encourages appropriate steps everyone can take to ensure that the places where we live, learn, work, worship and play
are safe and sustainable, and recognizes that countless lives have been saved due to the implementation ofsafety codes by
local and state agencies, and,

lives in the line of duty for the safety and protection of others.

PROCLAMATION
WHEREAS, there are approximately 900,000 law enforcement officers serving in
communities across the United States, including the dedicated members of the Mounds View
Police Department;
WHEREAS, some 60,000 assaults against law enforcement officers are reported each year,
resulting in approximately 16,000 injuries;
WHEREAS, since the first recorded death in 1792, nearly 20,000 law enforcement officers in
the United States have made the ultimate sacrifice and been killed in the line of duty;
WHEREAS, the names of these dedicated public servants are engraved on the walls of the
National Law Enforcement Officers Memorial in Washington, D.C.;
WHEREAS, 286 names of fallen heroes are being added to the National Law Enforcement
Officers Memorial this spring, including 100 officers killed in 2012 and 186 officers killed in
previous years;
WHEREAS, the service and sacrifice of all officers killed in the line of duty will be honored
during the National Law Enforcement Officers Memorial Fund's 25th Annual Candlelight Vigil in
Washington, D.C., on the evening of May 13th, 2014;
WHEREAS, the service and sacrifice of all officers killed in the line of duty will be honored
during the Minnesota Law Enforcement Memorial Association's Annual Candlelight Vigil, on the
evening of May 15, 2014;
WHEREAS, the Candlelight Vigil is part of National Police Week, which takes place this year
from May 11-17, 2014;
WHEREAS, May 15th is designated as Peace Officers Memorial Day, in honor of all fallen
officers and their families;
WHEREAS, the service and sacrifice of Ramsey County Suburban Law Enforcement officers
killed in the line of duty will be honored during the Suburban Ramsey County Law Enforcement
Memorial Ceremony, on May 12, 2014.
THEREFORE, BE IT RESOLVED thatthe City of Mounds Viewformally designates May 11-
17, 2014, as
"Police Week in Mounds View"
and publicly salutes the service of law enforcement officers in our community and in communities
across the nation.

Item Title/Subject: Public Hearing — Resolution 8248, Consideration of a
Conditional Use Permit for an Oversized Garage at 8312 Red

Introduction:
The applicant, Chuck Pelton, is requesting approval of a conditional use permit for an oversize
detached garage on his property at 8312 Red Oak Drive. The applicant wants to expand his
house by attaching the existing detached garage and turning it into living space. He then plans to
build a new 1,800 square foot garage behind the house with a driveway.
The applicant has submitted plans for a garage larger than what the City Code allows without a
conditional use permit. The City limits the size of accessory buildings, whether attached or
detached from the house, to a maximum of 952 square feet. Any single building larger than 952
square feet must get City approval of a conditional use permit. The garage the applicant is
proposing would be .1,800 square feet. The applicant will also be installing a driveway that
connects to the existing driveway and leads to the new garage in the backyard.
Conditional Use Permit Discussion
Requirements:
Section 1106.03, Subd. 1: This part of the Code limits the height of an accessory building, the
number of accessory buildings, the backyard coverage ratio of accessory buildings and specifies
roof style and pitch. A Conditional Use Permit (CUP) is required for garages exceeding 952
square feet.
Section 1106.04 Subd. 6: This part of the Code enumerates the conditions for garages
exceeding 952 square feet. The garage must be permanent, be uniform in appearance with the
home, not exceed 35 feet in width, and not exceed 1,800 square feet of total accessory building
area on the lot.
Section 1125.01, Subd. 1: The Planning Commission is required to review the possible adverse
effects of the requested conditional use.
Discussion:
The request for a Conditional Use Permit to construct the 1,800 square foot garage satisfies the
requirements as stated in Section 1106.03 and 1106.04, Subdivision 6 of the Mounds View
r Zoning Code. The proposed garage meets all City setback and accessory building coverage
l requirements. The City Code limits backyard building coverage to 20% of the yard area. The
new 1,800 square foot garage would cover approximately 13% of the backyard area.

