A. Review the 2016 Annual Audit by Aaron Nielsen, CPA, from MMKR 32

Aaron Nielsen, CPA with MMKR, reviewed the 2016 audit in detail with the Council. He 34
reported the City received an unmodified or clean opinion on its financial statements. He was 35
pleased to report the City was seeing an increase in the estimated market value of properties 36
which had a positive impact on tax capacity. He commented on the City’s revenues and 37
expenditures per capita and provided a summary on all governmental funds. 38

Mayor Mueller asked if the City’s enterprise funds were covering expenses at this time. Finance 40
Director Beer reported this was the case. He anticipated water rates would need to be increased 41
in order to cover the City’s proposed infrastructure improvements. He added that sanitary sewer 42
rates may also need to be increased in relation to Met Council increases. 43

A. First Reading and Introduction of Ordinance 934, Amending the Zoning 3
Map for Properties located at 2901 Mounds View Boulevard and 80XX 4
Groveland Road. 5

Planner Sevald requested the Council consider the introduction of an ordinance that would 7
amend the City’s zoning map for properties located at 2901 Mounds View Boulevard and 80XX 8
Groveland Road. He explained the proposed change would allow these properties to be rezoned 9
from R-1 Single Family to R-4, in order to house a 60-unit apartment building. It was staff’s 10
opinion the proposed amendment was consistent with the Comprehensive Plan. He explained a 11
4/5’s vote would be required of the City Council. 12

Council Member Meehlhause asked what would happen if the property was rezoned and the 14
apartment project were not to go through. Planner Sevald explained the property would remain 15
R-4. 16

Mayor Mueller inquired if there were any comments from the public regarding the proposed 18
ordinance. There were no comments. 19

MOTION/SECOND: Gunn/Meehlhause. To approve the first reading and introduction of 21
Ordinance 934, amending the Zoning Map for properties located at 2901 Mounds View 22
Boulevard and 80XX Groveland Road, waiving the reading. 23

Mayor Mueller questioned if access to the site could be made off of Mounds View Boulevard 25
instead of Groveland Road. Chris Stokka, MWF Properties, stated this could be accommodated 26
if access were approved by Ramsey County. He commented that his preliminary conversations 27
with the County led him to believe that access to the project would be off of Groveland Road. 28

Council Member Meehlhause encouraged the developers to speak with County Commissioner 30
Blake Huffman and Public Works Director Jim Tolaas at the County. 31

B. First Reading and Introduction of Ordinance 933, Amending City Code, 35
Section 401.06, Subd. 3, relating to Planning Commission Agenda Sessions. 36

Planner Sevald requested the Council consider Ordinance 933 amending the City Code relating 38
to Planning Commission Agenda Sessions. He explained the Planning Commission amended its 39
bylaws in February to no longer hold agenda session meetings, and for this reason, staff was 40
recommending the City Code be likewise amended. 41

Ordinance 933, an Ordinance Amending Section 401.06, Subd. 3, of the City Code, relating to 44

Finance Director Beer requested the Council adopt a calendar for the preparation of the 2018 7
budget. It was noted this was a statutory requirement and the budget calendar would be posted 8
on the City’s website. 9

MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8748, 11
Adopting a Calendar for the Preparation of the 2018 Budget. 12

Council Member Meehlhause looked forward to discussing the preliminary budget priorities on 14
May 1st. He asked that the Council schedule a goals and priorities retreat later this summer prior 15
to establishing a preliminary levy the 2018 budget. 16

D. Second Reading and Adoption of Ordinance 932, an Ordinance Amending 20
Chapter 502 of the Mounds View City Code Relating to Hours of Operation 21
for Off-Sale Licensed Establishments – ROLL CALL VOTE. 22

City Administrator Ericson requested the Council consider an Ordinance amending Chapter 502 24
of the City Code related to hours of operation for off-sale licensed establishments. He reported 25
all off-sale license holders were invited to discuss this topic with the Council. After this 26
discussion, it was recommended the Monday through Thursday hours of operation be amended to 27
allow businesses to remain open until 10:00 p.m., while also adding Sunday sales from 11:00 28
a.m. to 6:00 p.m. Staff discussed the proposed revisions in further detail and noted the effective 29
date for the amended hours of operation for Monday through Thursday would be June 5th and the 30
effective date for Sunday sales would be July 2nd. 31

Council Member Bergeron understood the proposed hours for Monday through Thursday would 33
allow Mounds View businesses a competitive advantage. He questioned if the City could block 34
Sunday sales. City Administrator Ericson reported the City could not block Sunday sales 35
altogether, but rather could be more restrictive with the hours. 36

Mayor Mueller asked if Sunday sales would be allowed on religious holidays such as Christmas 38
and Easter. City Attorney Riggs reported Sunday sales are not allowed by State Statute if 39
Christmas Day were to fall on a Sunday. 40

