Item Title/Subject: Resolution 7244 Approving a Contract Award for Cleaning
Services for the City Hall/Police and Mounds View Community
Center
Background
On April 10, 2006, Council awarded a cleaning contract to JaniStar Cleaning Services
Inc. to provide cleaning services for the City Hall offices and the Police Department.
At this council meeting, Council expressed interest in having both facilities cleaned by the
same cleaning service.
Discussion
Staff solicited quotes from cleaning companies to provide cleaning services to the
City Hall/Police Department offices and the Mounds View Community Center. Six
companies submitted quotes. They are as follows:

The City is currently in a cleaning contract with Jani-Star Cleaning Services Inc, in the
amount of $1190.00/mo for City Hall/Police and Coverall in the amount of $420.00 /mo
for the Community Center. Staff will give the appropriate 30 day notice to each of the
cleaning services upon approval of a new contract with CleanTech.
Staff conducted a reference check on CleanTech, the results are as follows:

Staff has also contacted the Better Business Bureau web site for any complaints
regarding CleanTech. No complaints about this company have been reported in the last
36 months.
Staff will submit the cleaning contract to Kennedy and Graven for review upon approval.
This vendor is guaranteeing the contract quote for a period of three years. The City also
has the right to terminate the contract upon a proper 30 day notice.
Further Discussion
During the 1990’s, the City had on staff a part-time janitor. The position was not eligible
for benefits due to the part-time status (20 hours or less). Should the City Council
entertain the idea of hiring a part-time janitor for the cleaning duties of the City Hall/Police
Department and the Mounds View Community Center, the following are cities with a
janitor position (there are no janitorial positions within the 10 comparable cities):

The benefit of having an on staff janitor is accountability.
Staff has had difficulties with the past and present cleaning services in providing
expected results.
(2008 Budget amount for cleaning services is $15,700 in 100-4460-3030 and $5520 in
252-4350-5110.)
Recommendation (Options)
1. Hire a part-time janitor for the sole purpose of cleaning the City Hall/Police
Department along with the Friday and Saturday evening cleanings at the
Community Center. Staff believes the accountability by that person will benefit the
City tremendously. More pride will be taken by someone who is on staff than a
company that is contracted to perform cleaning duties. Should the Council feel that
hiring a part-time person is not the direction the City should take, Option No. 2 is
available. (Should Council make the decision to hire a part-time the resolution will
be revised.)
2. Enter into a cleaning contract with CleanTech to provide cleaning services for the
City Hall/Police and Mounds View Community Center in the amount of $1635.00
per month. Funds would be derived from the Buildings and Grounds/Professional
Services/Cleaning Services account - 100-4460-3030, $1196.00/mo and the
Mounds View Community Center - Building and Grounds account, 252-4350-5110,
$439.00/mo.

APPROVING THE CONTRACT AWARD FOR CLEANING SERVICES FOR CITY
HALL / POLICE DEPARTMENT AND THE MOUNDS VIEW COMMUNITY CENTER
WHEREAS, the City currently has a cleaning contract cleaning services for the
City Hall offices and Police Department and the Mounds View Community Center; and
WHEREAS, the City Hall building will need to be cleaned on an everyday basis;
and the Mounds View Community Center will need to be cleaned on Friday and
Saturday evenings after the building closes, and
WHEREAS, Six (6) cleaning companies submitted quotes to provide cleaning
services for the City Hall offices and the Police Department and the Mounds View
Community Center; and
WHEREAS, the lowest quote was from CleanTech in the monthly amount of
$1635.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:
1. A cleaning contract with CleanTech to provide cleaning services for the City
Hall building and Mounds View Community Center in the amount of $1635.00
per month is hereby approved.
2. Staff to cancel the existing cleaning service contracts for the City Hall building
and Mounds View Community Center.
3. The Mayor and Interim Administrator are hereby authorized to execute said
cleaning services contract.
4. That said approval and authorization to execute is contingent upon the
approval of the City’s Legal Counsel to do such.
5. The funds to administer this contract are to be derived from the Buildings and
Grounds Department of the General Fund (Account No. 100-4460-3030) and
Mounds View Community Center - Building and Grounds account, 252-4350-
5110.

Background:
Officer Tim Wolf and Officer Keith Demarest are current employees with the City of
Mounds View. Their supervisors have reviewed their performances as it relates to their
responsibilities outlined in the job descriptions.
Discussion:
It was determined that Officer Tim Wolf and Officer Keith Demarest have more than
satisfactorily performed in the capacity of their positions, and therefore, a step/longevity
increase wage adjustments are consistent with the Personnel Manual and Labor
Agreements.