CUP Considerations:
Chapter 1125 of the Zoning Code requires that the Planning Commission review and address
any potential adverse effects of a conditional use that include, but are not limited to, the
relationship with the Comprehensive Plan, geographical area involved, potential depreciation, the
character of the surrounding area and the demonstrated need for such a use. Staff has
addressed each of these potential adverse effects below.
Relationship with the Comprehensive Plan. The Comprehensive Plan designates this property
as low-density residential, as well as the surrounding area. The Comp Plan encourages the
development and maintenance of residential areas to improve the quality, appearance and
attractiveness of housing units and residential property in general. With this project, the applicant
would be significantly improving the property value with the house remodel and expansion, along
with a new large garage.
The Geographical Area Involved. The applicant's home is located on a large lot in a single family
residential area on Red Oak Drive, at the north end of the city.
Depreciation. The proposed garage would benefit the subject property both in a practical sense by
providing additional indoor storage, as well as in an economic sense, as the addition would increase
the "value" of the property. Increased property values are a benefit to everyone.
The Character of the Surrounding Area. The applicant's neighborhood is entirely single-family
residential. The homes in this area are a variety of styles and ages, but the immediate area
properties all have larger, half -acre size lots. The look of the front of the house will be changing
with the remodeling, but the new garage in the backyard will not be very visible from the street.
This is a larger property at 97 feet wide and 264 feet deep (0.53 acres), so the total accessory
building coverage will only be about 13% of the backyard area.
The Demonstrated Need for Such a Use. The applicant is proposing to build a new garage in the
backyard to replace the existing garage that will be attached to the house and remodeled into living
space. Since the proposed 1,800 square foot garage is the maximum amount of accessory
building allowed, this property will not have any additional sheds or garages.
Public Hearing:
As with any requested variance, this application requires a public hearing. Staff mailed notices to
all property owners within 350 feet of the applicant's property and a notice was published in the
Sun Focus newspaper on Friday, April 18, 2014. Staff has talked to a few neighbors about this
case, and several residents attended the Planning Commission meeting on April 16, 2014. They
had questions about the proposal for staff and the applicant. No written comments have been
received by Staff.

Recommendation;
Hold the Public Hearing and take testimony from staff, the applicant and the audience. Staff
recommends approval of Resolution 8248, approving a conditional use permitfora 1,800 square
foot garage at 8312 Red Oak Drive.

Dear Mrs. Hellar,
I wish to apply for both a Variance and a Conditional Use permit for an
upcoming construction project at my property located at 8312 Red Oak
Drive in Mounds View Minnesota.
My plan is to remodel the house, incorporating the entire existing
garage footprint into the house. This will add approximately 916 of
finished square feet to the structure.
In addition I am proposing to add on to the existing driveway and to
build a new oversized detached garage structure on the back lot on my
property. The total proposed size of the detached garage would be
30 feet * 60 feet = 1800 square feet.
I will have no choice but to locate the new garage structure on the
back of the lot because there is no other location on the lot that is
suitable to build the structure due to the city codes, property lines, set
backs and easements on the property.
My plans are to commence with this project as soon a City of Mounds
View grants their approval, and it should be substantially completed in
approximately 1 year's time.
I wish to apply for a Conditional Use Permit to build an oversized
detached garage structure on the rear portion of my lot,

It is my estimation that not having a garage structure on my property
(after attaching existing garage to the house) should constitute an
undue hardship for the following reasons:
1. Inability to fully utilize the rear 600/c of the lot.
2. Inability to store vehicles, equipment and other personal
possessions indoors and out of the elements.
3. Negatively affect the ability to sell the property because of no
garage.
4. Negatively affect the resale value of the property because of no
garage.
5. Aesthetic Appearance; I would have no space for vehicle parking
except for in front of the house and on the driveway, which is
not very aesthetically pleasing for the neighborhood.

I am also requesting a variance to the setback requirements for
driveways.
Before I can access the rear portion of the lot and the newly proposed
detached garage structure, I will Ist need to extend my existing
driveway and route it around the north side of the existing garage and
to the location of the detached garage structure in the rear lot.
The existing garage structures north wall is currently only 12 feet from
the neighboring property line: I am proposing to install atifoot wide
driveway directly adjacent to the north wall of the existing garage.
The new driveway will encroach on the currently required property line
set back of 5 foot. I am requesting that the planning commission grant
a variance to the setback requirements and allow a-,� Moot
driveway setback, which will allow for the installation of a new
driveway.

