ADJOURNMENT: ■ ■ ■ ■ THlS IS For the Week of July 17, 1995 - July 21 , 1995 ADMINISTRATION ADMINISTRATION You asked for a light Agenda and wha la, you have it! Until yesterday (Tuesday), we did not have any items, but the selection of a new Council meeting recorder and the proposed nomination of Jennifer Bergman to the Met. Council's new Livable Committee changed everything. ********************** As the Agenda reflects, I am proposing the City hire a new Council meeting recorder. Judy, who had been with the company we had contracted with to do our meetings is no longer with the company and the expiration of the contract provided an opportunity to find an alternative to the costly contract service. A recording secretary for several boards and commissions for the City of Fridley responded to the ad. She has also worked for the City of Columbia Heights and had high praise from her references. She has agreed to the position at an hourly pay of $10.50/hour. Because she is not a designated private contractor, she must be hired as a temporary, part-time employee and the City must pay worker's compensation tax. The tax raises the per hour fee to • $11.35. Past costs for meeting minutes indicated the average meeting time at 3 hours and the average cost $265 ($21/hr. for the meeting and $9/pg.) The proposed hiring of the new recorder will reduce costs significantly. If a meeting lasts for 3 hours and it takes 6 hours to prepare the minutes, the cost is $68.10, an average savings of $197! ***************************** The Metropolitan Airports Commission has scheduled a meeting next month, August 3 at 1:00 p.m. to discuss the Noise Abatement Plan at the Anoka County-Blaine Airport. I will notify all members of the Airport Task Force by mail. **************************** TCAAP held a meeting on Tuesday to discuss the appointment of a 10-15 member Restoration Advisory Board. The members of the selection committee are myself, Denny Probst, Mayor of Arden Hills, Matt Fulton, City Manager of New Brighton, Larry Hamer, Public Works Director, City of St. Anthony and Ery Barrett, resident of New Brighton who solicited a petition to the Army requesting the creation of a RAB. The RAB, charged with advising the Army on the phased clean-up of the entire site, is tobei. .. - - : - ': -- -- = - = - - • • - _-, and members of interested groups who have a vested interest in the clean-up of the site. It is unclear as to the connection between this RAB and the Reutilization Committee. The Army informed those at the meeting that they have been notified that the priority of the clean-up will be "worst, first". This philosophy, based on reduced funding dependence, is inconsistent with the goals of the Reutilization Committee who want to see the least contaminated (or non-contaminated) land released first. Representatives of the cities made it clear that there must be a connection between the two committees and that goals must be consistent or a lot of people are being asked to waste their time if the Army has plans to continue "as planned" and the formation of the RAB is to be only an exercise in limited, but "geared to be visible" public relations. ******************* I was able to finally connect with Susie Kaiser regarding the focus groups for the Community Connections Committee. Materials from the Committee have been sent to her and a meeting between she and I will occur after she has reviewed the "wish/wants" list and meeting minutes. She noted that she will not be able to conduct the focus groups until September due to her family's vacation schedule. ******************** At today's meeting of the North Metro Mayor's Managers Committee, I learned that Phil Cohen's wife, Bev, has been diagnosed with terminal cancer and not expected to live more than 3 months. Evidently, she learned of her condition in January but did not tell Phil until the end of the Legislative session. Phil is having a very difficult time and will, undoubtedly, need his friends more than ever. See you there! M.A.U.M.A. Dawn and I will be attending a M.A.U.M.A meeting Thursday afternoon at Maplewood Community Center. Dawn has been nominated for student of the year and is applying for the open-boardmember position (GOOD-L- ! • A -- •= - - • •- an author and nationally recognized speaker, is the guest speaker. Her topic is "Leading From the Soul." Lynnette Appraisal of Highway 10 Property: • We have contracted with an appraiser who has worked for the Cities of New Brighton and Fridley to do an appraisal of the Blue House on the corner of County Road I and Highway 10. We should have the appraisal by the end of the week to be presented to the EDA at the August work session. Business Loan Program: • Mounds View businesses are hearing about the Business Loan Program. We have had 2-3 inquiries regarding the program. I scheduled a meeting with the owners of Mister Donut and Western Bank to discuss improvements to the property. One of the reasons that the property has not been improved is due to the buyout of Mister Donuts by Dunkin Donut. Apparently, several of the Mister Donut's nationwide will now be entering into a co-op to be called the Donut Connection. This will allow them to continue using Mister Donut products rather than switching to the Dunkin Donut products. They are now ready to make the change and are looking for a loan to do this. North Metro Business Retention & Development Commission: • We now have a draft of the analysis of the data for the 5 communities that participated in the program. It is a monster of a document and needs some distilling before it is