Past recipients of this award include: 2004: David Jahnke 2005: Frank Silvis 2006: Ed Lanz 2007: Don Hodges 2008: Barbara Haake 2009: Diane Wuori 2010: Jean Miller Nominations are open to the public and the award is subject to the following guidelines below: Eligibility: Nominees must be a Mounds View resident, business owner or land owners. Current elected officials, City employees, City contractors, or past Citizen of the Year Award recipients are not eligible. Selection Criteria: 1. Courage: Exemplifies courage and determination to follow one’s own values. 2. Initiative: Demonstrates drive and initiative in his/her approach and overcoming challenges on the way. 3. Time Commitment: Volunteers a significant amount of time and energy to the betterment of the City of Mounds View and its residents; more than just financial contributions. 4. Discussion: This award is currently scheduled to be awarded at the Monday, April 16, 2012, Town Hall Meeting, located at City Hall. Below is the timeline for applications and City Council approval. The 10,560-square-foot building was built in 1965. The building has been vacant since early 2005. The vacancy date is based on the last utility bill issued by the City. As shown on the attachment, Ramsey County’s 2012 estimated value of the property is as follows: Structure $183,600 Land $243,900 Total $427,500 Below are images of the building. Per court order, the process of selling the property was recently authorized. On November 21, 2011, the listing agent for the property told City staff that the asking price is $316,800. This is $110,700 less than Ramsey County’s 2012 estimated market value of $427,500. Attached is the marketing brochure for the property. Due to the reasonable asking price and the fact that the EDA owns a single-family lot adjacent to the property, staff is recommending that the EDA consider making an offer to purchase the property and demolish the building for redevelopment purposes. The redevelopment of the site would remove a blighting influence on the community and eventually maximize future property taxes on the site. The property is part of an area that has been slated for redevelopment since at least 2002 with the completion of the latest County Road 10 Redevelopment and Revitalization Plan. As shown on the image on the next page, the redevelopment area includes three parcels (2832 County Rd 10, 2840 County Rd 10 and 7861 Groveland Rd). The 2840 County Rd 10 parcel is not for sale at this time. 2832 County Rd 10 CVS 1/3/12 − Work Session Item 2 – PAK Building Page 3 of 4 Financial Impact The financial impact to the EDA if they choose to purchase this property for redevelopment purposes would consist of the purchase price and demolition costs. Staff would recommend that the EDA offer a price of at least $50,000 lower than Ramsey County’s 2012 estimated land value. The City Council/EDA would not need to specify the exact purchase offer in a public forum, yet the Council/EDA could provide City staff with a “not to exceed” amount. If environmental cleanup is needed on the property, City staff would apply for brownfield grants through Ramsey County or the State of Minnesota. Excludes: Asbestos/Hazardous Material Removals (Pending Survey); Removal of Building Contents (if any); Restoration of Topsoil and Seed City staff plans to receive a third demolition bid before the January 9th EDA meeting. For comparison purposes, in 2006, the cost for demolition, site clearance and abatement of hazardous materials of the former Premium Stop gas station site was $24,910. The size of the former Premium Stop structures were 2,100 square feet (building) and 700 square feet (car wash). The size of the “PAK” building is 10,560 square feet. 2002 County Road 10 Redevelopment and Revitalization Plan The latest County Road 10 Redevelopment and Revitalization Plan was completed in 2002. The plan did not include a redevelopment concept for this particular site. However, page 12 of the plan referred to the “old, unattractive commercial properties” on the site and “numerous small lots with direct and/or undefined access” to County Road 10. A single- parcel redevelopment project occurred on the site in 2004 (the former Amoco station was replaced by a new CVS Pharmacy). EDC Discussion - December 16, 2011 The EDC discussed the “PAK” building at their December 16th regular meeting. Their recommendation was in the form of a 5-0 Motion to the EDA to purchase the property for the purpose of future redevelopment. Recommendation Staff recommends that the City Council discuss the EDA’s interest in purchasing the “PAK” building property located at 2832 County Road 10. The EDA will formally discuss the issue at the January 9, 2012, regular EDA meeting. One of the issues discussed concerned the ongoing and persisting confusion regarding the name of County Road 10. The City Councils directed the administrators to organize a task force to consider a consistent, unified name for the corridor from 35W in Ramsey County to Highway 47 (University Avenue) in Anoka County. Discussion: Since the May tri-city Council meeting, the administrators have met and corresponded to discuss and consider the potential make up of the task force. It was originally suggested that the task force consist of the following representatives from each community: * Two business representative * One resident representative * One Council representative It is envisioned that the task force would meet once a month (or less frequently) during 2012 and after three or four meetings rotated between the three communities, generate a short list of possible names for the City Councils to consider. The City announced the formation of the task force and solicited candidates in the Mounds View Matters, in the Business News, on the website and on its Facebook page. Three residents have expressed an interest: • Joan Bosard • Helen Chambers • Gary Meehlhause Despite strong support among the business community to assign a name to the corridor, at this point no business representatives have indicated a desire to participate on the task force. Given that, I would suggest we appoint two residents instead of two business reps, with a third resident identified as an “alternate.” (We will continue to solicit for a business representative.) Recommendation: Pick two of the three residents to represent the City and continue to seek a business representative to participate on the Task Force.