Family Residential, and is legally described as follows:

WHEREAS, the City Council held a duly -noticed public hearings regarding this request
on April 28, 2014; and,

NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council makes the
following findings of fact related to the conditional use permit request:
1. The proposed oversized 1,800 square foot garage satisfies the zoning requirements
as outlined in Chapters 1104 and 1106 the Zoning Code.

2. The request is consistent with the Mounds View Comprehensive Plan in that the
Comprehensive Plan encourages the development and maintenance of residential areas
to improve the quality, appearance and attractiveness of housing units and residential
property in general.
3. The proposed garage would not be out of place given the character and geography of
the surrounding area involved.
4. The proposed garage would not depreciate the neighborhood.
5. The applicant has sufficiently demonstrated that a need exists for the proposed
oversized garage.
NOW, THEREFORE, HE IT FINALLY RESOLVE® that the Mounds View City Council
approves the conditional use permit for the 1,800 square foot garage, with conditions as
follows:
1. The garage shall not be used for living space or commercial purposes and other
uses not allowed within the R-1 Single -Family Residential district or by the Zoning Code.
Should the use change for which the permit was granted; the conditional use permit
shall be considered null and void.
2. The expanded garage area shall be designed and maintained to provide a
complimentary appearance with the existing house.
3. The Conditional Use Permit (CUP) shall become null and void if the work for which
the CUP was granted is not completed within one year from the date of approval unless
a petition for extension of time in which to complete the work has been granted by the City
Council.

Item Title/Subject: Second Reading and Adoption of Ordinance 886, an
Ordinance Amending Chapter 607 of the Mounds View City
Code Relating to Commercial Vehicles (ROLL CALL VOTE)
Introduction:
At the January 6th work session meeting and at the Council meeting on January 13th, the
City Council discussed the possibility of reviewing that section of the City Code that
regulates the parking of commercial vehicles in a residential district. The Council spent
some time at the February 3, 2014 and March 3, 2014, Work Sessions reviewing the
research compiled by staff and discussion potential revisions that would expand
allowances for parking commercial vehicles in residential districts.
On April 28, 2014, the Council held the first reading and public hearing of Ordinance 886.
A few residents attended the meeting and offered feedback, which seemed generally split
on the issue. While no amendments were offered to the ordinance, Staff indicated that
there would be revisions to ensure other parts of the Code would remain consistent with
the new language. These changes are incorporated into the second reading version.
History:
Commercial vehicles have always been prohibited from being parked in residential districts,
although an attempt was made in 1981 to change that. After numerous complaints from
truck owners, the City Council adopted Ordinance 303 which served to eliminate the
prohibition against commercial vehicles. Residents were opposed to the potential influx of
commercial vehicles in their neighborhoods however and circulated petitions against the
ordinance. As a result of their efforts, a special election was held on August 18, 1981, to
vote on the issue, and the ordinance was over -turned by more than a two -to -one margin.
The Nuisance Code underwent a rewrite in 2002, and as a result, two specific references
regarding commercial vehicles were added for clarification purposes. The first amendment
redefined a commercial vehicle to be any vehicle bearing a weight classification greater
than "E". Prior to the amendment, if the license plate exhibited ANY weight classification, it
was considered commercial. The second revision added a reference to vehicles with more
than one rear axle.
Discussion:
After discussing the issue at previous work sessions and regular meetings, the Council
seemed to support amending the City Code to increase the weight classification allowed to
be parked in residential districts from "E" (6,001 - 10,000 lbs) to "G" (12,001 –15,000 lbs.)
In addition, the Council expressed support for excluding pick-up trucks and passenger
vans—those that would otherwise be ordinary residential vehicles but for an optional weight
classification—from being defined as a commercial vehicle.