ready for public eyes. The working group, of which I am a member, will be meeting every two weeks to prioritize the information and make recommendations on a readable and understandable format for the final copy of the document. If you are interested in looking at the data please feel free to come talk to me and I would be happy to share it with you. Cathy FINANCE • Activities in Finance have been fairly routine lately. Mary Tatarek is preparing Accounts Payable; Kitty Hickok completed a Payroll; Dorothy Peterson is preparing a Utility Billing; and Don Brager is working with other Staff preparing the Budget. • I visited the Golf Course to see the computer program they are trying out for recording their sales. It appears to be a very powerful program that will provide a lot of data on the types of sales made, such as, rounds of golf, buckets of balls, various types of merchandise sold, etc. Don B. PUBLIC WORKS * We had a sewer break/repair on Knollwood Drive last Thursday, July 13. All those involved on the repair, did an admirable job! The circumstances (complexity of the break and the heat surrounding this repair were less than desirable. * Patching continues and advertisement for slurry sealing is out. Bids are due on July 31, 1995. * Staff is working on an "Informational Packet" for the water meter changeout proposal. This will be sent to the residents within the next couple of weeks. * Congratulations to the Park Seasonals for passing their Commercial Drivers License Exams! * Wally has been inspecting a residential sewer service repair for the past 2 days. The contractor is not very knowledgeable and Wally is ensuring that the homeowner receives the proper repair. (The homeowner is very grateful to Wally for helping out as much as he has.) Mike Cuilimmommm...)COMMUNITY DEVELOPMENT Pete has established a phone book recycling program. A bin, provided by U.S. West, located at the Public Works parking lot is available for people to drop their phone books off so they can be recycled. At the City's booth at the Festival in the Park, CommonBond Communities displayed a picture of the new Silver Lake Point Apartments. Lots of people stopped with questions and/or comments about the property. CommonBond now has two units completed to show prospective renters; and tomorrow (Friday) Cathy and I will have the opportunity to walk through the completed units as well as the rest of the building. JENNIFER BERGMAN POLICE * GOOD NEWS!!! GOOD NEWS!! Bob will NOT be having surgery. After further tests and review, it was decided to continue on medication to correct the problem. Bob will return to work on Friday. * In one day, we had the "week" from hell. Tuesday started with the arrest of two males for auto theft (6:00 a.m.). At 7:30 a.m. we were called to the hostage situation. Twelve hours later, the male suspect and his two small children walked out of the trailer. The children were unharmed and the male suspect was arrested. The Ramsey County Response Team, Emergency Services, and our department worked together to bring about a successful resolution to this incident. I can't thank Ramsey County and the other support agencies enough for a job well done. We talked about what we did right and what we did wrong. We agreed that it was one of the best cooperative efforts we've been involved in, but we don't want to do it again for awhile. * Over the weekend, we respond to SIX domestic assaults. Two of assaults _• : -- : : - . - - . - - ' '• -re just passing (and fighting) through. * Two juveniles were arrested on Wednesday night for possession of a dangerous weapon and theft from auto. * Two males arrested for auto theft right before the hostage situation, were also involved in a couple of burglaries that same night. They are Mounds View residents. Tim R. (PARKS, RECREATION AND FORESTRY PARKS: * Standard normal parks activities this week, including preparing athletic fields for tournaments, catching up on mowing, trash removal, delivering equipment for the play, repairing park buildings and facilities, etc. RECREATION: * Adult softball playoff tournament games were held last weekend for the men's teams. Because of the rain on Saturday, Mary had to make-up 22 games on Sunday, shortening the loser' s brackets to 5 innings and other modifications. Playoff tournament games for the Women' s leagues will be held this weekend. Hopefully the weather will cooperate. Softball team players can be big complainers and Mary has the great task of working these weekend tournaments listening to complaints regarding umpires, weather, opposing players, schedule modifications necessary due to rained out games, etc. i * Sharie chaperoned an adult's trip to the Saints baseball game Wednesday evening. They tailgated with a BBQ dinner. * The MVCT program for "Anything Goes" has been delivered and ready for distribution Opening night, July 21. Members of the MVCT are selling tickets. Jackie Guglieami and Diane Wuori have put in many hours organizing MVCT ticket sales and program preparation. * Safety Camp begins July 24 and Brad and the Playground Leaders are finalizing last details for this weeklong event. Hopes are for a bigger and better Safety Camp than last year, improving as we grow in experience. CABLE TV: * Jerry Skelly and Cynthia will be meeting to orientate Cynthia wi - = - _ - - - • Committee will meet as soon as Cynthia is on board. * One last project that Jerry Skelly is planning is to replace Council mics with new gooseneck mics which will be an improvement for viewer sound. GOLF COURSE: * Three bids have been received for netting along