ADJOURNMENT Item No: 7A Meeting Date: August 25, 2014 Type of Business: Council Business Administrator Review: ________ City of Mounds View Staff Report To Honorable Mayor and City Council From: Heidi Heller, Planning Associate Item Title/Subject: Resolution 8285, Approving the Final Plat for the Major Subdivision at Longview Estates, 5173 Longview Drive; Planning Case MA2014-001 Introduction: Marty Harstad, representing Eichi, Inc. has submitted an application for a major subdivision of vacant land known as Longview Estates. This 7.14 acre parcel is on the west side of Longview Drive between County Road H2 and Woodale Drive. The proposed subdivision would create 10 buildable lots from the existing one lot. Discussion: The area identified as Longview Estates is currently zoned R-1, Single Family Residential. The proposed subdivision would be consistent with the existing zoning of the property. This parcel is designated as a wetland district; therefore the minimum size for these lots is 125 feet wide and 20,000 square feet. In 2010, the City Council approved a variance to allow reduced lots widths in this development area. All of the lots shown on the preliminary plat meet the 20,000 square foot requirement, but only two lots meet the 125 foot width requirement. Due to the amount of wetlands present on this parcel, the lots will be developed with the driveways accessing Longview Drive and very limited yard space. A boulder wall will be built along the entire length of the parcel, fairly close behind each of the homes, as a divider between the homes and the wetland. The City is being given a 42-foot wide outlot that runs next to Silver Lake Road for the full length of the entire 7-acre parcel. The City requested this outlot in order to prevent any further development from occurring in this area. There are uplands that will be dry in this area, and neither the City or Rice Creek Watershed District want the new property owners to build sheds, garages, play structures, etc. here because they will need to cross the wetlands to reach them. This leads to fill being brought in, doing landscaping or clearing of the growth in the wetland. There will also be a new pond that the City will be maintaining. Comprehensive Plan: The Comprehensive Plan Future Land Use Map designates the Longview Estates parcel and much of the surrounding area as single family detached housing. The proposed subdivision would be consistent with that designation, and with the residential goals and policies as articulated in the Land Use section of the Comprehensive Plan. The proposal would also be consistent with specific housing goals and policies articulated in the Comp Plan. Longview Estates Major Subdivision August 25, 2014 Page 2 Easements: The City’s Subdivision Code requires that plats dedicate perimeter drainage and utility easements for each lot in the subdivision. This plat does dedicate the necessary perimeter easements along with a very large easement behind the homes that encompasses the wetland area. There will also be a new 20 foot easement between lots 8 and 9 for the stormwater pipe that is being relocated further north and will drain into the new pond. Streets: The ten new lots will have access onto Longview Drive, which is a city owned road and was reconstructed in 2012. This street is adequate to handle the amount of added traffic that ten additional homes would create. Park Dedication Requirements: The Subdivision Code indicates that any subdivision of land is subject to a park dedication fee. The dedication imposed is intended to mitigate public costs to the parks system associated with land development. The fee shall be reasonable and based on the extent of the development. In this case, the fee should be equal to 10% of the market value of the land. To establish the market value, staff uses Ramsey County assessed values as the basis for dedication computation. The 2013 Ramsey County land value is $120,000. The dedication amount then would be $12,000. Utilities: All utilities on the site would need to be installed underground, per Section 1203.10. Water and sanitary sewer connections have already been installed for 10 lots. Wetlands: The National Wetlands Inventory Map and the City’s official Wetland Zoning Map identify a significant wetland within the property boundary. Since the property is over one acre in size, the applicant will need to apply for a general stormwater permit from the MPCA. The applicant has already received approvals and a permit from Rice Creek Watershed District. Significant work and soil corrections will be done to the property in order to prepare for building. Recommendation: Review and discuss the final plat. Staff review revealed no deficiencies at this time and thus Resolution 8285 approving the final plat for Longview