The Council indicated that they did not support increasing the number of commercial
vehicles on a property and would limit the number of tires on such vehicles to no more than
six. All other parking and nuisance code requirements would apply unchanged. The
Council had considered the possibility of instituting a permit or license for such vehicles but
ultimately felt it to be unnecessary.
Based on the discussions referenced on the previous page, staff has prepared an
ordinance which would provide for the changes noted below:
® Increase allowance for commercial vehicles from "E" to "G" classifications
® Limit number of commercial vehicles at a residential property to no more than one
® Regardless of the weight classification, no commercial vehicle shall have more than
six wheels
® Exempt pick-ups and passenger vans from definition of commercial vehicle
In addition, the following changes were added subsequent to the first reading
Update the definition of "truck" in Section 802.01.
Revise the truck parking regulations in Section 802.07
Feedback:
After including a brief article in the Spring edition of the Mounds View Matters, staff has
received feedback from residents who've expressed opposition to expanding the allowance
of commercial vehicles in the City and our neighborhoods. (One resident indicated that
she was here in 1981 and voted against the ordinance then and she remains opposed to
this day.) It may be true that there are more residents who work from home today than did
in 1981, so reviewing the Code relating to commercial vehicles to ensure the requirements
continue to satisfy the community's needs is certainly warranted, however any changes
made should be made with the entire community in mind. For this reason, the Council
decided to hold a public hearing on April 14, 2014, regarding the proposed changes and
published notice in the official city newspaper, The Sun Focus, to solicit feedback from a
wider audience as part of its approval process. (A public hearing is not otherwise required
for an amendment of this type.)
Recommendation:
If the City Council supports the revisions as shown in Ordinance 886, it may move approval
of the second reading and adoption. If additional information is needed or subsequent
changes are deemed necessary, the Council may choose to postpone action until such
time that the ordinance is in the desired form. If the Council does not support the changes
as presented, it may move to deny the ordinance. Approval, if that is the desired course of
action, would require a roll call vote.

AN ORDINANCE AMENDING TITLE 600, CHAPTER 607, OF THE MOUNDS VIEW
CITY CODE RELATING TO "COMMERCIAL VEHICLE REGULATION" AND TITLE
800, CHAPTER 802, OF THE MOUNDS VIEW CITY CODE RELATING TO "TRUCKS"
THE CITY OF MOUNDS VIEW ORDAINS:
SECTION 1. The City Council of the City of Mounds View hereby amends Title 600, Chapter 607,
Section 607.0 1, of the Mounds View Municipal Code, by adding the underlined text as follows:
Subd 22 Commercial Vehicle: A Commercial Vehicle is any vehicle with a gross weight
classification of B" (6,001 10,000 pounds) or higher as identified on the license plate and specified in
Minnesota Statutes. Ordinary ick -u trucks and passenger vans customary in residential districts with
such a weight classification shall not be considered a Commercial Vehicle for purposes of this Chapter.
SECTION 2. The City Council of the City of Mounds View hereby amends Title 600, Chapter 607,
Section 607.06, of the Mounds View Municipal Code, by adding the underlined text and deleting the

chassis design or more than six (6) wheels total may cause or permit that vehicle to be parked outside or

residential property or per dwelling unit in the case of multiple unit dwelling
SECTION 4. The City Council of the City of Mounds View hereby amends Title 800, Chapter 802,
Section 802.01, of the Mounds View Municipal Code, by adding the underlined text and deleting the

SECTION 5. The City Council of the City of Mounds View hereby amends Title 800, Chapter 802,
Section 802.07, of the Mounds View Municipal Code, by adding the underlined text and deleting the
st ieken to ` x as follows:
Subd. 5. Trucks: No person shall allow any truck to be parked in any residential district, extent as
provided in Section 607 06 Subd 4 and Section 802.04.
SECTION 6. In accordance with Section 3.07 of the City Charter, City staff shall have the
following summary printed in the official City newspaper in lieu of the complete ordinance:
"On Apri128, 2014, the City Council adopted Ordinance 886 which amends Chapter 607 of
the Mounds View City Code relating to Commercial Vehicles. The Ordinance increases the
weight classification of vehicles that can be parked in a residential district from Class "E"
(6,000 — 9,000 pounds) to Class "G" (12,501 to 15,000 pounds.) In addition, the Ordinance
introduces limits on the number of Commercial Vehicles that can be parked on a residential
property (no more than one) and prohibits any Commercial Vehicle with more than six
wheels to be parked in a residential district."
A printed copy of the ordinance is available for inspection during regular business hours at
Mounds View City Hall and is available on line at the City's web site located at