On February 11, 2008, the City Council approved Resolution 72123 establishing
a Streets and Utilities Committee.
The overall charge of the Committee is to ensure that the Street and Utility
Improvement Program is implemented as adopted and to advise and provide
recommendations to the City Council on design and financing issues
encountered.
Discussion:
The general parameters of the Streets and Utilities Committee were established
and adopted via Resolution 72123 (see attachment).
It was determined that the Streets and Utilities Committee will be comprised of
seven citizen members who currently do not hold an elected City office. Based
on this, the City solicited citizens to submit applications. A public notice was
developed and published in the City’s official newspaper, posted on the City’s
website, and directly mailed to members of the Streets and Utilities Task Force
(see attached notice).
A total of eleven (11) applications for the Streets and Utilities Committee were
received by the 4:30pm, March 14, 2008 deadline. Attached are the applications
for the City Council’s review.
The first meeting of the Streets and Utilities Committee is schedule for April 21,
2008.
Recommendation:
It is recommended that the City Council appoint seven Streets and Utilities
Committee members from the applications that were submitted.

RESOLUTION 7223
STREETS AND UTILITIES COMMITTEE
Purpose and Charge of the Group
The overall charge of the group will be to ensure that the Street and Utility
Improvement Program it is implemented as adopted. The group will advise and
provide recommendations to the City Council on design and financing issues
encountered, as well as policy concerns in implementing the program. The group
will be an integral part of the communication component of the program. The
group will communicate to the public the goal and purpose of the program and
will collect and analyze public input. The group will periodically review the
program’s financial plan, including review of projections of the funds that finance
this program. And finally, the group will periodically report to the City Council on
progress and issues associated with implementing this program.
Type of Group
The City Council also discussed what type of group this would be: Advisory
Group, Commission, or Committee. Council has directed to make this group a
Committee, and it will hereafter be referred to as the Streets and Utilities
Committee.
Length of Existence
It is intended that the purpose of the Streets and Utilities Committee will be
fulfilled upon completion of the Street and Utility Improvement Program and
therefore can be disbanded. However, since the program also includes other
maintenance components of the streets and utilities, beyond the initial 9-year
reconstructing phase, future City Councils could review the relevance and
effectiveness of this committee and determine whether it should be extended
beyond the initial reconstructing phase.
Size and Structure of the Committee
It was determined that the Streets and Utilities Committee will be comprised of
seven citizen members. Either the Public Works Director or a Staff member
appointed by the Public Works Director will act as the Staff liaison to the
Committee. The Committee may choose to appoint a chairperson, vise-
chairperson, and secretary. The Staff liaison would be eligible for any
appointments.
Selections and Terms of Committee Members
Citizens of Mounds View who currently do not hold an elected City office are
eligible to serve on this committee. The City Council will select committee
members based on application submitted to the City. Members of the committee
will serve three (3) year staggered terms, with terms expiring December 31 of
each year. In order to establish appropriate staggering of terms for the
committee members, appointments to a term of less than three (3) years are
permissible. Both original and successive appointees shall hold their seat until
their successors are appointed and qualified.
Meeting Dates and Frequency
The Committee will meet on an as needed basis. Initially, meetings will be on the
third Monday of the month at 7:00pm; however this could be changed if so
elected by the Committee. It is possible and perhaps probable that for the first
year or so the meetings may be as frequent as once per month. A minimum of
four meetings will be held per year – generally quarterly. The Committee will
need to have a quorum to meet. A quorum is defined as a majority of the
appointed members. There will be several Neighborhood Meetings associated
with each project of the program. These Neighborhood Meetings may be
integrated with the Committee meetings. Meetings will be recorded and televised
as required by Resolution 5396.
STREETS AND UTILITIES COMMITTEE
The City of Mounds View has recently adopted a Street and Utility Improvement
Program for maintaining the City’s infrastructure. A major component of this program
includes the rehabilitation of twenty six (26) miles of City streets and utilities over the
next several years. To ensure that this program is implemented as adopted, the City will
be forming a Streets and Utilities Committee.
This Committee will be comprised of seven (7) citizens and the Public Works Director
acting as the staff liaison for the Committee. The objectives of the Committee will be to:
• Ensure that the Street and Utility Improvement Program it is implemented
as adopted
• Advise and provide recommendations to the City Council on design and
financing issues, as well as policy concerns in implementing the program
• Be an integral part of the communication component of the program by
communicating to the public the goal and purpose of the program and
collecting and analyzing public input
• Periodically review the program’s financial plan
• Periodically report to the City Council on progress and issues associated
with implementing this program
The Committee will meet on the third Monday of the month at 7:00pm, on an as-needed
basis. The meetings may be as frequent as once per month or as infrequent as four per
year. The Committee may also be requested attend project neighborhood meetings.
The City of Mounds View invites all interested citizens to become involved in this
process by volunteering their time to serve on this committee.
Additional information on the Street and Utilities Committee, along with an application
form, is attached.
Applications for this committee must be returned to the Mounds View City Hall by
4:30PM on Friday, March 14, 2008. The City Council will review the applications and
selected the committee members on March 24, 2008.