Mayor Mueller questioned if the City would be notifying its off-sale license holders of the 42
changes being made to City Code. City Administrator Ericson explained staff would send 43
notification to the off-sale license holders, noting the effective dates. 44

Mechanical and Electrical for Roof Drain Repair at City Hall. 11

Public Works Director Erickson requested the Council accept quotes and award a contract to 13
NAC Mechanical and Electrical for a roof drain repair at City Hall. He explained this work 14
would fix a roof drain that was currently leaking within a wall at City Hall. It was noted the 15
project was estimated to cost $18,256. Staff discussed the project details further, noting he had 16
provided the Council with an updated Resolution for approval. 17

Council Member Gunn thought this issue was addressed with the last roof repair. City 19
Administrator Ericson indicated the previous repair had to do with a negative exterior drainage 20
issue, or so it was then believed. 21

Council Member Gunn congratulated the Irondale Drumline on their recent competition at 30
Internationals. She indicated this group was currently ranked 8th in the world. 31

Council Member Gunn noted the Irondale Marching Band would be holding an informational 33
meeting and open registration on Tuesday, May 2nd at 7:00 p.m. at the Irondale cafeteria. 34

Council Member Gunn stated the Irondale Drama Department would be presenting The Dining 36
Room on Thursday, April 27th, Friday April 28th and Saturday, April 29th at 7:00 p.m. In 37
addition, a matinee would be held on Sunday, April 30th at 1:00 p.m. 38

Council Member Gunn reported the Irondale Band Swing Dance would be held at the Mounds 40
View Community Center on Friday, May 5th at 7:00 p.m. Tickets will be sold at the door and all 41
funds raised will go to support the Irondale Band. 42

Council Member Gunn stated last Saturday she and Council Member Meehlhause attended the 44
play “Press Start” at Pinewood Elementary. 45

Council Member Meehlhause invited the public to attend an Open House at the Ramsey County 2
Public Works Building in Arden Hills from 4:30 p.m. to 6:30 p.m. regarding County Road I. 3

Council Member Meehlhause stated on Saturday, April 29th from 12:00 p.m. to 3:00 p.m. 5
Merwin Liquors is going to be holding an Open House. 6
7
Council Member Meehlhause noted he would be attending a luncheon on Thursday, April 27th 8
for an organization that assists the homeless. 9

Council Member Meehlhause indicated he would be attending an NYFS Board Meeting on 11
Thursday, April 27th to review the organizations strategic plan. 12

Council Member Meehlhause stated on Monday, May 1st he would be attending a YMCA 14
Advisory meeting with City Administrator Ericson and Finance Director Beer. 15

Mayor Mueller reported nominations were not be accepted for exceptional women in City 17
government with the League of Minnesota Cities. The award would be presented in June at their 18
Annual Conference in Rochester, Minnesota. 19

Mayor Mueller explained the Festival in the Park Committee would meet next on Tuesday, May 21
16th at 7:00 p.m. at City Hall. Residents interested in volunteering were encouraged to attend this 22
meeting. 23

Mayor Mueller stated tennis courts and playing surfaces were closed for maintenance on April 25
21st and 22nd. 26

Mayor Mueller commented on Thursday, April 20th she attended the 2017 Safety and Loss 28
Control workshop that was offered by the League of Minnesota Cities. She noted this was a full 29
day event and offered the Council a summary of the sessions she attended. 30

Mayor Mueller commented on Friday, April 28th and Saturday, April 29th she would be attending 32
the Minnesota Mayors Association Conference. 33

Mayor Mueller stated beginning on May 1st the City Council meetings would start at 6:00 p.m. 35
instead of 7:00 p.m. She asked if the meeting minutes, just and correct claims, and consent 36
agenda could be approved prior to the Council taking public comments. City Administrator 37
Ericson suggested the Council discuss this at the May 1st work session meeting. 38

Finance Director Beer noted the City’s bond sale would be finalized on Thursday of this week. 42

Public Works Director Erickson reported work on Area I had begun and should be completed by 44
mid-July. 45

Public Works Director Erickson provided the Council with an update on the Public Works 2
facility noting the old building would be demolished in the very near future. 3

Public Works Director Erickson updated the Council on the County project that would occur at 5
Long Lake Road and Mound View Boulevard stating the signals would be replaced and the 6
intersection would be made ADA compliant. It was noted this project would begin Monday, 7
May 1 st. 8

Public Works Director Erickson reviewed the areas of the City that would be sealcoated in 2017. 10

Public Works Director Erickson updated the Council on the project occurring at Hillview and 12
Quincy Street and noted this project should be completed in June. 13

