I appreciate the Council being able to meet on an otherwise off night. As explained via the phone,
two items are on the agenda for the special work shop meeting. First, David Wolterstorff from WAI
Continuum will be in again to get the Council's preference of an outward surface on the community
center project. The Council will not need to take any formal action, but we agree it is important to
have some assurance that the Council will be satisfied with the exterior appearance of the building.
Two options will be presented, one cost effective, the other more attractive.
Not to further burden the Council with decisions, but I included a letter from Wolterstorff's assistant
on what will become a common type of decision. This one regards the kitchen location. I will be
advising the architect to leave the kitchen where it is.
I will be meeting with Wolterstorff, Flanery, Kuehiwein, Long, Kessel, and Saarion prior to the
Council meeting to review the status of all facets of the project. I will also be discussing with my staff
what options we feel may best meet the needs of the project for oversight and process management.
Given time, I may update the Council on that as well.
Also, the youth initiative grant we submitted last February for construction at the Bel Rae relative to
• youth activities was passed. I have to commend Mary Saarion for getting this together and
submitted. We had been in the dark as to the status of the application and all of a sudden they are
telling us it is a go. The amount is $375,000 and should help us in our discussions as choices have
to be made. Council members may want to start thinking of this money as over the $3.3 million for
the project. More details will follow.
After that, the U of M design team will be present to review the status of their work with Pam and
members of the group participating in the class. After their class on Tuesday, it was discussed that
it may be appropriate to brief the Council on this and request the Council forward the work to various
commissions for their review and discussion. Pam will lead the discussion on this item.
Council member Trude has indicated a scheduling conflict for her starting at 6 p.m. I think these
matters can be held in the hour we have scheduled, but I wanted to pass that along to the group in
case the pace moves slower.
In other matters, as mentioned via the phone, our MAC legislation did not make it through the
conference committee Monday night. I talked with Senator Novak about options and he suggested
we revisit the issue with him and Representative Evans sometime in the coming weeks with a different
strategy for working with MAC. I have had this interest indicated by Blaine, Circle Pines and
Lexington so far as well.

Summary:
On March 3, 1997,the City Council indicated its consensus that the City of Mounds participate in
a design course offered by the University of Minnesota. The City received an invitation to be one
of four cities working together with the University's Design Center for the American Urban
Landscape to address issues affecting first ring suburbs. The focus for Mounds View is the
Highway 10 corridor. So far, six classes have been held. The seventh and final class will be held
on Tuesday,May 20.
Discussion:
During the course of our discussions, several key ideas have emerged. These have included:
At the present time,Highway 10 is designed as a 70-mile per hour road with a 200 foot
right-of-way, open visibility,and sweeping turns. It is no wonder that motorists drive 55-
60 miles per hour on this road.
• It is possible to tame Highway 10 and move it to the background by"narrowing"the feel of
the right-of-way through landscaping, lighting, and fencing, and by bringing uses up to the
highway edge.
• It is possible to tame Highway 10 by creating a local system of circulation that links
together activities without having to rely on Highway 10. These activities would form the
Village Center or"heart of Mounds View".
• Rather than focusing on Highway 10 (i.e. the roadway)as the issue, we need to focus on
what type of place we want to create in the heart of Mounds View.
• Based on the concepts expressed in past planning efforts in Mounds View,the participants
saw that the Village Center is a place where the natural environment(wetlands and
woodlands) come together with civic and commercial activities.
Bill Moorish,Director of the Design Center,prepared a number of sketches for the community
team to review. These sketches lead up to the idea of a creating a ring road or local road system on
the north and south side of Highway 10 (see attached diagram). The ring road would use the
existing Mounds View Drive and extend across Long Lake Road through the O'Neil Property to an
intersection with Highway 10. This intersection would connect to Edgewood Drive which would
be re-aligned. The ring road along the north side of Highway 10 would connect City Hall,the
• Community Center, City Hall Park and Mounds View Square Shopping Center. The sketch
prepared by Bill Moorish is a concept, and not a finished idea. It presents a way of organizing and

connecting the City's commercial and civic center,and of creating a place in the heart of Mounds
View rather than the City continuing to be a pass-through community on a highway corridor.
There are a number of issues which would need to be addressed to move this idea forward. In
some cases, buildings are shown in different locations than where they are now located or are
planned. The community team felt the idea of creating a central place or Village Center through
establishing a ring road and organizing uses along it had considerable merit. The team is
suggesting that the City Council refer this idea to the Planning Commission,Economic
Development Commission and Parks&Recreation Commission for review and discussion before
holding one or more community forums on this idea. These discussions could address the
specifics of how this idea would be implemented.
In addition, one of the critical links in the ring road goes through the O'Neil property. The
advantage of the ring road concept is that it provides two access points to this property(one on
Long Lake Road and one on Highway 10 where a new intersection would be created with a
realignment of Edgewood). This approach to accessing the site would alleviate concerns about
traffic from the 16-screen movie theater having to make U-turns on Highway 10 or use County
Road H2.
The staff at the Design Center have talked with Ramsey County about this idea, and they were very
receptive. They see this design as a way to allow local traffic to circulate and reach its destination
without using Highway 10. MnDOT has not yet been approached. Both the theater developer and
the City see a need to obtain a signalized intersection at the theater entrance, and we expect to
approach MnDOT very soon to discuss creating such an intersection. This concept of a ring road
could be very convincing in working with them on getting a signalized intersection.
Staff is asking that the City Council endorse the design concept for a ring road to the extent of
using this concept in working with Ramsey County and MnDOT to obtain a signalized intersection
connecting the movie theater entrance and Edgewood Drive.
Action Requested:
1. Direct staff to refer the design concept for a ring road developed through the University of
Minnesota Design Course to the Planning Commission,Economic Development
Commission, and Parks and Recreation Commission for review and comment.
2. Direct staff to work with the developer of the O'Neil property,Ramsey County and the
Minnesota Department of Transportation to obtain the necessary approvals for the City to
implement a ring road concept from Long Lake Road to Highway 10 through the O'Neil
property, and a signalized intersection at Edgewood and the theater entrance.

With respect to the kitchen facility at the above referenced project the following should be noted:

- The estimated cost for architectrical related upgrades for the kitchen is

The total of these approximate costs is S 64,375. A design contingency of 3% should be added to
this cost, S 1,932. The total hard construction cost for the kitchen renovation is approximately
$ 66,307.
In comparison to this figure, to relocate the kitchen and cooler of equal size to the east side of the
building (in place of proposed senior center), the cost would be approximately$ 106,250. (see
attached sketch)
411 The relocation of the kitchen would add some benefits along with the move. These would include
but not limited to;
. new efficient kitchen lay-out
. better service to the ballroom area, direct access
. kitchen delivery service removed from main building entrance
A direction on which way the City would like to proceed [renovate or new), needs to be made on
Monday, May 19, 1997, in order to prepare the necessary documents to complete the kitchen
construction at approximately the same time as the daycare center, August 15, 1997.