Estates is attached. In accordance with §701.03, subd. 10(b), any premises where more than four (4) dogs over six (6) months of age, boarded, bred, kept, or harbored is required to obtain a Commercial Kennel License. The City is starting to see an increase in Residential Kennel License applications, and Staff felt this may be a good time to re-examine the City Code in regard to kennel licensing. During the July Work Session, the City Council reviewed the requirements of obtaining a kennel license with the City. The City currently has five (5) Residential Kennel Licenses, and one (1) Commercial Kennel License (Sham-O-Jet Kennels). Of the five (5) Residential Kennel Licenses, four have three (3) dogs on the premises, and one has four (4) dogs on the premises. Discussion It was the consensus of the City Council to revise the licensing requirements for obtaining a kennel license by removing the petition requirement and adding a public hearing requirement in its place. The City Council will continue to approve all residential and commercial kennel licenses. Currently, §701.04, subd. 8(a) states: Subd. 8. Kennels: (Ord. 696, 4-22-02) a. Licensing requirements: The owner of a proposed dog kennel shall submit a license application and present a petition to the City Administrator signed by more than fifty percent (50%) of all registered landowners or those occupying land within five hundred feet (500’) of the proposed kennel who agree to the establishment of the kennel. The petition shall contain, among other items of information, the number and species of dogs intended to be kept on the premises, whether the yard or kennel area is or will be fenced and whether the dogs would be raised for breeding purposes. Upon the receipt of the petition and license application, the City Administrator shall present the petition and application to the City Council for their consideration. The City Council approved the First Reading of Ordinance 890 at the August 11, 2014, City Council Meeting. Recommendation Staff recommends the Council adopt Ordinance 890. It is in the City’s best interest to have as many of these improvements done during the project to reduce the number of street openings that may have to happen in the future. Each property owner has signed an agreement to waive their right to a public hearing and has agreed to pay the full cost of the private improvement plus interest and the administrative fee. The property owner may pay the amount due by 4:30 P.M. on Monday, August 25, 2014 in order to avoid the $35.00 administrative fee. The owner may prepay the assessment between August 26, 2014 and September 25, 2014 without paying additional interest. After that, interest at the rate of 5.50% will accrue from August 25, 2014 through the payment date. This interest rate and administrative fee were set by the City Council in Resolution 7135. On or after September 30, 2014, we will forward the assessment roll to Ramsey County for collection with the 2015 property taxes. Respectfully submitted, ___________________________ Mark Beer, Finance Director RESOLUTION NO. 8291 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA Adopting a Special Assessment Levy for Private Improvements in Area G of the Street and Utility Improvement Program WHEREAS, the City has received signed petition and waiver agreements from individual property owners agreeing to the proposed assessments in the attached assessment roll for private improvements in conjunction with the Area G Street and Utility Improvement Project area. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Mounds View that: 1. Such proposed assessment roll, a copy of which is attached hereto and made a part hereof, is accepted and shall constitute a special assessment against the lands named therein, and each tract of land therein is hereby found to be benefited by the private improvement in the amount of the assessment levied against it. 2. The assessments as adopted and confirmed shall be payable in equal annual installments over a period of one (1) year if less than $1,000 and five (5) years if greater than $1,000, the first of the installments to be payable on or before the first Monday in January 2015, and shall bear interest at the rate of five and one half (5.5) percent per annum from August 25, 2014. To the first installment shall be added interest on the entire assessment from August 25, 2014 through December 31, 2015. To each subsequent installment when due shall be added interest for one year on all unpaid installments. 