City Administrator Ericson reported he attended the Safety and Loss Control workshop with 15
Mayor Mueller and believed this was a great event. 16

Position Description
Introduction:
During the May Work Session, Staff presented a revised job description for a Facility
Maintenance/Custodian. Due to the resignation of the Community Center Custodian,
Staff reviewed the job description, and made revisions to better align with the City’s
current needs.
Background:
During the May Work Session, it was the consensus of the City Council to proceed in
revising the job description with the current Community Center Custodian pay scale,
and start the hiring process. Staff further researched the position after the May Work
Session, and found this position to appear over compensated as it relates to past
compensation studies, pay equity reports, and HAY point system. The HAY point
system assigns points to jobs based on levels of skill, effort, responsibility and working
conditions. The City also uses the HAY point system when completing pay equity
reports. It is Staff’s recommendation to approve the new job description, and start the
process of a HAY point analysis and salary study. Springsted, Inc., has already started
the process for conducting a salary compensation study for three positions, and Staff
would add this position to the study. With the current HAY points on the Community
Center Custodian position being 98, it appears this position is over compensation at
around $500 per month. Due to the HAY point designation and the current revisions to
the job description it is Staff’s recommendation to conduct a HAY point and salary
analysis before proceeding in the hiring process.
Recommendation:
Staff recommends to approve the job description in order to start the process of a HAY
point and salary compensation analysis for this position. Staff will share the results of
the study, and request approval to proceed with the hiring process at a future City
Council Meeting.

JOB DESCRIPTION
WHEREAS, due to the resignation of the Community Center Custodian, Staff
reviewed the job description, and made revisions to better align with the City’s current
needs; and,

WHEREAS, public works services provided in our community are an integral part of our
citizens everyday lives; and
WHEREAS, the support of an understanding and informed citizenry is vital to the efficient
operation of public works systems and programs such as water, sewers, streets and
highways, public buildings, and solid waste collection; and
WHEREAS, the health, safety, and comfort of this community greatly depends on these
facilities and services; and
WHEREAS, the quality and effectiveness of these facilities, as well as their planning,
design, and construction is vitally dependent upon the efforts and skill of public works
officials; and
WHEREAS, the efficiency of the qualified and dedicated personnel who staff public works
departments is materially influenced by the people’s attitude and understanding of the
importance of the work they perform,

PROCLAMATION
To recognize National Police Week 2017 and to honor the service and sacrifice
of those law enforcement officers killed in the line of duty while protecting our
communities and safeguarding our democracy.
WHEREAS, in 1961, Congress designated May 15 as “Peace Officers Memorial
Day”, in honor of all fallen officers and their families, and the week in which May 15
falls as “National Police Week”; and,
WHEREAS, there are approximately 900,000 law enforcement officers presently
serving in communities across the United States, including the dedicated members of
the Mounds View Police Department; and,
WHEREAS, in 2015, there were 15,548 reported assaults against law
enforcement officers resulting in 14,453 injuries; and,
WHEREAS, since the first recorded death in 1791, almost 20,000 law
enforcement officers in the United States have made the ultimate sacrifice having been
killed in the line of duty; and,
WHEREAS, the names of these dedicated public servants are engraved on the
walls of the National Law Enforcement Officers Memorial in Washington, D.C.; and,
WHEREAS, 394 names of fallen heroes are being added to the National Law
Enforcement Officers Memorial this spring, including 143 officers killed in 2016 and
251 officers killed in previous years; and,
WHEREAS, the service and sacrifice of all officers killed in the line of duty will
be honored during the National Law Enforcement Officers Memorial Fund’s 29th
Annual Candlelight Vigil, on the evening of May 13, 2017; and,
WHEREAS, the service and sacrifice of all officers killed in the line of duty will
be honored during the Minnesota Law Enforcement Memorial Association’s Annual
Candlelight Vigil, on the evening of May 15, 2017; and,
WHEREAS, the Candlelight Vigil is part of National Police Week, which takes
place this year from May 14 - 20; and,

WHEREAS, the service and sacrifice of Ramsey County Suburban Law
Enforcement officers killed in the line of duty will be honored during the Suburban
Ramsey County Law Enforcement Memorial Ceremony, on May 18, 2017; and,
NOW THEREFORE, BE IT RESOLVED, that the Mounds View City Council
formally designates May 14 - 20, 2017, as Police Week in the City of Mounds View,
and publicly salutes the service of law enforcement officers in our community and in
communities across the nation.

