Item Title/Subject: Resolution 8800, Approving Severance for Brian Erickson,
Public Works Director
Background
Brian Erickson has resigned from his position effective July 14, 2017. Mr. Erickson has
been employed by the City for more than two years, starting with the City June of 2015.
Attached is Resolution 8800, which authorizes severance to Mr. Erickson in accordance
with the City’s Personnel Manual.
Discussion
Section 3.47 of the Personnel Manual indicates that employees who resign shall be
compensated for any accrued and unused vacation hours and, with two or more years of
service, employees are eligible to receive a payout of sick leave sick subject to the terms
and provisions addressed in Section 3.45 regarding the Retirement Health Savings Plan.
Mr. Erickson has worked the requisite time frame to be eligible for sick leave payout.
The following represents severance eligible to Mr. Erickson:

Vacation Hours 60.94 $52.45 $3,196.30 Cash Payout
50% of Sick Leave 52.93 $52.45 $2,776.18 into RHSP
Total Severance: $5,972.48
Recommendation
Staff recommends approval of Resolution 8800 authorizing severance to Brian Erickson
pursuant to the Mounds View Personnel Manual.

STATE OF MINNESOTA
RESOLUTION APPROVING SEVERANCE FOR BRIAN ERICKSON,
PUBLIC WORKS DIRECTOR
WHEREAS, Brian Erickson has resigned as Public Works Director for the City of
Mounds View; his last day of employment was July 14, 2017; and
WHEREAS, in accordance with the Mounds View Personnel Manual, Mr. Erickson is
eligible for a cash payout of his vacation hours and is eligible to receive 50% of his sick
leave hours deposited into his RHSP; and
WHEREAS, Mr. Erickson’s balance of accrued and unused vacation is 60.94 hours;
and his sick leave balance is 105.85 hours; and
WHEREAS, Mr. Erickson’s rate of pay upon resignation was $52.45 per hour.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council
approves severance to Brian Erickson consistent with the Mounds View Personnel Manual
as follows:

STREET SWEEPING MUST BE USED IF SUCH BMPS ARE NOT ADEQUATE TO PREVENT SEDIMENT FROM BEING TRACKED ONTO THE STREET (SEEPART IV.E.4.D.).THE PERMITEE MUST MINIMIZE SOIL COMPACTION AND, UNLESS INFEASIBLE, PRESERVE TOPSOIL. OF THIS PERMIT.DEWATERING AND BASIN DRAINING (PART IV.D):DEWATERING OR BASIN DRAINING (E.G., PUMPED DISCHARGES, TRENCH/DITCH CUTS FOR DRAINAGE) RELATED TO THE CONSTRUCTION ACTIVITY THAT MAY HAVE TURBID OR SEDIMENTLADEN DISCHARGE WATER MUST BE DISCHARGED TO A TEMPORARY OR PERMANENT SEDIMENTATION BASIN ON THE PROJECT SITE WHENEVER POSSIBLE. IF THE WATER CANNOT BEDISCHARGED TO A SEDIMENTATION BASIN PRIOR TO ENTERING THE SURFACE WATER, IT MUST BE TREATED WITH THE APPROPRIATE BMP'S SUCH THAT THE DISCHARGE DOES NOTADVERSELY AFFECT THE RECEIVING WATER, DOWNSTREAM LANDOWNERS OR WETLANDS. THE CONTRACTOR MUST ENSURE THAT DISCHARGE POINTS ARE ADEQUATELY PROTECTEDFROM EROSION AND SCOUR. THE DISCHARGE MUST BE DISPERSED OVER NATURAL ROCK RIPRAP, SAND BAGS, PLASTIC SHEATHING OR OTHER ACCEPTED ENERGY DISSIPATIONMEASURES. ADEQUATE SEDIMENTATION CONTROL MEASURES ARE REQUIRED FOR DISCHARGE WATER THAT CONTAINS SUSPENDED SOLIDS.FILTER BACKWASH WATERS MUST BE HAULED AWAY FOR DISPOSAL, RETURNED TO THE BEGINNING OF THE TREATMENT PROCESS, OR INCORPORATE INTO THE SITE IN A MANNER THATDOES NOT CAUSE EROSION. DISCHARGE OF THE BACKWASH WATER TO SANITARY SEWER IS ALLOWED WITH PERMISSION OF THE SANITARY SEWER AUTHORITY.INSPECTIONS AND MAINTENANCE (PART IV.E):THE CONTRACTOR IS RESPONSIBLE AT ALL TIMES FOR THE MAINTENANCE AND PROPER OPERATION OF EROSION AND SEDIMENT CONTROL FACILITIES. THE CONTRACTOR SHALL AT AMINIMUM, INSPECT, MAINTAIN AND REPAIR ALL DISTURBED SURFACES AND ALL EROSION AND SEDIMENT CONTROL FACILITIES AND SOIL STABILIZATION MEASURES ONCE EVERY SEVEN(7) DAYS DURING ACTIVE CONSTRUCTION AND WITHIN 24 HOURS FOLLOWING A RAINFALL OF 0.5 INCHES OR GREATER AND WITHIN 7 DAYS AFTER THAT. CONTINUE INSPECTION ACTIVITIESUNTIL LAND-DISTURBING ACTIVITY HAS CEASED. THEREAFTER THE CONTRACTOR SHALL PERFORM THESE RESPONSIBILITIES AT LEAST WEEKLY UNTIL VEGETATIVE COVER ISESTABLISHED. MWF Properties, LLC, requests approval of the Preliminary Plat of “Boulevard”, a Major
Subdivision combing four lots into one lot, located on 4.5 acres (including right-of-way)
at the northwest corner of Mounds View Blvd. and Groveland Rd.
This preliminary plat request is related to an application to approve a Development
Review for a 60-unit apartment building. The Preliminary Plat focuses on the
dimensions of the lot and public infrastructure, while the Development Review focuses
on how the land is used, such as the location and appearance of buildings, parking,
landscaping, and traffic. The Development Review will be presented to the City Council
at a later date, pending a recommendation from the Planning Commission.

