In accordance with Minnesota Statutes 427.01, it requires the City Council to annually select an official depository for City funds. In accordance with Section 6.04, of the Mounds View City Charter, it requires the City Council to appoint a City Treasurer. Discussion: In accordance with state law and the City’s Charter, the attached resolution selects official primary and secondary depositories for City funds, appoints the Acting Mayor, and appoints city positions that are authorized to conduct banking and investment business on behalf of the City. In accordance with Minnesota Statutes 412.831, it requires the City Council to also annually designate a legal newspaper of general circulation in the City as its official newspaper. However, Staff is conducting research on the circulation coverage of the Sun Focus, Mounds View/New Brighton Bulletin and Pioneer Press newspapers. It has come to Staff’s attention that many residents are not receiving the City’s current official newspaper, The Sun Focus. Staff will be presenting its findings to the City Council at the next City Council Meeting on January 14, 2013. The City Council will also be selecting the City’s Official newspaper by Resolution on January 14th. Recommendation: Designate the City’s Acting Mayor, and adopt Resolution 8039. Respectfully submitted, ___________________________ Desaree Crane RESOLUTION NO. 8039 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPOINTING THE ACTING MAYOR, OFFICIAL DEPOSITORY AND TREASURER FOR THE YEAR 2013 WHEREAS, Minnesota Statute 412.121 requires that City Councils annually elect an Acting Mayor from among Council Members; and WHEREAS, Minnesota Statute 427.01 requires that City Councils annually select an official depository for City funds; and WHEREAS, Chapter 6, Section 6.04 of the City Charter states the City Council shall appoint a City Treasurer whose duties shall be as specified by State Law.