3. The owner of any property so assessed may at any time prior to the certification of the assessments to the County Auditor pay the whole of the assessment, with interest accrued to the date of payment, to the City Treasurer, except that no interest shall be charged if the entire assessment is paid within 30 days from the adoption of this resolution; and the owner may, at any time thereafter, pay to the City Treasurer the entire amount of the assessment, with interest from the date of adoption of this resolution through the date of payment, such payment must be made before September 30, 2014, or interest will be charged through December of the succeeding year. 4. The City Administrator shall forthwith transmit a certified duplicate of this assessment to the County Auditor to be extended on the property tax lists of the county, and such assessments shall be collected and paid over in the same manner as other municipal taxes. Meeting Date: August 25, 2014 Type of Business: Council Business Administrator Review: ____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Mark Beer, Finance Director Item Title/Subject: Public Hearing, Introduction, and First Reading of Ordinance 892, an Ordinance Continuing a Franchise Fee on Xcel Energy Electric and Natural Gas Operations within the City of Mounds View Attached is an ordinance to receive a public hearing, introduction, and first reading. The second reading and adoption will be on Monday, September 8, 2014. This ordinance continues the agreement with Xcel Energy under which Xcel Energy will collect a franchise fee in the amount of 4% of Xcel’s electric and natural gas gross operating revenues for services within the City of Mounds View during the year 2015. Ordinances 875 and 876 passed on January 28, 2013 extended the original 20 year franchise agreement for another 20 years. It provides that the City may impose a franchise fee of not more than 4% of Xcel’s gross operating revenues at any time during the 20-year term of the franchise. The 20-year term runs from January 2013 through January 28, 2034. The franchise fee was first collected in 1993. It has been the practice to include a sunset provision in the ordinance that requires it to be re-enacted each year. The ordinance will be brought back to the City Council for second reading and adoption at the September 8, 2014 meeting. It will then be published in the Sun Focus and take effect as provided in the ordinance. Staff would request that a summary ordinance be published with the complete ordinance available on-line and at City Hall. Respectfully Submitted, Mark Beer ORDINANCE NO. 892 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA AN ORDINANCE CONTINUING A FRANCHISE FEE ON XCEL ENERGY ELECTRIC AND NATURAL GAS OPERATIONS WITHIN THE CITY OF MOUNDS VIEW THE CITY OF MOUNDS VIEW ORDAINS: SECTION 1. The City of Mounds View Municipal Code Appendix D is hereby amended to include reference to the following Special Ordinance. Subdivision 1. Purpose. The Mounds View City Council has determined that it is in the best interest of the City to impose a franchise fee on those public utility companies that provide natural gas and electric services within the City of Mounds View. a. Pursuant to City Ordinance No. 875 and Ordinance No. 876, which are the Franchise Agreements (“Franchise Agreements”) between the City of Mounds View (the “City”) and Northern States Power Company D/B/A Xcel Energy, its successors and assigns, a franchise fee of not more than four (4.0) percent of Xcel Energy’s gross operating revenues may be imposed by the City at any time during the 20 year term of the Franchise. The franchise fee is paid as full compensation for the rights to transmit and furnish electric energy for light, heat, power and import, transport, sell and distribute natural gas for heating, illuminating and other purposes as outlined in Section 2.1 of Ordinance Nos. 875 and 876. Subd. 2. Franchise Fee Statement. A franchise fee is hereby imposed on Xcel Energy under its electric and natural gas Franchise Agreements in the amount of four percent (4%) of Xcel Energy’s gross revenues, as defined in Section 9 of the Franchise Agreements, commencing with Xcel Energy’s January 2015 billing month. Subd. 3. Payment. The said franchise fee shall be payable to the City in accordance with the terms set forth in Section 9 of the Franchise Agreements. Subd. 4. Surcharge. The City recognizes that the Minnesota Public Utilities Commission may allow each said utility company to add to its effective rates for the utility service on which the public utility gross earnings fee is imposed, a surcharge to reimburse such utility company for the cost of the fee. Subd. 5. Proof of Company Gross Revenues. Xcel Energy shall make each payment when due and shall monthly furnish a complete and correct statement of gross revenues for said month. Xcel Energy shall permit the City and its designated representative free access to the company’s records for the purpose of verifying such statements. Subd. 6. Enforcement. Any dispute, including enforcement of a default