During the May 8, 2017, City Council Public Hearing, a number of residents expressed
concern about additional traffic on Groveland Rd. to be generated by the proposed
apartments, and if additional apartments were needed in Mounds View.
MWF Properties commissioned a Traffic Impact Study (attached), and a Housing
Market Study. The Traffic Study is summarized below. The Housing Study would be
more appropriately discussed as part of the Development Review.
Analysis
Preliminary Plat drawings, dated June 13, 2017, were submitted on June 15th by the
Community Development Dept. to: Public Works Dept., City Attorney, SBM Fire Dept.,
Rice Creek Watershed District (RCWD), Ramsey County Highway Dept., and Ramsey
County Surveyor’s office. Comments were received from:

Corridor Overlay District, and is guided as Mixed Use Planned Unit Development (PUD)
in the Comprehensive Plan.

A traffic study was completed by Wenck Associates
(attached). The traffic study does not address the location
of the driveway entrance on Groveland Rd, vs. if on Mounds
View Blvd.
The study forecasts that the project will generate 31 vehicle
trips during the AM peak hour and 37 trips during PM peak
hour. Eighty percent (25-30 vehicles during peak periods) of
the apartment traffic is forecasted to go in the direction of
eastbound or westbound Mounds View Blvd. Fifteen
percent (5-6 vehicles per peak period) are forecasted to go
north on Groveland Rd.
Specific to the application for Development Review, the
Planning Commission tabled this request on July 19, 2017,
pending a discussion with Ramsey County about safety
concerns of the Mounds View Blvd (CSAH 10) & Groveland
Rd intersection.
Park Dedication The City may require the applicant to dedicate up to 10% of
buildable land (0.35 acres), or up to 10% of pre-
development land value ($39,720), to the City for park
dedication.2 Staff is recommending fees in lieu of land
dedication.

The applicant will install a playground outside the northeast
corner of the building.
The applicant is proposing to construct at their expense, a
10’ pedestrian trail within the Mounds View Blvd (CSAH 10)
right-of-way (ROW). This will require a permit from Ramsey
County.
During the July 19, 2017 Planning Commission meeting, the
Commission recommended that park dedication fees
generated by this project be dedicated toward extending the
pedestrian trail from this project to Spring Lake Rd., and that
consideration be given for this trail to be meandering (not
straight).

Summary
MWF Properties is requesting approval of the Preliminary Plat of “Boulevard”,
combining four lots into one lot, measuring 3.5 acres (excluding right-of-way
dedication). If approved, the Developers intent is to obtain approval of a Development
Review for a 60-unit apartment building on the property, and to apply for Final Plat
approval.
MWF Properties has applied for financial assistance (Low Income Housing Tax Credits)
from the Minnesota Housing Finance Agency (MHFA). This is a competitive program.
MHFA awards will be announced in October, 2017. If an award is not received, it is
anticipated that MWF Properties will request an extension to the approvals (CUP,
Preliminary Plat, and Development Review), and then reapply to MHFA in 2018.
A Public Hearing Notice was published in the July 14, 2017 addition of the Mounds
View – New Brighton Sun Focus, and mailed to property owners within 350’ of the
project, and to property owners outside of this distance along Groveland Rd, north of
Mounds View Blvd. and south of Ardan Ave (112 properties, total).
Planning Commission Recommendation:
The Planning Commission considered this request on July 19, 2017, recommending
approval (Resolution 1075-17). Additionally at this meeting, the Planning Commission
considered a request to recommend approval of a Development Review of the 60-unit
apartment complex. The Commission tabled this request with the intention for Ramsey
County staff to attend the August 2nd Planning Commission meeting, to discuss the
Commission’s concerns about the Mounds View Blvd & Groveland Rd. intersection.
Recommendation:
The City Council is requested to conduct a Public Hearing, and consider the following
options:
1. Resolution 8777, approval of the Preliminary Plat of “Boulevard”.
2. The City Council may choose deny the Resolution. If the City Council chooses
this option, Staff would need to be directed to draft a resolution of denial with
findings of fact appropriate to support the denial.
3. Continue the Public Hearing. If additional information is needed before a
decision can be rendered or if more discussion is needed, the City Council can
continue the Public Hearing until a future date. Because of the 60-day
requirements, (August 13, 2017) the City Council would need to act upon the
request as soon as reasonably possible. In this instance, the City would
administratively extend its 60-day review to 120-days, providing written notice to
the applicant.