Fairway #2 . Owners and manger of Blaine Brothers Trucking have been consulted with the project. They are very anxious for the netting to be installed. WSN is the low bid that will be installing the netting ASAP. In the interim, the tee box has been moved to the red tee which decreases the chances for driven golf balls to angle off to the trucking property. * An all-staff clubhouse employees meeting was held last Sunday evening to review the employee manual. * Lynette and Dawn reviewed the personnel files of The Bridges and are updating the files to include necessary forms. * Pepsi-Cola has been contracted to provide more frequent service to The Bridges because on occasion we have run out of pop for sale. In addition, an emergency supply has been purchased in cases of depletion. * Tom Howard has provided a proposal for additional work on the boardwalk. Longer screws for holding the boards down will be replaced without cost. In addition work needs to be done prevent portions of the boardwalk from sinking in the bog. Planks will be installed next to posts for added strength and surface material. * The computer system program continues to be refined to meet the needs of operations. This is a frustrating part of clubhouse operations because there are some quirks in the system which makes balancing difficult. These continue to be worked on and the Finance Department is lending their expertise and advice and training. * Golf Leagues began last week during the days that the temperatures were so high. Needless to say there were many no-shows. However, this week, the leagues went like clockwork, with few no-shows. Since league participants are all pre-paid, no shows do not present a loss in revenue. FORESTRY: * Rick is working on the plan for planting additional trees along the berm at Silver View Park. * In addition, Rick is performing tree inspections and supervising tree disease procedures. 'SUMMARY; Mayor Linke recently attended a meeting with representatives of Metro cities, the Metropolitan Council and staff. The purpose of the meeting was to discuss the Metropolitan Council's implementation of the 1995 Metropolitan Livable Communities Act. One of the results of the meeting was the creation of a Livable Communities Advisory Committee whose purpose would be to advise the Metropolitan Council on the issues facing Metro area cities in their plight to expand, develop and maintain livable housing opportunities in their cities. The Mayor has suggested that the City formally put forth the name of Jennifer Bergman, Mounds View Housing Inspector/Coordinator, as a candidate for appointment to the Committee. I have spoken with representatives from the Metropolitan Council on this issue and they have already received several names from area cities accompanied by j letters of support. 1 The attached Resolution has been prepared for Council consideration and, if approved, will be forwarded to the appropriate Metropolitan Council staff. 0-4/04CL-- P4 Samantha Orduno, City Admin' trator RZECOMMENDATION; RESOLUTION NO. 4797 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION FORMALLY RECOMMENDING AND SUPPORTING APPOINTMENT OF JENNIFER BERGMAN, MOUNDS VIEW HOUSING INSPECTOR/COORDINAT_IR, TO THE METROPOLITAN COUNCIL'S LIVABLE COMMUNITIES ADVISORY COMMITTEE WHEREAS, the 1995 Legislature passed the Metropolitan Livable Communities Act with the purpose of promoting the develQpit and maintenance of affordable housing in the Metropolitan area; and WHEREAS, the Act established the Metropolitan Livable Communities Fund under the jurisdiction of the Metropolitan Council; and WHEREAS, under the Act, three accounts/programs are Lstablished with specific purposes and revenue sources; and WHEREAS, the Metropolitan Council is responsible for the establishment of criteria and guidelines for the Livable Cos Ann,i,ties Fund, the grants and loans process as well as an annual plan for distribution of the funds and preparation of an annual usage report; and WHEREAS, the Metropolitan Council has determined that implementation of the Act can be broader based by the creation of a Livable Communities Advisory Committee, composed of Metropolitan representatives who have a vested interest in the success of the Acts implementation and on-going activities; and WHEREAS, the City of Mounds View, one of the northern suburban communities which has recently completed a comprehensive housing stock analysis and established affordable housing rehabilitation as one of its primary strategic goals; and WHEREAS, Mounds View, is intimately involved and dedicated to the development and maintenance of affordable, livable and quality housing in the Metropolitan area; and WHEREAS, Mounds View has taken a lead role in the initiation of programs that are consistent with the Metropolitan Livable Communities Act. THEREFORE, BE IT RESOLVED THAT the City Council in and for the City of Mounds View does hereby declare its recommendation and support for Jennifer Bergman, Mounds View Housing Inspector/Coordinator, for appointment to the Metropolitan Council's newly created Livable Communities Advisory Committee. Because of the high cost associated with Time Savers staff is proposing the hire of a temporary part-time employee for this position. An advertisement was placed in the New Brighton Bulletin and Star Tribune. Tamara Saefke, Commission Secretary for the City of Fridley, applied for this position. Tamara's experience of transcribing meeting minutes and familiarity with city government qualifies her as an excellent candidate. It is recommended Ms. Saefke start at $10.50 .