regarding this ordinance will be resolved in accordance with the Franchise Agreements. Subd. 7. Effective Date of Franchise Fee. Notwithstanding the effective date of this ordinance and notwithstanding any contrary provisions in Section 9 of the Franchise Agreements, the effective date of the fee collected under Subdivision 9 of this ordinance is the later of ten (10) days after the publication and after the sending of written notice enclosing a copy of this adopted ordinance upon Xcel Energy by certified mail. The City of Mounds View Municipal Code Appendix D is hereby amended to include reference to the following Special Ordinance. Subdivision 1. Purpose. The Mounds View City Council has determined that it is in the best interest of the City to impose a franchise fee on those public utility companies that provide natural gas and electric services within the City of Mounds View. a. Pursuant to City Ordinance No. 625, a Franchise Agreement between the City and Center Point Energy (formerly Reliant, formerly Minnegasco), the City has the right to impose a franchise fee of not more than four (4) percent on Minnegasco in amount and fee designs as set forth in Section 4.1 of the Minnegasco Franchise. Subd. 2. Franchise Fee Statement. A franchise fee is hereby imposed on Center Point Energy under its natural gas Franchise Agreements in the amount of four percent (4%) of Center Point Energy’s gross revenues, as defined in Section 4.1 of the Franchise Agreements commencing with Center Point Energy’s January 2015 billing month. Subd. 3. Payment. The said franchise fee shall be payable to the City in accordance with the terms set forth in Section 4.4 of the Franchise. Subd. 4. Surcharge. The City recognizes that the Minnesota Public Utilities Commission may allow each said utility company to add to its effective rates for the utility service on which the public utility gross earnings fee is imposed, a surcharge to reimburse such utility company for the cost of the fee. Subd. 5. Proof of Company Gross Revenues. Center Point Energy shall make each payment when due and shall quarterly furnish a complete and correct statement of gross revenues for said quarter. Center Point Energy shall permit the City and its designated representative free access to the company’s records for the purpose of verifying such statements. Subd. 6. Enforcement. Any dispute, including enforcement of a default regarding this ordinance will be resolved in accordance with the Franchise Agreement. Subd. 7. Effective Date of Franchise Fee. Notwithstanding the effective date of this ordinance and notwithstanding any contrary provisions in Section 4 of the Franchise, the effective date of the fee collected under Subdivision 2 of this ordinance is the later of ten (10) days after the publication and after the sending of written notice enclosing a copy of this adopted ordinance upon Center Point Energy by certified mail. Originally, all the suburban cities in Ramsey County utilized this records and report system. However, some of the suburban cities have switched to a different RMS vendor, LETG, during the past few years. The Ramsey County Sheriff’s Department has used yet a different records management system. The St Paul RMS began as a new and efficient manner for the police department to electronically write, organize and store all police reports and files in a digital database. However, after 10 years, this system has become outdated. The St Paul Police Department has provided technical support for this system along with the wireless support for the mobile laptops contained in the squad cars. Beginning 2015, St Paul no longer intends to provide this support to the suburban cities. Thus, those cities still using the St Paul RMS are being forced to change systems. However, St Paul has indicated that they will continue to provide necessary services temporarily into early 2015 if any new system is not yet operational. The cost for that extended service is not yet available. It is yet unclear what direction the city of St Paul will take for their future RMS during 2015. During the past 12-18 months, the Ramsey County Sheriff’s Department has also recognized the deficiency in their current and outdated RMS. As a result, the Ramsey County Sheriff’s Department staff began a process to research the possibility of acquiring a new RMS and incorporating the suburban cities in Ramsey County to be a part of this new system. This past summer, the Sheriff’s department, along with volunteer representatives from various agencies selected Zuercher Technologies. Zuercher was said to receive the highest marks as the best choice to meet the current needs for law enforcement agencies in Ramsey County. Computer Aided Dispatch (CAD) This upcoming change in RMS is coinciding with another large change