CITY OF MOUNDS VIEW

An Ordinance authorizing the City Council of the City of Mounds View
to set water rates and surcharges effective with the January 1998 billings
The City Council of the City of Mounds View does hereby ordain:
SECTION I.
The Mounds View City Council has determined that it is in the best interest of the City to
insure sufficient funding to cover operations and debt service in the Water Fund. .
SECTION II.
The Finance Director shall quarterly prepare a bill based on the rates established for each
property class by Council and in accordance with existing Mounds View policy. Water
rates shall be set at $1.40/1000 gallons water sold.
• A quarterly meter surcharge rate shall be set based on meter size as follows:
Residential Meters
5/8" to 1" $ 3.00
Commercial Meters
1 inch $ 3.60
1 '/z inch $ 6.00
2 inch $ 7.40
3 inch $19.00
4 inch $31.50
Non-compliance to participate,including
manual billing $25.00/quarter
Customer's option for radio read and $15 /quarter plus

SECTION III.
This ordinance shall take effect thirty days after the date of its publication, and be
retroactive to any billing on or after January 1, 1998.

The following Valuation Table shall be used to determine fees for those permits
indicated below and in all cases where the work is of such a nature that the
permit fees cannot be determined from the schedule established below for such
work. The minimum fee for all permits shall be $23.50 unless otherwise

Per EDA direction, I proceeded with the negotiations for the purchase of 8005
Groveland Road under the Housing Replacement Program. The first offer was at the
assessed value of $73,600 which was turned down by the owners. From there I
ordered an appraisal which came in at $85,000. The owner also had the property
appraised at $90,000. On previous purchases the City has not purchased a home
over the appraised value. The owners would be willing to sell somewhere in between
the two appraisals.
111 I think it is important to evaluate what thegoal is of purchasing p chasing this home and what
the replacement would be. We have looked at the lot and it is wide enough to
subdivide for two lots for single family homes. Another alternative would be to sell
for the construction of twin homes as a buffer from the Highway Commercial uses to
low density.residential. This alternative would require a rezoning of the property. A
third alternative would be to try and work with the property owner at 2833 Highway
10 and redevelop the area as a commercial use or with a row of townhomes which
could again act as a buffer to the single family neighborhood. ( see attached map of
area)
The appraisal for the home at 8005 Groveland Road rated the house in good
condition. Even though this home met the criteria under the housing replacement
program as substandard in size, the policy question that should be considered is if the
market can absorb the opportunities with this site or should the City purchase to
facilitate the development that is envisioned and desired for the area. If the goal is to
rehab for commercial or multi-family, I would suggest that we purchase the home as
Highway 10 Redevelopment Program rather than Housing Replacement Program.

As WAI Continuum prepares for the completion of the Design Development Phase of the
Community Center Phase II project they wanted to address a few issues with the Council
regarding discussions with staff. These items include the additional estimates for replacing the
roof, heating sidewalk areas and furniture and equipment.
I have included a memo from WAI regarding these items for your consideration. Specifically,
they were wondering if these items would be added to the budget of$3.9 million or if these would
need to be worked in under the current budget. In addition, they were interested to know if the
• selection of equipment was to be done by their interior design professional as a supplemental
service or if City staff was to select furniture and equipment.

As a follow-up to our phone conversation on Tuesday,November 18, 1997 with respect to
Phase 2 at the above referenced facility the following should be noted:
- The existing roof at the facility is leaking and it was decided to replace the roof in conjunction •
with the Phase 2 construction. The construction probable cost estimate for Phase 2 does not
include a price for the reroofing of the existing facility. Please advise as to whether this will be
an additional cost to the project, or if the cost is to come out of the budget for Phase 2, thus
reducing the actual Phase 2 construction cost. Estimated roof cost is approximately
S105,000.00.
- A request by the Public Works department for a heated sidewalk has been discussed. The
approximate cost would be S10-12 a square foot for an electrical system, to S25 a square foot
for a hydronic system. The electrical system is not recommended. Estimated cost for the
walkway at the main entry only is approximately $25,000.00.
- Per the project management cost spreadsheets the equipment for the gym is to be provided by
the City (i.e. bleachers, basketball backboards, etc.). Please advise to the equipment that the
City wishes to use, or if WAI/C should select models that the plans and specifications will be
based on.
- Specifications or equipment 'cut sheets' need to be provided for any additional equipment or
accessories that the City wishes to provide for the project.
Please advise as to the direction you want us to proceed.