(10%) of the buildable land, or cash equivalent (2017 estimated market value of land). This
dedication equals up to 0.35 acres, or up to $39,720 (2017 EMV); and,

NOW, THEREFORE, BE IT RESOLVED, the City Council finds that the request is
consistent with the City of Mounds View Municipal Code, Title 1000 (Building and
Development Regulations), Title 1100 (Zoning Code), and Title 1200 (Land Subdivision), and
the Comprehensive Plan; and,
NOW, THEREFORE, BE IT FINALLY RESOLVED, based upon the above findings,
the information and documents regarding the proposed Preliminary Plat, the Staff Report, the
Planning Commission’s recommendation, testimony of the applicant, and in consideration of
public testimony, the City Council does hereby approve the Preliminary Plat of “Boulevard”,
with the following conditions:
1. The applicant, MWF Properties, LLC, shall comply with requirements and BMP’s, as
stipulated by the Mounds View Public Works Department (June 20, 2017 letter), Rice
Creek Watershed District (June 23, 2017 email), Ramsey County Surveyor’s office (July
17, 2017 email), Mounds View Community Development Department (July 18, 2017
letter), and obtain applicable permits from the City, Ramsey County, Rice Creek
Watershed District, and any other applicable permits.
2. The applicant shall execute a Developers Agreement with the City, intended to be
completed as part of the Final Plat approval. The Developers Agreement will be
inclusive of developer installed improvements, including a publicly owned pedestrian
trail, privately owned fenced playground, landscaping and site improvements.
3. The applicant shall pay a Park Dedication Fee equal to 10% of the Estimated Market
Value (EMV) of land, current as of the date of approval of the Final Plat (2017 EMV =
$39,720) to the City of Mounds View prior to the City signing the Final Plat mylars.
4. The applicant shall submit a complete and current Title Commitment, and satisfy all
requirements made by the City Attorney, prior to the City signing the Final Plat mylars.
5. The applicant shall pay all of the City’s costs in reviewing the application, including
those of the City Attorney and consultants.
6. The applicant shall apply for Final Plat approval no later than six months after the date of
approval of the Preliminary Plat, or the Preliminary Plat approval will become null and
void.

1.0 Executive Summary
The purpose of this Traffic Impact Study is to evaluate the traffic impacts of a proposed new
apartment building located in the northwest quadrant of the CSAH 10/Groveland Road
intersection in Mounds View, MN.
This study examined weekday a.m. and p.m. peak hour traffic impacts of the proposed
development at the following intersections:
• CSAH 10/Groveland Road
• Groveland Road/proposed access
Proposed Development Characteristics
The proposed project will involve the construction of a 60-unit apartment building.
One vehicle access point to the site will be located on Groveland Road on the east side of
the building. The project includes 63 underground parking stalls for residents and 60 above
ground parking stalls for residents and visitors.
The project is expected to be completed and fully occupied in March 2019.
The conclusions drawn from the information and analyses presented in this report are as
follows:
• The proposed project is expected to add 31 trips during the a.m. peak hour, 37 trips
during the p.m. peak hour, and 399 weekday trips.
• One vehicle access point to the site is provided on Groveland Road on the east side
of the building.
• The CSAH 10/Groveland Road intersection is expected to operate at acceptable levels
of service during all existing and future scenarios. Trips generated by the proposed
development have minimal impact on the operations at the CSAH 10/Groveland Road
intersection.
• The addition of a southbound right turn lane on Groveland Road would separate the
southbound right turns from the through/left turns, which would reduce delay for the
right turn movement. However, the volume of southbound right turn traffic is small
compared to the total volume on CSAH 10, resulting in minimal improvements to the
overall intersection operations.

