This includes, but is not limited to carports. The Zoning Code regulates the placement, size, and appearance of Accessory Buildings based on what zoning district the property is located in. Recently, the City has taken enforcement action on carports (Accessory Buildings) which violate the Zoning Code, but some of the ordinance text is unclear if the intent is to permit Accessory Buildings with “metal” exteriors. In summary, within residential districts, carports with metal exteriors are permitted, while tarp-like exteriors are not (excludes greenhouses). Staff is requesting that the City Council discuss regulations of Accessory Buildings and provide Staff direction if clarification is needed. The basic question is, is the Council’s intent to allow carports with metal exteriors, and if so, in which zoning districts? If clarification is needed, Staff will propose a text amendment at a future meeting. Discussion: This topic was previously discussed by the City Council on September 2, 2014 and October 6, 2014 (both Council Work Sessions). The discussion was specific to allowing tubular structures with tarp-like exteriors. At that time, the Council’s consensus was to not change the ordinance (i.e. prohibit tarp-like exteriors). Within the R-1, R-2, R-3, and R-4 districts, the Zoning Code permits up to three Accessory Buildings. The maximum size is 952 sq ft. (1,800 sq ft combined for all Accessory Buildings, or 20% of the rear yard, whichever is less). If the Accessory Building is more than 250 sq ft, then the roof shall match or be similar to that of the home. A Conditional Use Permit (CUP) may be issued for an Accessory Building exceeding 952 sq ft. Within the R-5 district (manufactured home parks), the maximum size of an Accessory Building may be 216 sq ft. The district is not specific to tarp-like vs. metal exteriors. Within the B-1, B-2, B-3, and B-4 districts, Accessory Buildings are limited in size to 30% of the gross floor area of the principal building. An IUP may be issued for a temporary (6 months) tent, limited in size to 5,000 sq ft, or 10% of the gross floor area of the principal building. Within the B-3, and B-4 districts, Accessory Buildings shall be constructed of the same materials as the main structure. Within the I-1 district, the exterior finish of Accessory Buildings is not addressed. Within PUD’s, exterior appearance may be determined project by project. Within the Co Rd 10 Corridor Overlay District (all parcels within 200’ of Co Rd 10), all structures must be a minimum of 50% masonry. Selected Sections of the Zoning Code: Zoning Code 1102.02, Subd 1 Accessory Building or Use: A subordinate building or use which is located on the same lot on which the main building or use is situated and which is reasonably necessary and incidental to the conduct of the primary use of such building or main use. Zoning Code 1102.02, Subd 14 Carport: Space for the housing or storage of motor vehicles and enclosed on not more than two (2) sides. Zoning Code 1106.03, Subd 1 [R-1, R-2, R-3, R-4 districts]: Accessory Buildings: Accessory buildings, which for these purposes shall include garages, tool houses, carports, sheds and similar buildings for storage of domestic supply and noncommercial recreational equipment, whether attached or detached. Zoning Code 1106.03, Subd 1(g) [R-1, R-2, R-3, R-4 districts]: Accessory buildings shall have a weather resistant, treated or finished exterior. Structures composed of tubular metal and canvas or exposed plywood, particle board or similar materials shall not be permitted. The City does not allow cloth, canvas, plastic sheets and tarps or similar materials as primary exterior materials on accessory buildings (except for green houses). Zoning Code 1106.03, Subd 1(i) [R-1, R-2, R-3, R-4 districts]: The roof of all accessory buildings exceeding two hundred fifty (250) square feet in size shall: (1) Match or be similar to the character and style of the roof of the principal structure. (2) Have a pitch or slope of at least 2-12. Recommendation: Staff is neutral as to whether accessory buildings with metal exteriors should be permitted. Respectfully submitted, ________________________ Jon Sevald, AICP Planner Item No: 3 Meeting Date: March 7, 2016 Type of Business: Work Session City of Mounds View Staff Report To: Honorable Mayor and City Council From: James Ericson, City Administrator Item Title/Subject: Review Goals and Priorities Discussed at the City Council and Department Head Retreat Introduction: The City Council held its annual retreat with management staff on February 29, 2016, at the Mounds View Community Center. The Council reviewed the previously adopted 2015 goals and priorities and received updates on progress associated with each. Discussion: The City Council determined that many of the goals and priorities from 2015 remained just as important in 2016, thus most of the priorities carried over with some minor tweaking to their wording. The one priority from 2015 which was not carried forward related to business retention and recruitment efforts, which is the core job responsibility of the Business Development Coordinator. New goals included developing a vision for City Hall Park (which expanded on last year’s priority regarding a Splash Pad), developing a program to recognize outstanding employee achievement, pursuing the naming of County Road 10, and, developing a streets and utilities improvement program to pick up where the last program left off. Recommendation: Please review the attached goals and discuss whether the wording accurately captures the essence of the Council’s intent. Any changes would be made prior to formal adoption by the City Council at the March 14th meeting. For Council reference, I have added the lead department for each priority—these departmental notations will not be included in the official version adopted on March 14, 2016. The City of Mounds View provides a variety of core and essential services to its residents, property owners and business owners. Each of these service delivery areas is an acknowledged and supported priority and each supports the City’s Mission, Vision and Values statements. Recognizing that important services such as Code Enforcement, Street and Infrastructure Improvements, the Community Center, Parks, Public Safety, Sewer and Water delivery are ongoing priorities which strengthen and enhance the City’s livability and social fabric, the City Council has chosen to focus particular attention this year to the following identified priorities: • Encourage development and promote programs and opportunities to improve neighborhoods and eliminate blight (Community Development) • Focus on corridor maintenance, aesthetics, landscaping and appearance; pursue linkages to promote regional trailway connectivity (Public Works) • Develop the vision associated with Crossroad Pointe (Community Development) • Implement technology enhancements to expand access and availability to residents, businesses and City departments; provide for greater security in parks and City buildings (Finance) • Explore renewable energy and energy efficiency improvements; pursue Green-Step City designation Level 2 (Public Works) • Finalize and approve the design, size, location, and financing plan for the new Public Works building (Public Works) • Ensure Mounds View’s interests are protected and promoted relating to the Rice Creek Commons redevelopment (Administration) • Develop a vision for City Hall Park (Public Works) • Promote positive partnerships and outreach efforts between the Mounds View Police Department and the community it serves (Police Department) • Develop a program to recognize outstanding employee achievement (Administration) • Pursue the naming of County Road 10 (Administration) • Develop and approve a sustainable streets and utilities maintenance and reconstruction program (Public Works) The City Council believes the County Road 10 corridor to be a key component in the City’s redevelopment vision. A vibrant, easily accessible and aesthetically pleasing commercial corridor will be Mounds View’s foundation upon which our other amenities and community assets will be strengthened and reinforced. (Reviewed March 7, 2016) Item 04 March 7, 2016, Work Session Review Town Hall Meeting Agenda City Administrator Review: _____ CITY OF MOUNDS VIEW TOWN HALL MEETING AGENDA MOUNDS VIEW CITY HALL Monday, March 21, 2016 6:00 p.m. – 8:30 p.m. The City of Mounds View will be holding its 12th annual Town Hall Meeting on Monday, March 21, 2016, at Mounds View City Hall, located at 2401 County Road 10. As in past years, there will be displays and city department exhibits. The City will also give a short presentation to discuss the vision and goals of the City for 2016. If you are not able to attend in person, the meeting will be broadcast live on Channel 16, web streamed online and replayed on the cable channel and available for on demand web replay. There will be ample opportunities to ask questions of the Mounds View City Council and City Staff.