SECTION 7. This ordinance shall take effect and be in force 30 days from and after its passage and

proved the first reading
of an amended ordinance
that relates to commercial
vehicles.
Recently, Code Enforce-
ment and Housing In-
spector Craig Swalchicic
informed the council that
the number of commercial
vehicles parked in residen-
tial areas has increased,
and there are vehicles in
Mounds View that are
over the city code's weight
limit.
Since January, the coun-
cil has been reviewing the
section of city code that
regulates parking of com-
mercial vehicles in residen-
tial districts.
Currently, city code pro-
hibits parking of any com-
mercial vehicles greater
than 10,000 pounds, The
council has expressed sup-
port for allowing commer-
cial vehicles up to 15,000
pounds. The proposed
ordinance also includes a
limit of six toes on a com-
mercial vehicle and one
commercial vehicle per
residential property.
Public hearing
During the April 14
public meeting, resident
Carly Steinbach said the
street she lives on was
improved last year, and
she's concerned larger ve-
hicles would damage the
streets that have been re-
constructed via the city's
improvement program.
She told the council that
her 12 -year-old son skate-
boards and that she and
her husband love running
in their neighborhood.
Steinbach also said she's
concemed that drivers of
larger vehicles might not
see children when they're
backing in and out of
driveways.
Marilyn Eibs, a Mounds
View resident since 1959,
said it would be a big mis-
take to allow heavier com-
mercial vehicles to park in
residential areas.
"I've seen the roads
go from a dirt trail past
my house to a wonderful
street with curbs and gut-
ters," she said. "I'd like to
see it stay that way."
Christian Fenton, who
moved to Mounds View
last November with his
family, owns a lawn care
business.
"I completely agree with
keeping the city in the best
possible situation and
good order," he said.
Fenton said he was re-
cently made aware that
one of his trailers is slight-
ly over what the city cur-
rently allows for commer-
cial vehicles.
"For me, it world be
helpful to have a slightly
higher weight allowance,"
he told the council.
Councilmember AI Hull
said some neighboring cit-
ies allow larger trucks, so
what the city is proposing
"is not out of the norm."
Mayor Joe Flaherty said
city staff showed the coun-
cil pictures of commercial
vehicles that fit the exist-
ing weight limit and the
proposed weight limit, and

Introduction:
Rick Beyer, owner of 3033 Bronson Drive, has applied for a minor subdivision to split the lot in
half. This subdivision would create one additional lot, and the applicant plans to build a house
on the new vacant lot to sell. The applicant has submitted a Certificate of Survey that shows
the subdivision.
Discussion:
A minor subdivision is a division of land less than two acres in which no more than one
additional lot is created. 3033 Bronson Drive currently has a house and detached garage on
the property. The house is on the west side of the lot so it can remain after the subdivision,
but the garage is in the center of the lot and will need to be removed. The applicant will move
the curb cut and driveway to the west side of the existing house.
The lot is zoned R-1, Single Family Residential and the Comprehensive Plan designates this
area for low density residential. Both of the new lots are interior lots. The minimum lot width
for interior residential parcels is 75 feet and the minimum lot area is 11,000 square feet, and
corner lots must be a minimum of 100 feet wide and 12,500 square feet. Below is a table
which shows the dimensions and square footage for the parcels before and as a result of the
proposed subdivision:
As this table shows, the proposed lots still exceed all city standards.
Park Dedication Requirements.
Subdivisions of land are subjectto park dedication requirements consistentwith Chapter 1204
of the City Code. Staff suggests the park dedication fee be based only on the land value of
the new vacant lot since there has been a house at 3033 Bronson Drive since 1947. For
minor subdivisions the park dedication fee is typically 5% of the current year market value as
determined by Ramsey County. In this case for 2013, the land value per square foot is $1.57
x 19,096 sq. feet = $29,981 x 5% = $1,499 park dedication fee. The City Council will make
the final determination on the park dedication fee amount. This fee must be paid prior to the
City giving the applicant the approved documentation for recording with Ramsey County.