3.0 Existing Conditions
The proposed site currently contains one single family house. The site is bounded by CSAH
10 on the south, Groveland Road on the east, and residential uses on the north and west.
Near the site location, CSAH 10 is a four-lane divided roadway with turn lanes at major
intersections. Groveland Road is a two-lane north/south roadway. Existing conditions at
intersections near the proposed project location are shown in Figure 3 and described
below.
CSAH 10/Groveland Road (minor street stop control)
This intersection has four approaches and is controlled with stop signs on the northbound
and southbound approaches. The eastbound and westbound CSAH 10 approaches provide
one left turn lane, two through lanes, and one right turn lane. The northbound and
southbound approaches provide one lane shared by left turn, through, and right turn
movements. The median on CSAH 10 is approximately 30 feet wide, which creates space
between the eastbound and westbound lanes for a vehicle to wait before completing a turn

4.0 Traffic Forecasts
Traffic Forecast Scenarios
To adequately address the impacts of the proposed project, forecasts and analyses were
completed for the year 2020. Specifically, weekday a.m. and p.m. peak hour traffic
forecasts were completed for the following scenarios:
• 2017 Existing. Turn movement volumes collected in May 2017 were used for
existing conditions. The existing volume information includes trips generated by
uses near the project site.
• 2020 No-Build. Existing volumes at the subject intersections were increased by 1.0
percent per year to determine 2020 No-Build volumes. The 1.0 percent per year
growth rate was based on recent historic traffic volume growth in the project area.
• 2020 Build. Trips generated by the proposed use were then added to the 2020 No-
Build volumes to determine 2020 Build volumes.
Trip Generation-Proposed Project
The expected new development trips were calculated based on data presented in Trip
Generation, Ninth Edition, published by the Institute of Transportation Engineers. These
calculations represent total trips that will be generated by the proposed development.
The resultant trip generation estimates are shown in Table 4-1.

Trip Distribution Percentages
Trip distribution percentages for the subject development trips were established based on
the nearby roadway network, existing and expected future traffic patterns, and location of
the subject development in relation to major attractions and population concentrations.
The distribution percentages for new trips generated by the proposed development are as
follows:
• 40 percent to/from the west on CSAH 10
• 40 percent to/from the east on CSAH 10
• 15 percent to/from the north on Groveland Road
• 5 percent to/from the south on Groveland Road
Peak Hour Traffic Volumes
Development trips were assigned to the surrounding roadway network using the preceding
trip distribution percentages. Traffic volumes were established for all the forecasting
scenarios described earlier during the weekday a.m. and p.m. peak hours. The resultant
traffic volumes are presented in Figure 4.

5.0 Traffic Analysis
Intersection Level of Service Analysis
Traffic analyses were completed for the subject intersections for all scenarios described
earlier during the weekday a.m. and p.m. peak hours using Synchro software. Initial
analysis was completed using existing geometrics and intersection control.
Capacity analysis results are presented in terms of level of service (LOS), which is defined in
terms of traffic delay at the intersection. LOS ranges from A to F. LOS A represents the
best intersection operation, with little delay for each vehicle usi ng the intersection. LOS F
represents the worst intersection operation with excessive delay. The following is a detailed
description of the conditions described by each LOS designation:
• Level of service A corresponds to a free flow condition with motorists virtually
unaffected by the intersection control mechanism. For a signalized or an
unsignalized intersection, the average delay per vehicle would be approximately 10
seconds or less.
• Level of service B represents stable flow with a high degree of freedom, but with
some influence from the intersection control device and the traffic volumes. For a
signalized intersection, the average delay ranges from 10 to 20 seconds. An
unsignalized intersection would have delays ranging from 10 to 15 seconds for this
level.
• Level of service C depicts a restricted flow which remains stable, but with significant
influence from the intersection control device and the traffic volumes. The general
level of comfort and convenience changes noticeably at this level. The delay ranges
from 20 to 35 seconds for a signalized intersection and from 15 to 25 seconds for an
unsignalized intersection at this level.
• Level of service D corresponds to high-density flow in which speed and freedom are
significantly restricted. Though traffic flow remains stable, reductions in comfort and
convenience are experienced. The control delay for this level is 35 to 55 seconds for
a signalized intersection and 25 to 35 seconds for an unsignalized intersection.
• Level of service E represents unstable flow of traffic at or near the capacity of the
intersection with poor levels of comfort and convenience. The delay ranges from 55
to 80 seconds for a signalized intersection and from 35 to 50 seconds for an
unsignalized intersection at this level.
• Level of service F represents forced flow in which the volume of traffic approaching
the intersection exceeds the volume that can be served. Characteristics often
experienced include long queues, stop-and-go waves, poor travel times, low comfort
and convenience, and increased accident exposure. Delays over 80 seconds for a
signalized intersection and over 50 seconds for an unsignalized intersection
correspond to this level of service.

