Item Title/Subject: Public Hearing to Receive Public Input and Pass Upon Resolution
8113 Adopting a Special Assessment Levy for Unpaid Diseased
Tree and Administrative Offense Charges.
A public hearing is scheduled for 7:00 P.M. or as soon thereafter to receive public input regarding the
proposed assessment of unpaid diseased tree charges and administrative offense charges. Individual
notices of the meeting were sent by first class mail to the affected property owners on June 7th and
May 24th for administrative offenses.
The property owner may pay the amount due by 4:30 P.M. on Monday, June 24, 2013 in order to avoid
the $35.00 administrative fee. The owner may prepay the assessment between June 25, 2013 and
July 24, 2013 without paying additional interest. After that, interest at the rate of 5.50% will accrue
from June 24, 2013 through the payment date. This interest rate and administrative fee were set by
the City Council in Resolution 7135.
On or after August 1, 2013, we will forward the assessment roll to Ramsey County for collection with
the 2014 property taxes.

RESOLUTION NO. 8113
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
Adopting a Special Assessment Levy for Unpaid Diseased Tree and Administrative
Offense Charges
WHEREAS, pursuant to proper notice given as required by law, the City Council has met and
heard and passed upon all objections to the proposed assessment for unpaid diseased tree and
administrative offense charges.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Mounds View
that:
1. Such proposed assessment roll, a copy of which is attached hereto and made a part hereof,
is accepted and shall constitute the special assessment against the lands named therein,
and each tract of land therein is hereby found to be benefited by unpaid diseased tree and
administrative offense charges in the amount of the assessment levied against it.
2. The assessments as adopted and confirmed shall be payable in equal annual installments
over a period of three (3) years for diseased tree charges and one (1) year for
administrative offense charges, the first of the installments to be payable on or before the
first Monday in January 2014, and shall bear interest at the rate of five and one half (5.5)
percent per annum from June 24, 2013. To the first installment shall be added interest on
the entire assessment from June 24, 2013 through December 31, 2014. To each
subsequent installment when due shall be added interest for one year on all unpaid
installments.
3. The owner of any property so assessed may at any time prior to the certification of the
assessment to the County Auditor pay the whole of the assessment, with interest accrued to
the date of payment, to the City Treasurer, except that no interest shall be charged if the
entire assessment is paid within 30 days from the adoption of this resolution; and the owner
may, at any time thereafter, pay to the City Treasurer the entire amount of the assessment,
with interest from the date of adoption of this resolution through the date of payment, such
payment must be made before August 1st or interest will be charged through December of
the succeeding year.
4. The City Administrator shall forthwith transmit a certified duplicate of this assessment to the
County Auditor to be extended on the property tax lists of the county, and such
assessments shall be collected and paid over in the same manner as other municipal taxes.

Item Title/Subject: Resolution 8114 Adopting a Special Assessment Levy for Private
Improvements in Area F of the Street and Utility Improvement
Program
The City offered property owners the opportunity to have private improvements completed as part of
the area F street project. It is in the City’s best interest to have as many of these improvements done
during the project to reduce the number of street openings that may have to happen in the future.
Each property owner has signed an agreement to waive their right to a public hearing and has agreed
to pay the full cost of the private improvement plus interest and the administrative fee.
The property owner may pay the amount due by 4:30 P.M. on Monday, June 24, 2013 in order to avoid
the $35.00 administrative fee. The owner may prepay the assessment between June 25, 2013 and
July 24, 2013 without paying additional interest. After that, interest at the rate of 5.50% will accrue

property owners agreeing to the proposed assessments in the attached assessment roll for private
improvements in conjunction with the Area F Street and Utility Improvement Project area.

Matter is presently pending.
MU125-47: Zoning Matters. Review Ordinance 879 regarding regulation of shipping/cargo
containers/applicable regulations. Consult with City staff regarding same.
MU210-54 City Code Updates. Work on updating City Code. Consult with City staff
regarding same. Matter is presently pending.
MU210-189: Coventry Senior Living Project. Review additional items necessary to finalize
and record the plat. Revise instruction letter to title company. Review
Development Agreement. Matter is presently pending.
MU210-202: Health Care Facility Revenue Note (Apple Tree Dental). The project is in the
middle of the process for issuing tax exempt 501(c)(3) conduit revenue bonds for
Apple Tree Dental Clinic. The project is now proceeding again after being on
hold for several months. Presently drafting and reviewing documents. Final

approval will likely be before the Council at the first meeting in July. Matter is
presently pending.

same. Draft Purchase Agreement and Resolution Authorizing Purchase and
forward to City staff. Begin drafting closing documents. Revise Purchase
Agreement. Consult with Seller’s attorney, title company, City staff regarding
closing details. Matter is presently pending.

regarding same. Matter has been tendered to the League of Minnesota Cities
Insurance Trust. Matter is presently pending.