scheduled for January 2015 by the Ramsey County Emergency Communications Center for a new Computer Aided Dispatch or CAD system. The CAD system is a combination of the hardware, software and services the Communications Center utilizes to provide dispatching and communications service to individual cities within Ramsey County. RMS Report Aug 25, 2014 Page 2 In December 2013, the City Council was presented information on this new CAD system and subsequently approved a CAD and mobile data agreement with Ramsey County. The new CAD system is being provided by TriTech Systems and is managed by Ramsey County. The CAD system and RMS system closely interact with each other requiring an interface to allow the two systems to communicate. The proposed new RMS system from Zuercher has already started work on incorporating this working interface with TriTech Systems. A critical goal for an RMS system is uniformity, standardization and the ability to share information with the users of the system. It has been my focus, as well as other noted agencies, to have an RMS system in place and shared by all agencies in Ramsey County to promote the highest level of efficiency and ability to share records. The technological advancements of our current world have only blurred the jurisdictional boundaries of our communities, taking criminal activity to cities locally, nationally and even, internationally. Thus, it has become extremely beneficial for law enforcement to be on similar databases so as to have the capability to be aware of the activities occurring all around us. One way to accomplish this is to be on the same RMS system. Using the same RMS system as the Ramsey County Sheriff’s Department and ideally, all the other surrounding communities, only makes sense for the advancement of law enforcement records in a more centralized database of information. Presently, the cities of Maplewood, New Brighton and hopefully Mounds View, have indicated the support to stay in line with Ramsey County to share the same RMS. The other cities of Roseville, North St Paul, White Bear Lake and St Anthony are currently using RMS services from LETG, Inc. Wireless Connectivity This entire process involves various components requiring attention to include the need to find a source to provide wireless support services for our mobile laptops, currently offered by St Paul. The strongest possibility to fill that need is the city of Roseville’s IT Department. Roseville IT currently provides the city with computer, phone and internet support and service and increasing that level of service to include our police mobile laptop and connectivity needs would seem logical. Part of that mobile service can involve wireless connectivity through the use of “aircards”, which are currently utilized along with services such as Netmotion, which provides for a secure connection to the system. RMS Report Aug 25, 2014 Page 2 E-Citations The other area of electronic records to consider is our e-citation system. In April of 2013, the police department signed on with LETG as the provider for our e-citation program. E-citations are electronic tickets created on a mobile computer, allowing the officer to issue a ticket to a motorist, print off a paper copy to provide to that motorist, and send this information digitally to the district court for processing. The option does exist to stay with LETG for this service or to sign on for the e-citations with Zuercher. Cost The Ramsey County Sheriff’s Department has dedicated a large amount to fund this entire RMS project and is hopeful the suburbs will also sign on. Ramsey County has even agreed to front the city’s initial server related costs for this system in 2014, which amounts to approximately $26,000. Thus, the city would not have to make any payment to Zuercher until 2015. This payment would likely have to be re-paid to Ramsey County, although this entire process continues to be evaluated with the possibility of seeing further assistance from Ramsey County. Currently, our police budget has the following amounts listed for the maintenance of the existing RMS system with the City of St Paul: 2014 Budget $31,221 2015 Budget (proposed estimate) $50,000 LETG, Inc (E-citation annual maintenance) $ 2,720 Zuercher has proposed the following figures for RMS services, which does involve sharing a server with Ramsey County: Zuercher RMS (with LETG Citation interface) $84,588 Zuercher RMS (without LETG Interface) $74,588 Future annual maintenance rate $15,915 Both of these figures include a complete conversion of our existing data to the new system. This is a necessary component to have in place. Without this, we would be unable to access all of our old records for the past ten years. This figure alone amounts to $12,500. The addition of an electronic citation