, 2016.

RESOLUTION APPROVING A RESIDENTIAL KENNEL LICENSE LOCATED AT
2280 PINEWOOD DRIVE
WHEREAS, Margarita and Timothy Schaaf have applied for a Residential Kennel
License located at 2280 Pinewood Drive; and
WHEREAS, Margarita and Timothy Schaaf owns four (4) dogs; and
WHEREAS, the current dogs owned by the Schaaf’s are licensed with the City in
accordance with the Mounds View City Code, and the property is currently fenced; and
WHEREAS, the appropriate paperwork and fees have been submitted to the
City; and
WHEREAS, in accordance with Ordinance 890, the City sent public hearing
notices to registered landowners or those occupying the land within five hundred feet
(500’) radius of 2280 Pinewood Drive; and
WHEREAS, this license will expire on June 30, 2016.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council
does grant a Residential Kennel License to Margarita and Timothy Schaaf located at
2280 Pinewood Drive.
NOW, THEREFORE, BE IT FURTHER RESOLVED that this license will expire
on June 30, 2016.

Item Title/Subject: Resolution 8439 Approving a Gambling Permit for the Spring Lake
Park Lions for an Event Located at the Mounds View Community
Center on September 10, 2015
Introduction:
The Spring Lake Park Lions is requesting to hold a one-day charitable gambling event at the
Mounds View Community Center on September 10, 2015. This event is to help raise funds for the
Emma B. Howe YMCA in Coon Rapids.
Discussion:
All supporting documentation is on file with the City and their non-profit status is on file with the
Minnesota State Gambling Control Board. The event on September 10th at the Mounds View
Community Center appears to not meet the requirements under the City’s Charitable Gambling
Code. In accordance with Section 518.11:
518.11: DESIGNATED TRADE AREA:
Subd. 1. Each organization licensed to conduct gambling within the City shall expend
at least seventy-five percent (75%) of its lawful purpose expenditures on lawful
purposes conducted within the City’s Trade Area. (Trade area is defined as Mounds
View, Blaine, Shoreview, Arden Hills, New Brighton, Fridley, and Spring Lake Park).
Subd. 2. This section applies only to lawful purpose expenditures of gross profits
derived from gambling conducted at a premises within the City’s jurisdiction.
The Emma B. Howe YMCA is located in Coon Rapids. Coon Rapids is not defined in the City’s
Code as an approved Trade Area. Spring Lake Park Lions is located in the City’s Trade Area.
Staff contacted the Mounds View Community Center with this concern, and inquired on how these
gambling funds would be used. A representative from the Spring Lake Park Lions will be in
attendance to explain their charitable gambling event and how these charitable gambling funds
would be utilized.
Recommendation:
For your consideration, attached is Resolution 8439.

RESOLUTION GRANTING A ONE-DAY CHARITABLE GAMBLING PREMISES
PERMIT FOR THE SPRING LAKE PARK LIONS TO CONDUCT CHARITABLE
GAMBLING AT THE MOUNDS VIEW COMMUNITY CENTER ON
SEPTEMBER 10, 2015
WHEREAS, the Spring Lake Park Lions have requested that the City Council allow
them to conduct charitable gambling for one (1) day on September 10, 2015; and
WHEREAS, the Gambling Control Board requires that the local unit of government
pass a resolution specifically approving or denying requests to conduct charitable
gambling; and
WHEREAS, the Spring Lake Lions are in compliance with Mounds View Municipal
Code with regard to charitable gambling regulations.
NOW, THEREFORE, BE IT RESOLVED, that the Mounds View City Council does
hereby authorize the Spring Lake Park Lions to conduct charitable gambling on September
10, 2015 at the Mounds View Community Center.