Easements.
With most subdivisions, the City requires the owner to dedicate drainage and utility
easements around the perimeter of the lot. These easements (10 foot front and rear, 5 foot
sides) are shown on the survey.
Public Notice.
No public notice is required for a minor subdivision but staff mailed letters to all adjoining
property owners to notify them of the subdivision request.
Summary.
The proposed subdivision will split 3033 Bronson Drive into two parcels. All minimum City
requirements are met with this request. The Planning Commission reviewed this request on
March 19, 2014 and has recommended approval.
Recommendation:
Because the proposed subdivision satisfies all City Code requirements, Staff is
recommending approval of Resolution 8249, a resolution approving the minor subdivision of
3033 Bronson Drive, owned by Rick Beyer.

park dedication fee will be required, with the amount to be determined by the City Council,

NOW, THEREFORE, BE IT RESOLVED that the Applicant shall have 6 months
from final approval to file proper documentation with Ramsey County, including new deeds
and easement documents, and furnish proof of such recording to the City. If such action is
not accomplished by the date so indicated, this minor subdivision approval shall be
considered null and void.

Council approves the minor subdivision of 3033 Bronson Drive subject to the following
stipulations:
1. The Applicant shall complete any and all requirements after final review of the

2. The Applicant shall arrange to amend the Certificate of Survey if any changes
are required by Ramsey County.
3. The Applicant shall pay to the City, a park dedication fee of $1499 and all other
fees associated with this subdivision request.
4. The existing detached garage must either be removed, or moved in order to
meet the Zoning Code, by July 1, 2014.

Parcels in the Laport Meadows Wetlands Area
Introduction:
From time to time, staff is made aware of parcels that are returned to the state through a
tax forfeiture process. Coordinated by Ramsey Council, the City is notified of available
parcels and any scheduled auctions. In November of 2013, staff was notified that three
parcels were available, however staff felt the assigned values were too high and opted to
allow the parcels to be presented at public auction. None of the parcels sold despite many
phone calls asking about the parcels. Two parcels are within the Laport Meadows
wetlands area in the northeast quadrant of the City, near Highway 10, shown below.

Discussion:
After the public auction, staff communicated with the County and provided additional
information regarding past soil borings and wetland maps. While the lots could be
developed with substantial corrections, they do not abut improved right of way and do not
have utilities. The efforts of dewatering, correcting the soils, extending the utilities and
constructing the streets would be cost prohibitive unless packaged with other parcels.
Because of these impediments, the County reduced the price of the lots to a level staff
believes is more in line with their present worth.

Staff alerted the Council to the availability of these two parcels at its April 14th meeting at
which time direction was provided to prepare the necessary resolution. Staff also
contacted Ramsey County and requested a more detailed cost estimate of the two parcels.
These estimates (attached) indicate that the final cost to acquire Parcel 1 would be
$592.70 and the final cost to acquire Parcel 2 would be $489.70, for a total cost of
$1,082.40.
The County requires that the resolution adopted by the City Council include a statement as
to the intended purpose of the land. Consistent with the use deeds held by the City to the
large lot surrounding Parcel 1 and the lot to the south of Parcel 2, staff recommends the
intended use be identified as "Stormwater Management". Such a statement does not
preclude some other type of use at some future date.
Council Priorities:
This proposed acquisition of parcels is generally consistent with the City Council's priorities
as adopted on March 10, 2014. The specific priority which relates is, "Consider targeted
property acquisitions on a case-by-case basis to eliminate blight and to encourage
redevelopment and land assembly." While the parcels are not blighted, the City controls
much of the land in this undeveloped area and adding the two specified parcels will provide
greater flexibility long-term should development materialize in the future.
Recommendation:
Staff recommends approval of Resolution 8250, a resolution authorizing the acquisition of
two presently undevelopable lots within the Laport Meadows wetlands area for purposes of
stormwater management.

Discussion:
Curbside Waste, Inc., is requesting a Garbage/Rubbish Hauler License to operate in
Mounds View. They will be picking up in residential areas (three units or less), and will
be hauling garbage/rubbish, yard waste and recycling materials. Curbside Waste, Inc.,
has submitted all application materials and fees for a Garbage/Rubbish Hauler Business
License. As stated in the Mounds View City Code, all garbage haulers must be licensed
in the City.
Staff has received all required application materials and fees in accordance with the
Mounds View City Code.
Recommendation:
Staff recommends that the City Council approve the Garbage/Rubbish Hauler Business
License for Curbside Waste, Inc. Their business is located in Crystal, MN.