program from Zuercher, including the above RMS services with amounts to: Zuercher RMS and E-Citation $103,894 Total Annual maintenance $ 20,355 As a comparison, the city has received the following figures from LETG for a full RMS system (see next page): RMS Report Aug 25, 2014 Page 3 LETG, Inc RMS (does not include any data conversion) $57,966 Annual Maintenance Rate $ 7,854 The comparison of costs for the RMS system only is $74,588 with Zuercher and $57,966 with LETG. Zuercher did include a data conversion fee of $12,500 built into their total cost. It is yet unknown what LETG would charge for the data conversion or whether they have the ability to do so at all. There is no question more money would be required (approximately $29,000) to implement a new e-citation program with Zuercher. Contrarily, we already have a system in place with LETG, requiring no start-up costs. So far, our overall experience with this LETG e-citation program has been somewhat less than satisfactory. This current e-citation system offered by LETG does not interface with the St Paul RMS system. It would be strongly recommended to have an e-citation program that allows communication with the RMS system. Recommendation The goals of this future change in records management are to acquire a technologically current system to fit the needs of our police department now and in the years to come. In addition and perhaps just as critical, is to move in the direction of uniformity in records management throughout Ramsey County. Staying on course with our closest neighboring law enforcement agencies, specifically the Ramsey County Sheriff’s Department and the New Brighton Police Department, will move us in the right direction for providing the best public safety in all our communities. Zuercher has requested a contract be in place by the end of August in order to prepare for the work necessary for implementation in January 2015. Recommendation: Staff recommends two possible options for the council to consider: Option 1: Approve purchase of RMS services with Zuercher Technologies at an approximate cost of $84,588, to include an interface with our current E- Citation provider, LETG, Inc. (cost of $10,000). Option 2: Approve purchase of RMS and E-Citation services with Zuercher, at an approximate cost of $103,894. Public Calls 384 Suspicious Misc 177 Proactive Police Visits 164 4 School Resource Officer (SRO) The SRO performs various duties on a daily basis at Edgewood Middle School which include the following: • assisting with traffic flow in front of the school, • ensuring the school is secured each morning, • providing a police presence in the hallways during passing times and in the cafeteria during lunch times, • investigating crimes that occur on school property or involve Edgewood students, 5 • assisting with lock down, fire, and severe weather drills, • serving as a member of the school crisis team, • assisting at Pinewood Elementary as needed, • being a liaison between the school and the police department, • forming positive relationships with students, From April through June, the SRO made the following incident reports: • 1 possession of nicotine product (e-cig) report • 1 possession of drug paraphernalia report • 1 child abuse report • 3 harassment reports • 1 assault report • 2 disorderly conduct reports • 1 theft report • 1 assist to other agency report • 1 missing person report From those cases, 1 juvenile was cited, 1 juvenile was petitioned, 1 juvenile was sent to the Northeast Youth and Family Services Diversion Program, and 1 adult was arrested. Some of the day to day issues that the SRO assisted the school with during the second quarter included: • meeting with students who have excessive absences/tardies to work on a solution • assisting school admin with using the school surveillance cameras to investigate incidents of theft, bullying, and truancy • escorting students who were refusing to comply with school administrators orders • providing police presence at school events including the final school dance at the Mounds View Community Center and Edgewood Parent Communication Nights • mediating between students having conflict • delivering weekend snack packs to students in need • assisting prosecutors, investigators, and outside agencies who were handling incidents involving Edgewood students Highlights from 2nd Quarter • Edgewood held a disaster fair for students where students were able to learn about disaster response from firefighters, paramedics, police, and Red Cross workers. The SRO hosted a station where students were given the opportunity to respond to a mock tornado disaster scene. Students were coached through assessing the scene for hazards and then problem solved with the SRO about possible responses for each hazard. • Officer Erickson and