Explanation/Summary (attach supplement sheets as necessary.) SUMMARY; Last Monday, I met with Joseph Holmburg, Vice President of the Westminster Corporation and Jeffery R. Huggett of Huggett Real Estate Services regarding their proposal to build 80 units of low to moderate income rental senior housing on the property behind Win Insurance on Silver Lake Road. According to their preliminary proposal, proposed rents would be approximately $450 for one bedroom units, $550 for two bedroom units with a ratio of 60% one bedroom to 40% two bedroom units. Their rationale for building low to moderate income rental units is the availability of tax credits to reduce the total project cost. Westminster is a non-profit corporation affiliated with the Archdiocese of St. Paul and plans to utilize its non profit status to take advantage of all available financing tools - including a request for Tax Increment Financing from the City to essentially "buy down" the rents to the aforementioned levels. One of the concerns that Westminster has is the availability of TIF for this project. I have shared with them the desire of the City to have a senior housing project in the City, but noted that the specific issue of low-mod income senior housing has not ever been addressed. Another issue is the term of the district should the project (in whatever form) proceed. They need a financing plan which would allow 15 years of increment on a pay-as-you-go basis. I shared with them the Council's reluctance to grant more than 12 years to C/I proposals, but a senior housing project is a different type of project which may be evaluated differently by the Council. S mantha Ordu o, Ci y Admini trator RECOMMENDATION: STAFF REPORT PAGE TWO OF TWO DECEMBER 27, 1993 I have invited representatives from Westminster to come to the Work Session to present their preliminary proposal to the Council and share with the Council information regarding their organization and their past track record in the area of senior housing. There are several areas which the Council should consider as they listen to the Westminster proposal: to what extent is low-mod income senior rental housing the best use for the property and is it consistent with the overall plan for the City; to what extent does the Council desire that the-corner -be--developed-- should- it include the Win Insurance property as well as the adjacent property owned by Kraus-Anderson. The Westminster proposal is very preliminary - we have had just one meeting, but they appear to be very interested in the site and need now to get a better understanding of what the Council envisions for the site. They have not presented the staff with a formal proposal and request for TIF assistance, nor has the staff seen a financial pro-forma. If the Council is receptive to the preliminary proposal, Westminster will no doubt proceed to the next phase of the proposal process. At the Council's November 1, 1993 Work Session, the Council developed a list of legislative priorities which they consider to be important for Mounds View in the 1994 Legislative Session. The list includes the following issues: * Increasing the filing fee and requirements for elective office * Limitations on the DNR permits to remove water from area lakes * Amendment of the Human Rights Law to provide law enforcement officers more discretionary authority over lawful stops. * Amendment to the MSA allotment procedures which currently require cities to construct roadways according to standards which may not be appropriate to a particular city and also allow cities to spend MSA money on any road in the city. * Additional restrictions on agricultural peddlers in a city. Several of these peddlers pose many problems for the City, yet we are not permitted to establish fees to offset the cost of enforcement of our laws. * Improved coordination of responsibilities regarding inspections of manufactured home parks. * Repeal of the State imposed sales tax on cities * A realistic, reasonable and truly informative Truth In Taxation Law which recognizes the budgetary process of cities and does not present misleading information to residents many months before a city's budget is completed. * Restructuring of the property tax formula - residential properties are absorbing more of the tax burden due to the tax shift from C/I properties. Explanation/Summary (attach supplement sheets as necessary.) ,SUMMARY; The City of Spring Lake Park is requesting that the Council consider a joint meeting to continue the discussion regarding the signalization of Pleasantview Drive. The meeting would also include representatives from MNDot, Anoka and Ramsey Counties. To date, Anoka County has expressed interest in the project, but Spring Lake Park has yet to hear a response from Ramsey County's Department of Public Works. It is their goal to receive a response prior to a joint meeting of the two councils and other interested parties. The senior housing project in Spring Lake Park has been given the required approvals and construction is expected to begin this Spring. The Council of Spring Lake Park is asking that this matter proceed to the next level of discussion, noting that to do so would mean that the City of Mounds View is interested in providing a portion of the cost. I have spoken with all of them and all expectations are that they will be requesting continued appointment to the Parks and Recreation Commission. All are very dedicated to the Commission. Attendance at regular meetings has been very good. Most members also serve on committees and groups related to Parks and Recreation in capacities