39 Assistant City Administrator Crane recommended the Council appoint the 2013 Mounds View
40 Citizen of the Year to Gary Stevenson. This award would be presented to Mr. Stevenson at the
41 upcoming Town Hall meeting. She read Resolution 8221 in full for the Council.

43 Council Member Meehlhause was proud of Gary Stevenson and thanked him for his dedicated
44 service to the City of Mounds View.

Mayor Flaherty agreed and thanked Gary Stevenson for all of his efforts to the community.
Council Member Mueller requested staff invite Mr. Stevenson to attend this year's Festival in the
Park celebration as he would be invited to be the Grand Marshal in the parade.
MOTION/SECOND: Meehlhause/Mueller. To Adopt Resolution 8221, Appointing the 2013
Citizen of the Year.

B. Resolution 8222, Approving the Job Description, Salary Compensation and
Authorization to Advertise for the Public Works Project Coordinator
Position.
Assistant City Administrator Crane explained that Public Works Director DeBar has been
working to restructure the Public Works Department to increase the efficiency and effectiveness
of this department. After the restructuring work was completed, staff found the need for a new
position. She reviewed the job description and salary compensation in detail with the Council
and requested authorization to advertise for a Public Works Project Coordinator Position.
Mayor Flaherty supported the Public Works restructuring process and the new position. He
asked if the City had funding available to cover this position. Finance Director Beer explained
the expense would be spread across several funds and would require a budget adjustment once a
salary was defined.
Council Member Hull questioned if the City had considered contracting this position out. Public
Works Director DeBar stated it was determined a person was needed internally to work with staff
on capital improving and City programs.
MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 8222,
Approving the Job Description, Salary Compensation and Authorization to Advertise for the
Public Works Project Coordinator Position.
Council Member Meehlhause supported staff's recommendation and respected Public Work
Director DeBar's request for another staff member understanding that staffing needs for the City
had changed.

C. Resolution 8223, Approving the Wellhead Protection Plan.
Public Works Director DeBar stated that in accordance with Minnesota State Statute all public
water supplies are required to complete a Wellhead Protection Plan. He explained that this
unfunded mandate came into effect in 2009. He reviewed the City's Wellhead Protection Plan,
Parts I and II, in detail with the Council. He commented the City held a public hearing on the

1 Wellhead Protection Plan in September 2013 in accordance with State regulations. He indicated
2 the City recently received approval of the entire plan. He requested the Council approve by
3 Resolution, the Wellhead Protection Plan.

5 Council Member Mueller recommended a summary of the Wellhead Protection Plan be placed
6 on the City's website. Public Works Director DeBar stated he would be completing a report on
7 the plan for the City's website.

9 Council Member Mueller requested comment from staff on the current condition of the City's
10 aquifer. Public Works Director DeBar explained that aquifer levels are decreasing. For this
11 reason, staff lowered its pumps in order to meet the City's water needs.

14 Approving the Wellhead Protection Plan.

16 Council Member Meehlhause thanked staff for their efforts on the Wellhead Protection Plan. He
17 requested quarterly updates on the report and its implementation.

19 Mayor Flaherty questioned how TCAAP could impact the City's Wellhead Protection Plan.
20 Public Works Director DeBar stated staff would be monitoring the status of development taking
21 place around Mounds View as this would further draw down the aquifer. He noted there were
22 other organizations that would be monitoring the water supply as well.

26 D. Resolution 8224, Awarding a Construction Contract for the 2014 2MG
27 Ground Reservoir Rehabilitation Project.

29 Public Works Director DeBar explained that at the February 24, 2014 City Council meeting the
30 Council approved plans and specifications for the 2MG ground reservoir rehabilitation project.
31 Staff advertised for the project and bids came in lower than originally estimated. The City
32 received five bids with the low bid received from Champion Coatings, Inc. from Savage, MN.