K-9 did the spring demonstration for the “Dogs with Jobs” class and Officer Knitter donned the bite-suit. • The SRO assisted classes on their “celebration day” by providing traffic control for students walking to the Mermaid Bowling Alley and Wynnsong Movie Theater. The end of the school year at Edgewood Middle School marked the end of Officer Ben Knitter’s time at Edgewood School as the SRO. Officer Knitter has since returned to full time 6 patrol duty and now also coordinates our crime free multi-housing duties. Officer Brian Schultes will take over as the new SRO at Edgewood in September 2014. Canine (K-9) Unit From April 01st, to June 30th, 2014 the K-9 team responded to 279 calls for service, wrote 90 reports and made 12 arrests. In April the K-9 team was deployed a total of four times: • 3 for building alarms and searches • 1 for a house and area search for a domestic assault suspect. In May there were seven deployments in all: • 2 possible burglaries • 2 meet and greet events • 1 area search • 1 vehicle pursuit. • Our K-9 team showed off their skills for the kids at Edgewood Middle School. The kids are taking a class in “Careers with Animals”. Niko showed off his skills in obedience, article searches, apprehensions, and narcotics searches. This was well received by the kids and staff. In June there were four deployments: • 1 demonstration at the Pinewood Fun Run • 1 warrant arrest • 1 general assist • In June Nick and Niko participated in their second United States Police Canine Association (USPCA) region 18 K-9 trials. Our K-9 team did a great job, and they obtained high marks from the judges. This is an annual event that gathers K-9 units from around the region to test their skills in several different areas of field work. This includes apprehension, article searches, agility and obedience. We are very proud of their accomplishments. The RCTSI partners with the Minnesota Office of Traffic Safety in the Toward Zero Deaths program. In the 2nd d quarter, the Mounds View Police Department participated in 2 DWI, a Distracted Driving, a Seatbelt and a Speed enforcement detail. The first DWI saturation was held on May 3rd and was hosted by the Saint Paul Police Department. The entire detail conducted 342 traffic stops and made 9 DWI arrests. Officers Darrell Meyer and Jeff Martin participated in this event. They conducted 24 traffic stops but were unable to locate a drunk driver. The second DWI saturation occurred on May 9th and was hosted by the Ramsey County Sheriff Department. The entire detail conducted 169 traffic stops and made 17 DWI arrests. Sergeant Zender participated in this event. He made 2 DWI arrests during his shift. Over the dates of April 11th- 20th, Mounds View Officers participated in the “April Distracted Driver Enforcement” detail. We had 3 officers work this event over the course of the detail (4 hour shifts each). Our officers conducted 53 traffic stops resulting in 10 citations. 9 Over the dates of May 19th- 31st, Mounds View Officers participated in the “May Seatbelt Enforcement” detail. We had 9 officers work this event over the course of the detail (4 hour shifts each). Our officers conducted 95 traffic stops resulting in the following citations: 31 for seatbelts, 4 for speeding and 5 for equipment violations. Over the dates of June 16th-20th, Mounds View Officers participated in the “June Speed Enforcement” detail. We had 3 officers work this event over the course of the detail (4 hour shifts each). Our officers conducted 33 traffic stops resulting in 8 citations. Officers of the Mounds View Police Department will participate in 12 DWI, 1 speed enforcement and 1 “move over” detail. 10 News from the Department Officer Keckeisen completed another 5th Grade class of DARE graduates from Pinewood School. Nearly100 students were involved in the program! Investigator Peter Berling has been assigned to coordinate the tobacco and alcohol compliance checks this year. He conducted a round of each type of check at all licensed businesses during the quarter which resulted in 100% compliance! Edgewood Middle School held two days of a “Disaster Fair” in April. This event required groups of students to work through different stations that were setup as mock scenes, such as from tornado damage, and report on their assessment and response. Officer Knitter assisted the school staff, along with firefighters, paramedics and other responders to guide the students through this learning exercise. The event was a National Drug Enforcement Administration (DEA) initiative to offer an opportunity to dispose of old prescription medications from their home. During a 4 hour drop-off period over 160 lbs of medication was collected! The event ended with a picnic at the school and a demonstration by our own K-9 Officer Erickson and Niko!
