Attached is an April calendar. Staff would like to make the suggestion of scheduling the Town Hall Meeting on Saturday, April 26, 2008, to allow enough time for the new Clerk/Administrator to prepare. 2007 Mounds View Citizenship Award The City of Mounds View Citizenship Award recognizes ordinary citizens who have demonstrated outstanding dedication to improving the community. Past recipients of this award include: 2004 – David Jahnke 2005 – Frank Silvis 2006 – Ed Lanz Staff received two nominations for the 2006 Citizenship Award – Ed Lanz and Don Hodges. Staff has received some verbal requests from residents to nominate Don Hodges for the 2007 Mounds View Citizenship Award. Attached is Don Hodges’ nomination application for the 2006 award. Would the City Council be open to award the 2007 Citizenship Award to Don Hodges or would the City Council like Staff to start advertising and collection of new nominations? If the City Council directs staff to advertise and collect new nominations, then Staff would come back to the City Council at the March Work Session with the nomination applications for Council consideration. Respectfully submitted, Desaree Crane Item No. 5B & C Meeting Date: January 7, 2008 Type of Business: WS WS: Work Session; PH: Public Hearing; CA: Consent Agenda; EDA: EDA Business Administrator Review: _____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Desaree Crane, Assistant City Administrator Item Title/Subject: Festival in the Park Budget & Mounds View 50th Anniversary Celebrations Budget There is $14,500 in budget number 100-4110-3900, which covers the Festival in the Park ($4,250) and the Mounds View 50th Anniversary Celebrations ($10,250). Last year, the City Council passed Resolution 7117, which authorized additional expenditures to the Festival in the Park, not to exceed $5,300, to assist the Committee in payment of Insurance, Professional Bands, Port-a-Potties, Irondale Marching Band, use of the City’s copier machine, and the Car and Tractor Show. The Festival in the Park Committee met in December, and would like to ask the City Council if the City would assist in the expenditures for this two day festival this year. The Festival in the Park is scheduled for August 16 and 17, 2008. The Festival in the Park Committee has a drafted budget, and will be finalizing the budget soon. The Festival Committee needs assistance on payment of insurance, Professional Bands, Port-a-Potties, Irondale Marching Band, use of City’s copier machine, the Car and Tractor Show and Festival in the Park Signage. If the City Council is in agreement in helping with festival expenditures, then the Festival Committee will present a list of these expenditures at either the February or March Work Session. Mounds View 50th Anniversary Celebrations As stated above, the City budgeted $10,250 for the 50th Anniversary of Mounds View Celebrations. A 50th Anniversary Committee has been established, and comprises of myself, Interim City Administrator Jim Ericson, Councilmember Flaherty and Councilmember Mueller. The 50th Anniversary Committee drafted a theme for the celebration, “Mounds View, Celebrating 50 years of Pride, Progress, and Partnerships,” and started brainstorming ideas for celebrations. The Anniversary Committee would like to do monthly celebrations to include: displaying Mounds View City Flags throughout the City, ice cream socials, and a reunion of former Mayor and Council Members. In past discussions, the City Council wanted to start the 50th Anniversary Festivities at the Town Hall Meeting. Staff and the Anniversary Committee would like guidance on the City Council’s vision for this celebration. Does the City Council wish for monthly celebrations or would the City Council prefer to start the celebrations at the 4th Annual Town Hall meeting? When would the City Council prefer to end the celebrations? At the end of the year or at the end of the Festival in the Park? The Anniversary Committee is also trying to put together a 50th Anniversary Cookbook to be sold at the 2008 Festival in the Park. Proceeds from the cookbook will go towards further Mounds View Festival in the Park activities and events. The cookbook will illustrate recipes from Mounds View residents. Information on submission of receipes is located on page 5 of the current Mounds View Matters. Respectfully submitted, Desaree Crane Item No: 6 Meeting Date: January 7, 2008 Type of Business: Worksession Administrator Review : ____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: James Ericson, Interim City Administrator Item Title/Subject: Review Potential Dates for 2008 Council / Staff Leadership, Planning and Team Building Retreat Introduction: At a previous Council meeting, the Council indicated it would like to have Don Salverda back to facilitate the 2008 Leadership Retreat as he has done in previous years. The Council expressed a desire to set the dates for the retreat shortly after the hire of the City’s next City Administrator. Discussion: I have met with Mr. Salverda and discussed times in which he may be available to work with the City. Based on the timeframe identified in the Springsted position profile, it would appear that the next administrator would begin employment in March, thus it would make sense to hold the retreat later in March. Mr. Salverda is open anytime the last week of March, which is March 24 – 28. In years past, the retreat was held over two evenings. The City Council has a Council meeting on March 24, thus perhaps it would make sense to hold the retreat Wednesday and Thursday evenings, from 5 pm to 10 pm. (The 2007 retreat was held on a Wednesday and Thursday evening.) Recommendation: Please bring your calendars and be prepared to set a date for the 2008 Leadership Retreat. If you have any questions beforehand or would like me to check Mr. Salverda’s availability for additional dates, please let me know before the meeting. If the Council is inclined to terminate its relationship with Kennedy & Graven, the termination clause of the agreement (Section 2.11) requires a thirty days written notice. If the Council believes instead that changes are warranted with regard to the services being provided by Kennedy & Graven, City Attorney Riggs would be more than willing to discuss Council expectations and address any expressed concerns. Discussion: In 2003, at the direction of the City Council, staff distributed Requests for proposals (RFPs) for municipal legal representation to firms that engage in municipal representation. Ten firms responded to the RFP and six firms were interviewed. Ultimately the City Council chose to remain with Kennedy & Graven and unanimously approved a two-year contract on July 28, 2003. The contract was renewed for one additional year on June 27, 2005 with the provision that the City intended to solicit proposals for legal services at the end of the agreement term. The present three-year agreement was approved by the Council by unanimous consent on June 26, 2006 after having reviewed the agreement at the two previous worksessions. Recommendation: Please review the attached legal services retainer agreement between Kennedy & Graven and the City of Mounds View. If the Council feels inclined to make a change in legal representation, staff should be directed to prepare a Request for Proposals which would be distributed to area firms specializing in municipal representation. If only changes to the agreement are desired or if expectations need to be reiterated, staff would initiate such a conversation in writing with Attorney Riggs.