The LOS results for the study intersections are described below. All LOS worksheets are
included in the Appendix for further detail.
CSAH 10/Groveland Road (minor street stop control)
During the weekday a.m. peak hour, all movements operate at LOS D or better under all
existing and future scenarios. The overall intersection operates at LOS A under all scenarios.
During the weekday p.m. peak hour, all movements operate at LOS E or better under all
existing and future scenarios. The overall intersection operates at LOS A under all scenarios.
Groveland Road/proposed access (minor street stop control)
During the weekday a.m. peak hour, all movements operate at LOS A under the future
scenario. The overall intersection operates at LOS A under all scenarios.
During the weekday p.m. peak hour, all movements operate at LOS A under the future
scenario. The overall intersection operates at LOS A under all scenarios.
Overall Intersection Impacts
The CSAH 10/Groveland Road intersection is expected to operate at acceptab le levels of
service in the year 2020 both without and with the proposed project. Trips generated by
the proposed development will have minimal impact on the operations at the intersection.
The CSAH 10/Groveland Road intersection has a wide median on CSAH 10, which allows
northbound and southbound drivers to complete a two-stage crossing. In addition, the
traffic signals located at Silver Lake Road and at Pleasant View Drive create gaps in the
CSAH 10 through traffic, allowing vehicles to enter from Groveland Road at times with
minimal cross traffic. These operational items were confirmed through field observations
completed during the data collection. The combination of these items results in acceptable
levels of service for the intersection.
The addition of a southbound right turn lane on Groveland Road was also considered. The
addition of a right turn lane would separate the southbound right turns from the
through/left turns, which would reduce delay for the right turn movement. However, the
volume of southbound right turn traffic is small compared to the total volume on CSAH 10,
resulting in minimal improvements to the overall intersection operations.
Groveland Road Impacts
The most recent traffic volume avail able indicates a daily volume of 1,250 vehicle per day
on Groveland Road between CSAH 10 and Ardan Avenue. North of Arden Avenue the daily
volume drops to 710 vehicles per day. The proposed project is expected to add 60 vehicles
per day to Groveland Road north of the development access. This level of increase will have
minimal impacts traffic operations. Two-lane local streets can accommodate the traffic
volume levels expected on Groveland Road.

6.0 Conclusions and
Recommendations
The conclusions drawn from the information and analyses presented in this report are as
follows:
• The proposed project is expected to add 31 trips during the a.m. peak hour, 37 trips
during the p.m. peak hour, and 399 weekday trips.
• One vehicle access point to the site is provided on Groveland Road on the east side
of the building.
• The CSAH 10/Groveland Road intersection is expected to operate at acceptable levels
of service during all existing and future scenarios. Trips generated by the proposed
development have minimal impact on the operations at the CSAH 10/Groveland Road
intersection.
• The addition of a southbound right turn lane on Groveland Road would separate the
southbound right turns from the through/left turns, which would reduce delay for th e
right turn movement. However, the volume of southbound right turn traffic is small
compared to the total volume on CSAH 10, resulting in minimal improvements to the
overall intersection operations.

Background:
Staff received a notice of retirement from Public Works Maintenance Worker Jeff Wienke.
Mr. Wienke has served the City for 28 years. Mr. Wienke’s last day was June 30, 2017. On
June 12, 2017, the City Council approved advertising for the Public Works Maintenance
Worker (Sanitary Sewer Division). Staff advertised the opening on the City’s website and the
League of Minnesota Cities website. Staff received six (6) applications, and interviewed
three (3).
Discussion:
The interview panel consisted of Public Works Supervisor Don Peterson, Public Works
Maintenance Worker Neil Hiatt and me. It was the consensus of Staff to recommend
Benjamin Geisbauer to the position of Public Works Maintenance Worker (Sanitary Sewer
Division).
Mr. Geisbauer currently works as a seasonal employee for the City. Mr. Geisbauer holds a
Class D Water Supply System Operator and a Class SD W astewater Treatment Facility
Operator License. Mr. Geisbauer holds a Class B Permit for his CDL license, and will be
obtaining his CDL within 6 months (this is allowed under the job description).
Mr. Geisbauer, if hired, would be a member of the Public Works Collective Bargaining Unit.
Mr. Geisbauer would be subject to the established job classification system with regard to
the pay scale. Based on the criteria set forth by the 2017 – 2019 Public Works Collective
Bargaining Unit Labor Agreement, Mr. Geisbauer would qualify for Level A pay scale, which
is $25.46 per hour. Progressing to Level B, then C in the future will be based on Mr.
Geisbauer’s ability to meet the criteria established by the Labor Agreement. Also in
accordance with the Public Works Collective Bargaining Unit Agreement, Mr. Geisbauer
would be subject to a twelve (12) month probationary period.

Introduction
City Council recently discussed the possibility of become a ‘pollinator friendly’ city and Staff has
researched what this would encompass. At the May 1, 2017 Work Session Staff inquired on
what the City Council’s goals for this program are and to then establish a tentative timeline for
Staff to complete the necessary research.
Staff discussed the topic of being a pollinator friendly city with the Parks and Recreation and
Forestry Commission on April 27, 2017 regarding the possible effect on the city parks due to the
proposed capital expenditures. The Parks and Recreation and Forestry Commission is in
agreement with moving forward with becoming a “pollinator friendly” community where it is
practical and the budget allows. The Commission also was in favor of starting small and looking
at a few parks and green spaces where pollinator friendly plantings could occur and be
maintained.
Discussion
Attached is the Pollinator Protection Action List, provides a number of steps that could be taken
to assist with the protection of not only bees, but butterflies, beetles and song birds as well. The
City of Mounds View could take a number of the actions, for example ‘Cease systemic
insecticides especially neonicotinoids and fipronil.’ However, that action may increase the
amount of non-noxious ‘weeds’ such as dandelion throughout City owned property, Staff will still
be required to treat noxious weeds such as Canadian thistle. The Pollinator Protection Action
List can be used as a guide along with using other resources to establish Best Management
Practices, “BMP’s” that can be used by the City of Mounds View. These BMP’s will be
developed by staff and reviewed with the Parks and Recreation and Forestry Commission with
approval by the City Council.
Attached is a draft resolution ENDORSING "POLLINATOR FRIENDLY" POLICIES AND
PROCEDURES for the City Council to review.
Recommendation
Staff recommends the council approve the attached resolution, giving staff the desired goals of
the Council. Having clear goals from the Council will assist Staff in further selection of what
BMPs could be established for the City of Mounds View.

