Item Title/Subject: Resolution 7988 Authorizing a Step Increase Wage
Adjustment for Neil Hiatt, Mounds View Public Works
Maintenance
Background:
Neil Hiatt is a current employee in the Public Works Department with the City of Mounds
View. His supervisor, Public Works Supervisor Don Peterson, has reviewed his
performance as it relates to his responsibilities outlined in the job description.
Discussion:
It was determined that Neil Hiatt has satisfactorily performed in the capacity of his position,
and therefore, a step increase wage adjustment is consistent with the Public Works
Collective Bargaining Agreement.
Recommendation:
Staff recommends approval of Resolution 7988, approving step wage adjustment for Neil
Hiatt.

APPROVING STEP/LONGEVITY ADJUSTMENT
WHEREAS, the following below is a regular full-time employee who is currently
working for the City of Mounds View; and
WHEREAS, his supervisor reviewed his performance as it relates to the
responsibilities outlined in the job description; and
WHEREAS, the supervisor determined that the following employee below has
satisfactorily performed in the capacity of his position documented in his performance
review on file; and
WHEREAS, this step increase wage adjustment is consistent with the Mounds View
Personnel Manual and Labor Agreements.
NOW, THEREFORE BE IT RESOLVED that the Mounds View City Council does

Item Title/Subject: Resolution 7989, Approving Baseball Field Improvements at Lambert
Park
Background:
There have been a number of improvements completed or under construction at Lambert Park
recently. These improvements include: on-street parking (with street project); park shelter
demolition/construction; playground replacement; and irrigation system. The remaining
improvement to bring the park back into full service is reconstruction of the baseball field.
Discussion:
The Lambert Park baseball field was demolished to make way for the new shelter building in 2011.
The existing fencing was disposed of and the aggregate lime in-field was salvaged and stockpiled
in anticipation of being reused with the reconfigured ballfield. The ballfield is configured for little
league (up to 12 years old) and tee ball league use. In addition, the in-field is used for free-ice
skating rink in the wintertime.
Public Works solicited quotes from qualified fencing contractors to furnish and install new fencing
for the ballfield. Two quotes were received with the low quote of $10,640 submitted by Century
Fence of Forest Lake, Minnesota. In addition to fencing, the ballfield will need concrete slabs for
the player boxes, grading, and turf establishment. This additional work is estimated to total
approximately $5,500. The Parks Commission recommended at their July 2012 meeting to move
forward with this work.
The 2012 Budget includes $40,000 under the Park Dedication Fund (451-4470-7050) to relocate
the ballfield at Lambert Park. At their August 13, 2012 meeting, the City Council approved park
irrigation and grading/sodding around the shelter for $24,090, leaving a budget balance of
approximately $16,000.
Recommendation:
Public Works recommends that the City Council adopt the attached resolution to approve baseball
field improvements to Lambert Park. If adopted, Public Works anticipates the improvements to be
completed before winter and ballfield put back in use for spring 2013.

COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING BASEBALL FIELD IMPROVEMENTS AT LAMBERT PARK
WHEREAS, a comprehensive layout for Lambert Park was completed to better
utilize the 2.87-acre parkland space while providing more green space; and
WHEREAS, recent improvements have been completed or in progress from the
comprehensive layout, including on-street parking, a new park shelter, park irrigation, and
playground replacement; and
WHEREAS, addition improvements are planned that include a reconstructing the
previously-existing baseball field removed to accommodate the new park shelter; and
WHEREAS, fencing, grading, turf establishment, and concrete work are needed to
make the baseball field useable again; and
WHEREAS, public works staff solicited quotes from qualified contractors to furnish
and install baseball field fencing at Lambert Park with the low quote of $10,640 submitted
by Centuray Fence Company of Forest Lake, Minnesota; and
WHEREAS, other ballfield improvements for grading, turfing, and concrete work are
estimated to total approximately $5,500; and
WHEREAS, monies have been included in the 2012 Budget for the above said work
under the Park Dedication Fund (451-4470-7050).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds
View, Ramsey County, Minnesota as follows:
1. The quote proposal submitted by Century Fence Company to furnish and install
baseball field fencing at Lambert Park is hereby accepted by the City. Compensation
will be on a lump sum basis of $10,640 for said services.
2. The Director of Public Works is hereby authorized and directed, for and on behalf of the
City, to enter into agreement with Century Fence Company for said services at said
price.
3. Public works staff is directed to contract the remaining grading, turfing, and concrete
work for the baseball field improvements at Lambert Park for an estimated total amount
of $5,500.
Adopted this 10th day of September, 2012.

Item Title/Subject: Resolution 7990 Accepting a Donation from Bethlehem
Baptist Church in the Amount of $17,575 and Authorizing
Distribution of Funds
Introduction:
Bethlehem Baptist Church purchased the building located at 5151 Program Avenue in
2004 and received City zoning approval to renovate the former office / warehouse space
for church usage. At the same time, the Church expressed its desire to sponsor and
support worthy community endeavors and created the “Mounds View Service Project Fund”
pledging annual donations totaling $25,000. They envisioned the fund to be used to help
meet certain community needs jointly identified by the city and the Church that would be “in
harmony” with their mission and values.
Discussion:
Representatives from the City, the Community Center and the Park & Rec Commission
have discussed potential funding opportunities for the second half 2012 service project
fund donation which totaled $17,575. A number of programs and improvements which had
been reviewed by the representative were highlighted for Bethlehem’s consideration. The
Church’s Pastor for Outreach, Vince Johnson, responded with a letter dated September 6,
2012, recommending the following disbursement schedule:
• Skate-resistive rubber flooring at Hillview Park: $7,000
• Miscellaneous Recreation Equipment: $2,246
• Teen Outreach Music Studio $1,500
• Y-Partners $1,000
• DARE Program supplies $1,500
• North Suburban Police Chaplaincy Corps, Inc. $ 750
• Townsedge Terrace MHC Dental Clinic #2 $ 650
• Economic Development Fund $2,929
Recommendation:
Attached for your consideration is Resolution 7990, a resolution which accepts the
donation from Bethlehem Baptist Church in the amount of $17,575 and authorizes the
distribution of the donations according to the Church’s recommendations.

IN THE AMOUNT OF $17,575 AN D AUTHORIZING DISTRIBUTION OF FUNDS
WHEREAS, Since its establishment in Mounds View in 2004, Bethlehem Baptist
Church has generously supported activities that have benefited the residents of Mounds
View; and
WHEREAS, Bethlehem Baptist Church would like to continue that support by
making a contribution to the City of Mounds View of $17,575 to support the following
programs and activities:
Skate-resistive rubber flooring at Hillview Park: $7,000
Miscellaneous Recreation Equipment: $2,246
Teen Outreach Music Studio $1,500