Introduction:
MWF Properties is proposing to construct a 60-unit apartment building at the NW
corner of Mounds View Blvd. & Groveland Rd. The project will require several planning
approvals, including; (1) zoning map amendment, (2) conditional use permit for a
multiple-family dwelling, (3) major subdivision to combine four lots into one lot, and (4)
development review. The current applications are for a zoning map amendment

Analysis:
The proposed project is located on four properties. Multiple-Family Dwellings are not
permitted in the R-1 or B-3 districts, necessitating a rezoning to R-4, where they are

The Comprehensive Plan Future Land Use Map1 guides the Mounds View Blvd corridor
west of Fairchild Ave. for Mixed Use-Planned Unit Development (MU-PUD), including
the four subject properties. The intent is for development to occur as a PUD for
residential and commercial/office use, although, a “PUD” is not required. No
amendment to the Comprehensive Plan is required nor proposed as part of this project.
The minimum project size for a Mixed Use PUD is 4-acres, and 3-acres for Residential
PUD’s 2. PUD’s allow for flexibility not otherwise permitted within the underlying zoning
district (e.g. R-4 High Density Residential). The proposed project is consistent with the
R-4 District, thus, the flexibility of a PUD is not necessary. The most recent PUD was
for the Bel Rae assisted living facility (2010).
Additionally, the properties are located within the County Road 10 Corridor Overlay
District, which includes all properties within 200’ of Mounds View Blvd. (Co Rd 10). The
Overlay District requires higher standards for building location, appearance, and
landscaping. These regulations will be applicable during the Development Review
process.
The procedure for considering Zoning Map amendments are described in City Code,
Section 1125.01, and include the consideration by the Planning Commission of
“Adverse Effects”. Staff’s analysis is as follows (Findings):
1. Relationship to Municipal Comprehensive Plan.
Findings: The Mounds View Comprehensive Plan, Figure 6 (Future
Land Use Map) guides these properties for Mixed Use (MU-
PUD). MU-PUD is defined as “Land containing a building or
buildings with significant amounts of residential uses in
combination with commercial and/or office uses. Sites with
this designation should be developed as planned unit
developments to provide flexibility to ensure that integrated
efficient and well-planned development occurs. Examples
include projects that could provide for a mix of residential
and commercial uses within single or multiple structures.”
The proposed Zoning Map amendment is consistent with the
residential component of the Mixed Use designation.
2. The geographical area involved.
Findings: The proposed Zoning Map amendment is in harmony with
the adjacent southeasterly zoning district; R-4 High Density
Residential.
3. Whether such use will tend to or actually depreciate the area in which it is
proposed.

Findings: Any depreciation or increase in area property values is
speculative. It is expected that approval of this Zoning Map
amendment will be followed by a development of a multiple-
family dwelling, which will improve the properties from its
current vacant status, thereby improving the vibrancy of the
neighborhood.
4. The character of the surrounding area.
Findings: The character of the surrounding area along Mounds View
Blvd (County Road 10) includes a mixture of commercial,
single-family detached homes, and single-family attached
townhomes.
The character of the surrounding area along Groveland
Road includes single-family detached homes.
5. The demonstrated need for such use.
Findings: The two parcels are currently zoned B-3; and R-1. The B-3
parcel was formerly occupied by a gas station (1972 - 2001).
The R-1 parcel is landlocked and undevelopable as-is.
Once re-zoned, the applicant’s intent is to develop a
multiple-family dwelling on the subject properties and the
adjacent southeasterly two properties.
The need is demonstrated by the market demand for
multiple family housing, and the lack of demand for
allowable commercial uses on the B-3 zoned parcel.
Planning Commission Recommendation:
The Planning Commission considered the zoning map amendment on April 5, 2017,
approving Resolution 1067-17, recommending approval of the amendment.
Summary:
MWF Properties is requesting to rezone two properties to R-4, High Density
Residential.
The proposed apartment building will include 60-units of affordable workforce housing.
MWF Properties will be requesting financial assistance from the Minnesota Housing
Finance Agency (competitive grant) and from the City EDA (Housing TIF District). If
financial assistance is obtained, MWF will then apply for a Major Subdivision to
combine the four lots into one lot, and will apply for a Development Review for the
project. The Development Review will include specific plans for the location and
appearance of the facility.

THE CITY OF MOUNDS VIEW ORDAINS:
SECTION 1. Appendix A of the Mounds View Municipal Code entitled “Specific Rezonings”
is hereby amended to include reference to the following Ordinance 934.
Subdivision 1.The City of Mounds View Municipal Code, Section 1105.02 establishes a
Zoning Map of Mounds View.
Subdivision 2. The City of Mounds View Municipal Code, Section 1125.01, describes
the procedure for considering an amendment to the Zoning Map, including the Planning
Commission’s consideration of adverse effects. The Planning Commission’s findings are found
in its Resolution 1067-17, and its recommendation of approval for the Zoning Map amendment.
The City of Mounds View City Council agrees, finding that there would be no adverse effects to