A RESOLUTION ENDORSING "POLLINATOR FRIENDLY" POLICIES AND
PROCEDURES
WHEREAS, the City Council of Mounds View, along with the Parks and
Recreation and Forestry Commission have discussed the study and understanding of
promoting a healthy natural environment through the reduction and elimination of
harmful pesticides; and,
WHEREAS, bees and other pollinators are integral to a wide diversity of
essential foods including fruit, nuts, and vegetables; and,
WHEREAS, native bees and honey bees are threatened due to habitat loss,
pesticide use, pathogens and parasites; and,
WHEREAS, recent research suggests that there is a link between pesticides that
contain neonicotinoids and the die-off of plant pollinators, including honey bees, native
bees, butterflies, moths, and other insects; and,
WHEREAS, neonicotinoids are synthetic chemical insecticides that are similar in
structure and action to nicotine, a naturally occurring plant compound; and,
WHEREAS, the City Council finds it is in the public interest and consistent with
adopted City policy for the City to demonstrate its commitment to a safe and healthy
community environment through the implementation of pest management practices in
the maintenance of City parks, green spaces and city property.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:
1. The City will strive to undertake its best efforts to become a ‘Bee-Safe’
City by undertaking best management practices in the use of plantings
and pesticides in all public places within the City.
2. The City will strive to refrain from the use of systemic pesticides on City
property including pesticides from the neonicotinoid family.
3. The City will strive to undertake its best efforts to plant flowers favorable to
bees and other pollinators in the City's public spaces.
4. The City will strive to designate ‘Bee-Safe’ areas in which future City
plantings are free from systemic pesticides including neonicotinoids.
5. The City will strive to undertake best efforts to communicate to Mounds
View residents the importance of creating and maintaining a pollinator -
friendly habitat.

POLLINATOR PROTECTION ACTION LIST Protect the life that
sustains us
Declining pollinator populations like honey bees, native bees, beetles and others are crucial
to our food supply and ecosystem. Now is the time to take action. It’s the right thing to do.
Replace Turf
Transform under-utilized areas of turf to gardens, meadows, prairie and bee or low mow lawns.
New construction and plans include habitat instead of turf.
Ecologically Sound Practices Replace Pesticides
Cease systemic insecticides especially neonicotinoids and fipronil.
Develop Integrated Pest Management Program that focuses on ecologically sound practices.
Conduct an annual inventory of current pesticides and practices; update with least toxic options.
Use non-toxic alternatives to pesticides like controlled burns and organic methods. (see alternative
pesticide list)
Read pesticide labels thoroughly, keep staff updated on pesticide certification
Evaluate, Monitor and Research
Conduct research on pollinator populations and pollinator best practices.

Ecology: Restore, Plant and Build
Use regenerative practices like beneficial insects, beetle banks, buffer strips, hedgerows, and
wind breaks.
Leave plantings intact until spring to allow overwintering insects hibernation nesting areas.
Choose untreated native plants that bloom in spring, summer and fall for abundant pollinator
resources.
Choose untreated native plants that maximize water filtration and soil stabilization, and will
attract pollinators and
predators that prey on garden pests.
Commit to annual goals for habitat restoration and installation.
Steward existing woodlands to promote woodland groundcover which provide early nectar
resources.
Create pesticide free zones and corridors in right of ways, roadsides, in parks and public lands.
Carefully plan mowing. Implement alternate roadside mows to avoid harming animals and
habitat.
Change Perceptions
Tolerate bee “weeds” such as dandelions, creeping charlie, and native thistle.
Adopt not-so-tidy areas for habitat and nesting areas; mulch or wood piles, hedgerows and
beetle banks.
Change perceptions of maintenance…accept some plant damage and imperfections.
Don’t spray swarm. Save bees by calling the statewide swarm catchers 651-436-7915.
Advocate and Legislate
Insist on untreated plants and seeds from your plant sources. Be diligent in asking your grower.