Item Title/Subject: Public Hearing: Resolution 8785, a Resolution to
Consider a Therapeutic Massage License for Eric Rautio,
located at 8373 Groveland Court
Eric Rautio is applying for a Therapeutic Massage License to practice therapeutic
massage at his home located at 8373 Groveland Court in Mounds View. As a review, the
following is required for this type of license:
1. Completed Therapeutic Massage Enterprise Application
2. Completed Individual Therapeutic Massage Application
3. Provide evidence of your legal work status in the United States
4. Provide evidence of a diploma or certificate of graduation from a
recognized school
5. Provide evidence of insurance coverage with liability limits of at least
$1,000,000 for professional liability in the practice of massage
6. Provide documentation of 70 hours of resident study
7. In addition to the 70 hours of resident study, you must provide evidence of
completing 400 hours of certified therapeutic massage training as part of
earning a diploma or certificate from a recognized school
8. Provide evidence of having at least 1 year of experience practicing
massage therapy as established by an affidavit
9. If your business is located at your home residence, and you are not the
property owner, then the City requires written consent from the property
owner allowing use of the property as a Therapeutic Massage business
location.
10. Payment for the Therapeutic Massage Enterprise license, Individual
Therapeutic Massage License and Investigation Fees
Eric Rautio has the necessary insurance coverage in accordance with the City Code,
received his training through CenterPoint Massage and Shiatsu Therapy School in St.
Louis Park, and completed 70 hours of resident study, and has over 750 hours of certified
therapeutic massage training, and provided evidence of his legal work status in the United
States. In addition, Eric Rautio has been practicing massage therapy since 2013.
(affidavit is on file with the City). All application materials and license fees (Therapeutic
Massage Enterprise License and Individual Therapeutic Massage License) have been
paid in full. Eric Rautio is the homeowner, and will be the only massage therapist at his
home. His business name is Eric Roy Massage LLC.

The City Code also requires a criminal background check on Eric Rautio. Staff has
received a satisfactory report from the Minnesota Bureau of Criminal Apprehension on
Mr. Rautio.
In accordance with the City Code, this license will expire on December 31, 2017.
Recommendation:
Open the Public Hearing for public comment. Residents received notice of this public
hearing (350 feet radius from 8372 Groveland Court) If approved, this will be the City’s
first home based Therapeutic Massage Business License.

TO ERIC RAUTIO
LOCATED AT 8373 GROVELAND COURT
WHEREAS, the City Code requires that massage therapist must be licensed in
the City; and
WHEREAS, the City Code requires that the applicant have one year of
experience practicing massage therapy as established by an affidavit and can
document that the applicant has completed seventy (70) hours of resident study and an
additional four hundred (400) hours of certified therapeutic massage training from a
recognized school; and
WHEREAS, Eric Rautio, owner of Eric Roy Massage is locating his business in
his home, located at 8373 Groveland Court in Mounds View; and
WHEREAS, Eric Rautio is applying for a Therapeutic Massage Enterprise
License and Individual Therapeutic Massage License to practice therapeutic massage
at his home located at 8373 Goveland Court; and
WHEREAS, Eric Rautio has completed the necessary application materials,
provided proof of massage training hours, proof of legal status to work in the United
States by providing a copy of his United States Passport, and provided evidence of
liability insurance coverage in accordance with the City Code; and
WHEREAS, Eric Rautio submitted an affidavit which states that he has at least
one (1) year of practicing therapeutic massage therapy; and
WHEREAS, Eric Rautio has a satisfactory criminal background check report by
the Minnesota Bureau of Criminal Apprehension; and
WHEREAS, Eric Rautio is compliant with all City and Zoning Code regulations.
NOW, THEREFORE BE IT RESOLVED, a Therapeutic Massage Enterprise
License and Individual Therapeutic Massage License is approved to Eric Rautio, Eric
Roy Massage, located at 8373 Groveland Court.
NOW, MAY IT FURTHER BE RESOLVED, that these licenses will expire on
December 31, 2017.

Item Title/Subject: Resolution 8437 Approve the Remodel of the Community
Center Offices and Prep Kitchen
Introduction:
The City Council is asked to accepting two proposals for remodeling the Community Center
Offices, and expanding the current cooler room (A120 and A102) to turn the space into a
prep kitchen.
Background:
The City of Mounds View has an agreement with the YMCA to run the City of Mounds View
Park and Recreation programs and the community center. In this agreement it also states in
Exhibit lll: Duties and responsibilities of the City (section 4) The City will adopt a budget and
a 5 year capital improvement plan for the community center on or before December 31 for
the subsequent year. In addition, work with YMCA to develop and implement the capital
improvement plan for the subsequent year.
Public Works staff has met with the YMCA staff members regarding building alterations for
the community center. After meeting with Public Works, staff contacted a contractor to
receive budget estimates to present to the YMCA advisory committee to gain input and
further direction. At this meeting it was decided that the building alterations should be
brought to the City Council for further direction. The City Council directed staff to move
forward and obtain quotes for the mentioned work. Staff received the quotes from RAK
Construction, Inc of East Bethel MN.
Discussion:
Staff had been working for several months to acquire quotes for this remodel project. Staff
became aware that construction was now included as part of the National Joint Powers
Alliance (NJPA), the City of Mounds View is a member of NJPA #5659. Staff contacted the
proper consultants and walked through the project with representatives of NJPA and RAK
Construction. The City received the following quotes for the remodel:
The following is a breakdown of the projects being proposed in the community center;
• Expand the cooler room (A120 and A102) into one room. The room would be turned
into a large prep room kitchen for the banquet center.
Cost for this remodel $28,220.80
• Remodel the main office area and room B101. Move the event coordinator into the
main office, currently being used by the YMCA Program director. Add two hard shell
offices in the main office area. Expand two office areas and make one large
conference room.
Cost for this remodel $14,417.05