Analysis:
Multiple-Family Dwellings are a conditional use (CUP) within the R-4 High Density
Residential district.3 The project is also within the County Road 10 Corridor Overlay
District which includes all properties within 200’ of Mounds View Blvd (Co Rd 10). The
Overlay District includes additional restrictions on exterior building materials, setbacks,
and landscaping, and allows flexibility on off-street parking.
The procedure for considering a CUP requires that the Planning Commission consider

The Planning Commission has expressed concern about traffic
congestion at the intersection of Mounds View Blvd & Groveland Rd, and
if additional rental housing is appropriate in Mounds View.
It is Staff’s recommendation that the applicant complete a traffic study,
and that approval of the CUP be subject to complying with the study’s
findings, as approved by the City Council. It is Staff’s opinion that the
highest and best use for this corner is multiple-family housing. The
properties have been vacant or underutilized for many years.

5. The demonstrated need for such use.
Finding: The Metropolitan Council allocates “affordable housing need” for each
community within the metro area, within the years 2021-2030. The need
allocated to Mounds View is 27 units (13 units at or below 30% AMI; 5
units at 31% - 50% AMI; and 9 units at 51% - 80% AMI).5 The proposed
apartment building will provide 60-units at or below 60% AMI, satisfying
part or all of this housing need.
Traffic Concerns
Relating to traffic concerns, MWF is proposing a driveway on Groveland Rd. MWF
previously requested access onto Mounds View Blvd, which was denied by Ramsey
County, citing that if access is possible from a local street, then it should access the
local street. Additionally, Groveland Rd offers a full access intersection, vs. a right-in,
right-out if accessing Mounds View Blvd. According to Ramsey County, there were 23
crashes at this intersection between 2011 and 2015, two with injuries.
Staff is recommending that the City Council require MWF to complete a Traffic
Engineering Study as part of this CUP. Pending completion of the study, Staff may
recommend additional requirements as part of the Subdivision and/or Development
Review process, including reconsideration of the access by Ramsey County.
The City has received verbal concerns from two property owners on Groveland Rd
regarding how much additional traffic apartment residents would contribute. The 2015
Average Daily Traffic (ADT) for this section of Mounds View Blvd (CSAH 10) is 21,400.
The ADT for Groveland Rd (MSAS) is 1,250.

Criteria for Granting Conditional Use Permits
There are eight criteria to be considered when granting a Conditional Use Permit6, the
findings of which are listed in Resolution 8751. The CUP application includes a site
plan, landscaping plan, and elevation drawings, much of which is applicable to these
eight criteria. Please note that the Site Plan and building plans are subject to change
through the Development Review process.
The Municipal Code 7 allows for additional conditions to be placed on a Conditional Use
Permit, listed below. (comments in italics). It is Staff’s opinion that it would be more
appropriate to address these items during the Subdivision and Development Review
process.
1. Increasing the required lot size or yard dimension.
MWF’s intent is to apply for a Major Subdivision, combining four lots into one lot.
The minimum lot area within the R-4 district is 2,500 sq ft per multi-family unit. MWF
proposes 60-units, or 2,596 sq ft lot area per unit. The lot size will be in compliant.
2. Limiting the height, size or location of buildings.
The maximum building height in the R-4 district is 3-stories. MWF proposes a 3-
story building, with underground parking. The location of the building will be in the
SW corner of the property to provide buffering from single-family homes on
Groveland Rd.
3. Controlling the location and number of vehicle access points.
Staff is recommending that the City Council require that MWF complete a traffic
engineering study. Vehicle access points will be determined through the Major
Subdivision and/or Development Review process, and by approval of the local road
authority.
4. Increasing the street width.
To be determined through the traffic engineering study (e.g. restriping for a turn
lane).
5. Increasing the number of required off-street parking spaces.
The site plan indicates 63 covered and 62 uncovered parking stalls. The County
Road 10 Overlay District states that the minimum parking standards may be used as
a guide. The minimum parking standards require 1 covered parking stall per unit
(60), and 1.5 uncovered stalls per unit (90).

6. Limiting the number, size, location or lighting of signs.
Signage will be addressed through the sign permitting process.
7. Requiring diking, fencing, screening, landscaping or other facilities to protect
adjacent and nearby property.
Landscaping and screening will be addressed through the Development Review
process.
8. Designating sites for open space.
Landscaping and open space will be addressed through the Development Review
process.
Planning Commission Recommendation:
The Planning Commission considered this request at their April 5, 2017 meeting. A
motion to recommend approval failed on a 3-3 vote, and is referred to the City Council
without a recommendation. The Planning Commission expressed concern about traffic
congestion and the number of rental properties already in the city.
Summary:
MWF Properties is requesting a CUP for a 60-unit Multiple-Family Dwelling in an R-4
High Density Residential district. If approved, and if MWF obtains financial assistance,
MWF will apply for a Major Subdivision to combine the four properties into one, and will
apply for a Development Review of the project.
If MWF does not obtain financial assistance from MHFA in October 2017 (housing tax
credits), MWF plans to re-apply to MHFA in June 2018. In this event, the CUP will have
expired after one year, unless the City Council grants an extension at that time.