Background/Discussion:
The Parks and Recreation and Forestry Commission along with Public Works Staff have
been evaluating options for the playing surfaces at Greenfield, Groveland, Silver View
and Random Parks.
These playing surfaces vary in age and condition and multiple options were considered
for improvements. Ideas included total reconstruction, resurfacing or placing a tile system.
After looking into the options the Commission felt it would be best to hire a consultant to
evaluate the playing surface and bring forward recommendations.
Fred Kolkman of Fred Kolkman Tennis & Sport Surfaces LLC was contacted to perform
the evaluations and provide the commission a report for options for all the playing
surfaces in the Parks.
After receiving the report the Commission concluded that both Greenfield and Groveland
Tennis Courts are beyond the resurfacing phase and other options would need to be
explored. The basketball courts at Silver View and Random Parks could be resurfaced to
protect from further damage. At the May 2017 Parks and Recreation and Forestry
Commission meeting, the Commission approved seeking quotes for this work.
Fred Kolkman prepared plans and specifications for resurfacing the basketball courts at
Random and Silver View Parks; the plans were sent to five different contractors.
Only one proposal was received, submitted by Dermco-Lavine Construction of
Minneapolis, for a total of $28,950.00. This proposal was reviewed by Fred Kolkman and
found to be satisfactory.
Funding for this project would come from the Park Dedication Fund account 451-4470-
7050, with a budget of $60,000 to resurface Greenfield Park tennis courts. The tennis
Courts at Greenfield and Groveland Parks are being proposed to be rebuilt in 2018.
Recommendation:
Staff, along with the Parks and Recreation and Forestry Commission, is recommending
the City Council approve Resolution 8798 to approve the proposal from Dermco-Lavine
Construction of Minneapolis for $28,950.00 to resurface the basketball courts at Random
and Silver View Parks. Staff also recommends adding a 5% contingency amount of
$1,447.50 to the project for any unforeseen expenditures, for a total cost of $30,397.50
to be funded from the Park Dedication account, account # 451-4470-7050.

Item Title/Subject: Resolution 8799 Approving the Expansion of the Hockey Rink
at Hillview Park
Background/Discussion:
The Parks and Recreation and Forestry Commission, along with Public Works staff, has
been evaluating options for the hockey rink at Hillview Park. The options have included
eliminating the rink, moving the rink north of its current location and making the hockey
rink larger. After examining these options, the Commission felt it would be best to leave
the rink in its general location but expand the length to the west.
The majority of the labor will be performed by Public Works staff. The post or metal frame
and chain link work will be contracted out. Staff has obtained a quote from Century Fence
of Forest Lake; they have performed this work for the City in the past. Additional work will
be performed by Public Works staff, including the removal of the asphalt surface, removal
of black dirt, installation of aglime, installation of new boards and painting of the boards.
The following is a breakdown of estimated costs for this project:
1) Century Fence $8,025.00
2) Aglime $5,110.00
3) New lumber for rink $1,715.00
Total: $14,850.00
Funding for this project would come from the Park Dedication Fund, account 451-4470-
7050, with a budget of $14,850.00 for the Hillview hockey rink.
Recommendation:

WHEREAS, options have included eliminating the rink, moving the rink north of its
current location, or making the rink larger; and,
WHEREAS, the Commission felt it would be best to leave the rink in the same
general location but expand its length to the west; and,
WHEREAS, Staff received a quote from Century Fence of Forest Lake, MN, to
install the metal frame and chain link fencing at a cost of $8,025.00; and,
WHEREAS, Public Works Staff will perform the asphalt and soil removal,
installation of aglime, new boards and painting of the boards at a cost of $6,825.00; and,
WHEREAS, funding for this project would come from the Park Dedication account
451-4470-7050, with a budget of $14,850.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds
View, Ramsey County, Minnesota as follows:

Community Center Parking Lots Mill & Overlay Project
Background:
On June 12, 2017, the City Council approved Resolution 8764, which approved a construction contract with
Bituminous Roadways, Inc. for the City Hall and Community Center Parking Lots Mill & Overlay Project. In
addition to milling the bituminous surface and overlaying with asphalt, this project includes removing and
replacing sections of concrete sidewalk and concrete curb and gutter that are in disrepair.
Discussion:
During the initial site inspection, an estimated quantity of 120 linear feet for concrete curb and gutter and
110 square feet of sidewalk to be removed and replaced was determined. However, after an in-depth
inspection of the condition of the concrete curb and gutter and sidewalks at City Hall and the Community
Center, it was decided that additional quantities would need to be added to the project.
As a result, staff discussed the possibility of adding additional sidewalk, and curb and gutter replacement
with Bituminous Roadways, Inc. Since Bituminous Roadways, Inc. has not started the project, the
additional 160 linear feet of concrete curb and gutter, and 440 square feet of concrete sidewalk can add to
the project at the same unit price that they proposed in bid.
The awarded unit price for this work is $45.45 per linear foot of concrete curb and gutter and $22.90 per
square foot of concrete sidewalk. This would result in an additional $17,348.00. The current contract
amount is $106,880.25. The 2017 Street Improvement Fund (485-4700-7050) includes $150,000 for the
City Hall and Community Center parking lots mill and overlay. The existing contingency of $10,700 would
not be increased. The table below details the changes proposed by the additional work. It can be seen
that there would still be a positive balance of $15,071 in the Street Improvement Fund.
Recommendation:
Staff recommends that the Council approve the attached resolution and add this work to the existing City
Hall and Community Center Parking Lots Mill & Overlay Project.