such as the MVCT Board of Directors, coaches for youth athletics, Trailways Advocacy Group, Golf Course Task Force, offering volunteer labor and work for park projects including the path surveying, golf course clean-up and park clean up projects. The Commission has met at city parks for first hand observation of problems or projects, have met cooperatively with neighboring cities or agencies for information exchanges relating to parks and recreation activities. - The Commission is a wonderful groupof people that are interested in the well-being of the community and offer their talents, time, interests, ambitions and skills for the achievement of leisure benefits for the community in the realm of parks, recreation & forestry endeavors. FOR THE WEEK OF DECEMBER 27 - DECEMBER 31 , 1993 ADMINISTRATION Staff has spent the last two weeks cleaning up year end tasks such as licensing of gasoline stations, off/on-sale malt liquor, amusement devices and collecting second half payments on intoxicating liquor. The creeping crud has been sweeping through City Hall again. Have had persons from every department out with the flu. Some employees have been on vacation using up time that can't be rolled over. Rumor has it that everyone had a nice Christmas. HAPPY NEW YEAR TO ALL! Michele City Hall Expansion Update The bar joists for the roof are set and the roof decking is near completion. They hope to have the roofing done in the next couple of days. They will also have the doors and windows sealed off by Thursday and begin heating the inside in preparation for interior work starting Monday 1/3/94. With a month and a half to go, it appears everything is on schedule. Focus 2000 As of 12/20, all of the Issue Project Teams have met for the last time. The next step is to have a preliminary draft of the final report prepared and available by January 10 for review prior to the last Public Forum which is slated for 7:00 p.m., January 19, 1994, at Edgewood Middle School. This will provide the public one last opportunity to include their ideas and suggestions in the final report to be presented to the City Council at the March 14, 1994, Regular Council meeting. Tim C. FINANCE • I am still finishing up the paperwork on the 1994 budget. Reports to the State to certify compliance with the Truth In Taxation(TNT) Law; reports to the County re the general and debt service tax levies. The State has revised a budget report, which the City is required to submit, to include columns for: Previous Year's Budget, Projected Actual, and Current Year's Budget. As if we didn't have enough to do! (I know: grumble, grumble; groan, groan). • On Tuesdayroofers were busy putting roofing on the new addition. On of the workers said they may install heating/air conditioning this week. • Kitty Hickok is busy working on employees' W-2 forms. They should be distributed shortly. • The State Auditor's Office has blessed us with a new form. It's called "Broker/Dealer's Certification". One of those forms has to be completed by each broker/dealer that the City does business with when purchasing investments to ensure that they are aware of the State laws governing the types of investments the City is permitted to make. Don B. POLICE Chief Ramacher is on vacation this week. Fairly quiet Christmas weekend. Five officers went to a certification class for A.S.P. baton training. Officers need this certification to be able to carry and use the expandable baton. Dave Brick COMMUNITY DEVELOPMENT PLANNING In January, the Planning Commission will be considering possible changes to the sign code. Staff spent the month of December researching the sign codes of other cities to prepare a basis for discussion. Electronic readerboards, search lights, and inflatable balloons (type of signs that probably weren't even around the last time the code was revised!) arejusta few of the many items under consideration. RECYCLING Residents of the Colonial Village Mobile Home Park have been sent a detailed mailing on how to recycle within their park. This mailing included, among other things: a list of accepted items, a calendar with recycling dates marked and information on recycling bins. We will be able to see if this mailing increases park participation, as Colonial Village's hauler (Peterson Brothers) does not pick up anywhere else in the City. SPECIAL EVENT Last Wednesday, City Hall was visited by none other than SANTA CLAUS himself. The Council Chambers were turned into a Christmas wonderland and families of staff and Council stopped by to visit with Mr. Claus, eat cookies, and generally have a good time. Many thanks to Dennis Hjelle (our custodian extraordinaire) for serving as Santa and to Barb Benesch for planning the event and for making sure that each child received just the right gift. Carla PARKS, RECREATION AND FORESTRY Mary was on a well deserved vacation the week of December 28-31 . PARKS: Jeff and Steve have been busy getting the rinks ready for the skating season. This cold weather has been great for ice making. The rinks opened on Monday, December 28. Residents of the Groveland Park area have been flooding their pleasure rink giving Jeff and Steve more time to work on establishing good ice at Hillview and Lambert. RECREATION: Mary has spent the week chaperoning holiday vacation trips including a sliding trip.to Columbia Golf Course, movie and Circus pizza trip, Como Park, ice rink activities and a New Year's Eve rollerskating party. I instructed a group of 20 young people in Red Cross Babysitting on December 28 and 29. We are all preparing for the upcoming start of winter programs.