recommendations will be addressed as part of the Subdivision and/or Development
Review process.
The City Council is requested to hold a Public Hearing for the Conditional Use Permit
and consider the following options:

1. Approve Resolution 8751, granting the Conditional Use Permit.
2. Deny the Conditional Use Permit. If the City Council chooses this option, Staff
would need to be directed to draft a resolution of denial with findings of fact
appropriate to support the denial.
3. Table the request. If additional information (e.g. traffic study) is needed before a
decision can be rendered or if more discussion is needed, the Council can move
to table the request until such information is provided. Because of the 60-day
review requirement (May 19, 2017), the City Council would need to act upon the
request as soon as reasonably possible to avoid an inadvertent approval, or the
City can administratively extend its review from 60-days to 120-days, with notice.

WHEREAS, the City of Mounds View Municipal Code, Section 1125.01, Subd 1(e),
states that the Planning and Zoning Commission shall consider possible adverse effects of the
proposed conditional use. The Planning Commission considered these on April 5, 2017, making
no recommendation. The City Council has considered these possible adverse effects,
determining them to be minimal; and,
WHEREAS, the City of Mounds View Municipal Code, Section 1125.01, Subd 3(b)
states that in granting a conditional use permit, the City Council shall consider the advice and
recommendation of the Planning and Zoning Commission and the effect of the proposed use on
the Comprehensive Plan and upon the health, safety and general welfare of occupants of
surrounding lands. Among other things, the City Council shall make the following findings
where applicable (Findings in italics):
1. The use will not create an excessive burden on existing parks, schools, streets and
other public facilities and utilities which serve or are proposed to serve the area.
Findings: The proposed 60-unit apartment will be adequately served by city
parks (Groveland Park is two blocks north), and public schools as
interpreted by the ISD 621 Finance Director based on the
Facilities Task Force Facility Needs Statements of Affirmation and
Consultation (March, 2017), and by water/sewer utilities are
available from Groveland Rd or Mounds View Blvd.
2. The use will be sufficiently compatible or separated by distance or screening from
adjacent residentially zoned or used land so that existing homes will not be
depreciated in value and there will be no deterrence to development of vacant
land.
Findings: Sufficient screening and landscaping will be determined through
the Development Review process. The site plan, dated March 17,
2017, indicates that a buffer of existing trees will be preserved to
buffer the apartments from homes to the north and northeast.

3. The structure and site shall have an appearance that will not have an adverse
effect upon adjacent residential properties.
Findings: Appearance of the building will be determined through the
Development Review process. The preliminary building elevation
plans include a mixture of brick/stone and cement board siding,
and a hip roof to complement neighboring single-family homes.
4. The use, in the opinion of the City Council, is reasonably related to the overall
needs of the City and to the existing land use.
Findings: It is the City Council’s opinion that the redevelopment of these
properties for an apartment building will increase the vibrancy of
the Mounds View Blvd. corridor, and support local businesses
along the corridor.
5. The use is consistent with the purposes of the Zoning Code and the purposes of
the zoning district in which the applicant intends to locate the proposed use.
Findings: The properties are zoned R-4 High Density Residential. The
purpose of this district is to “provide for high density residential
uses and directly related complementary uses.” The proposed
apartments are consistent with these purposes.
6. The use is not in conflict with the Comprehensive Plan of the City.
Findings: The Comprehensive Plan guides these properties for Mixed Use
(MU-PUD), intended for a “building or buildings with significant
amounts of residential uses in combination with commercial
and/or office uses.” The proposed apartments are not in conflict
with the Comprehensive Plan.
7. The use will not cause traffic hazards or congestion
Findings: The applicant shall complete a traffic engineering study with
recommendations on access and any necessary improvements to
the intersection of Mounds View Blvd. and Groveland Rd, related
to additional traffic generated by apartment residents. This study
and its recommendations will be considered as part of the
subdivision and/or Development Review process.
8. Adequate utilities, access roads, drainage and necessary facilities have been or
will be provided.
Findings: Adequate public utilities are available from Groveland Rd or
Mounds View Blvd.