STREETS AND UTILITIES COMMITTEE
Purpose and Charge of the Group
The overall charge of the group will be to ensure that the Street and Utility
Improvement Program it is implemented as adopted. The group will advise and
provide recommendations to the City Council on design and financing issues
encountered, as well as policy concerns in implementing the program. The group
will be an integral part of the communication component of the program. The
group will communicate to the public the goal and purpose of the program and
will collect and analyze public input. The group will periodically review the
program’s financial plan, including review of projections of the funds that finance
this program. And finally, the group will periodically report to the City Council on
progress and issues associated with implementing this program.
Type of Group
The City Council also discussed what type of group this would be: Advisory
Group, Commission, or Committee. Council has directed to make this group a
Committee, and it will hereafter be referred to as the Streets and Utilities
Committee.
Length of Existence
It is intended that the purpose of the Streets and Utilities Committee will be
fulfilled upon completion of the Street and Utility Improvement Program and
therefore can be disbanded. However, since the program also includes other
maintenance components of the streets and utilities, beyond the initial 9-year
reconstructing phase, future City Councils could review the relevance and
effectiveness of this committee and determine whether it should be extended
beyond the initial reconstructing phase.
Size and Structure of the Committee
It was determined that the Streets and Utilities Committee will be comprised of
seven citizen members. Either the Public Works Director or a Staff member
appointed by the Public Works Director will act as the Staff liaison to the
Committee. The Committee may choose to appoint a chairperson, vise-
chairperson, and secretary. The Staff liaison would be eligible for any
appointments.
Selections and Terms of Committee Members
Citizens of Mounds View who currently do not hold an elected City office are
eligible to serve on this committee. The City Council will select committee
members based on application submitted to the City. Members of the committee
will serve three (3) year staggered terms, with terms expiring December 31 of
each year. In order to establish appropriate staggering of terms for the
committee members, appointments to a term of less than three (3) years are
permissible. Both original and successive appointees shall hold their seat until
their successors are appointed and qualified.
Meeting Dates and Frequency
The Committee will meet on an as needed basis. Initially, meetings will be on the
third Monday of the month at 7:00pm; however this could be changed if so
elected by the Committee. It is possible and perhaps probable that for the first
year or so the meetings may be as frequent as once per month. A minimum of
four meetings will be held per year – generally quarterly. The Committee will
need to have a quorum to meet. A quorum is defined as a majority of the
appointed members. There will be several Neighborhood Meetings associated
with each project of the program. These Neighborhood Meetings may be
integrated with the Committee meetings. Meetings will be recorded and televised
as required by Resolution 5396.
STREETS AND UTILITIES COMMITTEE
The City of Mounds View has recently adopted a Street and Utility Improvement
Program for maintaining the City’s infrastructure. A major component of this program
includes the rehabilitation of twenty six (26) miles of City streets and utilities over the
next several years. To ensure that this program is implemented as adopted, the City will
be forming a Streets and Utilities Committee.
This Committee will be comprised of seven (7) citizens and the Public Works Director
acting as the staff liaison for the Committee. The objectives of the Committee will be to:
• Ensure that the Street and Utility Improvement Program it is implemented
as adopted
• Advise and provide recommendations to the City Council on design and
financing issues, as well as policy concerns in implementing the program
• Be an integral part of the communication component of the program by
communicating to the public the goal and purpose of the program and
collecting and analyzing public input
• Periodically review the program’s financial plan
• Periodically report to the City Council on progress and issues associated
with implementing this program
The Committee will meet on the third Monday of the month at 7:00pm, on an as-needed
basis. The meetings may be as frequent as once per month or as infrequent as four per
year. The Committee may also be requested attend project neighborhood meetings.
The City of Mounds View invites all interested citizens to become involved in this
process by volunteering their time to serve on this committee.
Additional information on the Street and Utilities Committee, along with an application
form, is attached.
Applications for this committee must be returned to the Mounds View City Hall by
4:30PM on Friday, March 14, 2008. The City Council will review the applications and
selected the committee members on March 24, 2008.