WHEREAS, the City Hall and Community Center Parking Lots Mill & Overlay Project included

WHEREAS, an in-depth inspection of both the concrete sidewalk and concrete curb and gutter at
City Hall and the Community Center has been completed and it has been determined that additional

440 square feet of concrete sidewalk shall be added to the existing contract with Bituminous
Roadways, Inc.
2. The City Hall and Community Center Parking Lots Mill & Overlay Project funding is increased in
the amount of $17,348.00, with no increase in the contingency amount.
3. Funding for the additional work shall be from Street Improvement Fund (485-4700-7050) in the
amount of $17,348.00.

Background:
The City entered into a Joint Powers Agreement (JPA) with the City of Coon Rapids on
February 13, 2017 (Resolution 8704) to provide routine street maintenance such as traffic marking,
street sweeping, crack sealing, and seal coating.
At the April 10, 2017 City Council meeting, the Council approved the bids received by the City of Coon
Rapids and proceeding with the project (Resolution 8741). Pearson Bros., Inc. of Hanover, Minnesota
submitted the lowest bid and was awarded the contract for seal coating by the City of Coon Rapids on
April 18, 2017.
Discussion:
Sealcoating of Area D plus Bronson Avenue between Edgewood Drive and Raymond Avenue, and
County Road H2 between Program Avenue and Mounds View Boulevard was substantially completed
on June 27, 2017.
Pearson Bros., Inc. has completed all project site work in a satisfactory manner in accordance with the
contract documents, and submitted the required project documents.
The final invoice amount is $74,790.08, which is lower than the estimated cost of $76,120.36, due to
final quantities being less than originally estimated. The administrative fee to be paid to the City of Coon
Rapids will be $1,371.85, is based on actual construction cost, which is less than the estimated
administrative cost of $1,391.81.
Recommendation:
Public Works recommends that the City Council approve the attached Resolution 8802 accepting the
seal coat work and releasing final payment of $74,790.08 for the 2017 Sealcoating of Area D Project
(City Project No. 2017-C06). Additionally, staff recommends that the City Council authorize payment
of $1,371.85 to the City of Coon Rapids for costs associated with administering the Joint Powers
Agreement.

Background/ Discussion:
The City is currently in the process of constructing a new Public Works facility. The Public
Works Department is experiencing changes in staffing levels in the Administration area--
Jim Hess, the Engineering Technician, will be retiring on Wednesday July 26, 2017, and
Brian Erickson, the former Public Works Director, resigned from his position and his last
day was July 14, 2017. These departures will leave the department short-staffed during
the construction of one of the largest projects the City has had in recent years.
At the July 10, 2017, Council meeting, Brian Erickson informed the Council that additional
services may be required to assist Public Works Staff in the continuing construction of the
new facility.
Public works received a proposal from Oertel Architects for construction administration,
and has discussed what services would be appropriate for this project. The original scope
of services for the Construction Administration phase covered the following:
• Bi-Weekly Site / Construction Progress Meetings
• Shop Drawing Review
• Respond to Requests For Information (RFI)
• Issue Architectural Supplemental Instructions (ASI)
• Issue requests for cost proposal and change requests (ArchPR)
• Review proposed costs from the contractor (ArchPR or GCCP)
• Review the building at project completion (Punchlist)
• Review project closeout documents
Oertel’s proposal will encompass the following additions to their base service as outlined
above:
• Increase site meetings / progress meetings to weekly events
• Extend hours needed to include Owner/Architect progress meetings, in addition
to the added site / progress meetings.
• Review and administration of additional documents and / or construction changes
that still fall within the purview of the Architect’s basic scope of services.

Oertel’s proposed fee is a general estimate of additional time needed for the items above-
-they are not able to provide a hard number. Oertel Architects will provide the City of
Mounds View with a monthly estimate of additional fees, to be billed hourly as needed.
There may be cases where construction activity does not require the full use of those
additional hours, and some where there might be more. The goal will be to provide
services reasonably and to itemize the additional hours on monthly invoices to track
appropriately. Oertel is proposing an additional 12 hours per month, for the duration of
construction (10 months) at the current billing rate of $125 / hr. This results in $1,500.00
per month, for a total estimated additional fee of $15,000.00.
Funding for the additional Construction Administration will come from the Public Works
Facility Construction project account.
Recommendation:
Staff recommends the City Council approve Resolution 8805, approving the proposal
from Oertel Architects for additional construction administration for the construction of the
Public Works Facility. An additional 12 hours per month is proposed for the duration of