The 2015 Annual Average Daily Traffic (AADT) for this section of
Groveland Rd is 1,250. The 2015 AADT for this section of Mounds
View Blvd (CSAH 10) is 21,400. Mounds View Blvd. is classified
by Ramsey County as a Minor Reliever with a projected 2030
AADT of 35,500. Access from this property is proposed on
Groveland Rd, and will be approved through the subdivision and
Development Review process.
Drainage facilities will be addressed through the subdivision and
Development Review process.
NOW, THEREFORE, BE IT RESOLVED, that the Mounds View City Council
approves this Resolution for a Conditional Use Permit for a Multiple-Family Dwelling subject to
the following conditions:
1. The applicant, MWF Properties, LLC, shall complete a traffic engineering study
and submit it to the City for review prior to, or concurrent with, applications for a
Major Subdivision and Development Review.
2. No development or construction on these properties associated with this
Conditional Use Permit shall occur unless a Subdivision and a Development
Review have been approved by the City Council, in accordance with the City of
Mounds View Municipal Code. All construction shall comply with applicable
Rice Creek Watershed District permit requirements.
3. If construction work approved by this Conditional Use Permit has not begun
within one year after the date of this approval, this Conditional Use Permit shall
be void. Exceptions: the applicant may apply for an extension at least 30-days
prior to expiration of the Conditional Use Permit, and if the extension is granted
by the City Council.

Introduction:
The Planning Commission Bylaws are based on Chapter 401.06, Subd 3, of the City
Code. At the April 5, 2017, Planning Commission meeting, the Commission amended
its Bylaws, removing “Agenda Sessions”. Staff is requesting that the City Council
amend the correlating language in the City Code so that the two documents are
consistent.
Discussion:
There are four types of Planning Commission meetings: (1) Regular Meetings, (2)
Special Meetings, (3) Emergency Meetings, and (4) Agenda Sessions. The intent of
Agenda Sessions is to discuss non-actionable items. Historically, a regular meeting
would be adjourned and an agenda session convened to review meeting minutes and
staff updates. The minutes would then be approved at the next regular meeting.
Agenda Sessions were last held in 2013. The Planning Commission’s current practice
is to discuss non-actionable items as part of its Regular Meeting.
Recommendation:
Staff recommends that the City Council approve the Second Reading and Adoption of
Ordinance 933, amending City Code, Section 401.06, Subd 3, deleting “Agenda
Sessions”.

RELATING TO PLANNING COMMISSION MEETING TYPES
THE CITY OF MOUNDS VIEW ORDAINS:
SECTION 1. The City Council of the City of Mounds View hereby amends Chapter 401,
Section 401.06, of the Mounds View Municipal Code by adding the underlined material and
deleting the stricken material as follows:
401.06: ORGANIZATION; MEETINGS:
Subd 3. Agenda Sessions: An Agenda Session is an informal session of the Planning
Commission, typically held immediately following adjournment of a Regular or
Special meeting, at which time the Planning Commission may review minutes,
informally review proposed or pending planning cases or ordinance amendments,
and to perform other matters not requiring a vote of the Commission.
Subd. 4. 3. Special Meetings: Special meetings can be proposed during any regular meeting
by any Commission member or at the request of the Director of Community
Development, yet must be approved by a majority vote of the Commission.
Emergency special meetings may be called via written notice to the Director of
Community Development by the Chairperson or two (2) Commission members,
or by the Director of Community Development. The Director of Community
Development shall post and mail a notice of any special meeting in accordance
with state statutes.
Subd. 5. 4. Quorum: A majority of the appointed voting Commission members shall
constitute a quorum.
Subd. 6. 5. Voting Privileges: Each of the appointed members shall have equal voting
privileges.

Subd. 7. 6. Bylaws: The Commission shall adopt bylaws for its governance and for the
transaction of its business. The bylaws shall be reviewed on an annual basis at the
first regular meeting in February.
Subd. 8. 7. Records: A recording secretary, who may be recommended by the Planning and
Zoning Commission for appointment, shall keep a record of attendance at
Commission meetings and a record of resolutions, votes and abstentions on each
question requiring a vote. The record of the Commission shall be a public record.
SECTION 2. In accordance with Section 3.07 of the City Charter, City Staff shall have the
following summary printed in the official City newspaper in lieu of the complete ordinance:
On May 8, 2017, the Mounds View City Council adopted Ordinance 933 which
amends Chapter 401 of the Mounds View City Code, deleting Planning
Commission “Agenda Sessions” as a type of meeting. A printed copy of the
ordinance is available for inspection during regular business hours at Mounds
View City Hall and is available online at the City’s website located at
www.ci.mounds-view.mn.us .
SECTION 3. This ordinance shall take effect and be in force 30 days from and after its passage
and publication, in accordance with Section 3.09 of the City Charter.