34 Public Works Director DeBar discussed the financing of the project and recommended the
35 Council award a construction contract for the reservoir rehabilitation project to Champion
36 Coatings.

38 Mayor Flaherty asked how much liability the vendor would assume while working on the
39 reservoir. Public Works Director DeBar discussed the waivers and liability insurance that
40 Champion Coatings would have in place while working on the reservoir. He explained the work
41 would come with a two-year warranty.

E. Resolution 8227, Approving City Council Priorities for 2014.
City Administrator Ericson discussed the recent City Council/staff retreat. He explained a list of
priorities for the coming year was drafted and discussed at the retreat. This list was read aloud
for the record. Staff requested approval of the City Council priorities for 2014.
Council Member Gunn requested clarification on the spelling of Northtown Boulevard. City
Administrator Ericson clarified the spelling with the Council recommending Northtown remain
one word.
Mayor Flaherty recommended the 2014 priorities be posted on the City's website and that the
goals be reviewed by the Council on a quarterly basis.
MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 8227,
Approving City Council Priorities for 2014.

F. Resolution 8226, Approving Purchase of One 2014 Ford Police Interceptor
Utility Vehicle and One 2014 Chevy Impala Sedan Administrative Vehicle
and Equipment Setups.
Police Chief Kinney requested the Council approve the purchase of one 2014 Ford Police
Interceptor Utility vehicle and one 2014 Chevy Impala Sedan administrative vehicle, along with
equipment setups. He indicated he had budgeted $66,000 for the purchase of these two vehicles.
The Police Department vehicle replacement plan was reviewed in further detail with the Council.
It was noted a 2008 police vehicle would be auctioned off.
Finance Director Beer explained the City would have to pay taxes on the administrative vehicle
and could consider using forfeiture funds to assist with the purchase of both police vehicles.
Mayor Flaherty asked how the City could use forfeiture funds. Police Chief Kinney commented
that these funds have been used for firearms, vehicle purchases and for traffic related expenses
for the Police Department.
Council Member Mueller questioned if the police department had an estimate for the equipment
upgrades needed for the new Ramsey County Dispatch system. Police Chief Kinney anticipated
he would have a better handle on these expenses before he submitted his 2015 budget in June of
this year. He stated a new records management program may be needed for the department as
well.

Council Member Mueller encouraged staff to find grants to replace the City's AED's.
Council Member Meehlhause recommended the overage on the expense be covered by the
forfeiture funds.
Mayor Flaherty recommended that half of the Ford Interceptor expense come out of the forfeiture
fund.
Council Member Mueller believed this to be a reasonable compromise.
MOTION/SECOND: Flaherty/Meehlhause. To Waive the Reading and Adopt Resolution 8226,
Approving Purchase of One 2014 Ford Police Interceptor Utility Vehicle and One 2014 Chevy
Impala Sedan Administrative Vehicle and Equipment Setups, with half of the funding for the
Ford Interceptor expense to come out of the forfeiture fund.

16 Council Member Gunn reported the Irondale robotics team took first place at the Lake Superior
17 Regional Competition in Duluth, Minnesota. The team was now qualified for the international
18 competition which would be held in St. Louis, Missouri in April. She explained the robotics
19 team would be holding a comedy sports fundraiser on April 11, 2014 at 6:45 p.m. at the Irondale
20 High School auditorium. She complemented the color guard on their recent first place finish.

22 Council Member Mueller commented the Mounds View Business Council would be meeting on
23 Wednesday, March 12, 2014 at 7:30 a.m. at the Community Center. On Monday, March 17,
24 2014, she would be attending a meeting at Abiding Savior Lutheran Church where eight local
25 scouts would be earning citizenship merit badges. She invited residents to attend the March 18,
26 2014 Festival in the Park committee meeting, which would be held at City Hall at 7:00 p.m.

28 Council Member Meehlhause noted he would be attending a Twin Cities Gateway Board
29 meeting. He then discussed information presented at the recent legislative conference.

31 Mayor Flaherty indicated he attended a Five Cities meeting today with City Administrator
32 Ericson where staff from Arden Hills gave a presentation on TCAAP. He invited all residents to
33 attend the Town Hall meeting on Monday, March 31, 2014 at City Hall from 6:00-8:30 p.m.