Discussion:
The resignation of Mr. Lee creates a large void in the Public Works Department. Staff
would like to start the advertisement immediately upon City Council approval. Without a
Public Works Director, the City will not be able to support the city’s goals at the current

Introduction:
Kurt Ulrich had resigned as Clerk-Administrator effective September 13, 2007. The City
Council sought proposals from recruitment professionals, and decided on Springsted to
assist the City in the Clerk-Administrator recruitment process.
Discussion:
On January 28, 2008, the Council held a special meeting to review the top seven candidates
and to identify the finalists to interview. Three identified candidates were interviewed by the
City Council on Saturday, February 9, 2008, and it was determined by the City Council to
offer the job to the City’s internal candidate, James Ericson. The Mounds View City Council
met in closed Executive Sessions to discuss and negotiate Mr. Ericson’s employment
agreement. Mr. Ericson accepted the position and the terms of his contract.
Recommendation:
Approve Resolution 7228, a resolution approving the hiring of James Ericson to fill the
position of Clerk-Administrator, effective February 11, 2008.

RESOLUTION APPOINTING JAMES ERICSON TO THE POSITION OF
MOUNDS VIEW CLERK-ADMINISTRATOR
WHEREAS, upon direction from the Mounds View City Council, the Clerk - Administrator
position was advertised; and,
WHEREAS, the City Council sought proposals from recruitment professionals, and
decided on Springsted to assist the City in the Clerk-Administrator recruitment process; and
WHEREAS, three candidates were identified and interviewed by the City Council on
Saturday, February 9, 2008; and,
WHEREAS, James Ericson’s skills and experience most closely matched the identified
needs of the City; and
WHEREAS, Mr. Ericson consented to a criminal background check, which were performed,
and the results of which revealed nothing of note; and
WHEREAS, at the March 24, 2008, Executive Session, Mr. Ericson accepted the position
under the terms and conditions of his employment agreement negotiated between the parties; and
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council appoints James
Ericson as the City of Mounds View Clerk-Administrator to begin effective February 11, 2008.
BE IT FURTHER RESOLVED, that wage compensation will be consistent with the
employment agreement, negotiated between the parties.
BE IT FURTHER RESOLVED, that Mr. Ericson shall serve at the will of the Council and may
be terminated with or without cause at any time. Severance and separation compensation shall be
consistent with the employment agreement and the City’s personnel policies.
BE IT FINALLY RESOLVED, that the employment agreement negotiated between the
parties will be incorporated into a written contract for final acknowledgement by the City Council and
execution by the parties.

appointment will be presented for formal action and approval by the City Council at this

Community Development Director position will become vacant. Staff would like to start the
process of advertising the position immediately upon formal approval of Mr. Ericson’s

with the 2008 Tree Removal and Tree Trimming
Programs
Background:
Annually, quotes are received for forestry-related work; this work includes tree
removal and tree trimming and is done as part of the Joint Powers Agreement
the City of Mounds View has with the City of New Brighton. These services are
also included in the 2008 Budget.
For tree removal, in order to receive the most favorable quotes as possible,
quotes are based on two operational scenarios: one whereby vehicle and
equipment access is available to the site where the trees to be removed are
located; the other for cases where access with vehicles is not possible.
Discussion:
Tree Removal Quotes – No Access
Tree removal quotes were received for the 2008 season. For quotes associated
with no vehicle access, the quotes were further broken down into two categories:
tree trunk diameters less than 28.5 inches and diameters greater than 28.5
inches.
There were five companies that submitted tree removal quotes for trees with no
vehicle access. The results are as follows:

The low quotes were submitted by JB Tree for the trees up to 28.5 inches in
diameter, and Minnesota Tree Surgeons for larger trees with a diameter greater
than 28.5 inches. Both of these companies have held municipal contracts in the
past with good results and possess the equipment and ability to successfully
remove diseased trees from back yards and park areas in Mounds View. As a
note, these costs are about 33% less than last year’s costs (2007 prices: <28.5
inches $29.50, >28.5 inches $45.00). The City Forester recommends entering
into contract with each of these firms at their respective low bids.
Tree Removal Quotes – With Access
Front yard and boulevard (“accessible”) trees were removed in 2006 and 2007 at
$15.00 per diameter inch by 4 Seasons Tree Care. The few large trees in this
category (over 35”) were also removed in 2006 and 2007 at $26.00 per diameter
inch by 4 Seasons Tree Care. The process in both cases involves the removal of
both the entire tree as well as the stump. 4 Seasons Tree Care has again agreed
to renew their contract for 2008 with no increase in their unit prices. The City
Forester highly recommends renewal of this contract.
Tree Trimming
The City awarded a contract in 2007 to 4 Seasons Tree Care for boulevard and
park tree trimming. The contract was for $125.00 per hour for two workers, boom
truck, and chipping truck. 4 Seasons Tree Care has agreed to renew their
contract for 2008 with no increase in their unit prices. The City Forester highly
recommends renewal of this contract.
Recommendation:
Staff recommends that the City Council approve awarding a contract to JB Tree
for the removal of trees up to 28.5 inches in diameter, and Minnesota Tree
Surgeons the removal of trees with a diameter greater than 28.5 inches for trees
with no vehicle access.
Staff also recommends renewing the current contract the City has with 4
Seasons Tree Care for the removal of trees with vehicle access.
Staff also recommends renewing the current contract the City has with 4
Seasons Tree Care for tree trimming services.

Introduction:
Staff has scheduled an Employee Appreciation Lunch for Wednesday, May 21, 2008, located at the
Mounds View Banquet Facility, from 11am to 100pm. As stated in Resolution 5617 (attached as
Exhibit A), the City will provide eligible employees gift certificates for a Five-Year Employment
Milestone.
Discussion:
One of the clauses in Resolution 5617 is that the City would provide to employees “gift certificates in
the amount of $5 per year of service at five-year increments.” Currently there are four city employees
that fall under these criteria. Both the Employee Lunch and Gift Certificates are currently budgeted
for 2007(Budget # 100-4100-1600). The employees below qualify under the criteria set in Resolution
5617:

WHEREAS, the Mounds View City Council wishes to show its appreciation to employees
and volunteers for dedicated and committed service; and
WHEREAS, the City Council is committed to responsibly expending public funds; and
WHEREAS, the City Council believes that showing appreciation to employees and
volunteers benefits the City.
NOW, THEREFORE, BE IT RESOLVED that the City of Mounds View will annually (when
funds are available) contribute $1000 toward an annual employee appreciation event to be held at the
Mounds View Banquet and Conference Center; and

APPRECIATION CERTIFICATES TO EMPLOYEES HAVING REACHED
FIVE-YEAR EMPLOYMENT MILESTONES
WHEREAS, Resolution 5617 was adopted by the City Council on October 8, 2001; and,
WHEREAS, one of the clauses in Resolution 5617 indicates that the City will provide to
employees certificates in the amount of $5 per year of service at five-year increments; and,
WHEREAS, the following individuals have achieved an employment milestone with the City
of Mounds View.

Certificates to each herein identified employee in amounts equal to five times their years of service.

Item Title/Subject: Mounds View Community Center Floor Surfacing
Options
Background:
The wooden floors at the Mounds View Community Center are in need of
maintenance.
Discussion:
Information from the Parks Supervisor
The dance and gym floor at the MVCC. Are scheduled and budgeted for re-
finishing.
Contractors have been in to view the areas and the consensus is that a scuff
sand and coating of the dance floor 1600 sq. ft. would cost $2,000.00.
The floor has not been refinished since the building was opened and is in dire
need of re-finishing.
The scuff sand and recoat will not be enough to refinish this floor and flatten it.
To do it right the floor should be sanded and flattened, there are lots of deep
scratches in it that can be sanded out. I was told that this is the original dance
floor from the Bel-Rae.
If the plan is to keep the Event Center/Banquet area on line the total sand and
refinish would be advisable. This would run approximately $5,500.00 and have a
more durable surface when done.
The gym floor was refinished with a scuff sand and urethane coat in July of 2003,
it is recommended that a floor of this style be refinished every 3 to 4 years to
keep it in good and durable condition.
The average price for the gym floor was: $1.00 per sq. ft. @ 10,000 sq. ft.=
$10,000.00
We have in the budget 252-4730-5110 $1,000.00 for dance floor refinishing.
We have in the budget 252-4732-5110 $4,000.00 for gym floor resurfacing and
maintenance.
The gym floor is in pretty good condition and we could get another year (the
finish is showing signs of wear) if need be. We do not want to go too long as the
graphics will have to be re-done. Thanks, Steve
Staff recommends that funds be allocated in the 2009 budget for refinishing the
gym floor and perhaps the Event Center/Banquet dance floor depending on what
the long term plan is for this floor.
Recommendation:
Staff is looking for direction on this matter. Specifically, Staff is looking for
Council direction regarding the City Council’s plan for the Event Center/Banquet
area.