The City Council is asked to approve the attached resolution accepting the quotes received and
authorizing a contract for storm sewer repairs on County Road H2.
Discussion:
Earlier this spring, staff responded to a sunken manhole on County Road H2 near the intersection
with Spring Lake Road. During the temporary repairs, staff noted that the storm structure was in
poor condition and the two of the lines entering the manhole were partially crushed. As a result
this structure needs to be replaced along with new pipe to replace the damaged sections. Staff
contacted two contractors, Douglas-Kerr Underground, Inc. and Dave Perkins Contracting, Inc.
for quotes.

contract with Dave Perkins Contracting, Inc. in the amount of $30,946.00 in order to repair the
storm sewer on County Road H2. Staff further recommends a 10% contingency of $3,000.00 for
additional work resulting from unknown conditions discovered during repairs. The total budget is
not to exceed $33,946.00. All contingency funding would require pre-approval by the Public
Works Director.

Introduction:
The City Council is asked to approve the attached resolution approving an amendment to the agreement
with Bolton & Menk, Inc. (BMI) for additional services related to the Street and Utility Improvement Project,
Area I (City Project No. 2016-C01).
Discussion:
Design services for Street and Utility Improvement Project, Area I (Area I), the final project in the Street
and Utility Improvement Program (SUIP), were awarded to BMI on August 24, 2015 via Resolution 8449.
The award amount was $165,860. On March 28, 2016, BMI was awarded construction observation
services via Resolution 8537 in the amount of $147,200. Thus the total amount of the professional
services related to Area I is $313,060. It should be noted that the bidding services in the amount of
$2,340 were unfortunately left out of the design services in Resolution 8449. Thus the total amount of
BMI’s proposal was $315,400 which equated to 9% of the then estimated $3,486,438 construction cost.
Since that time of award, Area I has required additional services from BMI. These services included:
• Additional design due to the inclusion of Quincy Street between County Road I and Hillview Road,
which also included a very deep (20+ feet) sanitary sewer section. This section also was designed
to State Aid standards.
• Poor soils along Hillview Road between St. Michael Street and Jackson Drive resulted in slower
construction progress than planned. Some of this has been paid for from the contingency in
Resolution 8449.
• Additional project coordination due to the work being performed by the Metropolitan Council at
the intersection of Hillview Road and Quincy Street.
• Splitting the project over two construction seasons, which has required additional construction
observation. The total length of construction will likely be 38 weeks with the anticipated
completion in early July 2017.
In an effort to reduce the impact of some of the additional services, city staff has been assigned to perform
some of the routine tasks such as:
• Removal marking and measurement (driveway, curb).
• Observating storm sewer installation.
• Locating driveways.
• Project hotline response and resident coordination.
In addition, some other services have been reduced to an ‘as needed’ basis.
The estimated additional services required are $68,825 of which $13,000 has been paid for under the
contingency in Resolution 8449. This amount will allow the project to be completed with the necessary
professional services from BMI. This cost is based on hourly effort from BMI so if their effort is less the
final cost could be lower.
It should also be noted that the awarded construction contract was $4,080,913.79, which is an increase
of $594,475.79 from the original estimated cost of $3,486,438. With the additional effort added to BMI’s
original contract of $315,400, the contract total would be $384,225. This equates to slightly more 9% of
the construction contract cost, which is similar to the original estimate as noted above. Sufficient funding
is available in the Street Improvement budget (485-4470-7050) to cover this additional cost.
Recommendation:
Staff recommends that City Council approve attached resolution regarding additional funding in the
amount of $53,825 for BMI’s professional services related to Area I. Additionally, this additional funding
will come from the Street Improvement budget (485-4470-7050).

Background:
In mid-2016, a Website Task Force was set up with participation from staff, a local resident, and a
representative from the business community to provide a recommendation to the City Council on which
web design & hosting company to contract with. On December 12, 2016, the City Council passed
Resolution 8679 Approving a Five Year Agreement with Revize for Web Design and Hosting Services.
After the resolution was passed, another website group was set up consisting exclusively of City staff to
initiate the design phase of the project.
Discussion:
City staff has been diligently working with Revize to set up a web portal where all project data and
correspondence associated with the project is stored and organized. This includes providing
information from the design discovery survey, supporting forms, uploading content, providing feedback,
and assigning individual tasks in order to meet established deadlines throughout the design phase.
Staff has met to discuss the overall project by comparing and contrasting other websites in likes and
dislikes regarding design, look, colors, place of content, pictures, theme, vision, etc. All information
required for the initial design phase has been submitted to Revize who has designed the content into a
custom look, feel, and usability as it relates to Mounds View.
The initial design concept has been revealed and staff has met to discuss the configuration of the
sitemap, content migration, and color changes. Revize is updating the information based upon staff’s
comments and feedback.
Once the final sitemap and all content migration has been completed, and after staff signs off on the
approved design, the final phase will consist of the content editor and web administrator training as well
as any final content changes before going live. Staff will have a better idea of the live launch date once
the final design and staff training has been completed.
