V ALUATION TABLE The following Valuation Table shall be used to determine fees for those permits indicated below and in all cases where the work is of such a nature that the permit fees cannot be determined from the schedule established below for such work. OTHER INSPECTIONS / PLANNING FEES Applicants are responsible for all costs incurred associated with the filing, review and processing of development applications. Such fees are to be paid in escrow up front or upon receipt of statement from the City of Mounds View. Fees may include but are not limited to costs for consultants retained by the City, consultant planning services, attorney, and engineer fees. A deposit may also be required to cover costs of public notices, materials and staff time spent in the review, research or preparation of materials associated with this application. The applicant shall be responsible for all reasonable incurred costs in excess of the initial fee and/or deposit amount. Any portion of the deposit not spent or encumbered shall be refunded to the applicant within 30 days after consideration of the application is completed. Payment of park dedication fees is required with subdivision applications. Application fees are not refundable. Building Inspections Inspections conducted outside of normal business hours $63.25/hr. Discussion: The Mounds View City Council has been asked to provide feedback to Jerry Hromatka, President and CEO of Northeast Youth and Family Services, in regards to the following three questions: 1) What unmet needs or emerging issues do you see facing youth, families, and adults in our communities over the next 3 - 5 years? 2) What services do you want NYFS to consider adding over the next few years? 3) How can NYFS improve the support and services we currently provide? To help collect and provide feedback, staff has reached out to a number of community leaders and stakeholders who may be in a position to offer such feedback. Staff asked for feedback in writing and invited all to attend the meeting on November 2 if they preferred to provide feedback in person. The individuals contacted, noted on the following page, were provided a two-page summary document outlining the three core service areas and the noted programs in support of each. Recommendation: Discuss possible unmet needs, potential additional services, and areas in which NYFS services can be improved. Temporary shelter for homeless youth, Alternative settings for students without IEPs but unable to function in a traditional setting. 3) How can NYFS improve the support and services we currently provide? Perhaps better communication of existing programs. Ramsey County Sheriff Deputy Wayne Ruffcorn provided the following response: Here are some quick thoughts to help answer the questions regarding NYFS and what I see as specialized needs for youth and parents. 1) To have available for parents, parenting skill classes to meet specific needs of the parent(s) and to have the support structure for parent(s) for handling and dealing with youth, who are in crises, and to have available for the parent(s) as well as the youth, therapeutic opportunities to create a family support system both in the home and in the community. 2) Develop classes of the dangers of cyberspace, along with assistance of law enforcement, regarding fraud, bullying, sex crimes and predators, etc. For the whole family not just the youth to help them understand the consequences and penalties of such behavior and crimes as related to MN law. 3) NYFS to provide and offer law enforcement to participate in meeting with families to discuss issues and unforeseen issues. To be proactive in addressing issues and problem solve. To have restorative justice and help families resolve issues and make whole all parties involved with these issues before law enforcement action is needed. These are the quick answers I came up with and I know NYFS does some of these things already to some degree.