With respect to the roof at the above referenced facility the following should be noted:
•
- The McKinzie Metro Appraisal report for the Bel-Rae facility, dated February 1996,
indicated that the building was in good to average condition.
- The WAI/Continuum Assessment Study for the Bel-Rae facility, dated April 1997,
indicated that the roof appeared in relatively good shade. The study indicated that the
roof was a single ply, ballasted membrane as manufactured by Carlisle. The age of the
roof was estimated at maybe five or six years old.
- The interior areas of the facility did show signs of past water damaged as referenced in
Assessment Study. However,when that damaged occurred could not be determined.
- A representative of Carlisle Roofing visited the site on October 10, 1997 along with a
representative from the City and Flannery Construction. The condition of the roof was
• the purpose of the site investigation, It was indicated that the roof membrane was still
in good condition, the flashing details were also in good condition. However, glass
remnants from bottles were found on the roof. This glass may have cut the roof if
there were any traffic (foot or equipment) on the roof. The exact locations of these
cuts would be very hard to find. Water leakage from these cuts could be possible.
- At this point the source of the water leakage is undetermined.
- Per discussions with the City, a new roof for the facility should be considered. The
installation of the new roof should take place with the Phase 2 construction work.
There will be new roof mechanical units placed on the existing root along with new
metal flashing required for the new exterior brick to be installed.
- The contract documents for the Phase 1, renovation work indicated that any patching
of existing conditions to be completed must match existing conditions and demonstrate
that the integrity of the installation be maintained (i.e. watertight condition).
- All work related to Phase 1 construction should be installed to a watertight condition.
With respect to the findings listed above, the source of the water leakage may not be
known. Efforts have been made to correct the leakage, but the problem may exist until
a new roof can be installed, or source(s) of the Ieakage can be determined.

Resolution Supporting Minnesota Department of Health
Study of Mobile Home Parks
WHEREAS, The State of Minnesota has assumed responsibility for the regulation of mobile
home parks through the Minnesota Department of Health;
WHEREAS, serious issues face mobile home park residents and their host communities related
to general living and housing conditions and public safety;
WHEREAS, the League of Minnesota Cities is proposing legislation which would require the
Minnesota Department of Health to conduct a statewide study of mobile home park issues and to
develop proposed solutions for these issues.
NOW, THEREFORE BE IT RESOLVED: The City Council declares
its support for adoption by the Minnesota Legislature of the legislation proposed by the League
of Minnesota Cities requiring the Minnesota Department of Health to conduct a statewide study
of mobile home parks.

2 Issue: The State has preempted cities in the licensing of mobile home parks and has
3 limited the authority of cities to place new regulations on established mobile home parks.
4 However, cities are responsible for dealing with the various housing and public safety
5 challenges mobile home parks may create.
6 Response: Since the State has already taken the lead, the legislature should
7 provide sufficient resources and direct the Department of Health to conduct a study on
8 the condition of mobile home parks throughout the State of Minnesota. Cities and mobile
9 home park owners and residents should be involved in the study. The results of the study
10 should be used as a basis for policy discussions regarding ways in which the State can
11 provide for increased and improved oversight of mobile home parks and establish a
statewide support system for cities to rely on in dealing with the array of issues that arise
13 in mobile home parks. Outcomes of the study should include:
14 • "best practices" for the operation of mobile home parks;
15 • recommended state regulatory changes for the operation of mobile home parks;
16 • suggested ways cities can better address the issues presented by mobile home
17 parks; and
18 • identification of mechanisms to provide assistance in financing mobile home park
19 upgrades.