Recommendation:
Staff recommends the City Council approve the quote to remodel the offices at the
Community Center at a cost of $14,417.05, and the quote for the prep kitchen for
$28,220.80 from RAK Construction Inc. of East Bethel MN. Funds to be taken from account
480-4180-7050. Staff also recommends a 10% contingency for any unforeseen issue that
may arise during this work for a total project cost of $46,900.85

Ramsey County, Minnesota as follows:
1. Approves the proposal from RAK Construction, Inc of East Bethel MN, for remodeling of
the Community Center offices at a cost of $14.417.05 and the Prep Kitchen at a cost of
$28,220.80 for a project cost of $42,637.85 to be taken from account 480-4180-7050.
2. Approves a 10% Contingency of $4,263.00 for any unforeseen issues that arise in this
remodel for a total project cost of $46,900.85.
3. Approves that additional necessary funding in the amount of $8,900.85 shall come from
480-4180-7050 to make up for the amount above the budget figure of $38,000.
4. The Mayor and City Administrator are hereby authorized and directed to execute all
appropriate documents to effectuate the actions contemplated by this resolution.
5. The Mayor and City Administrator, staff and consultants are hereby authorized and
directed to take any and all additional steps and actions necessary or convenient in
order to accomplish the intent of this Resolution.

Item Title/Subject: Resolution 8438, Approving the Purchase of an Under Body
Plow for Unit #445 and New Plow Controls on Unit #447.
Introduction:
The City Council is asked to approve the purchase of an under body plow for unit #445 and
upgraded plow controls on unit #447.
Background/Discussion:
The Public Works Department is responsible for overseeing the operation of snow and ice
control on city streets and parking lots. The Public W orks Department uses single axle
dump trucks for this task as well as, hauling material, storm debris, and street maintenance
activities such as asphalt paving.
While there is not currently any restriction on the amount of salt used on roads, emphasis
has been on government agencies to reduce salt usage. Public Works Staff continues to
look for Best Management Practices to adopt or use to be more efficient in time and
material savings.
One way to achieve this would be installing an under body plow / scraper on truck #445. By
installing a scraper, snow and ice would be cleared to a minimum amount meaning less salt
would be needed to clear the street to black pavement.
The Public Works Department had also installed GPS units in the plow trucks. These units
will track how much salt is being applied at intersections, curves and hills throughout the
city. Staff will be able to look at application trends and the effectiveness of salt products to
determine BMP’s that should be used for the City of Mounds View. Unit #445 current plow
controls will not operate with the GPS equipment, an upgrade to the plow controls is
required.
Staff has received a quote for both installing the under body plow and plow controls from
Towmaster of Litchfield MN. Towmaster is on the Cooperative Purchasing Vendor list
through the State on MN. The cost for the under body plow with installation is $14,710.00.
This item is not in the 2015 budget. Funding would come from the cost savings earlier this
year when purchasing the two new mowers, Staff secured and council approved the
purchase of two mowers at a cost savings of $ 21,351.08 (fund 460-4360-7030). The cost of
the upgrade plow controls is in the 2015 budget in fund 100-4472-7030 for $5,600. Staff
received the quote to upgrade the controls for $3,588.00.
Recommendation:
Staff recommends approval of Resolution 8438 for the purchase of an under body plow for
unit #445 at $14,124.00 with an added 10% contingency not to exceed $1,412.00 for any
unforeseen issue while installing the under body plow, for a total cost of $15,536.00. Staff
also recommends purchase and installation of new plow controls in unit #447 at a cost of

$3,588.00 with a 10% contingency of $358.00 for a total of $3,946.00. Both items to be
purchased and installed by Towmaster of Litchfield MN off the Cooperatative Purchasing
Venture, with funds taken from accounts 100-4360-7030 and 100-4472-7030.

and proposed easement descriptions regarding project. Order title work. Draft
and revise easements. Consult with City staff, title company and surveyor
regarding legal description discrepancies. Review construction documents, bonds
and insurance and provide comments to City staff. Consult with City staff
regarding project. Matter is presently pending.
