Mounds View Home Improvement Loan program Next Work Session: Monday, November 5, 2012, at 7pm Next City Council Meeting: Monday, October 8, 2012, at 7pm FALL CLEAN UP DAY Saturday, October 6, 2012 from 9am to Noon Item No: 2 Meeting Date: October 1, 2012 Type of Business: Work Session City of Mounds View Staff Report To: Honorable Mayor and City Council From: James Ericson, City Administrator Item Title/Subject: Review Request for Permanent On-Street Parking Adjacent to Woodlawn Terrace Apartment Complex Introduction: Rajiv Garg, owner of Woodlawn Terrace, is requesting that the City consider permitting on-street parking for Woodlawn Terrace tenants on Woodlawn Drive and Edgewood Drive. Staff indicated to Mr. Garg that the City Code prohibits overnight parking on City streets with the exception of temporary allowances granted by the Police Dept for just cause. Discussion: Woodlawn Terrace is a six-building multi-family apartment complex located on Woodlawn Drive and Edgewood Drive. (Refer to the attached aerial map.) The complex, constructed in 1968 and 1969, contains 113 units in the six buildings served by only 120 surface parking stalls. There are also 90 garage units on the property, bringing the total number of covered and uncovered parking to 210 spaces. The City Code requires 1.5 uncovered parking stalls per unit plus 1.0 covered stalls (garage stalls) for a total of 2.5 per unit. For Woodlawn, that would translate into 283 required spaces. While Woodlawn Terrace presently falls well short of the minimum requirements, the number of stalls may have met or exceeded code requirements when the project was originally constructed. Staff has reviewed the Woodlawn Terrace property and has determined that there are no areas that can be repurposed for parking on the property without sacrificing the minimal amount of green space on site. (Refer to the second aerial graphic which shows how some green space could be replaced with parking, however doing so would put the complex further out of compliance with the City’s green space requirements.) Both the public works director and police chief recommend against allowing on-street parking in this area or any area within the City. Recommendation: Review and consider Mr. Garg’s request to permit on-street parking for residents of Woodlawn Terrace and provide direction to staff if further action becomes necessary. We have some visitor parking spots about 1 1/2 blocks away on the main parking lot of Woodlawn Terrace Apartments behind the garages. For tenants who live in 7640 on Woodlawn drive/Edgewood drive that is a little farther walk, especially in the winter. I would really like the city approve some parking on Woodlawn/Edgewood Drive for tenants only and by permit only. Currently, our policy is 1 car per person on the lease. In all of our units regardless of 1 or 2 bedroom apartments we can have 2 cars per apartment. We are generally short 6-8 parking spots which does not count for visitors. Yes, tenants who rent garages do park in their garage. We have a permit system for tenants and do end up towing cars which do not have a permit. This also has had a lot of controversy in the past for guests of tenants who have gotten towed. Our tenants are getting very frustrated and some have moved out due to limited parking spots. As you know, we cannot afford to lose tenants nor can we afford to have turns due to this problem. I would really appreciate if the city would be willing to accommodate for parking on-street to alleviate the problem. Due to the hard economy, we are seeing majority of the units own 2 cars at a minimum for work purpose. It used to be when a family would only have 1 car but as we all know, times have changed and everyone has to work in order to make ends meet. As I have indicated to you earlier, the only reason I purchased Woodlawn is because we had Creative Kids Academy adjacent to the building and thought our investment would enhance Mounds View and the community. I plan to stay in Mounds View and plan to look for future opportunities in the city. WE REALLY NEED CITY's HELP IN ADDRESSING THE PARKING ISSUES AT WOODLAWN TERRACE APARTMENTS. Please consider my request to allow on-street parking for tenants of Woodlawn Terrace Apartments. I have seen resident parking only by permit done in other cities as well. Thanks for your help!
